BPZ Resources Inc.

Mr. Zúñiga-Pflücker is a petroleum engineer who has spent the past 20 plus years in the international oil and gas business, principally with BPZ & Associates, a technical consulting company he co-founded in 1989, which was the predecessor of BPZ Energy. He has specific expertise developing stranded natural gas fields using technologies ranging from power generation to gas-to-liquids technology. Mr. Zúñiga-Pflücker began his career with Occidental Petroleum and has led BPZ Energy since its inception. He holds a Bachelor’s Degree in Mechanical Engineering from the University of Maryland, and Master’s Degree in Petroleum Engineering from Texas A&M University.

Mr. Cleaver served as Corporate Controller for BPZ from October 2006 until November 2008. Immediately prior to joining BPZ, Mr. Cleaver performed consulting services from August 2004 to October 2006 for a variety of public companies, such as, Rosetta Resources, Calpine Natural Gas and Index Oil and Gas. Beginning in November 1997 through August 2004, Mr. Cleaver served in various accounting roles, including Financial Controller, at Horizon Offshore Contractors, Inc. Mr. Cleaver is a CPA and holds a Bachelor's Degree in Business Administration Accounting from Texas A&M University.

Mr. Súñiga joined BPZ as Vice President of Business Development in July 2006. Prior to joining BPZ, Mr. Súñiga worked for Baker Hughes’ Pipeline Management Group from 2002 through 2005 and prior to that spent over 20 years in oil and gas infrastructure asset development in Latin America. Mr. Súñiga holds a Bachelor’s Degree in Electrical Engineering from South Dakota State University and an MBA from the University of Nebraska at Omaha.

Dr. Zúñiga y Rivero has over 50 years of experience in the energy industry with a particular focus on Peru. He was Chief Geologist for Exxon’s operations in northwest Peru, where he was responsible for discovering several oil fields. Dr. Zúñiga later held the positions of Exploration and Production Manager, General Manager, and Chairman and CEO of Petróleos del Peru, Peru’s former national oil company, where he discovered five major oilfields in the northern Andean Jungle of Peru. Later, he served as senior project officer of the World Bank for 17 years, planning and implementing hydrocarbon exploration and development projects in 58 countries. Dr. Zúñiga y Rivero holds a Bachelor’s Degree in Geological Engineering and Ph.D. degrees from the University of San Agustin, Arequipa, Peru, and completed the Science program in Micropaleontology at UCLA.

Dr. Zuniga y Rivero became Chairman of the Board of BPZ upon consummation of the Merger with Navidec, Inc. in September 2004. Prior to the Merger and since 1996, he served as Chairman of BPZ & Associates Inc., the former parent company of BPZ-Texas., which has been inactive subsequent to the Merger. Dr. Zuniga y Rivero was also Energy Division project officer of The World Bank, where he planned and implemented exploration promotion projects in 58 countries, ranging from East and West Africa, Eastern Europe and Southeast Asia to Latin America from 1979 to 1996. Dr. Zuniga y Rivero has fifty years of experience in the international energy industry starting as an exploration geologist, biostratigrapher, and exploration head of an Exxon affiliate in Peru and continuing as exploration production manager, integrated operations manager, general manager, and ultimately serving as Chairman and CEO of Petroleos del Peru, the national oil company of Peru. Dr. Zuniga y Rivero holds B.S., M.S. and Ph.D. in Geology from the University of San Augustin, Peru, and conducted postgraduate studies at the University of California, Los Angeles. In April 2005, Dr. Zuniga y Rivero became a director of Transmeridian Exploration, Inc., a public oil and gas company with operations in Kazakhstan.

JOHN R. MCKOWEN. Mr. McKowen has served as the Chief Executive Officer and a Director and Chairman of the Board of the Company since the Company was founded in December 2002. Mr. McKowen also served as President and Chief Executive Officer of Navidec, Inc. from August 2003 to September 2004 and served as a director of Navidec, Inc., now BPZ, from December 2002 to May 2005. Mr. McKowen was hired by Navidec, Inc. as a financial consultant in 1996 and was involved in the private, public and secondary financing of Navidec, Inc. He served as a financial consultant to Navidec, Inc. until March 1999. Mr. McKowen began his career in the financial services industry 1978. In 1984 Mr. McKowen began working as an independent consultant and has worked in that capacity for the last 23 years. Mr. McKowen received a B.A. in economics from Metropolitan State College.
