Kevin R. Cunningham is a partner in Ballard Spahr's Public Finance Department and also a member of the Health Care Group and the Securitization Group. He has extensive experience in credit-enhanced financings and in multi?institution health care projects. Mr. Cunningham has acted as bond counsel, underwriter's counsel, and counsel to issuers, borrowers and banks providing credit enhancement in tax-exempt financings for health care facilities, industrial development projects, pollution control projects, and traditional municipal projects. Mr. Cunningham is a graduate of Harvard College (A.B., magna cum laude, 1978) and the University of Pennsylvania (J.D., 1981).

Blaine L. Carlton is a partner in the Public Finance Department and managing partner of the firm's Salt Lake City office. He has served as bond counsel or disclosure counsel in connection with hundreds of issues of municipal bonds of cities, counties, school districts, and other taxing districts, principally within Utah, and has done limited work in Idaho, Wyoming, Nevada, and California. He has worked exclusively on public finance matters for more than 30 years. He has participated in virtually all types of tax-exempt financing issues, including general obligation bonds, revenue bonds, assessment bonds, tax anticipation notes, bond anticipation notes, tax increment bonds, lease/purchase financing, 501(c)(3) bonds, and industrial development bonds. Mr. Carlton is a member of the American Bar Association and the National Association of Bond Lawyers; associate member of NIMLO (National Institute of Municipal Legal Officers); member of the Section of Urban, State, and Local Government Law of the ABA; and past chair of the Government Law Section of the Utah State Bar. Mr. Carlton is a graduate of the University of Utah (B.A. 1970), the University of Florida (M.A. 1972), and the University of Utah School of Law (J.D. 1975) where he served on the Board of Editors of the Utah Law Review.

Glenn L. Unterberger is a partner in the Litigation Department. The focus of his practice is with the Environmental Group, and he also contributes his expertise to the work of the firm's Energy and Project Finance Group and Mergers and Acquisitions Group. Mr. Unterberger's present practice includes representing clients before federal and state courts and administrative agencies on a full spectrum of environmental issues. He advises and represents clients on environmental issues arising in permitting, compliance activities, and business and real estate transactions generally, including transactions involving the reuse of federal facilities. Much of this work is with clients operating in Pennsylvania, New Jersey, and Maryland. Mr. Unterberger joined the firm's Environmental Group in 1990, after working for over a dozen years as an enforcement attorney with the U.S. Environmental Protection Agency in Washington, D.C. In his tenure at the EPA, Mr. Unterberger served as national legal director for the Agency's water enforcement and hazardous waste enforcement programs. Mr. Unterberger previously served as Vice Chairman for the Federal Bar Association's Environment Committee. He has been a contributor to publications of the American Bar Association's Natural Resources, Energy, and Environmental Law Section and of a number of environmental reporters and trade journals. He presently is co-chair of the Pennsylvania Chamber of Business and Industry's Air Quality Work Group, sits on the Chamber's Environmental Affairs Committee, and was editor in chief of the Chamber's 2005/2006 Guidebook on Complying with Pennsylvania Environmental Laws and Regulations. Mr. Unterberger has been recognized in the 2006 edition of Chambers USA: Leading Lawyers for Business as "Leaders in Their Field" in the area of environment. Mr. Unterberger is a graduate of the University of Pennsylvania (B.A. 1974) and Georgetown University (J.D. 1977).

Ms. Callan represents for-profit and nonprofit owners, developers and lenders in connection with a range of multifamily affordable housing programs and transactions. Ms. Callan's practice involves obtaining regulatory approvals to transfer subsidized and use-restricted properties, negotiating and closing FHA insured loan financings, tax credit financings, bond financings and HUD Section 236 decouplings. Prior to joining the firm in March, 2007, Ms. Callan practiced in Washington D.C. with the law firm of Ballard Spahr Andrews & Ingersoll. LLP, with the public finance department and the housing group. She has served as bond counsel, counsel to multifamily housing developers, credit enhancers, underwriters, trustees and state and local agencies. Ms. Callan has experience with general obligation bond financings; tax exempt and taxable revenue bond financings; tax increment financing, and with interest rate caps and swaps and securitizations. She has experience with multi-tiered financing transactions including bond mortgage loans, HUD mortgage insurance and interest reduction payments, mezzanine financing, other forms of subordinate debt and grants. Ms. Callan received her juris doctor, cum laude, from Catholic University of America, Columbus School of Law in 2002 where she served as lead articles editor of the Journal of Contemporary Health Law and Policy. She has a B.A. degree in Economics, 1979, from the University of Maryland. Ms. Callan is admitted to practice law in the District of Columbia and Maryland and is an active member of the National Association of Bond Lawyers and the American Society of Association Executives.

Mark R. Gaylord is a partner in the Litigation Department and a member of the Construction Group, Energy and Project Finance Group, Environmental Group, and Labor, Employment & Immigration Group. He has represented clients in a diverse array of complex commercial matters including title, municipal planning and zoning, and land use and development disputes; creditor workouts; construction, securities, banking, environmental and insurance regulatory litigation; as well as employment matters involving trade secret and wrongful termination litigation for private and public sector employers. Mr. Gaylord is the author of Secretary of the Interior v. California and "Federal 'Consistency Provision' of the Coastal Zone Management Act, Like It or Not?," 7 J. Energy Law & Policy, 337 (1986). He serves on the Salt Lake County Bar Association's Executive Committee. Mr. Gaylord is also a member of the American Bar Association, Federal Bar Association, Utah State Bar Association, and Salt Lake County Bar Association as well as the Utah Trial Lawyers Association. Mr. Gaylord is a graduate of Lewis and Clark College (B.S. 1982) and the University of Utah (J.D. 1987) where he served as the Editor-in-Chief of the Journal of Contemporary Law.
