In October 2005, ATC became the first utility - and among only five organizations - to be accepted into Wisconsin's new Green Tier program, which now has 33 participants throughout the state. The program, administered by the Wisconsin Department of Natural Resources, recognizes businesses and organizations that demonstrate superior environmental performance and dedication to continual improvement and strives to encourage responsible environmental decision-making to protect and restore natural resources. To be admitted into Green Tier, companies must demonstrate a strong environmental compliance record, implement a formal system for including environmental issues in business decision making, participate in external oversight of environmental performance, and show continual, measure improvement. Participants in the Green Tier program make legal commitments to environmental excellence through contracts and charters negotiated with the DNR. In exchange, they are given incentives to achieve their environmental goals and improve performance. The DNR can then focus its resources on orgnaizations and facilities that still need to bring performance up to compliance. Acceptance and participation in Green Tier provides us with a means of ensuring internal controls, a systematic method of improving relationships with DNR, and a productive way to change how we and DNR approach environmental resource conservation. ...

President and Chief Executive Officer Jose Delgado worked to create the company he now leads, American Transmission Co. ATC became operational Jan. 1, 2001 as the first multi-state transmission-only utility in the U.S.; it currently has transmission facilities in portions of Wisconsin, Michigan, Minnesota and Illinois. Previously, Delgado spent 27 years at Wisconsin Electric Power Co. starting as an electrical engineer and ending as Vice President of Electric System Operations, when named CEO of ATC in late 1999. Delgado serves on the Edison Electric Institute board of directors and co-chair of the CEO Task Force on Reliability & Infrastructure Protection. He is chairman of the North American Electric Reliability Corporation's Transmission Owners and Operators Forum. He also serves on the advisory board of the Consortium for Electrical Reliability Technology Solutions. Delgado has served as chairman and president of MAIN, the regional reliability council for eastern Wisconsin, Illinois and western Missouri. He is also a former trustee of NERC and was a member of the Department of Energy Electric System Reliability Task Force and the board of directors of the Association of Edison Illuminating Companies, the advisory board to the Department of Energy laboratories as well as other positions on various committees within the utility industry. Delgado currently serves on the University of Wisconsin-Milwaukee Chancellor's Council of Corporate Sponsors and the School of Business Advisory Council. He is also a member of the Marquette University School of Engineering National Advisory Council and the Greater Milwaukee Committee. In addition, he serves on the board of directors of the United Community Center and Wisconsin Manufacturers & Commerce. Delgado graduated cum laude from Marquette University with a bachelor's degree in electrical engineering. He earned a master's degree in electrical engineering from Marquette University and a master's degree in business administration from the University of Wisconsin-Milwaukee. Delgado is a member of two engineering honorary associations, ETA KAPPA NU and TAU BETA PI.

Carol Chinn joined American Transmission Co. in December 2006 as the company's chief operating officer. She oversees ATC's system operations, construction and maintenance areas. ATC owns and operates more than 9,000 miles of transmission lines and 480 substations, and has a 10-year, $3 billion building plan. Prior to joining ATC, Chinn was with the Federal Energy Regulatory Commission in the Division of Reliability in Washington, D.C. She formerly was president and chief executive officer of Georgia Transmission Corp., an electric transmission utility with more than $1 billion in assets. Prior to becoming CEO in 2002, Chinn served as GTC's vice president for system planning. Chinn spent 18 years at Florida Power & Light in various management positions within the Power Delivery and Distribution business units. Chinn earned a bachelor's degree in environmental engineering from the University of Florida at Gainesville, a bachelor's degree in electrical engineering from the University of Miami, and a master's of business administration from the University of Florida at Gainesville. She is a certified statistical application expert (Six Sigma Black Belt). Other activities include Business Executives for National Security, Harvard Electricity Policy Group; Institute of Electrical and Electronic Engineers, and Georgia Oglethorpe Award Panel of Judges (Malcolm Baldridge Quality Award Criteria).

Mike Rowe joined American Transmission Co. in January 2006 as Vice President - Construction. He is responsible for all aspects of project development and implementation of ATC's construction program estimated at $3.1 billion over the next ten years. Previously Rowe served as Director of Engineering & Asset Management for Kansas City Power & Light where he developed the annual work plan to cost effectively meet reliability and service targets while also managing the design, mapping and real estate functions. Prior to joining Kansas City Power & Light, Rowe spent 22 years with Commonwealth Edison in Chicago, most recently as Director of Project Management, where he was responsible for a $150 million annual construction program focusing on infrastructure upgrades in downtown Chicago and generating plant switchyards.
