Dr. Heidi A. Ramirez, Director of the Urban Education Collaborative at Temple University who holds advance degrees from Stanford, Harvard and Syracuse University, was officially sworn in as a School Reform Commission (SRC) Commissioner on March 19, 2008. Nominated to serve on the SRC by Pennsylvania Governor Edward G. Rendell, Dr. Ramirez has dedicated her career to urban school improvement with a particular focus on leadership development, teacher quality, and climate for learning. At Temple University, she is the principal liaison between the College of Education, the Center for Research in Human Development and Education, the School District of Philadelphia and other regional districts and schools. Her primary responsibility is the coordination of College of Education and Center for Research activities -- including professional education, research and evaluation, and technical assistance efforts - to better meet the needs of urban schools and diverse students. Prior to joining Temple University in May 2005, Dr. Ramirez was an Education Program Consultant at the William and Flora Hewlett Foundation, where she provided advice on investments in urban education, district-level reform, and initiatives to improve teaching and learning for English language learners. As a researcher at the Center for Research on the Context of Teaching at Stanford University, she focused on the study of district-wide reform initiatives and professional learning communities. Dr. Ramirez also held the position of Special Assistant to the Deputy Secretary in the U.S. Department of Education. In this role, she was an advisor to the deputy secretary on elementary and secondary education reform policy and implementation and was responsible for developing legislative and public policy proposals in support of standards-based education reform, particularly in regard to the Administration's proposal for the 1999-2000 reauthorizations of the Elementary and Secondary Education Act (now No Child Left Behind Act) and the National Educational Research and Statistics Act. Her work focused especially on the education of poor, minority, and linguistic minority children, as well as improving teacher quality, including through the development of federal guidelines for state and institutional reporting as required under Title II of the Higher Education Act. Ramirez earned a Ph.D. from the Graduate School of Education at Stanford University. She also has an MA in sociology (Stanford University), an EdM in education policy and administration (Harvard University), and a BFA in art education (Syracuse University). Upon graduating from Syracuse, Dr. Ramirez intended to become a full-time classroom teacher. However, after obtaining her master's degree from Harvard, she began working in Washington D.C. for the U.S. Department of Education, hoping to effectively change education policy. During her time in Washington, Dr. Ramirez was increasingly involved in efforts to meet the needs of children from poor, minority, and linguistic minority backgrounds and has sustained that area of focus in her work at Temple University.
