Mr. Knox is President and Chief Executive Officer of Abt Associates, a policy research and business consulting firm, where he has been employed since 1969. Mr. Knox is also a director of Eastern Bank, a mutually-owned commercial bank. The Board has determined that Mr. Knox is an independent director, based on the independence standards adopted by the Board and the requirements of the NYSE.

A social and behavioral epidemiologist and expert in managing clinical research programs, Scott W. Royal, Ph.D., M.P.H., leads Abt Associates' Domestic Health Division. Dr. Royal specializes in epidemiologic and survey research in connection with national and international health studies, with extensive experience in providing administrative oversight and project management for teams of researchers. Dr. Royal has managed projects for clients such as the Centers for Disease Control and Prevention, the National Institutes of Health, and the Substance Abuse and Mental Health Services Administration, as well as pharmaceutical companies and other private industry clients. Before joining Abt Associates, Dr. Royal managed the social and behavioral epidemiology program at Research Triangle Institute in Washington, D.C., where he led a research team that provided services to major federal health agencies. Mr. Adilet Meimanaliev has a strong background in policy analysis, research, and evaluation and has worked with organizations such as the World Health Organization, World Bank, Abt Associates and others focusing on health policy and finance in Central Asia and specifically Kyrgyzstan. Hunt, Dana E. is a Principal Scientist at Abt Associates, a public policy research organization in Cambridge, MA. After receiving her Ph.D. from the University of Pennsylvania, Dr. Hunt continued her research on illegal drugs at the National Development and Research Institutes in New York City, joining Abt in 1987. Her research has included evaluation of programs for drug users at risk of HIV, non-traditional drug treatment, community-wide enforcement initiatives and multi-site mentoring programs for youth at risk, as well as the development of models for estimating hard core drug use and drug availability. Hao is a Vietnamese immigrant with a commitment to creating opportunities for rural communities in Vietnam. She has studied the role of non profits in development while in India, Brazil, and South Africa. She later worked with the Asian Task Force Against Domestic Violence, where she worked with Christopher for the first time. Hao has worked as a nonprofit sector research analyst for McKinsey & Company, a top international management consulting firm, where she helped domestic and international non profits understand their markets and formulate strategies. She has also worked with the Wellesley Centers For Research On Women, where she helped change the way the government reports on violence in schools. It is her strong dedication to making resources available for people in developing countries, and women in particular, which influenced her decision to create the Vietnam Learning Association. Her focus is on leveraging the library into a community resource which will provide critical services as well as books. Stephen Musau joined Abt Associates in April 2002 as a Senior Associate/Technical Advisor Health Care Financing. Mr. Musau has a background in financial accounting he received his Batchelor of Commerce degree (majoring in Finance) from the University of Nairobi in 1981 and subsequently qualified as a Chartered Accountant in the United Kingdom in 1985. He is a fellow of the Institute of Chartered Accountants in England and Wales. His focus is on health care financing, including hospital financial management systems, cost analysis, community based health financing and sustainability of health care programs and organizations. He is currently involved in hospital reform activities in Eritrea; strengthening financial management systems of the Community Health Fund in Tanzania; costing the scaling up of HIV/AIDS interventions; costing infectious disease surveillance and response programs; assessing the sustainability of a post abortion care program. Prior to joining Abt Associates, Mr. Musau had 20 years experience in financial management consulting, auditing and cost analysis of health institutions. He has served as Resident Financial Management Advisor to a large USAID-funded project in Kenya that successfully introduced user fees and related financial management systems to public hospitals. For nine years he was a partner in a firm of Certified Public Accountants in Kenya, providing auditing and financial management advisory services to a wide range of clients many of whom were in the health sector. For three years he also worked as a freelance consultant in health care financing. He has provided technical assistance to Ministries of Health and non-governmental organizations in East and southern Africa.

Prior to joining Communications, Dr. Boyle was the Chairman and Chief Executive Officer of Credit Technologies, Inc., a Massachusetts-based provider of credit decision and customer acquisition software, from 1989 to 1993. From 1995 to 1999 he was a Director of Saville Systems, a global telecommunications billing software company, with its United States headquarters in Burlington, Massachusetts, and served as a member of its Compensation Committee from 1995 to October 1999. Dr. Boyle is also a director of several private companies. Dr. Boyle earned his A.B. in Mathematics and Economics from Amherst College and a B.S. in Electrical Engineering and Computer Science, an M.S. in Operations Research, an E.E. in Electrical Engineering and Computer Science and a Ph.D. in Operations Research, all from the Massachusetts Institute of Technology.

Robert L. Spangenberg has been conducting research and providing technical assistance on civil and criminal justice system-related topics for over 25 years. Mr. Spangenberg began his legal career as a trial attorney, handling civil and criminal cases in state and federal courts. Subsequently, he directed a neighborhood legal services program, the Boston Legal Assistance Project, for eight and a half years before joining Abt Associates as Deputy Director of its Law and Justice Division in Cambridge, Massachusetts. Widely regarded as a national expert on justice delivery systems to the poor, Mr. Spangenberg left Abt Associates to form TSG in 1985. Since that time, Mr. Spangenberg has been involved in numerous national, state and local indigent defense systems studies, as well as overseeing the only two national studies of indigent defense services on behalf of the U.S. Department of Justice.
