Mr. Bramlette, a graduate of the US Military Academy with a degree in Engineering, has served in various positions in EOIR over an eleven year period. Presently he serves as Chief Operating Officer, responsible for the day-to-day operations of EOIR in support of the President. As manager of the NVESD Low Tech Contract, he personally supervises technical cell leaders in the performance of over 61 active Delivery Orders with a funded value of over $180,000,000. He is responsible for interfacing with the various NVESD Directors and CECOM contracting personnel in the development of Delivery Orders to support NVESD requirements; insuring that the appropriate resources are available to the technical cell leaders to perform their tasks; and for the delivery of contracted requirements.

Ms. Durbin has over 25 years of human relations, education, training, operating and management experience in the private and public domain. Her expertise includes positions in counseling, facilitation, education, operations and management. She has held a variety of leadership and management positions focused on formulation of creative process innovation and strategic planning. She also has extensive experience in developing enhanced and responsive personnel and administration systems. She currently serves as the Executive Vice President of EOIR Technologies for administrative services.

Dr. Joseph P. Mackin was appointed President of Technest on April 1, 2005. On March 13, 2006, Dr. Mackin was appointed Chief Executive Officer and Chairman of the Board of Directors of Technest. He has been a member of our Board of Directors since April 1, 2005. On March 13, 2006, he resigned as the President/Chief Operating Officer and a director of Markland. He had been a member of the Board of Directors of Markland since July 13, 2004 and had served as Markland's Chief Operating Officer since December 7, 2004. Prior to the acquisition of EOIR by Markland in June 2004, Dr. Mackin had been with EOIR, for four years and is currently the President and CEO of EOIR. He has served on numerous government panels and committees, and has had an extensive career in the military in weapons systems development and acquisition. Prior to joining EOIR, Dr. Mackin was an Assistant Sensor Systems Group Leader at MIT Lincoln Laboratories where, among other things, he served as the system integration lead for the Smart Sensor Web program. Dr. Mackin holds a Ph.D. in Physics from the Massachusetts Institute of Technology and a B.S. in Engineering from the United States Military Academy at West Point. He is a graduate of the Defense Systems Management College, and holds a DOD level 3 certification (the highest) in both R&D and Project Management. He is a retired Colonel in the United States Army.

Mr. Coleman has extensive experience in the development and management of military training systems and currently serves as the Director for Business Development of EOIR. As the leader of the Business Development staff, Mark identifies and pursues new business opportunities to assist in the growth of the company. He develops and implements a variety of marketing tools to introduce and advertise the capabilities of EOIR Technologies to targeted audiences, identifies requirements from potential customers, and negotiates business terms and conditions for final contract agreements.
