Cesar A. Lostaunau is a Manager in the Operations Metrics & Support group at the Chicago Transit Authority. At the CTA, Cesar links strategy and operational metrics with the agency's mission utilizing performance management to make best use of CTA resources. Prior to his current ALPFA role, Cesar served one-term as Director of Student Affairs to the ALPFA Chicago Chapter and served on the Professional Development Committee. Cesar is also actively involved with the Chicago Chapter of the National Society of Hispanic MBAs and the University of Illinois Alumni Association.

Mr. Allan H. Bader has over 30 years of extensive experience in the financial, engineering and insurance aspects of risk management. He has expertise in the development and management of insurance captives and risk retention groups. Additionally, he has specialized expertise in high hazard exposure analysis, liabilities and concerns facing municipalities, workers' compensation, loss control programs, bid specification preparation and evaluation of insurance contracts and environmental issues and exposures. Mr. Bader has had hands on corporate experience as a risk manager with American Cyanamid Company and J.E. Seagrams and Sons. He is the former Director of Risk Management Consulting for Deloitte & Touche, and is currently President of Risk Management Services at a risk management and insurance consulting firm. His client list includes risk management consulting for Montenay International Corp., International Recovery Corp., United Cerebral Palsy, Deloitte & Touche, Village of Rye Brook, The Town of North Castle, Southland Corporation, Chicago Transit Authority, Nissan, Ryobi of North America and Macy's, among others. He is a frequent contributor to Risk Management Magazine, The Journal of Accountancy and the John Liner on environmental, risk management, risk retention groups, workers compensation and alternate risk financing programs, He has addressed subjects such as risk management, environmental exposures, workers compensation, and insurance before trade associations, the Risk and Insurance Management Society and other professional groups.

Barbara?s mother, the light of her life, says Barbara always wrote stories. She often relays how her stories were about characters with strange names who fought amongst each other, mostly vying for power. She has been writing since she could put pencil to paper! Barbara was born in 1964 in Chicago, and, as a native, loved the city and could not imagine living anywhere else. In May of 1999, she received her Master of Science in Journalism from Roosevelt Univerity in Chicago. Her first book, All I Ask, was published by Genesis Press under its Indigo Imprint in 2000. And her second book, An Unfinished Love Affair, also published by Genesis, was released in March, 2002. Her current book is titled Blaze. Barbara currently works as a Government and Community Relations Officer for the Chicago Transit Authority and is a member of the Masonic Order of the Eastern Star.
Mr. Gagliardo is the Managing Partner of Laner, Muchin, Dombrow, Becker, Levin and Tominberg, Ltd., and is the Chair of its Litigation Department. Since joining the Firm as a partner in 1988, Mr. Gagliardo has been counsel to publicly and privately held corporations, and has represented a number of public sector employers, including the State of Illinois, State Treasurer, County of Cook, State's Attorney for Cook County, Cook County Public Defender, City of Chicago, Chicago Transit Authority, Chicago Housing Authority, Chicago Board of Education, and the City Colleges of Chicago. Mr. Gagliardo also serves as an arbitrator in employment and commercial disputes. Mr. Gagliardo previously served as First Deputy Corporation Counsel for the City of Chicago. During his ten years in the Office of the Corporation Counsel, he counseled the City39 forty departments in all aspects of municipal law, including labor and employment relations, and represented the City and its officers and employees in litigation matters pending in the state and federal courts, and before various administrative agencies. Mr. Gagliardo has written articles and conducted seminars on labor and employment relations matters. He also has drafted legislation and testified before the Illinois Legislature and the City Council of the City of Chicago. While an attorney for the City, he was a member of the National Institute of Municipal Law Officers (served as Editor, Section Publications, Section on Personnel and Labor Relations), Illinois Public Employer Labor Relations Association, and Illinois Municipal League. Mr. Gagliardo was voted one of the Top 100 Attorneys in Illinois in 2007 according to a Super Lawyer poll appearing in Chicago Magazine. The selection is the result of lawyer nominations of the best attorneys observed in action. Mr. Gagliardo has also been named one of the Leading Lawyers in Illinois in the area of labor and employment law based on a statewide survey of lawyers. Leading Lawyers comprise less than 5% of all lawyers in Illinois. He was also selected as one of America39 Leading Lawyers for Business by the Chambers USA in its Guide to America39 Leading Business Lawyers, which described him as "bright," "thorough" and "hard-driving." Mr. Gagliardo is also an elected Fellow/Member of The College of Labor and Employment Lawyers. Additionally, Mr. Gagliardo has been included in The Best Lawyers in America, and Who39 Who Legal USA -- Management, Labour and Employment.

Alejandro Silva (61) has been a director since August 2005. Mr. Silva has been chairman of the board and chief executive officer of Evans Food Group, Ltd., one of the largest Hispanic-owned companies in the Chicagoland area, since 1985. Mr. Silva serves as a director of Walgreen Co. (NYSE: WAG) and is a member of that company s audit and nominating committees. He also serves on the board of directors of the Chicago Transit Authority, Chicago Museum of Science and Industry and the Chicago Council of Global Affairs, as well as other civic organizations in the Chicago area.
