As President of CIBER's Federal Government Solutions Practice, Marcia Kim leads the development and operation of CIBER's IT systems engagements for all federal government practice areas, which include Civilian, Defense and Intelligence, Natural Resources, and Physical Security. CIBER's Federal Government Solutions Practice has provided mission-critical IT solutions to federal government agencies and departments for more than 15 years, ranging from application development and management projects for the Centers for Disease Control and Prevention to port security projects for the Port of Lake Charles, Louisiana. The Practice employs more than 1,500 consultants and contributes approximately $150 million to CIBER's annual revenue. Ms. Kim comes to CIBER from Computer Sciences Corporation, where she spent 27 years in various capacities, most recently as Vice President, Citizen Services (Civil Group of Federal Sector). In this role, Ms. Kim was responsible for all contract performance and new business growth, culminating in $460 million of annual sales to agencies such as the Department of Health and Human Services (HHS), Federal Emergency Management Agency (FEMA), Department of Defense (DoD), Department of Energy (DoE), and Social Security Administration (SSA). She was also responsible for the operations and modernization of the New York Medicaid program. Prior to her tenure as VP, Citizen Services, Ms. Kim served as Vice President, Application Programs at CSC. There she led a $150 million business area for CSC's System Sciences Division, focused on federal healthcare, land and resource management, systems integration, and non-federal support services. Ms. Kim values the entrepreneurial spirit and client focus CIBER encourages among its team, and considers CIBER's flexibility and responsiveness to business needs to be among its most important differentiators in the industry. She earned a B.S. in Mathematics from the University of Michigan.

Chris Loffredo joined CIBER in May 1996 as Vice President, Chief Accounting Officer. He is responsible for all treasury management, SEC reporting, accounting/auditing matters, taxes, insurance and acts as a liaison to CIBER’s foreign operations.
Mr. Loffredo came to CIBER from KPMG. He is a CPA and graduated with a BSBA from Boston University.

Peter H. Cheesbrough joined CIBER as Executive Vice President and Chief Financial Officer in October 2007, bringing his considerable experience in accounting and finance—from auditing to domestic and international financial transactions—to CIBER’s leadership. Mr. Cheesbrough joined CIBER’s board of directors in 2002 and remains a board member.
For the last five years, Mr. Cheesbrough served as Chief Financial Officer and then Vice President and General Manager of Navigant Biotechnologies, a Denver-based firm that develops techniques to improve the safety of the nation’s blood supply. Before joining Navigant Biotechnologies, Mr. Cheesbrough held several financial positions in the Denver area. From 1983 – 1999, he held senior management positions at Echo Bay Mines Ltd., most recently as Senior Vice President of Finance and Chief Financial Officer.
Mr. Cheesbrough was born in England, and got his start as a Chartered Accountant at Coopers & Lybrand (later PricewaterhouseCoopers), moving with that company to Canada. He is a member of the Canadian Institute of Chartered Accountants, the Institute of Chartered Accountants in England and Wales, and a member of Financial Executives International. He also served on the board of directors for Health Grades, Inc., a Golden, Colo.-based company that helps consumers conduct research on physicians, hospitals, and nursing homes.

Mr. Mancuso is representative of CIBER’s entrepreneurs - leaders who grew information technology companies that were acquired by CIBER, and in turn served as building blocks for CIBER’s emergence as a leading IT and e-Business solutions company. Mr. Mancuso joined CIBER through the company’s acquisition of CPU, Inc. in May 1994, where he served as Vice President. Since that time, Mr. Mancuso has held numerous executive positions within CIBER, such as Divisional Vice President, Regional Vice President, President of Custom Solutions Operations, and now Senior Vice President for U.S. Commercial Operations.
Mr. Mancuso, an avid golfer, lives in Castle Pines, Colorado, with his wife, Susan. They have two grown children.

As Senior Vice President for CIBER’s Custom Solutions Division, Tony Hadzi is responsible for the operations serving both the commercial and state and local government markets in the United States. In addition to providing leadership of these 50 local offices, Mr. Hadzi is also responsible for CIBER’s Global Delivery Centers and Global Strategic Practices (including Enterprise Integration, Security and Outsourcing) which provide solutions delivery, in both project and outsourcing approaches, to CIBER’s clients in around the world. Finally, he is also responsible for the supporting services serving all of CIBER, including Marketing and CIBER’s Center for Project Performance, which oversees all of CIBER’s client engagements to ensure alignment with CIBER methodologies, consistent project audits, and on-time delivery.
A 29-year veteran of the information technology consulting industry, Mr. Hadzi has extensive experience in IT systems integration, development, and service management, and has been involved directly in the development and management of large application projects and ERP implementations.
Prior to joining CIBER, Mr. Hadzi established the North American subsidiary for the South African IT services company, Q DATA, and served as President of the company in the USA. Before the USA business venture, Mr. Hadzi served as Senior Vice President leading the Johannesburg business unit of Q DATA Consulting. He also served in senior executive positions for three subsidiaries of the company.
Mr. Hadzi was one of the first members of the startup consulting company DATA TRUST (PTY) LTD, which later became the founding company of Q DATA. During the initial years of the company’s formation, Mr. Hadzi worked as a senior technical consultant on major development projects in all aspects of systems integration and development.
Mr. Hadzi studied for a Bachelor of Science at the University of the Witwatersrand in Johannesburg, South Africa, and achieved the rank of Captain for his military obligations in the South African Defense Force.

Dr. Khalid Mansour serves as Vice President for CIBER’s Global Enterprise Integration Practice. As Vice President, Dr. Mansour leads the Enterprise Integration team in designing and integrating data and applications for clients to deliver fully functional and integrated business solutions that provide a maximum return on investment.
Prior to joining CIBER, Dr. Mansour led the field Business Intelligence efforts for Silicon Graphics Federal (SGI), as the national programs architect/technology manager, as well as for benchmarking and optimization. Prior to SGI, Dr. Mansour served as Principal Engineer at the US Department of Energy Savannah River Site in Aiken, South Carolina, where he led numerous efforts molecular modeling, large scale atomistic materials design simulations using molecular dynamics, and parallel and distributed computing efforts.
Dr. Mansour has a Ph.D., Master's of Science and Bachelor of Science degree, all in Chemical Engineering from the University of Illinois at Chicago. He lives in Englewood, Colorado with his wife and three children.

As a CIBER Vice President and the leader of CIBER’s Global Security Practice, Ed Bassett is responsible for helping CIBER clients secure their critical information assets, whether it’s for e-commerce transactions, sensitive customer records, or classified military communication. Mr. Bassett’s expertise is in state-of-the-art techniques for Internet and e-commerce security and systems design, such as application security, access control, authentication, encryption, network security, Public Key Infrastructure and security management practices.
Mr. Bassett possesses more than 20 years of experience as an information systems security architect. He has been the principal advisor to Fortune 500 and government clients on information systems security. Mr. Bassett was the lead security architect for several large-scale, high-value e-commerce and e-government systems, aerospace systems, sea systems, defense systems, and IT infrastructure projects. Mr. Bassett has managed comprehensive security programs involving all security disciplines. He designed security for the IRS’s Electronic Federal Tax Payment System, the first IRS payment system approved for connection to the Internet, and which processes nearly $2 trillion worth of transactions each year. Mr. Bassett’s work is used worldwide—he has designed IT security systems that been used on all seven continents, including Antarctica.
Mr. Bassett has published several articles on security topics, such as secure system design, digital signatures, and e-commerce security. He is a frequent speaker on effective security techniques at security symposiums, conferences, and CIO forums.

Jon Scarpelli is Vice President of CIBER’s Outsourcing Practice for CIBER, Inc. An early leader in the IT outsourcing industry, Mr. Scarpelli leads CIBER’s global distributed delivery approach integrating CIBER’s local account management in 85 offices around the world serving clients from multiple Global Solutions Centers.
Mr. Scarpelli joined CIBER in 1977 as a programmer/analyst and has served in many roles including systems development, systems training delivery and development, branch management, and methodology development. Mr. Scarpelli assisted CIBER's branch offices in developing systems, training and methodologies in Detroit and Denver.
Prior to joining CIBER, Mr. Scarpelli worked for Texas Instruments in engineering support and manufacturing systems. He is a graduate of the University of Houston and resides in Sedalia, Colorado with his wife Rebecca Barefoot.

Mike Townend joined CIBER in 2003 as part of the acquisition of ECsoft Group, where he was responsible for Marketing, Partners and Investor Relations. Originally from the retail sector, Mike has over 25 years of experience in the IT industry in a variety of consulting, business development and marketing roles. Prior to joining ECsoft in 1999, Mike worked for leading organisations including Sema Group (now Atos Origin) Logica and Siemens Nixdorf.

Robin Caputo joined CIBER in September 2001 as VP of Marketing and Public Relations.
Ms. Caputo came to CIBER from Qwest Dex where she held the position of Executive Director of Public Relations and Marketing Communications. Her efforts helped the company increase awareness of its new brand to 87% among the general public in just three years, and nearly 100% among business customers, as well as to lead the industry in revenue growth for a decade.
During her tenure at US WEST, she successfully launched dozens of new products and services including sophisticated "self-healing" data networks for large cap customers, Caller ID, the first "natural language" electronic directory, the region's most used Internet yellow pages and several interactive television ventures. She has gained coverage for her clients in USA Today, the Wall Street Journal, The New York Times, Investors' Business Daily, NBC Nightly News, and hundreds of other radio, television, newspaper and magazine outlets.
Ms. Caputo's career includes experience as a reporter/editor for the Associated Press, the Arizona Daily Star, the Denver Business World, and the top-rated NBC affiliate in Tucson, Arizona. She also was a technical writer for IBM and a public affairs manager for ATC, a Time-Warner cable company. She holds a Bachelor of Arts degree in Mass Communications and Political Science from the University of Denver.
Ms. Caputo and her husband, Dominic, have three children, and enjoy skiing, golfing, boating, camping and off-road motorcycling and four-wheeling.

Susan Keesen is Vice President and General Counsel of CIBER. She manages the CIBER Law Department from corporate headquarters and is responsible for providing legal advice and services to all units and entities of CIBER. Before coming to CIBER, Ms. Keesen was with AT&T Broadband LLC, a cable, telephony and high-speed data subsidiary of AT&T Corp. as an Associate General Counsel responsible for commercial law and telecommunications legal advice. Prior to AT&T Broadband, Ms. Keesen was Associate General Counsel with Mediaone Group, Inc. (which was acquired by AT&T) and, before that, with U S WEST, Inc. (now Qwest Communications) where she had responsibility for providing commercial law and telecommunications legal advice and for Law Department administration during a period of time.
From 1976 to 1981, Ms. Keesen held positions with the United States Securities and Exchange Commission (SEC) as Branch Chief, Office of Enforcement; Legal Assistant to SEC Commissioner Irving M. Pollack, and Special Assistant United States Attorney for the District of Arizona. In these positions, she conducted and supervised investigations and litigation under the federal securities laws.
A Denver native, Ms. Keesen earned her Juris Doctorate from the University of Colorado in 1976. She graduated with high distinction from Colorado State University with a B.A. in history in 1971. She is married and has two children.

Tom van den Berg joined CIBER in 1999, pursuant to CIBER’s acquisition of Solution Partners BV, a company he co-founded. Until 2003, the Netherlands was the only country where CIBER was represented in Europe. After the successful acquisition of ECsoft in February 2003, Mr. van den Berg joined the European management team of CIBER as Vice President, Regional Manager, while remaining the Country Manager for the Netherlands. Mr. van den Berg has a Dutch university economics degree and has over 15 years IT experience.

Tony Kelsey is Vice President of Creative Services at CIBER’s Corporate Headquarters. Mr. Kelsey oversees the design, development and management of CIBER’s public-facing web presence which includes 14 individual country websites, nine of which are in native local languages. Additionally, he serves as creative director and global brand manager where he is responsible for deploying the company’s brand strategy and translating the overall communication strategy into visual elements that are used globally in print and on the web. Under Mr. Kelsey's direction the ciber.com website has been honored with several awards, including the American Business "Stevie" Award for Interface Design in 2007.
Mr. Kelsey has over 20 years experience leading diverse teams in wide-ranging environments. Prior to joining CIBER in 1999 as webmaster, he was founder and principal of a Denver-based interactive media agency and in the mid 1990’s Mr. Kelsey was administrative services manager at PacifiCare of Colorado. As a combat air controller and instructor, Mr. Kelsey served 12 years in the U.S. Marine Corps. He is a graduate of the U.S. Navy Fighter Weapons School (Top Gun) and was awarded the Combat Action Ribbon and Navy Commendation Medal.

Effective February 23, 2005, Dr. Wetherbe accepted the invitation of the Board to become a Class II Director. Since July 1993, Dr. Wetherbe has been a director of Best Buy Co., Inc. where he also serves as chair of their Long Range and Strategic Planning Committee and as a member of their Nomination Committee. From 1993 to 2000, Dr. Wetherbe was the FedEx Professor of Excellence in MIS at the University of Memphis, a Professor of MIS and Director of the MIS Research Center at the University of Minnesota from 1980 to 2000 and a Professor of MIS at the University of Houston from 1977-1980. Dr. Wetherbe is currently the Bobby G. Stevenson Chaired Professor of Information Technology and Executive Director for Internet Buyer Behavior at Texas Tech University. He has held this position since 2000 when the professorship was created and Texas Tech selected him to fill the chair. In addition, Dr. Wetherbe has held several positions in the industry as a Chief Information Officer, consultant and account manager. He is an internationally known author of 21 books and speaker on the use of computers and information systems to improve organizational performance and competitiveness.

Mr. Sissel is a Class III Director. Mr. Sissel became a director of the Company in May 2002. He has been nominated to stand for re-election at this Annual Meeting to fill one of the upcoming Class III vacancies. Under the leadership of Ed Burns, CIBER’s State Government Practice manages nationwide support services for human services engagements, transportation, integrated justice solutions and finance and administration. Mr. Burns is directly responsible for opening up 15 CIBER offices located in state capitals. His group is currently serving 48 states and 400+ state agencies.
Mr. Burns first started targeting business initiatives for state government in the 1989 for the State of Illinois. Having worked with States across the nation for over 20 years, Mr. Burns has a unique perspective and commitment to delivering each government service engagement. Two different and powerful forces are impacting government: A demand for leaner government operation that provides better services more efficiently and the rapid development of never-before-imagined information technologies. These forces pose a daunting challenge to government decision-makers. Mr. Burns’ experience allows him to first understand the goals of government and then use innovative information technologies to achieve the service goals of a more efficient government.
The public sector divisions reporting to Mr. Burns include CIBER’s vertical practices: health and human services focusing on State Automated Child Welfare Information Systems (SACWIS), Women Infants and Children (WIC), Food Stamps, Temporary Assistance for Needy Families, Children’s Health Insurance Programs (CHIP) and Child Support Enforcement; integrated justice solutions focusing on law enforcement with Computer Aided Dispatch (CAD), Records Management Systems (RMS) and wireless solutions for emergency situations, prosecution with CIBER’s Case Records Information Management System (CRIMES) and integration with the courts systems and corrections systems including inmate and facility management; transportation focusing on Department of Motor Vehicles, intelligent transportation and electronic content management solutions; and finance and administration focusing on financial, HR, payroll and revenue systems.
CIBER’s State Government Solutions technical centers of excellence – homeland security, electronic content management, eGovernment and accessibility – also report to Mr. Burns. Mr. Burns has developed a winning philosophy for ensuring long-term, strategic relationships with state governments by focusing his group on establishing a local presence and offering high-value, repeatable solutions. CIBER boasts significant offices in many of the State capitals, with relationships that span over 25 years and a client retention rate that exceeds 93%.
Mr. Burns has been instrumental in empowering many CIBER state government clients to achieve their business goals through effective IT solutions. CIBER’s state government practice is one of the leading providers of SACWIS in the country and has worked with more than 25 health and human services agencies on initiatives during the past 22 years. CIBER’s case management solution, CRIMES, is the most widely used system for prosecuting attorneys with over 70 implementations nationwide.
Mr. Burns is a frequent speaker and panel expert at industry seminars, roundtables, vendor and client events and conferences, including the National Association of State Chief Information Officers (NASCIO) and the American Public Social & Health Administration (APSHA). He is a graduate of Roosevelt University with a Bachelor’s degree in Computer Science. He resides in Chicago with his wife, Tracy, and their three children.
