Terry Van Der Tuuk has been a director of the Company since May 2003. Since 1994, Mr. Van Der Tuuk has held the position of Vice Chairman of Graphic Technology, a barcode label company, which was listed on the American Stock Exchange and sold to Nitto-Denko Corporation in 1989. He is President of VanKan, Inc, a Kansas based venture capital firm which invests in privately held companies in the Midwest area. Mr. Van Der Tuuk served on several educational boards, including The Wharton School, University of Pennsylvania, and currently serves on the boards of several privately held companies. Mr. Van Der Tuuk received his Bachelor of Science degree from Michigan State University and his Masters of Business Administration degree from The Wharton School, University of Pennsylvania. Mr. Edward Netter is Chairman of Independence Holding Company and a director of American Independence Corp. Mr. Netter is also Chairman of the Executive Committee and a director of The Aristotle Corporation, a publicly traded manufacturer and global distributor serving the education, health and agriculture markets. Mr. Netter is Chairman and CEO of Geneve Corporation, a private diversified holding company which holds a controlling interest in IHC and Aristotle. In 1971, Mr. Netter, a graduate of the University of Pennsylvania, organized the predecessor company to Geneve after serving as an Executive Officer, Director and principal of the investment firm of CBWL-Hayden Stone. Mr. Netter is a trustee of Thanks to Scandinavia, an organization which provides scholarships to international students, is a member of the advisory committee of North General Hospital in New York City, and serves on the National Advisory Board of The Center for Community Partnerships at the University of Pennsylvania. Mr. Netter is engaged in a number of other philanthropic activities relating to science, education and human services. In 2006, Mr. Netter was elected to the Business Leader Hall of Fame at Quinnipiac University. Mr. Netter and his wife, Barbara, founded Alliance for Cancer Gene Therapy, Inc. in 2001. Robert Lonergan has been Chief Legal Officer of Rohm and Haas Company, Philadelphia, Pennsylvania, since 1999. As such he supervises the efforts of 45 in-house attorneys and scores of outside firms that handle the various legal affairs of this $6 billion, publicly-traded, specialty chemicals and electronic materials company. Mr. Lonergan is a trustee of the Institute for Law and Economics at the University of Pennsylvania and of the Walnut Street Theatre, serves as a member of the Corporate Executive Board of the Philadelphia Museum of Art and of the Greater Philadelphia Chamber of Commerce, and is a member of the Science, Technology and Law Panel of the National Academies. Prior to joining Rohm and Haas, Mr. Lonergan served as Senior Vice President and General Counsel of Pegasus Gold Inc. and before that Vice President, General Counsel and member of the Board of Directors of Kennecott Corp. Mr. Lonergan began his practice with the anti-trust group at Cadwalader, Wickersham, & Taft in New York. Mr. Lonergan earned his A.B. and J.D. degrees from Fordham University and served as an intelligence officer in Vietnam.

Thomasennia Amos is the Director of the College Access Program. She is the former Director of the GEAR UP Initiative (Gaining Early Awareness and Readiness for Undergraduate Programs) at the Philadelphia Education Fund. Since joining the Ed Fund in October 1999, Mrs. Amos increased the full time staff for GEAR UP from four direct service coordinators to four Managing Coordinators two Lead Coordinators and 19 direct services coordinators. Under her direction 12 retired teachers were hired to serve a cohort of 120 teachers in enhancing the instructional and classroom management capabilities of teachers with 2/3 years seniority. Prior to joining the Ed Fund, Mrs. Amos served as an instructional supervisor in the Philadelphia School District. Over the several years of her career she has worked as a professional developer, supporting new teachers and introducing and coaching instructional best practices to school communities. She served under several superintendents in a central office capacity. Mrs. Amos is a dedicated educator who has supported students and teachers in every region of the Philadelphia School District. Upon request she has served as an Adjunct Faculty member at Temple University, University of Pennsylvania, Arcadia University, Drexel University and Chestnut Hill College. She is a graduate of Pennsylvania State University and Arcadia University. Mrs. Amos and is also certified as a Principal, and has a strong personal commitment to improving education for Special Education students.
James E. Nevels is Secretary of the Society. He is founder and chairman of The Swarthmore Group with nearly thirty years experience in the securities and investment industry. Mr. Nevels was appointed by President Bush to the Advisory Committee to the Pension Benefit Guaranty Corporation, and Chairman from 2005-2007. Currently, Mr. Nevels is the non-executive Chairman of the Board of The Hershey Company, a member of the Board of the Hershey Trust Company, the Milton Hershey School, the Tasty Baking Company, the Pro Football Hall of Fame and the Gettysburg Foundation. From 2001 until 2007 he served as Chairman of the Philadelphia School Reform Commission, charged with overseeing the turnaround of the Philadelphia School System. Mr. Nevels is a graduate of Bucknell University and the University of Pennsylvania Law School. He holds an M.B.A. from the Wharton School.

Michael Nadol is a Managing Director in the Strategic Municipal Consulting practice. Mr. Nadol's practice focuses on the development and implementation of workforce strategies to help public sector organizations better achieve their financial and performance goals, including labor-management cooperation programs, collective bargaining support, and expert witness testimony in employee interest arbitration. In addition, Mr. Nadol has extensive experience in general municipal budgeting, strategic planning, recovery from fiscal distress, and competitive contracting. His clients nationwide include state, county, and city governments, school districts, and municipal water, wastewater, and natural gas utilities. Prior to joining PFM, Mr. Nadol served the City of Philadelphia in positions including Deputy Mayor, Director of Labor Negotiations, and Director of Finance. In 1996, he led successful collective bargaining with municipal unions representing over 22,000 employees. In addition, Mr. Nadol served as Deputy Commissioner for the Philadelphia Water Department, overseeing both financial and human resources management for one of the nation's largest water and wastewater utilities. Mr. Nadol has co-edited America's Water and Wastewater Industries, Competition and Privatization, and has spoken at major industry conferences on utility financial management and performance measurement. Mr. Nadol also serves on the adjunct faculty of the University of Pennsylvania, Fels Center of Government. Mr. Nadol has a Master of Governmental Administration degree from the University of Pennsylvania, and a Bachelor of Arts degree in Political Science, Summa Cum Laude, from Yale University.
Dr Poste is Chief Executive Officer of Health Technology Networks, a healthcare consulting group based in Scottsdale, Arizona and suburban Philadelphia specializing in the impact of genetics, computing and other advanced technologies on healthcare R&D and internet-based systems for healthcare delivery.

Dr. Robert L. Barchi , who serves on our Board, has been President of Thomas Jefferson University since 2004. He served as a director for VWR from May 2006 until the company was acquired in June 2007 by affiliates of Madison Dearborn Partners, LLC. Prior to his current position at Thomas Jefferson University, Dr. Barchi was Provost of the University of Pennsylvania, having served in various capacities for more than 30 years. He was the Chair of the University's Department of Neurology and was founding Chair of its Department of Neuroscience. Dr. Barchi also served as the Director of the Mahoney Institute of Neurological Sciences for more than 12 years. In addition to his clinical and administrative responsibilities, Dr. Barchi has published extensively in the field of ion channel research, and has been elected to membership in the Institute of Medicine of the National Academy of Sciences. Dr. Barchi has been a member of the Board of Covance, Inc., a contract research organization, since October 2003 and is a trustee of Ursinus College. Dr. Barchi received bachelor and master of science degrees from Georgetown University, as well as doctor of philosophy and doctor of medicine degrees from the University of Pennsylvania.
Bill Egan, a founder and general partner of Alta Communications, founded Alta's predecessor firm, Burr, Egan, Deleage & Co., in 1979 and identified and backed several of America's leading growth companies in the information technology, life sciences and communications industries. Prior to founding Burr, Egan, Deleage & Co., Mr. Egan was a partner at TA Associates. Mr. Egan began his career as a manager of venture capital for New England Enterprise Capital Corporation. He is past president and chairman of the National Venture Capital Association and a member of the Boards of Trustees of Fairfield University and the University of Pennsylvania. Mr. Egan is on the board of directors of Cephalon, Inc. and also serves on the boards of several privately held communications, cable and information technology companies. Mr. Egan holds an M.B.A. from the University of Pennsylvania's Wharton School of Finance and a degree in Economics from Fairfield University.

Clay W. Hamlin, III has been a member of the Board of Trustees since 1997 and was appointed Vice Chairman effective April 1, 2005. He was Chief Executive Officer from October 1997 until his retirement on April 1, 2005. From May 1989 until joining COPT, Mr. Hamlin was the Managing Partner of The Shidler Group's Mid-Atlantic region, where he supervised the acquisition, management and leasing of over four million square feet of commercial property. He has been active in the real estate business for over 30 years. Mr. Hamlin is a founding shareholder of First Industrial Realty Trust, Inc. and also serves as a Director/Trustee of TractManager, Inc. and the National Prostate Cancer Coalition.

Bob Snyder founded CIG in 1971. He is responsible for the strategic direction and overall management of CIG's operating companies and joint ventures. He is also Chairman of the Board of CSA, and the Sotheby's Institute of Art. Bob served as owner and chairman of National Standards Association from 1976-1993. National Standards is now part of Information Handling Services, Inc. From 1977-1987 he was owner and chairman of Disclosure Incorporated, which is now part of Thomson Financial Corporation. A civic leader, Bob currently serves as Co-Chairman of the National Council for the Smithsonian National Museum of the American Indian. He also serves on the board of the Washington Hospital Center Foundation and The National Theater in Washington D.C. He is a former Member of the Board of Governors of The National Aquarium in Baltimore and a former Associate Trustee of the Library Board of Overseers of the University of Pennsylvania. Bob Snyder holds a B.S. in Accounting from Babson College, Babson Park, MA and a J.D. from Brooklyn Law School, Brooklyn, NY. He is a member of the Bars of the State of New York and the District of Columbia. He and his wife Judy live in Chevy Chase, Maryland. They have two children, Andy and Jill.
P. Sherrill Neff has been a director since March 2005. Mr. Neff is a founder of Quaker BioVentures, Inc., a life sciences venture fund, and has been Managing Partner since 2002. He was a director of Resource America from 1998 to March 2005. From 1994 to 2002 he was President and Chief Financial Officer, and from 1994 to 2003, a director of Neose Technologies, Inc., a publicly-traded life sciences company. Mr. Neff was also a director of The Bancorp from its formation in 1999 until 2002.

James H. Carr is senior vice president of Research for the Fannie Mae Foundation, which is the largest foundation in the country devoted to increasing the supply of homes for those who need them the most, and a visiting professor of urban planning at Columbia University. He is responsible for the Foundation's housing finance and neighborhood strategies consulting unit, its nationally and internationally recognized Office of Housing Research, and its program evaluation activities. He is also responsible for the development of technology tools to promote effective community investment. Prior to his appointment to the Foundation, Carr served as vice president for housing research at Fannie Mae, assistant director for tax policy with the U.S. Senate Budget Committee, and research associate at the Center for Urban Policy Research at Rutgers University. He serves on research or policy advisory boards at numerous colleges and universities including Harvard University, University of California-Berkeley, and University of Pennsylvania. Carr is an Advisory Committee member of the Federal Reserve Bank of San Francisco Center for Community Development Investments and serves on the Board of Directors of the American Real Estate Society. He is a also a frequent instructor for the Neighborhood Reinvestment Training Institute and a former expert advisor to the Organization for Economic Cooperation and Development Urban Affairs Project Group in Paris, France. Carr has published and lectured extensively on housing and urban policy, housing finance, community reinvestment, personal financial services, and state and local finance. He has also written and presented on issues of technological innovation and workforce diversity. Carr is widely recognized for his leadership in developing innovative financial instruments, devising strategies to promote affordable lending, encouraging inner-city development, and promoting wealth creation for lower-income households. Carr is editor of Housing Policy Debate, which received the 1996 Award of Excellence from Washington EdPress for editorial excellence. His books include Crisis and Constraint in Municipal Finance, The New Reality of Municipal Finance, and Replicating Microfinance in the United States. Carr's speeches have been awarded top honors, including the "Best of the Best" award, the "Award of Excellence", and the "Award of Merit" by the International Association of Business Communicators. He has also been published in Vital Speeches of the Day. He is an Aspen Institute Scholar and has earned numerous professional and academic honors including the Community Impact Award from the National Organization of Black County Officials, a Distinguished Service Award from Texas Southern University, the Presidential Award by the National Association of Urban Bankers, and an Outstanding Achievement Award by the Neighborhood Reinvestment Training Institute. Carr holds a Bachelor of Architecture degree with honors from Hampton University, a Master of Urban Planning degree from Columbia University, and a Master of City and Regional Planning from the University of Pennsylvania.
Edmond D. Villani served as vice chairman of Deutsche Asset Management, North America until December 31, 2005. Between 1997 and 2002, he was the chief executive officer of Scudder, Stevens & Clark, Inc. and its successor entities. He is chairman of the board of Georgetown University and serves on the board of Colonial Williamsburg Foundation and the investment committee of the Rockefeller Brothers Fund. In addition, he chairs the advisory board of the Penn Institute for Economic Research at the University of Pennsylvania and is a member of the International Capital Markets Advisory Committee of the Board of the New York Stock Exchange. Mr. Villani has a BA degree in mathematics from Georgetown University and a Ph.D. degree in economics from the University of Pennsylvania.
Rep. Josh Shapiro is the Deputy Speaker of the Pa. House of Representatives, representing the 153rd Legislative District in Montgomery County. Shapiro is a committed public servant who has worked in government for more than a decade, and has been named a "political rising star" by the National Journal. During his first term, Shapiro authored several bills that were enacted into law. His legislation ending the state's "tuition tax" allows Pennsylvania college students to transfer their academic credits when transferring between state colleges and universities, ending the requirement to re-take courses and ending the so-called tuition tax. Shapiro also worked to make contributions to 529 college savings plans tax deductible and sponsored legislation that created a state child safety task force. Shapiro has earned a reputation as a bipartisan consensus builder delivering results at home and in Harrisburg. He is just one of 24 elected officials nationwide to be selected for the prestigious Aspen Institute-Rodel Fellowship in Public Leadership. He is the first, and only, Pennsylvania official to be chosen for the Rodel Fellowship, and was selected because of his ability to work with both Democrats and Republicans. The two-year fellowship focuses on the ethics and responsibilities of public leadership and the study of democratic values. Shapiro is a member of the powerful House Appropriations Committee and co-chairman of the Speaker's Commission on Legislative Reform, as well as a member of the Finance and Insurance committees. He is also an appointee to the State Planning Board and is a fellow of the bipartisan Pennsylvania Leadership Academy at the University of Pennsylvania. Prior to joining the state House, Shapiro worked with some of the most prominent and influential legislators in the United States. He served as an aide on Capitol Hill in Washington, D.C. for more than eight years. For five years, he served as chief of staff to former Pennsylvania Congressman Joseph M. Hoeffel, III. Shapiro is a magna cum laude graduate of the University of Rochester and of the Georgetown University Law Center. Shapiro is an Abington resident and native of Upper Dublin. He is married to his high school sweetheart, Lori. The couple has two young children, Sophia and Jonah.
Mr. Connell, Chairman, Chief Executive Officer and founder of The Haverford Trust Company, is a member of the Investment Selection Committee and has over 40 years experience in the investment industry. Prior to founding The Haverford Trust Company, he was with J.P. Morgan & Company and Drexel Burnham Lambert. He is a Trustee and Chairman of the Finance Committee of both the Historical Society of Pennsylvania and the Morris Arboretum. In addition, he is a member of the Board of Directors of the Caroline Buck Foundation. Mr. Connell is a former President and founding member of the First Monday Business Club of Philadelphia, a member of the Philadelphia Securities Association, the Planned Giving Council at Rosemont College, and the Athletic Advisory Board of the University of Pennsylvania. He is a graduate of the Wharton School (Finance) of the University of Pennsylvania.

James Kelly has a long history of leading education-based organizations. At Widmeyer he provides strategic communications expertise to current and prospective clients facing organizational and communications challenges. He has been instrumental in helping clients build key partnerships with leading decision makers and organizations in the education and public policy communities. Prior to joining Widmeyer, Kelly was president and chief executive officer of the National Board for Professional Teaching Standards, which he founded. Upon his retirement in 1999 the National Board elected him to the lifetime position of Founding President and established the "Kelly Award for Advancing Accomplished Teaching," to be given annually to individuals or organizations who advance the cause of accomplished teaching. Kelly serves as senior advisor to the Asia Society and the National Academy of Sciences/National Research Council. He is a member of the board of directors of the Institute for Educational Leadership and the Board of Overseers of the Graduate School of Education at the University of Pennsylvania. He is a past president of the Spring Hill Center in Wayzata, Minnesota, a former program officer at the Ford Foundation and was on the faculty at Teachers College, Columbia University. Bud Russell, President & CEO, graduated from the University of Alabama and is a Fellow of the Wharton School, University of Pennsylvania. He started his career in banking with Citizens & Southern National Bank in Atlanta and eventually joined Hibernia National Bank in New Orleans. Bud was Vice Chairman and the Chief Administrative Officer. He was responsible for the administration and services, legal, information technology, operations, marketing, investor relations and human resources functions and worked closely with Balser Companies' consultants as the Hibernia corporate liaison and as a participant in several nonqualified executive plans. He became a client of the firm in 1981. Bud joined our executive benefits practice as a Senior Consultant in 1991, and was named CAO in 1994 and President in 1999.
Mr. Kehler is a Managing Partner of Trimaran Capital Partners, L.L.C., manager of Trimaran Fund II, a $1 billion private equity fund. In addition, he is a member of the Investment Committee of Trimaran Advisors, L.L.C., the investment advisor to several Trimaran CLO funds. Prior to co-founding Trimaran Capital Partners, Mr. Kehler was a vice chairman of CIBC World Markets Corp., and co-head of the CIBC Argosy Merchant Banking Funds (Fund I). Prior to joining CIBC World Markets Corp. in 1995, Mr. Kehler was a founder and Managing Director of The Argosy Group L.P. Before Argosy, Mr. Kehler was a Managing Director at Drexel Burnham Lambert Incorporated and also worked at Lehman Brothers Kuhn Loeb Incorporated. Adam Bernstein joined The Bernstein Companies in 1985 as a third-generation owner of the Washington, D.C.-based real estate firm. He is a recognized leader in the real estate development, investment and management business in the mid-Atlantic region of the United States , where his companies are directly involved in a vast array of properties as owner, manager, developer and/or lender. Upon joining the firm, Mr. Bernstein established a land development division, which successfully bought, zoned, sub-divided and sold over 1,500 acres of commercial property in Northern Virginia . He subsequently anticipated the major downturn in the land market, and repositioned the company to expand its significant income-producing portfolio as the 1990s arrived. Together with a major institutional investor, Mr. Bernstein led the company in the acquisition of $150,000,000 in property and loans from the Resolution Trust Company, banking institutions and private owners. Most recently, he has been responsible for forging successful alliances with institutional investors and other equity partners. These relationships inspired the formation of a series of investment funds called Consortium Capital. Under Mr. Bernstein's direction, Consortium Capital completed transactions totaling over $750 million and 3 million square feet in its first eight years of operation. Mr. Bernstein is committed to Washington , D.C. , and the community at large a key legacy of his family's distinguished history. He has previously served as a member of the Mayor's Business Roundtable, and is also actively involved in numerous charitable, civic and professional organizations. Most recently, Mr. Bernstein, with his partners, Mr. Duber and Mr. Galli, have spearheaded fundraising and lobbying efforts to combat autism on behalf of "Cure Autism Now" and "Autism Speaks."

Paul Amos is the Managing Director of the Wharton GIS Research Laboratory at the University of Pennsylvania. He has over eight years experience with desktop geographic information systems software and is an ESRI certified ArcGIS instructor. Since coming to The Wharton School seven years ago, Mr. Amos has focused on customizing GIS software for commercial real estate clients, developing internet mapping software applications and analyzing residential property values with GIS. Dr. Molly Roth has more than 20 years experience in the management of not-for-profit organizations with particular expertise in strategic planning, volunteer management and board development, fundraising, government and public relations, communications, and special events. Prior to joining OIC International, she served as Director of Trustee Affairs for the University of Pennsylvania where she helped develop volunteer leadership; facilitated involvement of faculty and students in University governance; represented the Board of Trustees on campus; and managed communications between the administration and the Board. Prior to that, she had raised money for cultural, educational, civic, and international development programs in a variety of capacities with organizations in Philadelphia, Minneapolis, and the San Francisco Bay Area. She was successful in obtaining support for both annual operations and capital needs from individuals, corporations, foundations, and public funding agencies. Dr. Roth attended Swarthmore College and received her PhD in Anthropology from the University of Pennsylvania. As an anthropologist and African studies specialist, she has written and lectured widely on cultural attitudes toward value and the accumulation of wealth in West Africa, as well as on a variety of critical issues in the academic treatment of African culture, society and history. Active in her local community, Dr. Roth serves on the boards of directors of the Parent Infant Center and the Friends of Clark Park. She is married to Dr. Michael Hesson and they have two children. Molly has a certificate in African Studies and a doctoral degree in Anthropology from the University of Pennsylvania. She conducted her dissertation research on the economic strategies of Malian griots. Molly is fluent in both Spanish and French.

Dr. Kim has had extensive experience in building successful organizations throughout his career. During his tenure as Director and Senior Director of Corporate Development at VGX, Dr. Kim has played an important role in the acquisition of VGX International, Inc. in 2005 as well as the day-to-day management of this publicly-traded bio-pharmaceutical company in Korea. Carrie S. Cox is executive vice president and president, Global Pharmaceuticals, for Schering-Plough Corporation. Cox joined Schering-Plough in May 2003. Her appointment consolidated Schering-Plough's prescription pharmaceutical business from several autonomous units into a unified Global Pharmaceutical Business that today includes global sales, marketing, advertising, product public relations, business operations, medical affairs and commercial development. Cox is responsible for leading the transformation of the Global Pharmaceutical Business into a profitable, high-performing organization. Prior to joining Schering-Plough, Cox was the executive vice president and president of the Global Prescription Business at Pharmacia Corporation, prior to its merger with Pfizer. A registered pharmacist, Cox has more than 20 years of experience in the pharmaceutical industry. She joined Pharmacia's predecessor company, Pharmacia & Upjohn, in 1997 as senior vice president and head of Global Business Management, and was a principal architect of that company's dramatic turnaround. She was appointed executive vice president in 1999. Previously, Cox served as vice president of Women's Health Care at Wyeth, where she worked for seven years. Prior to that assignment, she held a variety of positions in market research, sales and product management during a 10-year career with Sandoz Pharmaceuticals (now Novartis). Cox is a member of the Harvard School of Public Health's Health Policy and Management Executive Council. She also serves as a member of the Board of Directors of Texas Instruments and as a member of that board's audit committee. Cox is also a member of the Board of Overseers of the University of Pennsylvania Museum of Archaeology and Anthropology. Fortune magazine twice named Cox to its list of the "50 Most Powerful Women in Business," and the Healthcare Businesswomen's Association named her "Healthcare Businesswoman of the Year." Cox is a graduate of the Massachusetts College of Pharmacy.

Dr. Rubin is a general pediatrician at the Children's Hospital of Philadelphia who joined the faculty in the Department of Pediatrics at the University of Pennsylvania in July of 2002 after fellowship training in general pediatrics, child maltreatment, clinical epidemiology, and health services research. He is currently the Director of Research & Policy for Safe Place: The Center for Child Protection & Health at the Children's Hospital of Philadelphia. His research has focused on health policy and practice for vulnerable populations. His work has included an evaluation of racial bias in reporting pediatric fractures for child abuse that appeared in JAMA in 2002 and more recent population-based studies of the health of children in foster care that appeared in the journal Pediatrics earlier this year. He is the recent recipient of a K23 award from NICHD to study health and well-being of children in foster care through prospective community-based research. Dr. Rubin is also the Pediatric Course Director for Penn's School of Medicine and has been a co-director of an evidence-based medicine curriculum for the pediatric residency program at The Children's Hospital of Philadelphia. He is also a primary care attending physician in the Faculty Practice of The Children's Hospital of Philadelphia.

Douglas Rutzen is President and CEO of the International Center for Not-for-Profit Law (ICNL). ICNL promotes the legal framework for civil society and public participation worldwide. ICNL has worked on projects in over 90 countries in Europe, Latin America, the Middle East, Africa, Asia/Pacific, and the former Soviet Union. Doug is also on the faculty of the University of Pennsylvania Law School where he teaches International Civil Society Law. Doug has written and edited a series of publications, including a textbook on NGO law, and is a noted commentator on issues of civil society law. He is Chair of the East-West Management Institute and serves on the Steering Committee of the United States International Grantmaking (USIG) Project. In addition, Doug sits on the Advisory Group of Civil Society Watch and on the International Advisory Committee of Independent Sector (IS). Prior to joining ICNL, Doug taught law at Charles Law Faculty in Prague, served as Legal Advisor to the Czechoslovak Parliament, and worked for Coudert Brothers, where he specialized in Supreme Court litigation and international law. In addition, he was on the team that brought the first lawsuit against Libya for the destruction of Pan Am 103 over Lockerbie, Scotland. Doug first began working with civil society in the mid 1980's, when he served as a consultant to Helen Keller International in Asia, Latin America, and the Caribbean. Doug is a graduate of Yale Law School, with undergraduate studies at Cornell and Oxford (Worcester College).
