Board of Directors
Chris Young was named Chief Information Officer for Consolidated in 2003. He held various roles with Consolidated’s predecessor company from 1985 until 1995, including Director of MIS for Consolidated Communications Directories.
Previously, Young served as Chief Information Office of NewSouth Communications, Inc., a broadband communications provider. From 1998 to 2000, he served as Chief information Officer for 21st Century Telecom Group.
Young is a graduate of Eastern Illinois University with a B.S. in Computer Management and an MBA.
Steve Childers has a diverse background in accounting and finance and a lengthy career with Consolidated Communications. He was named Chief Financial Officer in 2004, with responsibilities for all accounting, finance, treasury, and tax functions of the company.
Childers joined Consolidated’s predecessor company in 1986 and was named Director of Accounting in 1990. He has served in various executive roles during his tenure, including Director of Corporate Development, Vice President of Finance, and President of Consolidated Market Response, a full-service teleservices and fulfillment company. From 1997 to 2003 Childers served in various capacities at McLeodUSA, including Vice President of Customer Service and leading the company’s revenue assurance Business Process Teams.
He is a member of the board of directors and serves as Treasurer of the Eastern Illinois University Foundation. A graduate of Eastern Illinois University, Childers is a Certified Public Accountant.
Bob Udell was named Senior Vice President and President of Telephone Operations for Texas following Consolidated Communications’ purchase of TXU Communications in April 2004. He is responsible for Local Exchange Carrier operations in Texas in addition to network operations, engineering, regulatory and supply chain management for the company.
Previously, he served in various roles at TXU Communications including Executive Vice President of Business Development, Regulatory and Administration and Chief Operating Officer.
Udell has more than 15 years of telecommunications leadership experience at large- and mid-sized local exchange companies. He previously served in several leadership roles at Consolidated Communications and McLeodUSA, including senior vice president of network services and vice president and general manager of the company’s Indiana operations. He also held management roles at Bell Atlantic in operations, carrier sales and marketing.
He serves as chairman of East Texas Fiber Line Corporation. In addition, Udell is a member of the United States Telecom Association Policy Committee and he is an Independent Telephone and Telecommunications Alliance Sponsor.
Udell is a graduate of the University of Pittsburgh, where he received his bachelor’s degree in electrical engineering. He received his MBA from Katz Graduate School of Business, at the University of Pittsburgh, and completed the Advanced Technology Innovations Program at Carnegie Mellon University in Pittsburgh.
Joe Dively is Senior Vice President and President of Telephone Operations in Illinois, with responsibility for Local Exchange Carrier operations as well as customer service, marketing, sales, business systems and field operations.
He joined Consolidated Communications Inc. in 1991 as Vice President and General Manager of Consolidated Market Response, a full-service teleservices and fulfillment company. He has also served as Vice President of Sales and Marketing. Following Consolidated’s merger with McLeodUSA, he served as Senior Vice-President of Sales.
In 1999, Dively was named Vice-President and General Manager of then Illinois Consolidated Telephone Co. In 2000, he was named to lead all Consolidated’s subsidiaries including Operator Services, Public Services and Consolidated Market Response.
Dively serves on the boards of First Mid-Illinois Bancshares, Inc. the Illinois Chamber of Commerce, Sarah Bush Lincoln Health System and the Lincoln-Sargent Foundation. He is past president of the Charleston Area Chamber of Commerce.
Dively holds a B.S. in Business from Eastern Illinois University, where he is currently serving as chair of the business school advisory board and on the president's cabinet. He is also past president of the EIU Alumni Association. .
Steve Shirar was named Senior Vice President and President of Enterprise Operations, in 2002. He has 23 years of business experience in a variety of industries including telephony, software development, publishing and managed health care.
From 1997 to 2002, Shirar served in various capacities at McLeodUSA, including Chief Sales and Marketing Officer. Prior to that, Shirar served as President of Consolidated’s software development subsidiary, Consolidated Communications Systems and Services, Inc.
Shirar’s work experience includes serving as President of Ameritech Industrial Infosource and Chief Operating Officer of a startup managed health-care company MedAdvantage.
Shirar holds a B.S. in Civil Engineering from Rose Hulman Institute of Technology and an MBA in Marketing from Indiana University.
Jack Blumenstein is Chairman and Chief Executive Officer of AirCell, Inc., a provider of airborne cellular and satellite telecommunications systems and services. He has been the co-President of Blumenstein/Thorne Information Partners, LLC since October 1996, and is a co-founder of that private equity investment firm which focuses on capital transactions in the telecommunications and information industries. From October 1992 to September 1996, Mr. Blumenstein held various positions with The Chicago Corporation (now ABN AMRO, Inc.), serving most recently as Executive Vice President, Debt Capital Markets Group and member of the Board of Directors. Mr. Blumenstein was President and Chief Executive Officer of Ardis, a joint venture of Motorola and IBM, and has held various senior management positions in product development and sales and marketing for Rolm Corporation and IBM. Mr. Blumenstein also presently serves on the boards of eCollege, AirCell, Inc., and ShopperTrak, Inc.

Roger Moore was President and Chief Executive Officer of Illuminet Holdings, Inc. since October 1998, a member of its board of directors since July 1998, and was its President and Chief Executive Office from January 1996 to August 1998. In December of 2001, Illuminet was acquired by VeriSign, Inc. at which time Mr. Moore opted to retire. From September 1998 to October 1998, he served as President, Chief Executive Officer and a member of board of directors of VINA Technologies, Inc., a telecommunications equipment company. Mr. Moore also presently serves as a director of Tut Systems, Inc., VeriSign, Inc., and Western Digital Corporation.
Jim joined Spectrum in 2002. He began his private equity career in 1997 at Citizens Capital where he supported equity and mezzanine debt investments. Jim is a member of the Investment Committee of Charles River School in Dover, Massachusetts.
