Cathi has many years of experience in Therapeutic Recreation beginning with positions such as a Life Skills Technician at Timber Ridge Ranch in Benton, and then as a Recreational Therapist at Rivendell Psychiatric Hospital, also in Benton. Cathi then took on the role of Clinical Supervisor of the Therapeutic Recreation Department as she began work at Levi Hospital in Hot Springs. She is currently employed as an Assistant Professor at Arkansas Tech University in the Parks, Recreation, and Hospitality Administration Department.

Tim has been an elder since December of 2001 and a member of FOC for 15 years. Tim oversees our Community Groups, Altar Ministry Team and Spiritual Gift Development. He is currently an associate professor in the Curriculum and Instruction Department at Arkansas Tech University . He and his wife, Stacy have three sons.

Catherine Leapheart served as the Director of Field Operations for the State of Maryland's Department of Labor, Licensing and Regulation from May 2006 through June 2007. From June 1998 to January 2005, Leapheart served first as the Director of Employment Security and then as Executive Director of The Department of Labor and Industrial Relations for the State of Missouri overseeing a staff of 1,192 people and all functions of the department. In this capacity she reported to three different governors. Prior to working in Missouri, Leapheart served as an international employment coordinator for the Winrock Foundation in Morrilton, Arkansas. In this job she recruited volunteers to work in the 13 newly developed states outside of Russia. Catherine served as the community development director in the Arkansas Economic Development Department for four years and also worked for seventeen years with the Arkansas Employment Security Department, starting as an unemployment insurance technician and progressing to the area director in Arkansas and Texarkana, Texas, where her responsibilities included supervision of both the Arkansas and Texas offices. A member of IAWP since 1977, Catherine has held many positions at both the chapter and international levels of the organization. She is a past Arkansas Chapter President and District XI Representative, and a lifetime member of the Missouri Chapter. She also chaired the association's Ad Hoc Committee on Literacy. She served as International Legislative Committee Chair and served on the Consulting Committee working with the Poland Chapter to establish the first Women's Center which is still in operation. During her recent trip to Australia, she discussed with some of the Labor Department employees about the possibility of visiting the Virginia International Conference. As Secretary-Treasurer of the Association since 1996, Leapheart works with the International Committee to consolidate relationships with the Mexican, Canadian, Chinese, Japanese, Polish, Lithuania, and Russian Chapters. An extensive international traveler, Catherine's experience as a community and economic developer has provided her numerous opportunities to represent IAWP abroad. Her journeys have resulted in membership in and assistance to IAWP chapters in Lithuania and Poland. She also devotes considerable time as a volunteer to the association's International Development Subcommittee. An Arkansas native, Catherine and her husband, Otis, live in Russellville. She is a Lifetime member of the International Association of Workforce Professionals, past member of the Russellville Rotary Club, River Valley Library Board, Arkansas Urban League, Russellville Business and Professional Women, past board member of the Florence Crittenden Home and an advisory member of the Arkansas Tech University and Petit Jean Technical College Boards and a Habitat for Humanity volunteer.
