Board of Directors
Mr. Yossi Lipman is President and Chief Executive Officer of Southwest Convenience Stores, LLC (SCS). SCS is the largest 7-Eleven licensee in the United States, with over 300 stores located in West Texas and New Mexico. SCS is wholly-owned by ALON USA.
SCS was created in 1993 when Permian Basin Investments acquired 152 stores from Southland Corporation, now known as 7-Eleven, Inc. SCS has grown to over 200 stores and markets its fuel under the FINA brand.
Mr. Lipman brings more than 20 years of professional experience to his current position. His primary duties include overseeing SCS's personnel, capital resources, marketing operations and financial viability. Since joining SCS in 2001, Mr. Lipman has been instrumental in leading its charge to increase its market share in West Texas and throughout the Southwest.
As part of its strategy, SCS has commenced upgrading the physical image of its 7-Eleven stores throughout West Texas and New Mexico and, in addition, has developed more aggressive pricing and promotional strategies to meet the demands of the current convenience store market.
In 1998, prior to joining SCS, Mr. Lipman served in Israel as General Manager of Cosmos, a chain of hypermarkets owned by Super-Sol Ltd. As a member of Super-Sol's executive team, Mr. Lipman was responsible for marketing and store operations.
Mr. Lipman also held general managerial posts at Tuoro College, in Jerusalem in 1997, and at another Super-Sol subsidiary in Hungary in 1994. While in Hungary, Mr. Lipman oversaw 27 stores with more than 1,100 employees. In addition, he was Super-Sol's Manager of Human Resources with responsibility for employee recruitment, placement and benefits.
Mr. Lipman is a veteran of the Israel Defense Forces and a retired brigadier general. He earned a bachelor's degree in political science and economics from Tel Aviv University and a master's degree in business management from the School of Business Administration at Hebrew University of Jerusalem.

Mr. Joseph Israel is Chief Operating Officer (COO) of ALON USA. Mr. Israel provides both strategic and operational leadership to the entire company and directly responsible for Alon USA’s Refining, Supply, Asphalt, Business Development and Risk Management functions. Prior to that, Mr. Israel served as Vice President of Mergers & Acquisitions and Business Development for the company.
Prior to joining ALON USA in March 2000, Mr. Israel held Vice President position with Petroleum and Energy Infrastructures company. Israel also served as Chief Economist of the Israeli Fuel Administration and Senior analyst at the Israeli Land Administration. Mr. Israel earned his MBA and Bachelor’s degree in Economics from the Hebrew University in Jerusalem.
Mr. Israel is married to Sarai and has three daughters.

Mr. Shai Even is Senior Vice President and Chief Financial Officer of ALON USA.
Mr. Even joined ALON USA in August 2003 as Treasurer and was further appointed as CFO in December 2004. In May 2005, Mr. Even was appointed Vice President.
Mr. Even began his career with KPMG and prior to joining ALON USA, he worked for 7 years with DCL Technologies LTD, as CFO.
Mr. Even is a Certified Public Accountant (CPA), licensed by the California Board of Accountancy and a member of the American Institute of CPA's. He is also a CPA in Israel, licensed by Israeli Ministry of Justice.
Mr. Even earned a bachelor's degree in Economy and Accounting from Bar- Ilan University in Israel.
Mr. Alan Moret is Senior Vice President of Asphalt Operations of ALON USA. Mr. Moret joined the company in August 2006 in connection with ALON USA's acquistion of Paramount Petroleum Corporation (Paramount).
Mr. Moret has over 30 years of experience with refining and asphalt. He oversees asphalt operations and marketing at our refineries and asphalt terminals. Prior to joining ALON USA, Mr. Moret was President of Paramount from November 2001 to August 2006. Prior to joining Paramount, Mr. Moret held various positions with Atlantic Richfield Company, most recently as President of ARCO Crude Trading, Inc. from 1998 to 2000 and as President of ARCO Seaway Pipeline Company from 1997 to 1998.
Mr. Moret is a graduate of Carnegie Mellon University where he earned a bachelor's degree in Chemical Engineering in 1976.
Mr. Claire A. Hart is Senior Vice President of ALON USA. Mr. Hart joined the company when it was formed in August 2000 after ALON Israel Oil Co., LTD purchased the downstream assets of Atofina Petrochemicals, Inc. (FINA).
Prior to being named Senior Vice President in January 2004, Mr. Hart served as ALON USA's Vice President and Chief Financial Officer. As Senior Vice President, Mr. Hart oversees the company's Information Technology, Internal Audit, Human Resources and Insurance departments, as well as our Sarbanes-Oxley compliance program.
Mr. Hart brings more than 20 years of professional experience to ALON USA, including 13 years with FINA, Inc., where he held various positions in the Finance, Accounting, and Operations Departments. Mr. Hart also held an overseas finance assignment at the international headquarters of PetroFina, S.A. in Brussels, Belgium. He later returned to FINA in Dallas to assume the posts of Insurance Risk Manager, General Manager of Credit Operations and Treasurer respectively.
Prior to Mr. Hart's FINA experience, he worked with the accounting/consulting firm of KPMG. He initially worked in the firm's audit department and later joined its financial management consulting practice in 1982. As a Senior Manager, he assisted companies in the energy, utility and manufacturing industries to help improve their financial processes and systems.
Mr. Hart is a Certified Public Accountant (CPA), and a member of the American Institute of CPA's and the Texas Society of CPA's. In addition, Mr. Hart belongs to a variety of professional and civic organizations.
Mr. Hart is a graduate of Oklahoma State University where he earned a bachelor's of business administration degree in accounting.
Mr. Harlin R. Dean, Jr. is Senior Vice President, General Counsel and Secretary of ALON USA. Mr. Dean joined ALON USA in October 2002. As General Counsel, Mr. Dean is responsible for all legal affairs of the ALON USA family of companies and for public and governmental affairs.
Mr. Dean began his career at the Wall Street firm of Carter, Ledyard and Milburn practicing corporate and securities law. During the ten years prior to his joining ALON USA, Mr. Dean worked in the Dallas office of Weil, Gotshal & Manges where he specialized in mergers and acquisitions, public and private securities offerings and corporate governance.
His transactional experience encompasses a wide range of industries and includes representation of both public and private companies, as well as financial buyers and institutional investors.
Mr. Dean earned a Bachelor of Business Administration in Accounting, magna cum laude, from Northeast Louisiana University in 1988 and his Juris Doctorate, with honors, from the University of North Carolina at Chapel Hill in 1991. He has been admitted to Practice in Texas and New York.
A native of Monroe, Louisiana, Harlin is married to Elizabeth Dean and has two daughters, Morrison and Wilson, and one son, Harlin III.
Mr. Jimmy C. Crosby is Vice President of Refining and Supply for ALON USA. Mr. Crosby joined ALON USA as General Manager of Business Development and Planning when ALON USA was formed in August 2000 after ALON Israel Oil Co., LTD purchased the downstream assets of Atofina Petrochemicals, Inc. (FINA).
Mr. Crosby has 25 years of refining experience and oversees the operational planning/scheduling and raw material and product supply for all terminals/pipelines and the Paramount and Long Beach, California refineries.
In 1981, Mr. Crosby began his career with Gulf Oil, which later became Chevron, where he held a number of refining operations and economics and planning positions. Mr. Crosby joined Fina in 1996 where he later became the Manager of Planning and Economics for the Big Spring refinery. Most recently, Mr. Crosby was the Vice President of Supply and Planning for ALON USA.
Mr. Crosby is a graduate of Mississippi State University, where he earned a bachelor’s degree in chemical engineering in 1981.

Mr. Joseph (Joe) A. Concienne is Senior Vice President of Refining and Supply, and brings more than 30 years of experience in refining and petrochemicals to ALON USA. Mr. Concienne has overall responsibility for ALON USA's refineries, which have a crude oil throughput capacity of approximately 250,000 barrels per day.
Prior to joining ALON USA, Mr. Concienne worked in a variety of positions in the refining industry including process development, research, project engineering, refining economics and process unit supervision. He also has held several refinery management positions, including site manager overseeing various facilities since 1990.
In 1974, Mr. Concienne began his career as a Senior Research Engineer for Texaco Research & Technical, where he worked on hydrogenation and catalytic cracking research. He later held advanced engineering positions with Glitsch, Inc. and Phibro Energy Refining. While at Phibro, Mr. Concienne was promoted to several managerial assignments including Manager of Operations and Refinery Manager between 1983-1998. He was later named Vice President/General Manager, when Phibro Energy Refining became Valero Refining and Marketing in 1997.
From 1998-2001, prior to joining ALON USA, Mr. Concienne served as Director of Operations/General Manager for Southwest Chemical Services in Seabrook, Texas.
Mr. Concienne, a native of Nederland, Texas, holds bachelors and master's degrees in chemical engineering from Lamar University. He also is a Registered Professional Engineer in Texas.

Yeshayahu Pery has served as a director of Alon since August 2003. Mr. Pery has also served as a director of Alon Israel since 1997. He is Chairman of MIGAL INC., a technology institute in the biotechnology field, a position he has held since 1998. From 1997 until 2004 Mr. Pery served as Chairman and Chief Executive Officer of Galilee Cooperative Organisation, a purchasing and finance organization of the Kibbutz movement. In addition, Mr. Pery served as Chairman of Agricultural Insurance Association and the Atudot pension fund between 1995 and 2004.
Zalman Segal , 72, has served as a director of Alon since July 2005. Mr. Segal served as Chairman of the Board of directors of Bank Leumi Romania, a financial services company, from August 2006 through August 2008. Mr. Segal served from 1989 through April 2006 as Vice Chairman of the Board of directors of Bank Leumi USA and its subsidiary, Leumi Investment Services. Mr. Segal served from 1989 through 2005 as Chief Executive Officer and as director of Bank Leumi USA, where he was responsible for the commercial banking business of Bank Leumi USA in the Western Hemisphere.
Mr. David Wiessman is Executive Chairman of the Board of Directors of ALON USA. The company was formed in August 2000 after ALON Israel Oil Co., LTD (ALON Israel) purchased the downstream assets of Atofina Petrochemicals, Inc. (FINA).
Mr. Wiessman has over 25 years of oil industry and marketing experience. In 1976, after serving in the Israeli Air Force, he became CEO and majority shareholder in Bielsol Group, a privately owned company that owns and operates gasoline stations and real estate in Israel.
In 1993 Mr. Wiessman acquired ALON Israel. In 1994 he became CEO and President of ALON Israel Group, moving it from a 0% market share to more than a 20% market share today, making ALON Israel one of Israel's leading enterprises.
ALON Israel has pioneered retail outlets in Israel's gas stations, opening up commercial centers, supermarkets, and roadside restaurants. ALON Israel's "Super Alonit" convenience stores were the first stores to be operated in Israel, while the company also operates fast foot outlets and SegaFredo cafes. ALON Israel holds the Pizza Hut and Kentucky Fried Chicken franchises in Israel.
Mr. Wiessman, through ALON Israel, also purchased in 1999 - 80.3% of Dor Energy shares, which more than doubled the number of ALON Israel service stations and has given the company a 20% share of Israel's fuel market. ALON Israel now holds 100% of Dor Energy. Through Dor's fully-owned subsidiary, Dorgas, ALON Israel has become a major player in the LPG market. Dorgas has the exclusive rights to import LPG to Israel via Haifa Port and the exclusive rights to supply fuel and LPG to the Palestinian Authority.
ALON Israel is also part of the DerechEretz consortium, which holds the tender to build the Cross-Israel Highway, Israel's first-ever toll road. ALON Israel holds 100% of the rights to construct and operate road services adjacent to the highway, which, when completed, will stretch from the north to the south of the country. The project will cost $1.2 billion, and ALON Israel will also hold 20% of the company that will operate the highway.
In August 2000, Mr. Wiessman negotiated ALON Israel's purchase of the downstream assets of FINA, Inc., including the Big Spring refinery, terminals, pipeline systems, and marketing operations located in Texas, New Mexico, Arizona, Louisiana, Arkansas, and Kansas. As Executive Chairman of the Board of ALON USA, Mr. Wiessman is committed to continuing the growth of the FINA brand name in the United States and will preserve FINA's culture and growth through significant investments in marketing. In 2001, ALON USA purchased Southwest Convenience Stores, LLC, the largest 7-Eleven licensee in the United States.
In June 2003, Mr. Wiessman through the Bronfman - ALON Israel group purchased 78.13% of Blue Square Israel Ltd. making ALON Israel the leading food retailer in Israel with more than 170 supermarkets in Israel. Blue Square is a public company both in the U.S. and Israel stock exchange market (BSI).
Blue Square, Super Alonit, Pizza Hut and Kentucky Fried Chicken have brought ALON Israel to be the leading food retailer in Israel.
Mr. Wiessman is considered the leader of the Fuel Industry Reform in Israel, and he is formally involved in the design process of the Israeli Fuel Industry. He serves on many Boards of Directors, is an active member of governmental committees relating to energy issues, and is a frequent guest speaker to large groups regarding the energy industry and issues.
In recognition of his many accomplishments within the business community, Mr. Wiessman was named Israel's Man of the Year for 2005. This distinguished honor, which has been awarded for the past 11 years, was presented during the annual Israel Business Conference. The conference was attended by such dignitaries as the Prime Minister, the Minister of Finance, other ministers, and top Israeli business people, including industry leaders, industrialists, economists, senior officials, politicians, and representatives of various social organizations.
In recognition of his leadership in the growth of ALON USA, Mr. Wiessman was awarded the prestigious 2007 Ernst & Young Entrepreneour of the Year Award for the Southwest Region and was a finalis for the international award.
Mr. Wiessman created and is the largest contributor to the "Warm House Project", a community service project in Israel that provides transportation to and from school for economically disadvantaged children, as well as lunches and after school tutoring. Mr. Wiessman founded the Israeli Philharmonic Orchestra Scholarship Fund that provides underprivileged students with an opportunity for musical college education. ALON USA is also involved in the "Community in Schools" project: ALON USA recently established a $1 million endowment to benefit the exemplary stay-in-school program for students in Dallas and the North Texas area.

Avraham Shochat has served as a director of Alon since October 2005. Since 1988 he has served as a member of the Israeli Parliament, where he has chaired or was a member of various committees including economics, finance, defense, foreign affairs and education. From 1992 to 1996 and 1999 to 2001, Mr. Shochat served as Israel’s Minister of Finance and from October 2000 to March 2001 as the country’s Minister of Infrasture.
