Citgo Petroleum Corp.

Jerry E. Thompson is President, Chief Executive Officer and a director of the General Partner, having been elected in April 2006. Mr. Thompson was previously chief operating officer of CITGO Petroleum Corporation ("CITGO") from 2003 to March 2006, when he retired. Mr. Thompson joined CITGO in 1971 and advanced from a process engineer to positions of increasing responsibilities in the operations, supply and logistics, business development, planning and financial aspects of CITGO. He was elected vice president of CITGO's refining business in 1987 and as its senior vice president in 1998. Mr. Thompson serves as the principal executive officer of the General Partner. Mr. Thompson serves as a director on the board of directors of Susser Holdings Corporation.

Pastor Calvin was ordained in 1987 at the Mt. Zion M. B. Church, in Joliet IL under the Pastorate of Dr. Isaac Singleton Sr. He served in many capacities at the Mt. Zion Church; Youth Worker, Sunday School teacher, Deacon and Youth Pastor for over fifteen years. He attended Moody Christian College in Chicago IL. and Lewis University in Romeoville IL. He is also the Training and Employee Development Manager for CITGO Petroleum Corporation, Lemont IL.

Bernard Mommer holds a master's degree in mathematics and a doctorate in social science, both from the University of Tubingen, Germany. He worked as a university professor and researcher for many years at various Venezuelan universities. From 1991 to 1995 he was a senior advisor to Petroleos de Venezuela. From 1995 to 2001 he was a senior research fellow at the Oxford Institute for Energy Studies and St. Anthony's College, Oxford. He also acted as an advisor to the Venezuelan Minister of Energy and Mines from 1999 to 2000, and as a consultant to the Secretary General of OPEC in Vienna in 2002. Prior to his appointment to PDV UK, he was an advisor to the President of PDVSA. Dr. Mommer's publications include: Die Olfrage [The Petroleum Question] (1983: Institut fur Internationale Angelegenheiten der Universitat Hamburg, Nomos Verlagsgesellschaft Baden-Baden), "El petroleo en el pensamiento economico venezolano - Un ensayo" [Oil in the Economic Thought of Venezuela - An Essay] (Co-author Asdrubal Baptista; Prologue by Arturo Uslar Pietri. Ediciones IESA, Caracas, 1987); and The New Governance of Venezuelan Oil (1998: Oxford Institute for Energy Studies). He just finished a book on Global Oil and the Nation State that was published by Oxford University Press, on behalf of the Oxford Institute for Energy Studies, in 2002.
