David W. Stevens was named Chief Executive Officer of El Paso Electric in November 2008. Stevens has a strong record of leadership and deep energy industry knowledge. He has extensive executive experience and has consistently helped organizations improve their financial performance. Previously, he served as president and chief executive officer of Cascade Natural Gas Corporation in Seattle, Washington. Prior to that, he was president and chief operating officer for Houston-based Panhandle Energy, a subsidiary of Southern Union Company. Stevens holds a Bachelor of Science in Chemical Engineering from the University of Texas at Austin. Throughout his career he has served in many business and community organizations, including the Southern Gas Association, the Intrastate Natural Gas Association, Rotary International and the American Lung Association.

Bates is a 35-year employee of EPE and most recently served as Executive Vice President and Chief Operating Officer. In that position, Frank Bates oversaw the generation as well as the transmission and distribution operations at El Paso Electric. Bates graduated from New Mexico State University with a Bachelor’s of Science degree in electrical engineering. He is a registered professional engineer in Texas, and a member of the New Mexico State University Electrical Utility Management Program Advisory Committee and serves as a member representative to the Western Electricity Coordinating Council. During his career he has held a number of increasingly responsible positions with EPE including Vice President of Transmission and Distribution, Vice President of Customer Services and Vice President of Operations.

Scott Wilson, Executive Vice President, Chief Financial Officer and Chief Administrative Officer at El Paso Electric, is responsible for all of EPE’s financial and administrative activities. Wilson has served as EPE's Senior Vice President and Chief Financial Officer, as Vice President of Corporate Planning and Controller and as Controller for EPE. Prior to his employment with EPE, he founded the Wilson Consulting Group, a firm that specialized in electric utility industry accounting, financial and economic-related consulting issues. Wilson has also served as Vice President of Citicorp N.A., where he was a Senior Analyst in the Corporate Finance Strategies and Analysis Department; a Director of Scott Madden & Associates; a Senior Manager in the Ernst & Whinney Utility Group; and the Director of Audit and Financial Analysis for the Florida Public Service Commission. Wilson is a Certified Public Accountant and a graduate of Florida State University.

As El Paso Electric Vice President, Treasurer, and Chief Risk Officer, Steven P. Busser, CPA, is responsible for investor relations, budgeting, supply chain management, risk management and Support Services. He has also served as Vice President of Regulatory Affairs and Treasurer, as Treasurer and as Assistant Chief Financial Officer at El Paso Electric. Busser was previously employed by Affiliated Computer Services where he served as Vice President and International Controller and by KPMG LLP where he held various positions including Assurance Manager. He holds a Bachelor’s of Business Administration degree in Accounting from the University of Texas at El Paso and is a Certified Public Accountant. Busser is a member of the American Institute of Certified Public Accountants, the Texas State Board of Public Accountancy, and Beta Alpha Psi, the National Accounting Honor Fraternity. He is active in community organizations including the YWCA Foundation Board and the Boys and Girls Clubs of El Paso Foundation Board, where he serves as Treasurer.

Andy Ramirez serves as El Paso Electric's Vice President of Power Generation. In that position, Ramirez is responsible for all activities of the Power Generation Division which include power plant operations and maintenance, new plant construction, resource planning, and oversight management of El Paso Electric's interest in the Palo Verde Nuclear Generating Station and Four Corners Coal Station. Ramirez had previously served as Vice President of Safety, Environmental and Resource Planning at EPE. Prior to joining El Paso Electric, Ramirez served as Executive Director of Gulf Region Operations for Sempra Energy, a California-based energy company. His responsibilities included assisting in the transition of various Texas generation assets to Sempra, when those assets were acquired from American Electric Power. Prior to that, Ramirez served as Senior Vice President of Power Production for Austin Energy, the community-owned electric utility for Austin, Texas. In that position, his responsibilities included management of all coal, nuclear, and natural gas generation assets, environmental, distributed generation, chilled water, and power production engineering. Ramirez has also served as a board member of the South Texas Nuclear Operating Company and as a member of the Fayette Coal Plant Management Committee. Prior to Austin Energy, he served in various management and engineering positions in Generation At Central Power and Light Co. Ramirez has a Bachelor of Science degree in Electrical Engineering from Texas A&M University Kingsville, as well as a Master's in Business Administration degree from Texas State University. He is a registered professional engineer in Texas.

David G. Carpenter serves as Vice President of Corporate Planning and Controller. In that position, he is responsible for Financial Accounting, Taxation (Federal, State and Local), Rates, Information Technology, Corporate Planning, Customer Billing and Collections and Payroll. Carpenter has more than 29 years of experience in the electric utility industry. Most recently, he served as Director of Texas Regulatory Services for American Electric Power, a public utility holding company with assets of more than $34 billion. In that position he was responsible for regulatory activities in Texas for three AEP electric utility subsidiaries. Prior to that, Carpenter held various professional positions with subsidiaries of Central and South West Corporation prior to its acquisition by AEP including Director of Regulatory Case Management; Assistant Controller and Director of Accounting for Central and Southwest Services; and Director of Rates and Regulatory Affairs for Central Power and Light Company. He also served as Controller for West Texas Utilities Company. Carpenter started his career as a Financial Accountant for Houston Lighting and Power Company. Carpenter has a Bachelor of Business Administration degree in Accounting from Texas Tech University. He also completed the Public Utility Executive Program at the University of Michigan and is a Certified Public Accountant. Carpenter is a member of the American Institute of Certified Public Accountants and the Texas Society of Certified Public Accountants.

As Corporate Secretary to the El Paso Electric Board of Directors, Guillermo Silva serves as a focal point for communication with the board of directors, senior managment and EPE's shareholders. Silva has also served as EPE's Vice President of Information Services, Corporate Secretary, Assistant Corporate Secretary and Manager of Corporate Services. He earned a Bachelor’s of Business Administration degree in Finance from U. T. El Paso. Silva is a member of the American Society of Corporate Secretaries and the Association of Records Managers and Administrators. He is active in community organizations including the Advisory Board of the Assistance League of El Paso, and has served on the Audit Committee of United Way, the American Heart Association where he was a Captain Fund Raiser, and the Northeast Civic Association. Silva has been employed at El Paso Electric for 29 years.

Hector R. Puente, El Paso Electric’s Vice President of Transmission and Distribution, oversees the execution of all functions of the Transmission and Distribution Divisions to assure the reliable transmission and distribution of power to customers in the El Paso Electric service territory. Puente has been with El Paso Electric since 1980 and has served in various capacities including Vice President of Generation, Manager of Substations/Relay, Group Manager of Power Generation and Manager of Substations and Supervisor of Distribution Satndards. Puente holds a Bachelor’s of Science Degree in Electrical Engineering from the University of Texas at El Paso and is a licensed professional engineer. Puente has been an active volunteer with the United Way of El Paso. He assisted the organization by serving as an Executive Officer on loan and as a member of the Allocations Committee and in 2006 he served as EPE's campaign coordinator.

John Whitacre, Vice President of System Operations and Planning at El Paso Electric, oversees the all system operations in El Paso Electric's service territory. Whitacre has worked with El Paso Electric for more than 30 years in various positions. He previously served as Vice President of Transmission and Distribution and as Assistant Vice President of System Operations. He holds a Bachelor's of Science degree in Electrical engineering from the University of Texas at El Paso and is a registered professional engineer in Texas. His community activities include serving on a number of church committees at St. Mark's United Methodist Church and other charitable organizations.

As Vice President of Customer Care, Kerry Lore is responsible for Customer Services, Revenue Collection, Meter Reading and Field Collection, and Billing at El Paso Electric. Lore, who has been employed at El Paso Electric for more than 25 years, has also served as Controller, Assistant Controller and as Manager of Accounting Services at El Paso Electric. She earned a Bachelor of Science Degree in Accounting from Marquette University in Milwaukee, Wisconsin, and is a Certified Public Accountant. Lore is a member of the American Institute of CPAs and the El Paso Chapter of the Texas Society of CPAs. She is a member of Leadership Texas class of 2002 and Leadership El Paso class of 2003. Lore also serves on several boards and committees including the El Paso Chapter of the Texas Society of Certified Public Accountants, Court Appointed Special Advocates (CASA), the Rio Grande Cancer Foundation, Franklin High School Swim Team Booster Club and the Border Swimming organization.

As Vice President of New Mexico Affairs, Clay Doyle oversees the execution of all functions of El Paso Electric's business within New Mexico. As a member of Executive Management, he participates in establishing corporate business goals and objectives and developing and implementing appropriate strategic plans. Doyle has been with El Paso Electric since 1992 and has served in various capacities including Manager of the Corporate Projects Office, Project Manager of Corporate Transition to Competition, Supervisor of Distribution Dispatch, and Distribution Monitoring Engineer. Doyle holds a Master of Science in Electrical Engineering degree as well as a Bachelor of Science in Electrical Engineering degree from New Mexico State University. He is a registered professional engineer in New Mexico and holds certification as a Project Management Professional. Doyle has been a fund raising team leader for the local chapters of the American Heart Association, Junior Achievement and the Children's Miracle Network. He also is an active participant with the Cub Scouts/Boy Scouts of America, Las Cruces Pack 273.

Mr. Coryell has been a Senior Environmental Engineer for the El Paso Electric Company since 1996. His responsibilities included CEMS Administration for 8 years and manager of three plant sites, encompassing 9 Units. He provided oversight and direction to plant CEM technicians and performed analysis of data and submitted some 75 reports to the EPA. He has developed implementation and compliance plans (40 CFR, Pt. 75) and performed relative accuracy test audit source testing. Russell has designed and installed CEM Systems and specified, installed and tested new CEMS technology for system upgrades. He has designed and implemented various Post Combustion Control Systems for Industrial Boilers. Mr. Coryell has interacted with various State and Federal Environmental agencies concerning New Sourcepermitting strategies (i.e., NSR, PSD) and completed permit revisions to existing sources in the Texas and New Mexico air sheds and SB7, VERP Emissions credit trading strategies. He was responsible for accounting for State Emission Inventory, Title V and State Permit Record Keeping and Reporting at 3 plant sites. His responsibilities also included analysis of emissions trading strategies involving the Bi-National Air shed. He also acted as a Hazardous Waste Spill responder for the El Paso Electric Company, managed TPH contaminated (non-PCB) Bio-cells and managed the remediation of PCB contaminated soils from company owned properties. As an Assistant Environmental Engineer for El Paso Electric, Mr. Coryell was responsible for Combustion Tuning Analysis for Boilers resulting in Heat Rate decreases and conducting Permit Revisions (TNRCC) for a Combined Cycle Unit (NSR and PSD permitting). He has used Atmospheric Modeling with EPA approved software (ISC3, ISCST, etc.) and designed and implemented disposal programs for various RCRA waste streams.

Mr. Parks is a Managing Director and Portfolio Manager of TCW?s Shared Opportunity Funds. Prior to assuming his current position, Mr. Parks was the Portfolio Manager of TCW High Yield Structured Products. Prior to joining TCW in 2000, Mr. Parks was the Chief Executive Officer and Chief Investment Officer of Aurora National Life Assurance Company, a privately-owned life insurance company with over $4 billion in assets and in excess of 200 employees. Prior to that, he was Director of Finance at Salomon Brothers Inc. in the Mergers and Acquisition Department and was involved in a wide variety of corporate transactions including mergers and acquisitions, restructurings and financings. He is also a Director of El Paso Electric Company, E*TRADE Group, Inc. and Aurora National Life Assurance Company. Mr. Parks received his BA in Philosophy from Haverford College.
