Tony Grande assumed the role of Executive Vice President and Chief Development Officer in July 2008 after serving as Senior Vice President of State Customer Relations since September 2007. Grande joined CCA in 2003 in the newly-created role of Vice President of State Customer Relations. In his current capacity, Grande oversees all existing federal, state and local contracts, and he leads the company's national efforts to forge new government partnerships. Tony previously served as Tennessee's Commissioner of Economic and Community Development (ECD). In that role, he led the recruitment and expansion of business to the State, managing an $85 million budget and 200 employees. Having worked in Tennessee government since 1998, Tony served as Assistant Commissioner and later as Deputy Commissioner of ECD. He previously led a publishing and database marketing company and served as a political speechwriter in Washington, DC. Tony earned his Masters of Education at Vanderbilt University in Nashville, Tennessee and his Bachelor of Arts from the American University in Washington, D.C.

Brad Regens was named Managing Director and, later, Vice President, State Customer Relations in 2008. Regens joined CCA as Senior Director, State Customer Relations in December 2007 to manage business relationships with established and prospective state partners in the southwestern United States, with an emphasis on Arizona and California. Regens comes to CCA from the Arizona House of Representatives, where he served two years as the Director of Fiscal Policy. Previously, he spent nine years serving in a number of key roles, including Assistant Director, with the Arizona Joint Legislative Budget Committee, where he was responsible for analysis and forecasts of state government expenditures. Regens earned his Master of Public Policy degree from Duke University, and his undergraduate degree was gained at the University of Colorado at Boulder. He is located in CCA's Phoenix, Arizona satellite office.
Brian Collins joined CCA as Vice President of Facility Operations, Business Unit I in June 2006. Prior to CCA, Collins served a distinguished 25-year career in the service industry with Wal-Mart Stores, Inc., that included roles in management, human resources, customer satisfaction, staff training, and professional development. Since 1981, he has held positions to include Regional Personnel Manager, Director of Operations, Market Director, Director of Field Support, Director of Operations Support, and Director of Operations. He most recently served as Market Manager for Sam's Club in Dallas, Texas. In this role, he oversaw 11 Sam's Clubs and 1,800 employees, and was responsible for $822 million in annual revenues, as well as market planning, employee development, strategic planning for his market, and financial and cost control. Collins holds a bachelor of science degree in business administration from the University of Arkansas at Pine Bluff.

Herb Spiwak serves as interim Vice President of Health Services. He previously served as Regional Administrator for the California Department of Corrections from December 2003 through June 2007. He joined CCA in 2007 as Managing Director of Health Services, following 27 years of financial and operational experience in hospitals, medical groups, and as a Health Care Consultant. Steve Groom joined CCA as Vice President & Deputy General Counsel in March 2001 after serving as a partner in the law firm of Stites & Harbison, PLLC. Previously, he was General Counsel of SunTrust Bank in Nashville. Groom earned a bachelor's degree from Lipscomb University and a Doctor of Jurisprudence Degree from the University of Memphis, where he was a member of the Law review. Groom has received additional education and training at the Harvard Program on Negotiation and the Executive Education programs at the Wharton School of the University of Pennsylvania and the Kellogg School of Management, Northwestern University. Dr. Robert Blackburn is a native Floridian. He attended Clermont High School, Lake Sumter Community College, and the University of Florida receiving a Bachelor of Science degree in Medical Technology with National Certification in Immunology, Hematology, Microbiology, Clinical Chemistry and Blood Banking. He received his Doctorate in Osteopathic Medicine from Southeastern College of Osteopathic Medicine in 1986. He is Board Certified in Family Practice with added qualifications in Geriatrics. In 2001, Dr. Blackburn was appointed by Governor Jeb Bush to serve on the Florida Medicaid Pharmaceutical and Therapeutics Committee where he served as Chairman in 2004 and 2005. From 2001 to 2003 he served, at Governor Bush's appointment, as a Physician Advisor for Workers' Compensation. His Medical Directorships include providing Emergency Medical Services for Spring Hill Fire Rescue, Hernando County Fire Rescue, Brooksville Fire Department, High Point Volunteer Fire Department and Hernando Beach Volunteer Fire Department. He is also the Medical Director for Corrections Corporation of America in Hernando County, Omni Home Healthcare Corporation and Hernando County Sheriff's Department. He founded Access Hernando which provided free healthcare to the needy. He is the current Chairman of the Hernando County Healthcare Advisory Board appointed by the Board of County Commissioners. He is Past President of the Florida Society of the American College of Osteopathic Family Physicians and the Immediate Past President of the NSU-COM Alumni Association. He has received many awards including the 2005 ACOFP Physician of the Year, the 2005 Award of Distinction presented by the Army National Guard, the 2005 Community Quarterback Award for the Tampa Bay Area, the 2005 Employer of the Year by the Hernando County Business Professional Women, and the 2004 Florida Society ACOFP Humanitarian of the Year. In 2004 he received the NSU-COM Distinguished Alumni Award. In 2007 he received his Fellow Award by the ACOFP in recognition for his outstanding service to his profession and community. He is an Adjunct Clinical Professor for multiple medical universities. Dr. Blackburn is physician-owner of All American Medical Associates in Spring Hill, where he has been in private practice since 1991. Dr. Blackburn is married to his lovely wife, Sarah and together they have two children, Brittany and Zackary.

A graduate of the University of North Carolina, Lucius Burch is the Chairman and Chief Executive officer of Collateral Guaranty. After working as a commercial banker for Morgan Guaranty Trust Co. in New York, Burch joined Massey Investment Company, the predecessor of Massey Burch Investment Group, as a financial analyst and portfolio manager in 1968. Burch's years of experience in venture capital and the public market investment process include extensive experience in the management consulting, corporate finance, and mergers and acquisitions. Thurgood Marshall has served as a director and member of the Nominating and Governance Committee since December 2002. Marshall is a partner in the law firm of Bingham McCutchen LLP in Washington D.C., and a principal in Bingham Consulting Group LLC, a wholly owned subsidiary of Bingham McCutchen LLP that assists business clients with communications, political and legal strategies. Marshall, the son of the historic Supreme Court Justice, Thurgood Marshall, has held appointments in each branch of the federal government, including Cabinet Secretary to President Clinton and Director of Legislative Affairs and Deputy Counsel to Vice President Al Gore. In his role under President Clinton, Marshall was the chief liaison between the President and the agencies of the Executive Branch. He serves on the American Bar Association Election Law Committee and serves as a board member of the National Fish & Wildlife Foundation, the National Womens Law Center and the Supreme Court Historical Society, and serves on the Ethics Oversight Committee of the United States Olympic Committee.
