Currently, Steven serves as Manager of Security and Emergency Preparedness for the East Bay Municipal Utility District in the San Francisco Bay Area, one of the largest water and wastewater utilities in California, and one of the 12 largest in the US. From 1999 through 2003, he was Chief of Police/Protective Services the San Mateo County Transit District. Prior to that he was Police Sergeant/Watch Commander for the Brisbane Police Department and Acting Lieutenant /Watch Commander for the Irvine Police Department. Steven holds a Master's degree in Human Resources and Organizational Development from the University of San Francisco and a BA in Public Administration from Pepperdine University. His POST certifications include the Management Course, Supervisory, Advanced, Intermediate, and Basic. In addition, Steven serves on the California Utilities Emergency Association - Board of Directors and Chair of Legislative Committee, the California OES SEMS/NIMS Training and Exercise Advisory Committee, and the International Association of Chiefs of Police.

Joel Freid is an attorney with the East Bay Municipal Utility District (EBMUD). Joel was a Kerry delegate to the Democratic National Convention in 2004, and is Chair of the Assembly District 16 Democratic Committee. Ken Chew was elected to the Moraga Town Council in November 2006. As a Council member, he is the Vice-Chair of TSAC (Traffic Safety Advisory Committee), and the council representative of ABAG (Association of Bay Area Governments) and EBMUD (East Bay Municipal Utility District). Prior to his election to the Town Council, Mr. Chew was appointed to the Moraga Planning Commission in February 2003, and then reappointed to serve two more terms in February 2004 and February 2006. He currently manages the Project Management and Control Unit at the California Department of Transportation in Oakland. He has worked for the state agency since June 1988. Mr. Chew is an active citizen of Moraga and its greater community. He served on the Acalanes Union High School District's (AUHSD) Measure B Citizen's Oversight Committee and has been on the Board of Directors of the Child Abuse Prevention Council of Contra Costa (CAPC) since 2004. A 1986 graduate of the University of Wisconsin at Madison with a degree in Civil and Environmental Engineering, Mr. Chew is a Registered Civil Engineer (P.E.) and a Certified Project Management Professional (PMP). He and his family - wife Aly and sons Justin and Oliver - have lived in Moraga since 2001, and he is an avid enthusiast of his children's competitive soccer activities.

Leann is a Construction & Maintenance Superintendent with the East Bay Municipal Utility District. She has worked with EBMUD for 11 years. As a specialist in water conservation she was instrumental in negotiating funding for the CYES program. She has extensive experience working with utilities, particularly in program administration and grant writing.
Andy Katz was elected to the East Bay Municipal Utility District in 2006, representing Ward 4, which includes Albany, Berkeley, El Cerrito, Emeryville, Kensington, and North Oakland. Andy is an environmental planner and air quality advocate for Breathe California. He is active in environmental and public health organizations, and is a member of the Sierra Club California Executive Committee. Prior to his election, he served for five years as a member of the city of Berkeley Zoning Adjustments Board.

John A. Coleman was elected to the Board of Directors of the East Bay Municipal Utility District in 1990 and was re-elected in 1994, 1998, and 2002, representing Ward 2, which includes the communities of Alamo, Lafayette, and the Town of Danville, and portions of Pleasant Hill, San Ramon, and Walnut Creek. From 1996 to 2000, he served as President of EBMUD's Board of Directors. Coleman is a past president of the board of the California Association of Sanitation Agencies and is past president of DERWA, the joint powers authority for recycled water service provided by EBMUD and the Dublin-San Ramon Services District. He currently chairs the Upper Mokelumne River Watershed Authority and the ACWA Water Environment Subcommittee and is the past chair of the Freeport Regional Water Authority. He also serves on the boards of the Contra Costa Council, the WateReuse Association, and the East Bay Leadership Foundation. He serves on ABAG's CALFED Task Force and chairs its Water and Land Use Subcommittee. He is a member of the National Endangered Species Act Reform Coalition of the Association of California Water Agencies and serves on the executive committee of the Contra Costa Housing Trust Fund. Coleman served Governors Wilson and Davis as Deputy Director of External Affairs for the California Conservation Corps. As Director of Local Government and Community Affairs for KB Home, he is responsible for the greater Bay Area. Long active in the community, Coleman is past president of the Lafayette Chamber of Commerce, former board member of the National Association of Service and Conservation Corps, and former member of the California Biodiversity Council. An Eagle Scout, he is Scoutmaster of Troop 243 in Lafayette. Coleman holds a Bachelor of Sciences in Natural Resources from the University of California, Berkeley, and a certificate in management from the University of the Pacific School of Business and Public Administration. He currently resides in Walnut Creek with his wife Lonna and two daughters and grows grapes for making wine.

Katy Foulkes was elected to the East Bay Municipal Utility District Board of Directors in 1994 to represent Ward 3, which includes the Alameda County city of Piedmont and a portion of Oakland. Ward 3 also includes the Contra Costa County cities of Orinda, Moraga and El Sobrante, and portions of Pinole and Richmond. Foulkes was re-elected in 1998, 2002 and 2006, and served as EBMUD Board President from 2000-2002. Foulkes, long active in community affairs, also served two terms on the Piedmont City Council, including one as mayor. Currently, Foulkes serves on the Alameda County Local Agency Formation Commission representing special districts, and represents EBMUD on joint powers agencies with the Sacramento area and the counties of Amador, Calaveras and Alpine. As Vice-Chair of Region 5 of the Association of California Water Agencies, Foulkes serves as a member of the Association's State Board. Foulkes is Co-Chair of the Water-Land Use Committee of the Bay Area Water Forum. She is also active in the National Women's Political Caucus, Alameda-North and has joined the Board of the California Shakespeare Theater. A graduate of University of California Berkeley, Foulkes is Past-President of the Berkeley-Oakland-Piedmont Chapter of the Cal Alumni Association. She resides in Piedmont with her husband, Dave, who is a CPA.
Lesa R. McIntosh was appointed by the Board of Directors in February of 1999 to fill the unexpired term of Director John Gioia. She was elected in 2000 and re-elected in 2004 to represent Ward 1, which includes the Contra Costa County cities of Crockett, Hercules, Rodeo, San Pablo, Richmond, and a portion of Pinole. McIntosh became Vice-President of the Board in 2005, was re-elected as Vice-President of the Board for 2006, and elected as President of the Board for 2007. A West County activist, she was elected to the Richmond City Council in 1995 and served until February of 1999 when she was appointed to the EBMUD Board of Directors. McIntosh has served on numerous boards and commissions including Commissioner of the Port of Richmond, Chair of the Richmond City Council Public Safety Committee, Board member of the Contra Costa County Legal Services Foundation, an instructor in legal evidence at Contra Costa College and as a Police Commissioner. McIntosh earned a BS degree in Political Science at the University of California at Berkeley and holds a law degree from John F. Kennedy University. Her law practice is in Richmond specializing in business, land use, and estate planning. McIntosh resides in Richmond.
