"As Chief Financial Officer, Mr. Nieser is responsible for all finance/control functions. This entails the analysis and negotiation of acquisitions, structure of the Company's equity and debt financing, and interfacing with Wall Street and investors. The responsibilities of Treasurer involve all aspects of the Company's financings, acquisition due diligence, Securities and Exchange Commission filings, treasury management and income tax planning and administration.
Mr. Nieser has more than 20 years of experience in financial management. Prior to joining Cornell in April 2004, he served as Controller for a number of organizations including GE Aero Energy Products. He also served Guardian Savings and Loan Association as senior vice president, chief financial officer and treasurer.
Mr. Nieser, a C.P.A., earned a B.A. degree in Accounting from the University of Houston. He is a member of AICPA and TSCPA."

"Mr. Erwin joined Cornell in January 2002. He currently manages Cornell's corporate development department, including the response to Requests for Proposal, identification and procurement of sole source projects, and pricing for all material pieces of business. In addition, Mr. Erwin is responsible for asset management, including the company's real estate portfolio. He is also extensively involved in corporate strategy and the company's overall portfolio review.
Mr. Erwin's prior experience lies in strategic development and mergers and acquisitions, primarily with Enron Corporation and Trilogy. He graduated from Wake Forest University, earning a B.A. in economics and a B.A. in Politics."

"Mr. Swatsburg is responsible for the development, management and regulatory compliance of all programs serving youth. The programs include secure and open treatment facilities for delinquent and dependent youth, shelter care, and detention and community-based prevention, treatment, and aftercare services.
Under Mr. Swatsburg's leadership, the juvenile firesetter program at Cornell Abraxas Youth Center became nationally recognized by the U.S. Fire Administration. Mr. Swatsburg also created and marketed Cornell's Non-Residential Detention (NRD) and Non-Residential Treatment (NRT) programs. He has served as the program director of community-based, residential, wilderness and behavioral health youth programs during his employment with Cornell.
Mr. Swatsburg has 12 years experience in the field of youth services. He completed his Bachelor of Science with a dual major in Psychology Criminal Justice and his Master of Social Work at the University of Pennsylvania."
Mr. Caltabiano oversees all facilities that provide secure correctional services for sentenced adult offenders. Mr. Caltabiano possesses over 29 years of experience in federal corrections and detention, ranging from front-line duty in Leavenworth, Kansas to agency management at the Bureau of Immigration and Customs Enforcement, where he served as Deputy Assistant Director. His extensive background in the industry enables Mr. Caltabiano to successfully partner with the company's Adult Secure customers at the federal, state, and local levels. As part of his management of the Adult Secure Division, Mr. Caltabiano also ensures compliance with contractual regulations and maintains successful relationships with the communities in which our secure facilities operate. Mr. Caltabiano received a M.A. in Leadership and Administration from the State University of New York and a B.A. in Criminal Justice from Park College.

Mr. Moran is chairman and CEO of Moran Group, LLC, a turnaround, value creation consulting firm he founded in 2003. Throughout his career, Moran has been responsible for the turnaround or value enhancement of more than 50 companies in many industries.
Mr. Jones has been the Managing Member of North Star Partners, LP since 1996. From 1988 to 1995, Mr. Jones was a Managing Director at Tweedy, Browne, where he was responsible for identifying undervalued securities in domestic and international markets. From 1986 to 1988, Mr. Jones was a Securities Analyst for Glickenhaus & Company. He is a Chartered Financial Analyst and is a member of the New York Society of Securities Analysts. Mr. Jones received his MBA from the University of Chicago.
Anthony R. Chase has been a Director of the Company Since October 1999. Since 1991, Mr. Chase has been a Professor of Law at the University of Houston Law Center, and he is also Chairman & CEO of ChaseSource, a staffing & recruiting firm. He most recently served as Chairman & CEO of ChaseCom, a global customer relationship management firm, until its sale to AT&T Corporation in December 2007. Mr. Chase is Vice Chairman of the Federal Reserve Bank of Dallas. He received his JD from Harvard Law School, his MBA from Harvard Business School and his AB from Harvard College. Mr. Chase is also a director of Western Gas Partners.

Mr. Batzer, 63, has been with Wynnefield Capital, Inc., where he currently serves as a Portfolio Manager, since 1999. From 1991 to January 1999, he was Chairman of the Board and CEO of Diagnostic Health Services. From 1981 until 1988, he was director and executive committee member of Simmons Airlines, Inc., a publicly traded regional airline. From 1981 through 1991, Mr. Batzer was President of General Hide and Skin Corporation, a worldwide commodity trading organization. Mr. Batzer received his BSE from the Wharton School at the University of Pennsylvania and his MBA from the University of Arizona.
Mr. Crane is an attorney at law in private practice. He has represented individual, corporate and government clients in corrections and sentencing matters. He has also been a consultant in more than 30 private corrections privatization projects.
Mr. Goodwin is a retired partner of Gibbons, Goodwin, van Amerongen, an investment banking firm. During his 18-year tenure with the firm, he organized management buyouts and purchased businesses with a total value of approximately $7 billion.
Mr. George has been a Portfolio Manager of FrontFour Capital Group LLC, since January 2007. Prior to joining FrontFour Capital Group LLC, Mr. George was a Senior Investment Analyst of Pirate Capital LLC, covering private corrections and other industries, from 2004 to 2006. From 2002 to 2004, Mr. George worked at Mizuho Corporate Bank LTD where he served as an Officer in Portfolio Management, assisting in the management of a $50 billion domestic loan portfolio and originating credit default swap and bank debt trade recommendations. Mr. George received his JD from Brooklyn Law School . Mr. George currently serves as the Lead Independent Director of PW Eagle, Inc.
