Paul B. Domorski , age 52, became President, Chief Executive Officer and a Director of the Company in June 2006. For three years prior to joining EMS, he served as Vice President of Avaya Inc., with operational responsibilities for its services business. From 2000 to 2002, he served as President and CEO of, and then as a consultant for, RSL Communications, Ltd. during its restructuring. From 1997 to 2000, he served as President of British Telecom Syncordia Solutions, a combined products/services outsourcing and solution provider that was organized from other British Telecom businesses.

General Alfred G. Hansen, USAF (Ret), is president and chief operating officer of EMS Technologies, Inc., a leading provider of wireless communications and logistics solutions, with headquarters in Atlanta, Georgia. General Hansen is responsible for the day-to-day operations of EMS' business units the Space & Technology and Wireless Products groups. EMS has approximately 1,600 employees worldwide, and revenues of $240 million. EMS is a leading provider of broadband wireless communications and commercial space solutions, and is a major supplier of wireless systems for the distribution industry. The company is headquartered in Atlanta and has major manufacturing facilities in Atlanta, Ottawa, and Montreal. General Hansen most recently served as president of A.G. Hensen Associates, Inc., and aerospace marketing and manufacturing consultancy in Marietta, Georgia. Prior to establishing his own consultancy, he worked at Lockheed Martin as corporate vice president and executive vice president of Lockheed Martin Aeronautical Systems. General Hansen retired from the United States Air Force in October 1989. During his last assignment, he served as commander of the Air Force Logistics Command, headquartered at Wright-Patterson Air Force Base. He was responsible for providing the logistics resources necessary to keep USAF units around the world in a state of readiness. Under Hansen's command were five logistics centers and twelve specialized centers with more than 100,000 people. During his tenure as commander of the Logistics command, he started the first total quality effort in the Air Force. For his efforts in this area, he was awarded the Eugene Zuckert Award for Management Excellence. Later in 1991, the Logistics Command was selected for the Presidential Quality Award - the equivalent of the Malcolm Baldridge Award in the federal sector. General Hansen was born April 13, 1933, in New York City. He graduated from Sewanhaka High School in Floral Park, Long Island, NY, in 1951 and then attended Hofstra College. The general received a bachelor's degree in business administration and management from Troy State University in 1972. He completed Air Command and Staff College in 1966, and Air War College in 1972. He initially enlisted in the Air Force and later was commissioned as a second lieutenant through the aviation cadet program, receiving his pilot wings in February 1955 at Vance Air Force Base, OK. His first assignment was with the 303rd Air Refueling Squadron, Davis-Monthan Air Force base, AZ, as a KC-97 pilot. In December 1958 the general was assigned to Castle Air Force Base, CA, for KC-135 combat crew training and upon completion was assigned as an EC-135 and KC-135 pilot with the 34th Air Refueling Squadron at Offut Air Force Base, NE, until August 1965. After graduating from Air Command and Staff College in July 1966, General Hansen was assigned to the Air Force Systems Command, Headquarters Air Force Eastern Test Range, Patrick Air Force Base, FL, and served as a member of the Apollo spacecraft recovery team until March 1968. He then was assigned to Makthon Phanom Royal Thai Air Force Base, Thailand, as an A-1 pilot with the 1st Air Commando Squadron, later redesignated the 1st Special Operations Squadron. He flew 113 combat missions. From September 196? to March 1969 he served in the Republic of Vietnam as a fighter operations staff officer at Headquarters 7th Air Force, Tan Son Nhut Air Base. General Hansen was assigned to Headquarters Tactical Air Command at Langley Air Force base, VA, from April 1969 to July 1971. While there he served as chief and, later, operations staff officer in the Aircraft Allocation and Flying Hour, and Operational Planning branches, Office of the Deputy Chief of Staff, Operations. After completing Air War College in November 1972, he was assigned to Pope Air Force Base, NC. He first served as operations officer with the 393th Tactical Airlift Squadron and then, from June 1973 until 1974, as...

David Sheffield serves as vice president, finance and chief accounting officer for EMS Technologies, Inc., a publicly held advanced technology firm with headquarters in Norcross, Ga. Sheffield joined EMS in July 2008 and reports to Gary Shell, senior VP and CFO. He has responsibility for SEC financial reporting, technical accounting research, tax reporting, treasury, corporate financial planning and analysis and financial shared service functions. Sheffield plays an instrumental role in the Company’s business acquisition activity, ensuring effective due diligence and seamless integration into the EMS financial reporting cycle. Prior to joining EMS, Sheffield served as vice president, finance and accounting, for Allied Systems Holdings, Inc., a vehicle-hauling company serving the automotive industry. He also served as vice president and chief accounting officer for Matria Healthcare, Inc. Sheffield also served in senior accounting and finance leadership roles with Rubbermaid, Gulfstream Aerospace and Safety-Kleen. In addition to his more than 25 years of finance and accounting experience, he has also led large-scale ERP system implementations and played key roles on financial turnaround teams. Sheffield began his career with Deloitte & Touche, serving clients in a variety of industries. He served as a national training instructor, financial instruments specialist and a quality control reviewer for Deloitte’s national office. Sheffield is a CPA and an honors graduate with a Bachelor of Business Administration degree in Accounting and Computer Science from Kent State University.

Gary Shell serves as senior vice president, chief financial officer (CFO) and treasurer for EMS Technologies, Inc., a publicly held advanced technology firm with headquarters in Norcross, Ga. Named to the position in May 2008, Shell has responsibility for the financial affairs of the company, including strategic acquisitions and institutional investor relations. He reports to Paul Domorski, president and CEO. Shell joined EMS in 1983 as a financial analyst, with responsibility for internal financial reporting and analysis. Most recently, he was vice president, finance and chief accounting officer, a position he's held since May 2005. In that capacity, Shell has had principal responsibility for the Company's accounting policies, financial reporting and tax compliance. He has also had a major role in all of the Company's strategic activities of the past 25 years, including acquisitions, dispositions, equity offerings and negotiation of bank-financing arrangements. Shell began his career as an auditor with KPMG in Atlanta, and he is a CPA. He holds Master of Accountancy and Bachelor of Business Administration degrees from the University of Georgia.

Neilson A. Mackay , age 68, was appointed Chief Operating Officer and Executive Vice President of the Company in July 2008. He previously served as Executive Vice President Strategy from December 2007, and Vice President Corporate Development and President of SATCOM from March 2007 until December 2007. From 2001 to 2007, he served as Senior Vice President and General Manager of SATCOM. He joined the Company in January 1993, when the Company acquired an Ottawa, Ontario-based space satellite communications business of which he served as President.

David Smith joined EMS Technologies’ in April 2007 as vice president and general manager of its Defense and Space Division, a leading supplier of antenna systems and beam management for a broad range of military and commercial applications, including mobile network-centric operations, radar for battlefield visibility and commercial aero connectivity. Under his leadership, EMS D&S achieved record revenue growth and an order backlog exceeding $115 million in 2008. He increased headcount to nearly 400 staff, and broke ground on a 30,000-square-foot facility expansion. Smith joins EMS after serving as CEO and managing director of Metal Storm Inc., an Australian public company specializing in the design, development and integration of Projectile Launching systems for use in the defense, homeland security and law enforcement markets. Prior to Metal Storm, Smith served as president and COO of Sensytech Inc., based in Newington, Va., a manufacturer of undersea and electronic countermeasure systems, geospatial/geothermal imaging, and highly classified intercept and intelligence support. Smith also served as senior vice president and general manager for traffic control management system provider Quixote Corp., where he oversaw a $48 million Technology division, and as vice president of electronic connector manufacturer Amphenol Corp., where he served as vice president, Operations. Smith is the 2009 chairman of the Georgia Technology Leadership Coalition. He holds a Bachelor of Science in Engineering from the U.S. Naval Academy and an MBA from Syracuse University.

Gary Hebb serves as vice president of Strategy & Innovation for EMS Technologies, Inc., a publicly held advanced technology firm, reporting to Neil Mackay, chief operating officer. Appointed to the position in February 2009, Hebb, a 25-year veteran in the communications electronics field, focuses on cross-division initiatives to build synergies within EMS's wireless and satellite communications businesses. Areas of focus include creating new products from EMS Technologies' combined technology base, engaging common customers, sharing EMS's engineering and support staff, and adopting common processes in support of the Company's growth strategy. Since 2007, Hebb has served as general manager of EMS SATCOM, a leading supplier of high-speed data communications equipment for a broad range of commercial and military aircraft. The business is based in Ottawa, Canada, with sales and development offices in the U.S., the United Kingdom, and Australia. Prior to assuming the GM role, Hebb was vice president of engineering and business development of the business. Under his engineering leadership, EMS SATCOM developed its important high-speed data technology, which primed EMS's successful entry into the airborne communications terminal market and that today has been adopted by the three leading avionics OEMs. Hebb has also led the EMS's Emergency Management Products engineering group to cement its position as the first choice for Search and Rescue systems around the world. Hebb joined the Company as a satellite modem designer in 1990. Before EMS, he worked for Rohde & Schwarz on direction-finding systems and at Hermes Electronics, on both software and hardware. Hebb taught at the Technical University of Nova Scotia.

Joanne Walker is vice president and general manager of the company's SATCOM division, based in Ottawa, Canada, and reporting to Neil Mackay, chief operating officer. Walker joined the company in 1990 following its acquisition of CAL Corp. Most recently as corporate vice president of Business Operations Walker has been responsible for manufacturing, supply chain management and operations across the company's six divisions. Prior to this, as vice president of Business Operations, Walker held similar responsibilities at the divisional level. She was pivotal in helping EMS's fastest-growing business transition from an aerospace research and projects organization to a manufacturer of commercial communication systems. In her ongoing role as general manager of EMS SATCOM, a leading supplier of high-speed data communications equipment for a broad range of commercial and military aircraft, Walker is focused on building stronger partner and customer relationships. Always on the look-out for efficiencies, she is also deeply committed to continued process improvement, to help the company continue to achieve business efficiencies. Walker led major advances in the division's inventory management and manufacturing processes. She held the operations manager position until 1998 and was then director of business operations until 2005. Her success with improving operational profitability and product lifecycles has been recognized by the corporation. She is also a member of the Board of Directors of the Algonquin College Alumni Association. Walker holds the APICS (American Production & Inventory Control Society) CPIM designation and has held production control roles with Atomic Energy Canada. She has taught materials management courses at Algonquin College, in Ottawa, where she obtained her diploma in Business Administration, majoring in Materials Management.

As vice president of Strategic Initiatives at EMS Technologies, Inc. Nils Helle holds management responsibilities for mergers and acquisitions activities. He reports to Paul Domorski, the company's president and CEO. Helle was the lead member of the EMS team that finalized the acquisition of Ottercom, UK; DSpace, Australia; Akerstroms Trux, Sweden; and most recently, Sky Connect, based in Takoma Park, Maryland. He joined EMS SATCOM in 2001 and was responsible for overseeing the integration of the Ottercom acquisition and then building the division's marketing team. He has since focused his efforts on business development and acquisitions for EMS Technologies. Early in his career, Helle was a communications officer in the Merchant Navy, trading worldwide. He worked with Stratos Global, a leading global provider of advanced mobile and fixed-site remote communications solutions, for 12 years and was part of the team that built the company from $2 million in 1989 to $350 million in 2001. While at Stratos, he held a variety of senior positions, including, VP of strategic initiatives with a focus on acquisitions, where he was a key member of a team that completed nine deals. A 35-year veteran in the communications field, Helle has a unique background combined with business acumen. As a general manager of an oilfield service company for five years, he oversaw the provision of off-shore communications systems and personnel. Having conducted more than 20 due-diligence operations and developed a number of transition and integration plans, he is uniquely positioned with a deep technical knowledge and senior business experience.

Perry Tanner serves as vice president of Marketing and Information Management of EMS Technologies, Inc., a leader in advanced technology since its founding in 1968. In this role, reporting to the president and CEO, Tanner is responsible for corporate marketing, business and communications strategies, in addition to providing executive oversight for EMS’s IT operations, including Business Systems, Operations, and Web Technologies. Tanner joined EMS in December 2006 as vice president of Corporate Marketing, where he successfully helped unify EMS’s corporate messaging and raise the Company’s visibility to internal and external audiences. He was named to his current position in June 2008. Prior to EMS, Tanner had a 20- year career at Scientific Atlanta, Inc., where he held a variety of marketing, sales and operations positions. Most recently, he served as corporate vice president of Marketing, from 2000 to 2002, helping Scientific Atlanta reposition its corporate marketing messaging and consolidate marketing across the company’s business sectors. The company enjoyed record financial performance in bookings, sales and earnings during that period. Prior to leading Scientific Atlanta’s marketing activities, Tanner oversaw two company business units. As vice president and general manager of Satellite Television Networks, he helped that $100 million business reposition itself into two growth markets, cable programming and multimedia IP; modernized 80 percent of the unit’s existing product lines; and penetrated a U.S. market monopoly. As vice president and general manager of Transmission Systems Networks, a $220 million business providing optical, RF and passive devices to enable broadband multimedia, Tanner initiated several strategic acquisitions and new product launches, helping the unit exceed the company’s financial performance by 25 percent. Tanner began his Scientific Atlanta career in 1981. He has an MBA from Mercer University and a bachelor’s degree in political science from Georgia State University. He is a former member of the board of directors for the Gwinnett Chamber of Commerce and the Gwinnett Foundation, as well as a former member of Mercer University’s National Engineering Advisory Board.

Stephen Newell was appointed general manager of LXE Inc., the mobile logistics business of EMS Technologies, Inc., in April 2009, reporting to Neil Mackay, executive vice president and COO. LXE is a leading manufacturer of rugged vehicle-mounted, handheld and wearable mobile computers. Newell is responsible for the day-to-day operations of LXE, including growing its distributor channel to market, enhancing product manufacturing, and leading initiatives to improve the business's profitability. He joined EMS Technologies in 2003, most recently serving as vice president, Satcom Sales, at the Company's EMS SATCOM division. He led the formation of a global aeronautical sales team, and supervised the direct and indirect sales channel, while providing personal attention to key OEM accounts to ensure minimal channel conflict. He sharpened the business's go-to-market strategy by working with engineering and product management to consolidate product offerings. Newell also led the military and government sales group, overseeing major military program wins and supporting key government prime customers, Boeing and Lockheed Martin. Today, EMS systems are the leading choice for military airborne satellite communication systems. Prior to joining EMS, Newell was manager of Avionics Systems at AIRIA, Inc., where he was responsible for the development of the company's Inmarsat-based aeronautical TV system. He served in product management at Racal Avionics Inc. Newell is a graduate of the U.S. Naval Academy with a Bachelor of Science in Systems Engineering.

Steven R. Edgett serves as vice president, Emergency Management Products Group, within EMS Technologies' SATCOM Division based in Ottawa.

Steve Silverman joined EMS Technologies, Inc. a publicly held advanced technology firm with headquarters in Norcross, Ga., in July 2008, following EMS’s acquisition of Sky Connect LLC, an Iridium satellite communications pioneer. He serves as general manager for Maryland-based EMS Sky Connect, a leader in Iridium satellite technology and services for helicopter, fixed-wing, ground-based and marine applications. An entrepreneur with three decades of experience in industrial networks, flight avionics, and satellite communications, Silverman co-founded Sky Connect (then called Icarus Instruments) in August 2003, steering the company to become the leader in helicopter Iridium satellite voice and tracking systems. Prior to his tenure at Sky Connect, Silverman founded and served as president of Highland Technology, a supplier of industrial networks serving the machine shop market. Under his leadership, Highland Technology introduced the first PC-based machine-shop networking product that significantly improved the productivity in the metal-working industry. He oversaw that company’s successful merger with GageTalker (now owned by GE-Fanuc), and served as vice president until 1999. Silverman began his career at John Hopkins Medical School’s Biomedical Engineering Division, working as an engineer. A private pilot for the past 46 years with 7,000 hours of flight time, he now flies a TBM-700 turbo-prop aircraft, Silverman has a Bachelor of Science in Electrical Engineering from Johns Hopkins University in Baltimore, Md.

Timothy C. Reis serves as vice president and General Counsel, with responsibility for all EMS legal matters. His position reports to the President and CEO. Reis joined EMS in 2001 as Assistant General Counsel. Prior to joining EMS, he was Counsel for four years at King & Spalding and Morris, Manning and Martin, in Atlanta. Previously, he served as in-house counsel for 10 years at UPS, the world's largest package delivery company and a global leader in supply chain service, in Atlanta and in Greenwich, Conn., and for six years at Manufacturers Hanover Trust Company, in New York, N.Y. Reis received his law degree from Vermont Law School in 1982, and a Bachelor of Arts degree in Political Science and Economics from Fordham University in New York in 1979. He was admitted to the New York Bar in 1983 and to the Georgia Bar in 2002. Reis is a member of the Georgia Bar Association and of the Association of Corporate Counsel.

Nim Evatt joined EMS Technologies, Inc. a publicly held advanced technology firm with headquarters in Norcross, Ga., in January 2009, following EMS’s acquisition of Formation Inc. He serves as general manager of EMS Formation, a leading supplier of rugged data storage, airborne connectivity, and data recording and replay hardware and software for the aerospace, defense, and transportation industries, based in Moorestown, N.J. Evatt joined Formation in 1998 as its president and CEO, where he has focused on identifying new market opportunities for the company’s knowledge base and upholding its commitment to quality and innovation. Prior to Formation, Evatt led Liberty Technologies, a provider of condition-monitoring products and services that improve performance of equipment in the oil and gas, power and transportation industries. As president and CEO, Evatt took the company public and quadrupled its revenue through organic growth, strategic alliances and acquisitions. Evatt helped negotiate the company’s eventual divestiture strategy. In 1988, he served as president and CEO of ICC Technologies, developer of an integrated cogeneration and desiccant cooling system. Under his leadership, ICC produced the first two-wheel desiccant cooling system for large commercial applications and established its systems as viable with six major chain operations. From 1984 to 1988, Evatt served as vice president of marketing for Combustion Engineering, a $5 billion diversified multinational corporation. He then became president of its C-E Environmental business unit where he established its business charter, strategic and marketing plans. Prior to Combustion Engineering, Evatt spent 16 years with General Electric in various technical and corporate positions. Most recently, he acted as general manager of GE’s services department for the Europe/Africa/Middle East region, a $120 million capital equipment service business, operating in a dozen profit centers. He holds a Bachelor of Arts in Math and Economics from New Mexico Western University and a Masters of Science in Nuclear Engineering from Purdue University. Evatt also completed strategic marketing management training with Harvard Business School in 1981.

Marty Broadwell is acting general manager of the Defense Space & Systems (D&SS) Division of EMS Technologies, Inc., serving in this role since December 2006. His responsibilities include providing direction and operational management for D&SS operations in Atlanta, which has more than 250 employees and annual revenues exceeding $50 million. Broadwell joined EMS Technologies in 2002, and has served in several roles, including Vice President of Programs, with profit & loss responsibility for all D&SS programs, Vice President of Airborne & Terrestrial Systems, and Director of EMS's Defense and Electronic Systems Business Area, consisting of 15 programs achieving annual revenues of $30 million. Prior to joining EMS, Broadwell was director of C-5 Avionics Modernization Program for Lockheed Martin Aeronautics Company, a position he held beginning in 1999. In this position, Broadwell managed the $500 million development program to modernize the Air Force's fleet of C-5 aircraft to meet future Global Air Traffic Management requirements using commercial avionics to upgrade the flight controls and avionics. From 1997 to 1999, Broadwell served as director of the F-22 Avionics Product Development Team, a $4 billion+ segment of the F-22 development program. The team developed avionics for the world's most capable fighter aircraft. The contractor team included Lockheed Martin, Boeing, and more than a dozen major avionics suppliers. Under his leadership, the F-22 team integrated and qualified all Block 1 Avionics sub-systems, coordinated the test flight of the avionics system and completed lab integration for Ship 4004 Block 1 first-flight avionics. From 1994 to 1997, Broadwell was deputy F-22 avionics product manager. He managed all Lockheed Martin Avionics suppliers, and Lockheed Martin's F -22 avionics workforce of more than 200 staff. Under his leadership, the team completed all software and subsystem CDRs and delivered and supported the avionics for the first F-22 flight in 1997. From 1991 to 1994, Broadwell launched and managed the Lockheed Martin F-22 Software Engineering department in Marietta, Ga., and led the Joint Boeing-Lockheed Martin Mission Software Product Development Team. From 1986 to 1990, Broadwell was program manager for a five-year DARPA Pilot's Associate research program, which he managed through a three-year initial competitive program that culminated in a follow-on down-selection award.

Michael R. Robertson serves as Director, Human Resources and Administration, for EMS Technologies, Inc. at the Corporate Headquarters located in Norcross, Ga., effective August 2005. In this role, Robertson is responsible for strategic oversight and direction for Human Resources, Administration, Corporate Communications/Public Relations, Facilities & Maintenance Operations, Training, Safety & Environmental Health, and Security on behalf of the company. He reports to the President. Robertson previously served as Director of Human Resources, where he was instrumental in transforming the company's culture where employees are seen as the most valuable resource. Under his direction, EMS has received notable recognition as a "great place to work" and the "Employer of Choice." Active in community involvement, Robertson fosters collaboration between the business world and EMS to provide opportunities for employees to give back to the community. Robertson, also a proponent of continuous education, has created innovative ways for employees to learn both in and out of work settings as well as provide support to a variety of educational institutions in the area.

Don T. Scartz serves as senior financial advisor, where he provides strategic counsel to the Chairman, CEO and CFO with respect to EMS's financial affairs, including assistance with its commercial and investment banking relationships, strategic financial initiatives, and potential acquisitions or other strategic transactions. In May 2008, Scartz retired from EMS after a distinguished 30-year career. He most recently served as executive vice president, chief financial officer and treasurer, with responsibility for the financial affairs of the company, including strategic acquisitions and institutional investor relations, as well as identifying and securing capital to fund new products and broadband initiatives. In his career, Scartz has helped EMS grow from less than $4 million in revenues in 1978 to more than $300 million expected for 2008. At the time of his retirement, EMS had achieved the strongest financial position in its 40-year history. Scartz has been an EMS executive vice president since February 2003 and CFO since 1995. He joined the Company as Controller in 1978, and became Treasurer in 1981. Scartz also served as EMS's vice president-finance from 1981 to 1995. That year, he was appointed senior vice president. Scartz has a Bachelor of Science of Business Administration from Florida State University.

Nim Evatt joined EMS Technologies, Inc. a publicly held advanced technology firm with headquarters in Norcross, Ga., in January 2009, following EMS's acquisition of Formation Inc. He serves as general manager of EMS Formation, a leading supplier of rugged data storage, airborne connectivity, and data recording and replay hardware and software for the aerospace, defense, and transportation industries, based in Moorestown, N.J.

Hermann Buerger has been a member of Sapient’s Board and Chairman of its Audit Committee since June 2006. He also serves on the Board for EMS Technologies, Inc. Buerger was formerly a Director at Paging Network, Inc., Ptek Holdings, Inc. (now Premier Global Services), Security Capital Group Incorporated and United Dominion Industries. The bulk of Buerger’s career was spent at Commerzbank AG, where he rose to the position of Regional Board Member and CEO of Americas. He has also served as a Trustee at the Virginia Tech Foundation and Co-Chairman of the Business Executive Council—the American Council of Germany. In addition, he has been a member of the International Advisory Council—Bankers’ Association of Foreign Trade Unibanco—San Paulo, Brazil, and has served as Vice Chairman of the Institute of International Bankers and a member of the Advisory Board at the Wharton Real Estate Center. Buerger earned a BA in Economics and an MBA from the Virginia Polytechnic Institute and State University. A US citizen, he was born in Germany and served in the US Army.

Francis J. Erbrick was appointed to EMS Technologies' Board of Directors in May 2006, and currently serves on the Audit Committee and the Stock Incentive Plan Committee. Mr. Erbrick has worked since 1997 as a consultant in the Business Technology Office of McKinsey & Co., in Stamford, CT, an information technology consulting services firm that serves large companies. He joined McKinsey in 1997 after retiring from UPS, the world's largest package delivery company and a global leader in supply chain services, where he worked for 35 years. For 12 of those years, Erbrick was chief information officer and a member of the UPS Management Committee, where he oversaw development of the company's information systems architecture, its telecommunications network and its Package Tracking System, believed to be the largest relational database in the world. A native of Pennsylvania and a graduate of St. Joseph's University, Erbrick has served as a Trustee of his alma mater. In addition, Erbrick was a 1994 recipient of the Carnegie Mellon Award for Excellence in Information Technology. He currently resides in Atlanta and is director of The Boys and Girls Clubs of Metro Atlanta as well as serves on the New Jersey Institute of Technology Board of Overseers.

Lt. Gen. John L. Woodward, Jr. (USAF - Retired) was appointed to EMS Technologies’ Board of Directors in 2003. He serves on the Science & Technology and Stock Incentive Plan Committees. Mr. Woodward retired in 2002 as a Lieutenant General with 34 years’ experience in the United States Air Force. During his Air Force career, he held a wide variety of assignments related to communications and command-and-control systems, including experience with space operations and acquisition management. His last assignment prior to retirement was as Deputy Chief of Staff for Communications and Information, and Deputy Chief Information Officer, at Air Force Headquarters in Washington. Mr. Woodward, who resides in Wellesley Island, New York, earned a Master’s degree in Business Administration from Webster College in St. Louis, Missouri, and a Bachelor of Science in Biology from Hobart College in Geneva, New York.

The Honorable Thomas W. O’Connell, former Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, has been appointed to EMS Technologies’ Board of Directors in 2007, and currently serves on the Nominations and Governance Committee. A 1968 Distinguished Military Graduate of the University of Rhode Island, Mr. O’Connell served in the Army until 1995, culminating in a three-year assignment at the Central Intelligence Agency. His military career included infantry service in Germany, a combat tour as an advisor in Vietnam, numerous assignments in Special Operations Intelligence units and an exchange tour with the British Army in the UK. He commanded a battalion in the 82nd Airborne Division and served as the Senior Intelligence Officer for the Joint Special Operations Command. Mr. O’Connell also commanded a Special Operations Intelligence Brigade and served in Grenada, Panama, and the first Gulf War. He received several awards for valor in combat zones as well as the Purple Heart and the Air Medal. In his civilian career, Mr. O’Connell held senior management positions with ESystems Inc. and later Raytheon Company, working on critical infrastructure protection and advanced special operations and intelligence projects. Nominated by President George W. Bush to become Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict in May 2003 and serving until April 2007, Mr. O’Connell was responsible for civilian oversight of budgets of over $10 billion dollars annually, as well as 52,000 Special Operations personnel. He received both the Defense Department’s and the Coast Guard’s highest awards for civilian service. A resident of Alexandria, Va., Mr. O’Connell has Master’s degrees in Public Administration from Central Michigan University; in Strategic Studies and International Relations from the Naval War College; and an advanced degree in National Security Management from Industrial War College.
