Dr. Toth draws on her extensive background in patient safety and quality improvement to oversee Delmarva's safety, culture, and innovation contracts. She has been instrumental in the design and execution of the Maryland Patient Safety Center Intensive Care Unit Safety Culture Collaborative Series, the Agency for Healthcare Research and Quality High Reliability Organization Learning Network, and the Maryland and District of Columbia Medicare Quality Improvement Organization (QIO) contracts. Dr. Toth guides Delmarva's internal efforts to build expertise and commitment to continuous quality improvement by leading interventions to build and sustain culture change, expand use of information technology, and share learning across contracts. Prior to joining Delmarva in 2004, Dr. Toth was the Medical Director for Ohio KePRO, the Medicare QIO for the state of Ohio. She graduated with honors from the Yale University School of Medicine in 1991 and completed her post-doctoral training in internal medicine at the University of California at San Francisco. Her undergraduate degree from Case Western Reserve University is in Medical Anthropology. Dr. Toth is Board certified in Internal Medicine and her healthcare experience includes roles as an Attending Physician and Clinical Instructor in General Internal Medicine at The Cleveland Clinic Foundation and the MetroHealth Medical Center.

Ms. Tyler has more than 18 years of experience in the design and development of quality assurance and assessment programs for federal and state contractors. She leads Delmarva's Performance Assessment and Validation Team, which engages stakeholders in external quality review. Ms. Tyler leverages knowledge and resources across Delmarva's review programs to provide high-quality services for our customers. Her extensive healthcare quality improvement background includes utilization and quality of care review for Medicaid and Medicare populations; clinical assessment review tool design and implementation; and collaboration with providers, contractors, and associations. She is responsible for administrative oversight of 10 Delmarva Medicaid and Medicare quality assurance and assessment contracts, including work for the Centers for Medicare & Medicaid Services (CMS) covering the southeastern United States and six states across the country. Ms. Tyler is a certified quality assurance professional pursuing a bachelor's degree in healthcare administration. She is also experienced in leading organizational quality improvement teams and is a certified Motorola Six Sigma Green Belt.

Mrs. Love is an experienced Registered Health Information Administrator with 25 years of Health Information Management experience, including extensive teaching and consulting experience in the field of ICD-9-CM and CPT-4 coding. She has progressive administrative, managerial, and consulting experience throughout her career in a variety of health care settings hospital, skilled nursing facility, physician practice, and government contract administration. Responsibilities include budget preparation and monitoring, management for over 50 FTEs, client management with the Centers for Medicare and Medicaid Services, and affiliated contractors, training, meeting facilitation, and accurate and timely deliverables management. Love joined Delmarva in 1996, specializing in consulting with providers to improve coding and medical record management. She has strategically guided the National contracts division which includes the Medicare Program Safeguard Contracts the Western Integrity Center that is responsible for statistical analysis, medical review and fraud case development.

Ms. Rodgers oversees Delmarva's Data Integrity Group, which focuses on reviewing, analyzing, and abstracting meaningful information from medical data sources to improve efficiency and effectiveness in the provision of health services. Ms. Rodgers was previously Delmarva's Public Reporting and Special Projects Leader, responsible for contracts with CMS and the state of Maryland related to measurement development for publicly reported healthcare measures for hospitals. Ms. Rodgers, whose lengthy career with Delmarva has also included roles as nurse reviewer, policy development manager, and communications manager, joined Delmarva in 1989 with 19 years of nursing experience. Ms. Rodgers earned her Diploma in Nursing from the Grace Hospital School of Nursing in Richmond, Virginia. She is a Certified Project Management Professional (PMP) and a Certified Professional in Utilization Review (CPUR).
Ms. Middleton is responsible for the leadership of all support services in accordance with the company's strategic direction and goals. She creates and oversees programs, services, and policies to achieve operational objectives in human resources, information technology, administration, facilities, and corporate communications. Ms. Middleton's extensive experience in human resources includes serving as Director of Human Resources for Financial Advisory Services, a line of service with PricewaterhouseCoopers, and KPMG/Barents Group. Ms. Middleton earned her Bachelor of Science in Business with a second major in Education from Simmons College. She received a Master of Science in Applied Behavioral Science/Organizational Development from Johns Hopkins where she also completed a Fellowship in Change Management. She is a certified Senior Professional in Human Resources (SPHR).

Caroline Broder joined Burness Communications in December 2006 as a senior associate on the health policy team, bringing with her in-depth knowledge of health information technology issues. Caroline works on projects related to health information technology, patient safety and quality improvement, in addition to projects for Health Affairs, the Delmarva Foundation, and the Robert Wood Johnson Foundation. Dr. Basch practices internal medicine in Washington, DC, and is the Medical Director for eHealth at MedStar Health. He is a frequent speaker, author, and expert panelist on such topics as EMRs, interconnectivity, the transformation of healthcare through HIT, and the necessity of creating a sustainable business case for information management and quality. Dr. Basch is currently chairman of the Maryland Task Force on EHRs and co-chair of the Physicians' EHR Coalition. Dr. Basch is a board member of the eHealth Initiative, the Delmarva Foundation, and the Maryland-DC Collaborative for HIT. He is a member of the ACP's Medical Informatics and Performance Measures Subcommittees, and their Medical Services Committee. Dr. Basch also serves on the Advisory Committees to the DOQ-IT Projects for both DC and Maryland, and on the Health Information Technology Advisory Panel to JCAHO.
