John R. Dowdle, MS, was born and raised in Deming, NM. He attended New Mexico Tech on a Regents Scholarship and graduated first in his class. After graduation he was awarded a National Science Foundation Fellowship in Computer-Oriented Mathematics at the University of North Carolina and an NDEA Fellowship in Economics at Carnegie-Mellon University, where he received an MS in Economics with distinction. He is a retired Senior Vice President of Booz-Allen-Hamilton, a global management and technology consulting firm, where he served on the Board of Directors for six years. He has also been a director of a regional bank, a home health-care provider John and an international trading company. Mr. Dowdle has been a faculty member at the University of North Carolina and the University of New Mexico. He currently teaches an MBA course at New Mexico Highlands University and is an active member of the civic community in Santa Fe.

Mr. Mayer, a Vice President at Booz Allen Hamilton, is responsible for initiatives in the area of organization transformation and change management in the public sector. He currently leads Booz Allena s business focused on the Department of Homeland Security. Other clients include the General Services Administration, where he helps them with the design and blueprinting of their new acquisition organization, and the United States Army, where he assists them in their transformation effort, primarily in the area of military personnel. Mr. Mayer also serves as a member of the Board of Directors of Booz Allen Hamilton and as a member of the Personnel Committee of the Board. Prior to coming to Booza Allen, Mr. Mayer was the Director of Strategic Planning and Program Development at The CNA Corporation. He served on Capitol Hill, where he was a Deputy Assistant Director at the Congressional Budget Office. Mr. Mayer has been a consultant to the Electronic Industries Association for long-range planning and investment strategies and has lectured and authored articles on national budget priorities and the budget process. Mr. Mayer has graduate degrees in Statistics, Operations Research and Business from Stanford University and Long Island University and an undergraduate degree in Engineering from the U.S. Military Academy. He also is a graduate of the Senior Executive Program at The Kennedy School at Harvard University. He is married to the former Kathleen Laura Anderson of Oroville, Washington. They have three sons.

Sharon Bishop, senior vice president in ICF International's Caliber practice, has dedicated her career to applied social research, program evaluation and management studies of human service programs. Over the course of her 30 years as a management consultant, Sharon has been responsible for more than 150 studies for Federal, State and local government agencies, and nonprofit organizations. She has led efforts related to substance abuse treatment, child support enforcement, military family programs and youth job training, and she specializes in the management of large, complex projects. Prior executive leadership roles include vice president of Caliber Associates, Inc, principal with Booz Allen & Hamilton, Inc., and a research director at State and county social service agencies. She has a B.A. from St. John's College and an M.S.S. from Bryn Mawr College's Graduate School of Social Work and Social Research.

Christopher Anastasio, Senior Project Manager: As a Senior Project Manager, Mr. Anastasio is a Subject Matter Expert for biometric policy and legislation overseeing the development and promulgation of policies, memoranda of understanding and standard operating procedures throughout the DoD on behalf of the Biometrics Management Office (BMO). In this role he develops and contributes to briefings to senior Department officials including the Undersecretary of Defense (Policy), Vice Chairman of the Joint Staff, Secretary of the Army and the Vice Chief of Staff, Army. As an Associate at Booz Allen Hamilton, Mr. Anastasio spearheaded an enterprise solution for the use of biometric data in the Global War on Terrorism including the development of all related documents and briefings for presentation to the Office of the Secretary of Defense. In this role, he drafted biometrics policy for the Department of Defense and led biometrics installations at six Air Force sites in a two-month span thus significantly reducing security administration burden. Additionally, Mr. Anastasio acted as a Consultant to the Air Force's Combat Information Transport System (CITS), planning and executing policies ranging from network security to voice/video integration while providing assistance on base-level network security issues. Mr. Anastasio, a graduate of the U.S. Air Force Academy, worked in a variety of IT support roles in the U.S. Air Force including Network Control Center Manager, Technical Support Center Manager and Help Desk Supervisor. In these positions, he was recognized for exceptional leadership and productivity, supervising large staffs and serving up to 10,000 users at 108 Air Force sites. Rick Nolte, Special Projects Manager: Mr. Nolte, Special Projects Manager, is responsible for new business development and small project management at Ideal Innovations. Prior to joining I3, Mr. Nolte was mobilized to the Pentagon as the Chief of the National Detainee Reporting Center (NDRC) with responsibility for accurate reporting of all persons detained by U.S. Forces in the Global War on Terrorism. He was a key member of the U.S. Army Tiger Team that developed new Detainee Operations practices and drafted the first Detainee Operations Policy for Combined Joint Task Force (CJTF) 7 in Iraq. Mr. Nolte began his military career in 1979 as a Quartermaster Officer in Germany where he held positions from Accountable Officer to Company Commander. In stateside assignments, he trained Reserve and National Guard soldiers and held positions in the Army Reserves including Battalion Executive Officer, Battalion Commander and Commander. Mr. Nolte holds a B.S. in Business Administration and is a graduate of the U.S. Army Command and General Staff College and the U.S. Army War College where he received an M.S. in Strategic Studies.

Haylee (Becker) Littler became assistant coach after graduating from the University of Saint Mary in 2003. Becker, a four year letter-winner for the Spires volleyball program, played in 430 games during her tenure. A tenacious defender, Becker collected 1,376 digs and had 775 kills during her collegiate career. A native of Valley, NE, Becker coaches club volleyball during the off season. She has coached one season with Invasion as an assistant and for the past two season has been with Club North for the 18 & under team as an assistant. This past club season she was the assistant coach for Lawson Volleyball which is based in Leavenworth. The 18 & under team went 34-8 and won the silver regional tournament. With USM, Littler is responsible for assisting with recruiting and on-court performance. She also is responsible for putting the Alumni game together. Littler resides in Leavenworth with her husband, Todd Littler, and her dogs Amos and Rocky. She works as a Consultant/Programmer for Booz Allen & Hamilton.

Mr. Gurskis joined Mercator after spending fourteen years in rail and intermodal consulting with Booz-Allen & Hamilton, Kingsley Group, and R.L. Banks & Associates. As a consultant, he has worked on diverse assignments related to rail network strategies, rolling stock management, shipper-specific market analysis, rail infrastructure financing, and rail service designs for clients throughout the world. Mr. Gurskis has designed and implemented rail car fleet plans for several carriers and shippers. He has also assisted rail equipment manufacturers, freight car leasing companies, and rail logistics operators in evaluating market opportunities and strategies, both domestically and internationally. On behalf of selected railroads in both North and Latin America, Mr. Gurskis has conducted merger/acquisition planning and line of business reviews. Separately, he has developed intermodal strategies and addressed rail connectivity/service issues for a number of North and Latin American ports, and has been engaged by clients to assist in developing multi-modal terminals. He has particular expertise in rail investment analysis, railcar fleet planning, and rail shipment profitability measurement. Preceding his consulting experience, Mr. Gurskis worked in managerial capacities for the Penn-Central Railroad, the Association of American Railroads, CSX Transportation, and the Southern Pacific Railroad. In the latter company, he served as the Vice President of Yield Management, directing efforts to increase the profitability of that carrier and as VP - Fleet Management, where he had responsibility for operations of the railroad's freight car fleet Mr. Gurskis received a bachelor's degree in economics from the University of Pennsylvania's Wharton School, and a master's degree in transportation planning from Harvard University.

Mr. Russo attended the FEI LDS Program 261 in August-September 2000. He was elected to the Board in 2005. Mr. Russo is the current Executive Secretary of the Board as well as a member of the Activities Committee. He retired from federal government in September 2005 following 36 years of service, first in the military (Navy) in the intelligence field, and then as a civilian employee of the Departments of the Navy, Justice, and Homeland Security, initially in the intelligence field, and subsequently in the procurement and acquisition fields. He is currently an acquisition consultant with Booz Allen Hamilton in McLean, Virginia. He earned B.A. and M.A. degrees in Political Science and a Juris Doctor degree (law degree). He is a member of the Virginia Bar and a Certified Public Contract Manager (CPCM) of the National Contract Management Association. He has served as a speaker on procurement issues at GSA and FAI sponsored conferences as well as at the annual NCMA World Congress. He is active in religious affairs, serving as the principal of a 278 student Sunday school in Northern Virginia and a member of a local religious administrative assembly in the Town of Vienna, Virginia. John joined the FEIAA to further his leadership development skills beyond FEI and collaborate with individuals zealously committed to and engaged in preparing others for leadership roles and distinguished service in Government.

Nicole Crane is a Senior Strategic Communications Consultant at Booz Allen Hamilton specializing in communications, customer and stakeholder relationship management, facilitation, marketing, public participation and training. Odir founded and directs the ILB-Leadership Institute of Brazil, a non-profit organization aimed at fostering leadership development in the governmental, private, and social sectors. The ILB partners with Azusa Pacific University to offer a Master of Arts in Organizational Leadership in Brazil. Odir has a Masters in Management from the University of California in Los Angeles (UCLA) and has taught organizational leadership at Azusa Pacific University (California) and George Fox University (Oregon). A former director and international consultant for Booz Allen & Hamilton, he later worked as executive and CEO of prominent Brazilian companies in the fields of healthcare, publishing, engineering/construction, and banking. He also serves as a business and strategic planning consultant in Brazil, the United States and Europe. He has executive experience, having served in many Brazilian and American companies, including Listel from the Grupo Abril.
Ever since Ms. Maldonado's two years in Belize for the Peace Corps, she has been involved with many aspects of rural community development, women's small business enterprise, strategic development initiatives, and interagency coordination among the largest multi-national funding agencies. Currently, Ms. Maldonado is management consultant in business strategy in the New York office of Booz Allen & Hamilton. Prior to her current position, she consulted for an internatioal human rights organization; provided customer retention strategies for an online bank in Istambul, Turkey; and developed public/private support at the Center for Women & Enterprise in Boston, Massachusetts. Ms. Maldonado brings considerable international perspective through her professional experience at Chemonics International where she was a project administrator overseeing World Bank, USAID, and Inter-American Development Bank project. Ms. Maldonado's educational background includes a Bachelor of Arts from Yale University, Master of Public Administration from Harvard University, and a Master of Business Administration from the Massachusetts Institute of Technology Sloan School of Management.
