Mr. Kollins has served as our Chief Executive Officer since October 2008, as our Chief Operating Officer from July 2008 to October 2008, and as our Senior Vice President and Chief Business Officer from March 2007 to July 2008. Mr. Kollins has nearly 20 years of pharmaceutical and biotechnology industry experience, specifically in strategic marketing, new product development and business development. Prior to joining OXiGENE, Mr. Kollins had been an independent consultant since February 2005. His clients have included GRT Capital Partners, LLC's health care investment fund, GRT Health Care, LP, Entelos, Inc., CovX and several other private and publicly-held biopharmaceutical companies. From October 2004 until February 2005, he was the Chief Business Officer at CovX Research LLC, a privately-held biopharmaceutical company, of San Diego, CA. Mr. Kollins served as an advisor to CovX since February 2005 and chaired CovX's external advisory board from 2005 until the sale of the company to Pfizer, announced in December 2007. From January 2003 until January 2004, he served as the Vice President, Business Development at Renovis, Inc., a biopharmaceutical company located in South San Francisco, CA, and was a consultant to Renovis from January 2004 through October 2004. In 1989, Mr. Kollins started his career in the biopharmaceutical industry as a Product Manager with Immunex Corporation and subsequently held roles in marketing and business development at Elan Pharmaceuticals, Inc. and Athena Neurosciences, Inc., which was acquired by Elan, and served as Vice President, Business Development at SurroMed, Inc. Mr. Kollins graduated from Duke University with a B.S.E. (Mechanical Engineering and Materials Science) degree and earned his M.B.A. at the University of Virginia's Darden Graduate School of Business.

David Chaplin, Ph.D., has been a leader in the field of vascular targeting for the last 10 years and is one of the original discoverers of Combretastatin. His original work formed the basis for not only the development of Combretastatin A4 Prodrug with OXiGENE, but also the subsequent vascular targeting development programs at AstraZeneca and Aventis. Dr. Chaplin has more than 18 years of experience in oncology research. Most recently, Dr. Chaplin was Vice President, Oncology at Aventis Pharma in Paris. Prior to the merger of Rhone Poulenc Rorer (RPR) with Hoechst Marion Roussell, Dr. Chaplin was Senior Director of Oncology at RPR from 1998 to 1999. From 1992 to 1998, Dr. Chaplin led the Cancer Research Campaign's (CRC) Tumor Microcirculation Group, based at the Gray Laboratory Cancer Research Trust, Mount Vernon Hospital, London. Dr. Chaplin has also served as Section Head of Cancer Biology at Xenova in the UK and has held a senior staff appointment at the British Columbia Cancer Research Centre. Educated in the United Kingdom, Dr. Chaplin has a B.Sc. in chemistry from the University of Essex, a M.Sc. in pharmacology from the University of Southampton, and completed his Ph.D. in tumor biology at the University of London.

From 1999 to 2000, Dr. Chaplin served as Vice President of Oncology at Aventis Pharma in Paris. Prior to the merger of Rhone Poulenc Rorer ( RPR ) with Hoechst Marion Roussell, Dr. Chaplin was Senior Director of Oncology at RPR from 1998 to 1999. From 1992 to 1998, Dr. Chaplin headed up the Cancer Research Campaign s ( CRC ) Tumor Microcirculation Group, based at the Gray Laboratory Cancer Research Trust, Mount Vernon Hospital, London. During this time, he was also a member of the CRC Phase I/ II clinical trials committee. Dr. Chaplin also served as Section Head of Cancer Biology at Xenova in the U.K. from 1990 to 1992, and held a senior staff appointment at the British Columbia Cancer Research Centre from 1982 to 1990.

Mr. Murphy was appointed Vice President and Chief Financial Officer in February 2004. He has 26 years of experience in senior financial management positions, including 14 years at publicly-held companies in the healthcare, medical device and pharmaceutical industries. Prior to joining OXiGENE, Mr. Murphy was Vice President of Finance for Whatman Inc., of Marlborough, MA, a subsidiary of UK-based Whatman plc (LSE: WHM), a manufacturer of filtration and separation products for the pharmaceutical industry. During his tenure, he supervised the successful integration of then-publicly-traded HemaSure, Inc., a blood filtration products company acquired by Whatman in 2001. From 1994 through 2001, Mr. Murphy was Senior Vice President of Finance and Administration, and later Chief Financial Officer, at HemaSure. HemaSure was a spin-off of Sepracor (NASDAQ: SEPR), a diversified pharmaceutical, medical device and biotechnology products company where Mr. Murphy served as Corporate Controller from 1990 to 1994. He played a pivotal role in working with international investment banks to raise approximate $170 million in public and private equity capital for the companies. Mr. Murphy holds a BA in economics and accounting from the College of the Holy Cross and is a Certified Public Accountant.

Dr. Langecker was named Chief Development Officer in 2009, and has more than 20 years of experience in successfully developing both drugs and biological products. Among the approved oncology drugs he has had a role in developing are FORMESTAN , LENTARON , TEMODAL , INTRON-A for adjuvant treatment of melanoma, EULEXIN and BEXXAR . Dr. Langecker joins OXiGENE from DURECT Corporation where he served as Chief Medical Officer. He received his medical degree and his doctorate in medical sciences from the Ludwig-Maximilians University in Munich and trained in hematology and oncology. Dr. Langecker was formerly based in Switzerland where he supported development of early aromatase inhibitors and worked on a variety of other products for CIBA GEIGY (now Novartis). His industry experience in the United States includes key roles with Schering-Plough, Coulter Pharmaceuticals, SUGEN, Inc., and Intarcia Therapeutics. Next Profile

Dr. Rustin is the Director of Medical Oncology at Mount Vernon Hospital, which is the largest cancer center in the South of England. He has published widely on management of gynecological cancers and germ cell tumors and the use of tumor markers. He has developed response criteria on CA125, which are now increasingly used in Phase II trials of ovarian cancer. He has recently been the principal investigator of two trials of vascular targeting agents, as well as several trials in ovarian cancer. He was awarded an Honorary Professorship by University College London in March 2001.

HILARY CALVERT, MB, BChir, is the Clinical Director of the Northern Institute for Cancer Research and Professor of Medical Oncology at the University of Newcastle upon Tyne, England. His training is in Medicine, Mathematics and Biochemistry. He has had a long involvement in anticancer drug development starting while he was working at the Institute for Cancer Research / Royal Marsden Hospital in London. Since 1989 he has worked in the University of Newcastle at Tyne and has implemented a program of drug development, aimed at using the molecular pathology of human cancers to define targets, developing drugs aimed at those targets and performing preclinical and early clinical studies. In 2005 he was awarded the Pfizer Research Innovation Award for his work on developing new anticancer drugs.

Dr. Harris is Cancer Research UK Professor of Clinical Oncology at the University of Oxford, and Director of the Cancer Research UK Molecular Oncology Laboratories at the University's Weatherall Institute of Molecular Medicine. He is involved in clinical trials of anti-angiogenesis therapy, signal blockade inhibitors and immunotherapy. His clinical research interests include breast cancer, melanoma, and renal cancer. Dr. Harris trained in Liverpool Medical School, the John Radcliffe Hospital, the Royal Free Hospital and the Royal Marsden Hospital. He is Head of the Medical Oncology Research Team that provides research-based treatments integrated with National Health Service care at the Cancer Research UK Medical Oncology Unit on the Churchill Hospital site. He has published many papers and is on the editorial boards of several leading cancer journals including Cancer Cell and Clinical Cancer Research. His laboratory interests include angiogenesis and the role of hypoxia in tumor biology and as targets for therapy.

Dr. Vermorken is Professor of Oncology and head of the Department of Medical Oncology of the University Hospital of the University of Antwerp, Belgium. Professor Vermorken has held numerous functions with the Dutch Cancer Society and the European Organization for Research on Treatment of Cancer (EORTC), and currently is a member of EORTC's Early Clinical Studies Group and the Subcommittee for Chemotherapy of EORTC's Head and Neck Cancer Cooperative Group. Professor Vermorken has lectured extensively in the area of gynecological oncology and currently serves of the Editorial Board of the International Journal of Gynecological Oncology.

Dr. Heier is a Vitreoretinal Specialist at Ophthalmic Consultants of Boston, Co-Director of the Vitreoretinal Fellowship at OCB/Tufts Medical School, and President of the Center for Eye Research and Education in Boston, Massachusetts. Dr. Heier’s academic appointments include an instructorship in ophthalmology at Tufts University School of Medicine and Harvard University Medical School, both in Boston. Dr. Heier received a medical degree from Boston University School of Medicine in Massachusetts, and subsequently completed a transitional internship, ophthalmic residency, and vitreoretinal fellowship at Fitzsimons Army Medical Center. Additional postgraduate training includes a vitreoretinal fellowship completed at Ophthalmic Consultants of Boston/Tufts University School of Medicine. Dr. Heier’s research interests are focused on age-related macular degeneration (ARMD), diabetic retinopathy, and innovation in vitreoretinal surgical instrumentation: areas he has pursued as lead or principal investigator in numerous clinical trials.

Dr. Kerbel is known internationally for his research into cancer metastasis, drug resistance and tumor angiogenesis. He is a Senior Scientist, as well as the Canada Research Chair in Molecular Medicine at Sunnybrook and Women's College Health Sciences Centre in Toronto and Professor of the Department of Medical Biophysics at the University of Toronto. He is the author of more than 270 scientific papers and the recipient of numerous scientific awards. Dr. Kerbel serves on the editorial boards of many scientific journals, including Cancer Research, Clinical Cancer Research, Molecular Cancer Research and Angiogenesis. He was Editor-in-Chief of Cancer & Metastasis Reviews from 1991-2001. He currently serves as a member of OXiGENE's Scientific Advisory Board. Dr. Kerbel received his B.S. from the University of Toronto and his Ph.D. in immunology from Queen's University. He was a post-doctoral fellow in cancer biology at the Chester Beatty Research Institute in London, England.

Dr. Kaye is currently Head of the Drug Development Unit and Head of the Section of Medicine at the Royal Marsden Hospital/Institute of Cancer Research, London. He previously was Head of the Gynaecology Unit at the Royal Marsden Hospital. He is now responsible for overseeing and managing one of the world's largest Phase I clinical trial units. He is the author of over 300 peer reviewed papers, he sits on the Editorial Board of 12 cancer journals, and has held various national and international responsibilities, most notably in Cancer Research UK for which he currently chairs the Clinical and Translational Research Committee.

Mark Kessel has been a director since 2003. Mr. Kessel is chief executive officer and managing director of Symphony Capital LLC. Symphony Capital manages a private equity fund that invests in the clinical development of biopharmaceutical products, and has served in such position since he cofounded the company in 2002. From 1979 to 2001, Mr. Kessel was a partner at the international law firm of Shearman & Sterling and served as the firm’s managing partner from 1990 to 1994. Mr. Kessel received a bachelor’s degree in economics from the City College of New York and a law degree from Syracuse University.

Dr. Mellstedt is Professor of Oncologic Biotherapy at the Karolinska Institute and Administrative Director of Cancer Center Karolinska, Karolinska Institute, Stockholm, Sweden. He holds a position as Chief Physician at the Department of Oncology (Radiumhemmet), Karolinska Hospital, Stockholm and has specialist certificates in Oncology, Hematology and Internal Medicine. He is the Chairman of the Swedish Society of Oncology. Professor Mellstedt is currently a member of the Editorial Board of several international scientific journals and has published more than 375 articles in the areas of hematology, medical oncology, tumor immunology and the development of immunotherapeutics/biotherapeutics in hematological malignancies as well as in solid tumors. Professor Mellstedt is the Chairman of OXiGENE's Clinical Trial Advisory Board.

Mr. Citron has served as President and Chief Executive Officer of Jovian Holdings Inc. since 2002. Mr. Citron is also the Managing Partner of Jove Partners L.L.P., an investment partnership. Mr. Citron served as the Chairman of Provide Commerce, Inc., a San Diego-based company, from 2001 to 2006. From 1998 to 2001 he was Vice Chairman, President and Chief Executive Officer of Miami-based MasTec, Inc. Mr. Citron served as Chairman of the Board and President of Proventus Inc., and was a Senior Executive of Proventus AB, a large international investment company based in Stockholm, Sweden, and New York from 1992 to 1998. Mr. Citron currently serves as chairman or director of several privately held companies.

Per-Olof Soderberg was appointed as a Director in October 1997. Mr. Soderberg is CEO of Dahl International AB, Stockholm, Sweden. Dahl International is the leading wholesale operation in the Nordic region and Poland in sanitation and heating products. Mr. Soderberg is also a director of the board of the publicly-traded Bergman & Beving AB a leading trading company in Scandinavia and Ratos AB an Investment company. Among his other appointments, Mr. Soderberg serves on the board of directors of Martin Olsson, a wholesaler of food based in Sweden and Skandia Investment Management. He serves also on the board of the SSE, The Stockholm School of Economics.

Dr. Schwieterman has been an independent consultant to biotech and pharmaceutical companies specializing in clinical development since July 2002. Dr. Schwieterman is a board-certified internist and a rheumatologist who was formerly Chief of the Medicine Branch and Chief of the Immunology and Infectious Disease Branch in the Division of Clinical Trials at the FDA. In these capacities and others, Dr. Schwieterman spent 10 years at the FDA in the Center for Biologics overseeing a wide range of clinical development plans for a large number of different types of molecules. Dr. Schwieterman holds a B.S. and M.D. from the University of Cincinnati.

After a career as a Senior Executive in the asset management business, Mr. Shiebler is currently active in a variety of business, community, and charitable organizations. Until January 2007, he was an Advisory Vice Chairman and former CEO of the Americas of Deutsche Asset Management, the asset management arm of Deutsche Bank. Prior to that, he was a Senior Managing Director of Putnam Investments, and President and COO of Dean Witter's Intercapital Division. He is currently active in family investment businesses; TreeTops Investment LLC and TreeTops Corporation LLC. He is a Director of Oxigene Inc. and Attensity Corp., as well as an advisory board member of several corporations. He was a member of the Presidential Commission on Medicaid, a Trustee of the Salt Lake Olympic Committee, a Trustee of Kean University and is currently Chairman of the Park City Center for Public Policy, and a Trustee of the U.S. Ski and Snowboard Team Foundation, among other charitable and community organizations. Mr. Shiebler is a resident of Park City, UT.
