Patricia Lynch is the elected City Attorney for the City of Reno. She was first elected in 1987 and is currently serving her fifth term as City Attorney. Ms. Lynch served on the Board of Directors of the International Municipal Lawyers Association (1990-2000) and is a Past President (1998-1999). She currently serves as the Budget Officer for the ABA State and Local Government Law Section. Judge Paul Stewart Hickman has been on the Reno Municipal Court bench since being appointed by a judicial selection committee in February of 1991. Since that time, Judge Hickman has been re-elected three times without opposition. Prior to being appointed to the Reno Municipal Court bench, Judge Hickman was a prosecutor for five years with the City of Reno. Judge Hickman came to the Reno City Attorney's Office from the Nevada Supreme Court where he was a law clerk for the Honorable Chief Justice Charles E. Springer, and a staff attorney for the Court.

Judge Van Winkle is a member and on the Board of Governors of the American Judge's Association and the Vice President of the American Judges Foundation. He is a member of the Nevada Judges Association and is presently serving on the Supreme Court's Commission of Judicial Assessment (Rose Commission), and the Supreme Court's task Force on Judicial Collection. He is also a judicial representative to the Nevada Statewide Court Monitoring Project, which monitors domestic violence cases. In his 4 1/2 years on the bench, Judge Van Winkle has accumulated 420.75 hours of judicial continuing legal education credits and has earned the Basic Certificate for Judicial Education. He is working toward the Advanced Certificate which is awarded upon completion of 440 credit hours of judicial legal education. Judge Van Winkle is married and has two children. In his spare time he enjoys running marathons, fly-fishing, skiing, camping and golfing.
