We provide services primarily to providers, payors, government agencies, pharmaceutical, biogenetic, and other healthcare organizations in North America, Europe, and Asia. We generate substantially all of our revenues from fees for information technology outsourcing services and professional services. We typically bill for our services on an hourly or fixed-fee basis as specified by the agreement with a particular client. In our consulting and systems integration (CSI) businesses, we often bill our services on an hourly basis, by multiplying the amount of time expended on each assignment by the project hourly rate for the staff members assigned to the engagement. Fixed fees, including outsourcing fees, are established on a per-assignment or monthly basis and are based on several factors such as the size, scope, complexity and duration of an assignment, the number of our employees required to complete the assignment, and the volume of transactions or interactions. Revenues are generally recognized based on the level of services performed, the amount of cost incurred on the assignment versus the estimated total cost to complete the assignment, or on a straight-line basis over the period of performance of service. Philip H. Ockelmann, age 46, joined us as our Corporate Controller in June 1998, and was appointed Vice President, Finance and Controller (Principal Accounting Officer) in June 2000. Prior to joining us, Mr. Ockelmann worked for International Technology Corporation, an environmental management firm, from 1984 through 1998 in various financial positions including Vice President of Finance, Controller and Treasurer.

Thomas A. Watford , age 46, was appointed Chief Operating Officer on March 24, 2006 and Chief Financial Officer on December 12, 2006. He previously served as interim Chief Financial Officer since March 2005 and has been an Executive Vice President since June 2005. F. Richard (Dick) Nichol, Ph.D., has spent 38 years in the pharmaceutical, contract clinical research, and biotechnology industries. After receiving M.S. and Ph.D. degrees in Microbiology at Penn State, Nichol began his scientific-business career in 1967 as a research scientist in the Human Virology Research Unit of the Upjohn Co., Kalamazoo, MI. While at Upjohn, Nichol headed teams discovering new antiviral therapies and anti-cancer compounds, and managed field clinical trials of Upjohn products, including Motrin, Xanax, Halcion, Glyburide and immunosuppressive therapies. In 1975, Nichol was co-founder of IBRD, the first phase II and III, III-B and IV Contract Research Organization (CRO) in the U.S. As President and CEO from 1975 to 1995, he led the company to rapid growth and profitability. In 1990, IBRD was sold to a large Japanese pharmaceutical wholesaler, Kuraya Corp., Tokyo. During Nichol's 20-year tenure as President and CEO of IBRD and IBRD Rostrum Global, the company managed over 500 clinical research contracts involving 350 medications. Two strategic acquisitions were completed, and a phase I clinical pharmacology unit was built in New Jersey. At the time of his retirement in 1995, IBRD Rostrum Global had revenues of approximately $45 million, with 437 employees located in 8 countries. IBRD Rostrum Global eventually became part of MDS Pharma, a large international CRO. In 1995, Nichol founded Nichol Clinical Technologies Corp. (NcTc), a pharmaceutical, biotechnology and clinical research-consulting firm. Clients include major U.S. medical schools and teaching hospitals, CROs, investment banking firms, venture capital groups, private equity groups, Fortune 500 firms and IT consultancies, as well as large and small private and public life science companies. He recently served as an advisor to a private equity firm which acquired a Contract Research Organization in the US. Nichol was named President and CEO of CoCensys, a publicly traded neuroscience research company, in 1997. His efforts were directed to rescuing the company from severe financial problems and operating difficulties. Under his leadership, several assets were sold, new licensing deals with large pharmaceutical companies were consummated, right-sizing was implemented, and improved relationships with Wall Street were established. CoCensys was sold to Purdue Pharma in September 1999 for a significant premium to the existing stock price.
