Phil Horvitz is Chief Technology Officer and maintains a position on the Apptis Board of Directors. Additionally, he has played a vital role in providing development, design, and other consultative services to the U.S. State Department for the U.S. Passport System. Previously, Mr. Horvitz was the Chief Executive Officer, President and Chief Technology Officer of General Data Systems. Mr. Horvitz founded GDS in 1984 as a consulting company specializing in the design and implementation of high availability and fault tolerant system architectures. Under his leadership and vision, GDS experienced rapid growth of over 400% in high-end professional services with over 100 consultants employed in the firm from 2001 to 2003. Mr. Horvitz was also the chief architect and strategist of GDS's Northstar, FEP, and Facial Recognition technologies that have served as key technological differentiators in GDS's business strategy. From 1985 through 1992, Mr. Horvitz was the feature columnist for DG Review magazine and a frequent speaker at industry conferences. He has served as a consultant to the Executive Office of the President, Department of Justice, Johns Hopkins University, Oracle Corporation, and other high profile clients. Mr. Horvitz received his B.S. in Computer Science from the University of Maryland. He remains active with the University and was elected in 2003 to the Board of Visitors at the College of Computer, Math, and Physical Sciences (CMPS). In 2003, Mr. Horvitz created the first named Professorship in the Computer Science Department at the University of Maryland.

As Apptis' Chief financial officer, Mr. Attilio is committed to leveraging expertise in fiduciary oversight and strategic management to build a world-class financial infrastructure and drive the company's top and bottom line growth Previously, Rick Attilio was the vice president of finance for Unisys Corp. global public sector business unit. During his more than twenty year tenure at Unisys, Rick Attilio held a variety of financial and accounting management positions at both the corporate and operating unit levels of the company. Prior to Unisys, Rick Attilio held positions at the Hertz Corp. and the United Nations. Rick Attilio earned a Master in Business Administration from Fairleigh Dickinson University in Madison, NJ and a Bachelor of Arts from St. Peter's College in Jersey City, NJ. He is a member of the American Institute of Certified Public Accountants (AICPA) and the New Jersey Society of Certified Public Accountants (NJSCPA).

Kim Taylor Roman is an energetic, accomplished marketing executive and entrepreneur with more than 26 years of experience leading initiatives and marketing strategy for associations, nonprofits, government and business. She is responsible for driving Apptis strategic marketing through integrated branding, advertising, internal and external communications, public relations and partner alliances with IT industry leaders. Ms. Roman joined the company when it was known as an IT reseller, PlanetGov. In 2003, Kim spearheaded the company's rebranding and integration of five companies into Apptis, successfully redefining it in the marketplace as an enterprise-wide IT solutions leader. Over the next three years, she evolved the company's marketing and communications through five company acquisitions that transformed the company into a full systems integrator. Prior to joining Apptis, Ms. Roman established and owned two successful marketing companies. The Final Product (TFP) was a pioneer in providing integrated direct mail production, electronic marketing and consulting under the umbrella of one company. In 1998, TFP garnered $6 million in annual sales. Johnson Studios, an art and graphics design studio affiliated with TFP, was founded to fill demands for a cost effective and client focused marketing company for the direct mail industry. Ms. Roman has served as a member of the CMO Council, International Association of Business Communicators, GovMark Council and the American Marketing Association. A strong believer in social responsibility and community service, Ms. Roman is a leader and community supporter, National Race for the Cure (breast cancer benefit), Red Cross, Salvation Army and has sponsored corporate support for The Women's Center in Vienna, VA

Pauline Healy is a "can do" business development professional who brings a diverse range of business development experience. Pauline has nearly two decades of experience working with the Department of Defense (DoD) and the U.S. Air Force in contract management roles and in business development in the private sector. At Apptis, her heightened ability to identify, qualify, and pursue new business opportunities will aid Apptis in expanding its position as Top 20 integrator for the U.S. Federal Government. Pauline joins Apptis most recently from QinetiQ North America where she served as Vice President of Business Development. Previously, at Apogen Technologies (acquired by QinetiQ), she managed a 17-person team focused on new business growth and ensuring maximum industry exposure. Healy also worked extensively in government acquisition and contract management for the U.S. Air Force during her time at Hanscom Air Force Base in Massachusetts. Active in industry associations, Pauline is a member of Air Force Association (AFA) D.W. Steele Chapter (Executive Member), Armed Forces Communication and Electronics Association (AFCEA), Association of Old Crows (AOC), National Contract Management Association (NCMA), National Defense Industrial Association (NDIA), Airlift/Tanker Association (ATA), Air Traffic Control Association (ATCA), Industry Advisory Council (IAC), Women in Technology (WIT), and Executive Biz. Additionally, Pauline holds the following professional certifications: Certified Acquisition Professional Development Program (APDP) Level III in Contracts Management, NCMA Certified Associate Contracts Manager (CACM), and Mastering Business Development (MBDi). Pauline graduated from Western New England College in Springfield, Massachusetts, and holds an MBA and BS in Business Administration.

A recognized expert, Ruth Bowers brings over 25 years of experience in the capture and management of IT programs and contracts including Government-Wide Acquisition Contracts (GWACs), Multi-Agency Contracts (MACs), ID/IQ tasking and open procurement contracts. As the leader of Apptis' Sector Support Organization, Ms Bowers is dedicated to enhancing client satisfaction through a well managed acquisition infrastructure that enables government to procure solutions faster, easier and in compliance with government regulations. Before joining Apptis, Ms. Bowers held similar senior-level positions at DynCorp, Titan, and AMS where she was instrumental in securing contract awards exceeding several billion dollars. She created Dyncorp's first GWAC Service Center, directing efforts that helped win the Millennia contract and drive over $1.5 B in tasking. She also worked at EDS in their telecommunications group. Ms. Bowers credits her track record of success to a steadfast commitment to honest, open relationships with her government partners. In addition to her expertise in acquisitions, Ms. Bowers is Project Management Professional with a deep understanding of the PMBOK, as well as the CMM/CMMI process. She graduated with a Bachelors of Science in Information Systems in 1994.

Mary L. Walker is a respected advisor to the federal health care industry, leveraging more than 30 years of experience in strategic management, marketing, business development and government relations to deliver results to her clients. She is known as an innovative operational leader with experience in large-scale public health systems, medical informatics and supporting information technologies. A strong change manager with excellent group facilitation skills, she is a recognized leader in market entry, competitive positioning and building collaborations. Ms. Walker also has management experience, including human resource development, profit/business center management, organizational design and development, and team building. As a Vice President for the Health Solutions sector of Apptis, Ms. Walker serves as Account Manager for the Department of Health and Human Services (HHS). In this role, she works collaboratively with Department executives to customize practicable, strategic information technology solutions to solve business problems today, and ready the organization for the future. Her current focus is to help HHS leverage Apptis' business process and technology solution that improves patient safety through the reduction of pharmaceutical and medical errors in a hospital setting. She led the development of initiatives in bioinformatics, e-health, information assurance and business intelligence. Prior to Apptis, Ms. Walker was the Executive Director for the Public Health Mission Area for the MITRE Corporation's Center for Enterprise Modernization (CEM), the Federally Funded Research and Development Center (FFRDC) for the Internal Revenue Service (IRS). She was the strategic leader for MITRE's Healthcare Sector work and the primary MITRE liaison for senior health client representatives and senior health officials. Previously, Ms. Walker served as a Vice President for Healthcare Missions at Raytheon and DynCorp. She began her career as a Senior Research Assistant and Microbiologist at Johns Hopkins and the National Institutes of Health. Ms. Walker is a published author, a certified microbiologist and lab technologist, and currently serves as an adjunct professor at John Hopkins School of Nursing. Her professional training includes executive certifications from Columbia University, University of New Hampshire, Harvard University, MIT, and Fairfield University. She has continuing medical education credits in Medical Informatics, BioSecurity, and Sigma Training and Certifications. Ms. Walker graduated from Southern University where she received a bachelor's degree in microbiology. Ms. Walker is a member of the American Medical Informatics Association (AMIA), International Medical Informatics Association (IMIA), Healthcare Information and Management Systems Society (HIMSS), Armed Forces Communication and Electronics Association (AFCEA), and the NIH Children's Inn (Fundraising Committee).

William Perlowitz is Vice President of Advanced Technology at Apptis and is chartered to provide technology and process leadership throughout the enterprise. He has over 20 years of dynamic technical and management leadership fielding complex, global systems including work for the Alyeska Pipeline Service Company, Department of Defense, Federal Aviation Administration, and Federal Emergency Management Agency. Prior to joining Apptis, he was CTO of Reliable Integration Services, and had worked for United Technologies Sikorsky Aircraft and IBM's Federal Sector Division. He has a Bachelor's Degree in Electrical Engineering, Administration & Management Science, and Economics from Carnegie-Mellon University. His current interests include the processes and measurements for delivering business strategy through technical programs and the hierarchical application of the Federal Enterprise Architecture to public sector enterprises.

Adam Welsh brings extensive experience in the provider, health plan, and federal health markets to Apptis. Adam drives strategy, blueprinting, and implementation engagements to expand and leverage Apptis core competencies in the commercial and government health markets. Prior to joining Apptis, Adam served as senior associate at Booz Allen Hamilton, where he developed market strategy and intellectual capital in the areas of pay for performance, consumer directed health, health information technology, and health quality. In addition, Adam provided project management and delivered services to the Military Health System, the Department of Health and Human Services, major health plans, and pharmaceutical and biotechnology companies. Adam earned a Masters in Business Administration in Strategy and Finance from FW Olin Graduate School of Business at Babson College, and a Bachelor of Science in Biology from the University of Vermont. He serves as a board member and advisor to a number of medical group and health care associations, including the National Patient Safety Foundation Corporate Council Board and the American Medical Group Association Results-Based Payment System Initiative Advisory Board.

An accomplished entrepreneur and business leader, Michael serves as senior vice president of the Civilian and Transportation Sector and maintains a position on the Apptis Board of Directors. He brings nearly 20 years of experience and a solid track record of successfully mobilizing organizations to meet both Mission and IT needs of federal government customers. Prior to joining Apptis, Michael founded and built Technology and Management Associates, Inc. (TMA), a technical support services company dedicated to serving the Federal Aviation Administration. TMA provided services that supported National Airspace System automation, communications, and weather programs critical to the U.S. air transportation system. Under his leadership TMA grew to a $32M business with a backlog in excess of $350 million. The company was recognized in 2002 and 2003 by Inc. Magazine as the 11th and the 8th fastest-growing private company in the country. Michael also served as a vice president at Northrop Grumman Corporation/Federal Data Corporation (FDC), where he led engineering and operational experts in supporting the FAA domestic air traffic control infrastructure and traffic flow management activities. In addition, he managed IT support contract vehicles at the Jet Propulsion Laboratory and NASA Kennedy Space Center. Beginning his career in federal transportation with a small business contractor, Michael rose from a program analyst to owner and chief operations officer. During his tenure, the company became a major prime contractor at the FAA's William J. Hughes Technical Center with over 125 employees and $10M in revenue before being purchased by FDC.

Tony Celeste has nearly 30 years of sales management and leadership experience; with over 20 specifically focused on high-technology solutions in both commercial and government markets. His extensive background in this arena includes major system integrators and federal reseller channels. As Senior Director at ATS, Tonyi s leadership strengths and proven performance enable results driven rapid growth and expanded solutions offerings. Prior to Apptis, Tony worked closely with executive team members at Xiotech Corporation to support strategic business initiatives. He provided strategic sales and management vision and drove aggressive growth for Xiotech. Until that time, Tony spent over 10 years with SGI Federal (SGI) where he held several key positions, including National Director of the Defense, Intelligence, and Homeland Security Business unit. This business unit represented the largest entity within SGI and under his leadership grew in excess of 30%. For this achievement, Tony was acknowledged with SGIi s Exemplary Leadership Award in 2003. Preceding SGI, Tony spent 11 years at Digital Equipment Corporation in leadership roles of increasing responsibility. Tony holds a Bachelor of Science, Business & Management from University of Maryland and is a member of the Aerospace Industries Association, the Armed Forces, Communications and Electronics Association, the National Military Intelligence Association, and the Information Technology Association of America.

Adam J. Collins, Managing Director, joined New Mountain in 2001. He previously worked at Goldman, Sachs & Co. from 1996-2000 in the Controllers group and in 2001 in the Real Estate Principal Investment area. Prior to Goldman Sachs, he worked at KPMG from 1994-1996 where he earned his CPA. He received his B.S. in Accounting from Babson College in May 1994 and graduated summa cum laude. He is chief financial officer of New Mountain and a director of Apptis, Inc.

Michael B. Ajouz, Managing Director, joined New Mountain in 2000. He was previously associated with Kohlberg Kravis Roberts & Co. from 1998 to 2000, where he conducted extensive analytical evaluations in over 20 industries. From 1996 to 1998 he was an analyst in the Mergers and Acquisitions and Corporate Finance Departments of Goldman, Sachs & Co., where he evaluated and executed a number of strategic transactions. From 1995 to 1996 he was an analyst at the economic consulting firm, Cornerstone Research. He received his B.S., summa cum laude, in Economics with a concentration in finance from The Wharton School, University of Pennsylvania, in May, 1995.
