Frank O. Heintz , age 65, is retired President and Chief Executive Officer of Baltimore Gas and Electric Company, the gas and electric utility serving central Maryland, a position he held from 2000 through 2004. From 1982 to 1995, Mr. Heintz was Chairman of the Maryland Public Service Commission, the state agency regulating gas, electric, telephone and certain water and sewerage utilities. Previously he served as agency head of the Maryland Employment Security Administration and was an elected member of the Maryland legislature. He has been a director of the Company since May 19, 2006.
Gordon Smith is the former President and CEO of the Pacific Gas and Electric Company, one of the nation's largest investor-owned energy utilities. Mr. Smith was also Senior Vice President of the utility's parent company, PG&E Corporation. He joined Pacific Gas and Electric Company in 1970 as a financial analyst and held a number of executive financial positions in the company, serving as Treasurer, Vice President of Finance, and Senior Vice President. He was the utility's Chief Financial Officer from 1991 to 1997. Mr. Smith is the former Director of the California Chamber of Commerce and the Bay Area Council. He serves as trustee for The Monterey Bay Aquarium, and has served as a Trustee of the University of San Francisco and The California Foundation on the Environment and Economy.

Jesse Langston is vice president of utility commercial operations for Oklahoma Gas and Electric Company . An employee of OG&E since 1985, he was named director of utility commercial operations at its inception in October 2005. He previously served as director of corporate planning. Michael has over 33 years of experience in the electrical industry including supervising, estimating, project management and business ownership. Mike spent 9 years in electric estimating and project management for various electrical companies. In 1984 Mike established M.E. Charney Electric and was owner and President. In 2002, Mike joined Primo Electric as estimator, then moving to project manager and most recently, the manager for the Service Department in the Delaware Office. At 1st Electric, Mike is the Vice President of our Delmarva Division. Mike is responsible for the daily operation of our satellite office and business development in the Delmarva area. Mike's division focuses on commercial service and residential construction work. Mike also carries a State of Maryland Master Electrical License.

Harry was born and raised in Phillipsburg, graduating from Phillipsburg High School Class of 1963. He is married to the former Sandy Hann, and they have two dogs, Chrissy, a Cocker Spaniel, and Dottie, a Dalmatian. When Harry is not working or volunteering, he enjoys walking (his time to think) and tinkering with his antique car. Harry is a member of the Wesley Methodist Church. Community service is important to Harry Wyant. He has been a member of the Phillipsburg Emergency Squad for over 13 years, presently serving as Trustee, is a member of the Phillipsburg Lodge #52, and a member of the Tall Cedars of Lebanon-Warren Forest No. 14. On Saturday mornings, Harry supervises youthful offenders who are working their community service hours. He is also a member of the Phillipsburg Library Board, and is a Charter Member of the Phillipsburg Shade Tree Commission. Harry also served on the Organizing Committee for the 2003 Phillipsburg Military Appreciation Rally. Staying involved and making a difference is something that is a part of Harry's philosophy. He served on the Planning Board for over 13 years. He was a member of the Phillipsburg Town Council for 8 1/2 years. He served 7 years on the Phillipsburg Zoning Board of Adjustment, served as a representative of the Solid Waste Advisory Board, and is currently serving his 4th year as a member of the New Jersey Redevelopment Authority. Harry is also a member of the Phillipsburg Housing and Neighborhood Development Corporation. Because of his widespread involvement and concern for the town of Phillipsburg, is it no surprise that in 1995, Sammons Communications awarded Harry Wyant the Outstanding Citizen Award. Harry is the owner of WYANT'S ELECTRIC, a company that has proudly served the community for over 32 years. His professional associations include membership in the International Association of Electrical Inspectors, and serving as past President of the Sussex Warren Electrical Contractors Association. Harry is also a member of the Phillipsburg Chamber of Commerce, helping to promote and support businesses within the town of Phillipsburg.

Dan has been a member of Horizons' Program Committee since January 2006, and joined the board in 2008. He currently works as the Director of Corporate Contributions at Pacific Gas and Electric (PG&E), a role in which he has served since 1995. He joined PG&E in 1988 to help implement the company's energy efficiency programs, and later moved to the Corporate Planning Department as a senior planner. Dan has been very involved in the field of philanthropy and corporate grantmaking in the Bay Area. He is a former Board Chair of Northern California Grantmakers, former Board Member of the United Way Bay Area, and currently serves on the Board of Directors of the Commonwealth Club, California Association of Nonprofits Advisory Council, and is a Member of The Bay Area Partnership. Jim Boland is the Director of Labor Relations for San Diego Gas & Electric (SDG&E), a Sempra Energy regulated utility. Jim is responsible for providing strategic direction and guidance for all activities related to the negotiation and administration of contracts and agreements between the Company and IBEW 465. His department supports the development and implementation of union strategies in support of various business unit objectives while orchestrating the hearing and settlement of grievances, arbitrations and complaints from represented personnel. Prior to his promotion to labor relations, Jim was the Director of Safety & Emergency Services for both SDG&E and Southern California Gas (SoCalGas). Jim has also held a number of management positions in his 27 years with the company including various Gas and Electric leadership assignments. Jim received his BS in Mechanical Engineering in 1981 from San Diego State University and currently serves on the board of directors for the San Diego Burn Institute.

Melanie M. Shelby is the Director of Supplier Diversity for Pacific Gas and Electric Company in San Francisco, California. PG&E, a gas and electric utility company with 20,000 employees, delivers safe, reliable and responsive gas, electric and customer service to 15 million people (or 5% of the United States population) throughout Northern and Central California. Melanie will lead, develop and execute the strategy to increase PG&E's $358 million supplier diversity program. PG&E President and CEO Tom King shared in a press release, "Creating this new role in our organization is a reflection of the priority we place on this goal. Melanie has the skills and commitment, and will provide the focus to let us hit that target in short order." Previously, Melanie served as Manager, Federal Governmental Relations for PG&E Corporation in Washington, DC. In that capacity, Melanie lobbied on a variety of utility issues. She worked with the California delegation, Congressional Black Caucus and other Members and committees of interest to the company. She also managed the corporation's national philanthropic relationships with affinity groups representing African Americans, consumers, seniors and women. Melanie relocated to Washington, DC from Oakland, California in February 2005. In California, Melanie held a variety of public affairs positions during her 5-year tenure at PG&E. During this time, she managed community and government relations in the Bay Area, worked closely with elected officials, community-based organizations, chambers, business associations, nonprofits and community leaders. Prior to The Utility, Melanie managed political campaigns, fundraised for national nonprofits and recruited students for the University of California. Melanie, a graduate of the University of California, Los Angeles (UCLA), participates in a host of community and professional activities. Her current involvement includes the California Legislative Black Caucus Foundation, Edison Electric Institute's supplier diversity committee, Congressional Black Caucus Foundation Corporate Advisory Council and the National Black Caucus of State Legislators' corporate roundtable. Other memberships include but are not limited to: Washington Government Relations Group, UCLA Alumni, National Fuel Funds Network, Oakland Housing Authority, Museum of Children's Art and Alpha Kappa Alpha Sorority Incorporated. Deidre Sanders is the environmental program manager for Pacific Gas and Electric Company (PG&E), serving as an expert on environmental justice matters. At PG&E she leads the effort to advance the implementation and institutionalization of environmental justice (EJ) policy. Sanders also spearheads the identification and development of response strategies associated with EJ and implementation of California's landmark climate change legislation, AB 32. Prior to joining PG&E, Sanders worked for seven years with Southern California Edison, where she focused on environmental policy, community involvement and market research. Sanders is currently pursing a doctorate in politics and policy at Claremont Graduate University.

Charlie has 30 years of experience in the electrical construction industry. Charlie started his electrical career at the ABC Apprenticeship program. Charlie spent 10 years at Primo Electric as a Field Superintendent and Safety Officer responsible for over 100 employees. In 2004, Charlie established JAC Electric Company and was owner and President. In 2006, Charlie joined 1st Electric as a Superintendent. Charlie has since moved up to Project Manager and Sr. Estimator. Hans K. Fauske is President of Fauske & Associates, LLC, a Westinghouse Electric Company. Since leaving Argonne National Laboratory in 1980 where he served as the first Director of the Fast Reactor Safety Technology Management Center and was responsible for the planning and management of the DOE program, he has been involved in projects covering a wide range of safety issues. He served as a Senior Consultant to the Industry Degraded Core Rulemaking program (IDCOR) and as a Senior Technical Advisor to the Clinch River Breeder Project. He also provided overall technical direction for the AIChE Design Institute for Emergency Relief Systems (DIERS), which was funded by 28 chemical firms in the U.S.A. and abroad. Currently, he is performing a key role in resolving potential safety issues in connection with the waste storage tanks at the Hanford site and the development of inherently safe nuclear and chemical process reactor concepts. Dr. Fauske has published more than 200 scientific articles and holds numerous patents in the areas of nuclear and chemical process safety. He is a member of the editorial boards of the Journal of Loss Prevention in the Process Industries and the International Journal of Multi-Phase Flow. He has taught at several universities in the U.S.A. and abroad and served as the sixth BASF Renowned Scientist Lecturer from 1989 to 1990. He is a fellow of both the American Nuclear Society and the American Institute of Chemical Engineers. In 1975, he became the first person in the field of reactor technology to receive the University of Chicago Medal for Distinguished Performance at Argonne National Laboratory. In 1982, he became the third recipient of the Tommy Thompson Award, the highest honor that the American Nuclear Society bestows in the field of reactor safety. In 1991, he received the ANS Thermal-Hydraulics Division Technical Achievement Award, in 1992 the prestigious AIChE Donald Q. Kern Award for his significant contributions in the area of nuclear and chemical process safety, and in 1996 the AIChE Robert E. Wilson Award in Nuclear Chemical Engineering for his leadership and contributions in developing methods to help assure safety in the nuclear power and chemical process industries.

John Busterud is Director and Counsel, Environmental Affairs for Pacific Gas and Electric Company. As senior environmental counsel for PG&E, John is responsible for advising the company's management on a wide array of environmental issues including: climate change, air and water quality, hazardous materials compliance and remediation, corporate acquisitions and business transactions, international insurance claims, endangered species and enforcement defense, as well as legislative and environmental policy matters. In his work on climate change, John is lead counsel to PG&E's interdisciplinary team responsible for developing and advocating the company's initiatives and regulatory policy proposals in connection with implementation of California's AB 32 ("California Global Warming Solutions Act of 2006"), the Western Climate Initiative and emerging federal greenhouse gas legislation. Ms. Joyce Chan is the Associate Director of Support Services. She has 31 years of experience with Pacific Gas & Electric Company, with her most recent position as Senior Contract Administrator for Business Systems and Energy Programs. While working in the Purchasing Department, she was also an integral part of the company's efforts to promote Supplier Diversity though PG&E. As the Project Administrator of San Francisco's historically significant and high profile landmark, known as the 245 Market Street Seismic Retrofit Project, she capably managed this $200 million project for PG&E, on schedule and within budget. Among some of her notable accomplishments: she coordinated the successful power, life safety and telecom cutovers without disruption to occupants and critical operations and established a legislative clearinghouse to handle state and federal bills that affected environmental and land issues for which she was awarded the prestigious Trailblazer award, the company's highest individual contributor award. Ms. Chan's diverse career includes assignments in Human Resources, Land Sales and Leasing, Land Rights & Permits and Environmental Planning. Most recently, she received the Frederick W. Mielke award for outstanding community service. She is also the co-founder of the Corporate Asian American Employees Network. Ms. Chan completed the UC Berkeley Project Management Program and completed courses in real estate, environmental law, hazardous material, insurance and contract.

Leah Casey is a Community Relations Specialist at Pacific Gas and Electric Company in the Public Affairs Department. Linda Y.H. Cheng is Vice President, Corporate Governance and Corporate Secretary for PG&E Corporation.
Cheng, 49, is responsible for managing the Corporate Secretary activities for both PG&E Corporation and its utility unit, Pacific Gas and Electric Company, one of the largest combination natural gas and electric utilities in the United States.
Cheng joined the company in 1989 as an attorney in the law department of Pacific Gas and Electric Company. In 1996, she became Assistant Corporate Secretary for the Corporation and Senior Assistant Corporate Secretary for Pacific Gas and Electric Company. She became Corporate Secretary for both companies in 2001, and was named Vice President in January 2005.
Prior to joining PG&E Corporation, Cheng was an attorney for the law firm of Wilson Sonsini Goodrich & Rosati. She also worked as a research attorney at Harvard University.
Cheng is a graduate of Stanford University and Stanford Law School, where she earned her bachelor’s degree in political science and her J.D., respectively. She is a member of the State Bar of California and the Society of Corporate Secretaries and Governance Professionals. She also serves on the Board of Directors of WildCare.

Mr. Cole Hamlin has a lengthy career working in human resources management and organization development. He has specialized in change management and cross-cultural projects in a wide range of organizations, industries and cultures. He has worked as an internal employee for large technology corporations including Compaq, Apple, Motorola, Raychem and Digital Equipment Corporation. He served in the US Army for six years as a Senior Instructor of Computer Technology, and then moved to the private sector as a field engineer with Digital Equipment Corporation where later he entered the field of human resources management by forming the corporation?s first technical recruiting organization. He has worked as a consultant for Valerie Frederickson & Company since 1997, serving such clients as Philips Electronics, Pacific Gas & Electric, JDS Uniphase and many others. Cole Hamlin has been intimately involved with strategic and tactical human resource initiatives with many of the leading global organizations. Having worked as a line manager in human resources, one of Cole's strengths as an organizational development practitioner is focus on staying grounded in the reality of the business at hand. Cole seeks solutions that can realistically be implemented and persist over the long-term, and that are aligned with the organization's culture. Roger oversees the weekly Agape meal (common meal), one of RCC's distinctive practices, and has a passion for encouraging fellowship amongst God's people. He also coordinates events usage of our facilities. After six years of active duty in the US Navy, Roger attended Multnomah Bible College, graduating in 1984 with a Bachelors of Science degree in Biblical Education. Roger works for Portland general Electric in Tualatin. He and his wife Beverly have been members at RCC since 1995. They reside in Gaston, about 12 miles west of Hillsboro, where they raise their family of four children.

Steve has over 30 years of experience in the electrical industry including installation, project management, supervising, estimating, and business ownership. Steve began his electrical career in 1978 working through the ranks to an electrical Foreman. In 1992, Steve established St. Croix Electric and was owner and President. Also in 1992, Steve became an Electrical Apprenticeship and Seminar Instructor for HCECA at Harford Community College. Today, Steve continues to develop young apprentices enrolled in the Harford County Apprenticeship Program and conducts various seminars throughout the greater Baltimore area. In 2005, Steve joined Primo Electric as Director of Operations. Most recently at 1st Electric, Steve is Vice President of Special Projects for the Northern Division. Steve is responsible for estimating, coordination, and construction of various special projects. In addition, Steve is responsible for coordinating the company's continuing education program. Steve carries a Master Electrical license for the State of Maryland and various local counties and is a member of the NFPA code making panel 20 for the 2008 National Electric Code.

Professor Shoutian is born and raised in P.R. China. Educated at the prestigious Tsinghua University in Beijing and the Royal Institute of Technology in Sweden. Professor Zhang is an engineer by profession. After working abroad with China International Water and Electric Corp., and China State Construction & Engineering Corp. for more than a decade, Mr. Shoutian served as a professor of Hydraulic Engineering at the Tsinghua University for 10 years, was a faculty member of the Asian Institute of Technology in Bangkok and advised post graduate students in the fields of Construction and Project Management. He then moved into various capacities in hydraulics, construction and engineering in 20 countries from Thailand to Turkey to Germany, in a number of positions ranging from Chief Engineer, Project Manger, General Manager to President of many Project Companies. This hands-on field and process management experience, coupled with his highly disciplined engineering eye and concern for details brings precisely the skills and attention to quality issues, which enforces and assures Quality Control and Efficient Process Management (production output), upon which our own company prides itself, and that our Client Companies want and need. Professor Shoutian, after a few years of retirement, still very young, with a love for mfg and action, agreed to join our team as the regional manager for China, managing our Q.C. inspectors, visiting each of our mfgrs. regularly, advising and upgrading their production facilities and processes and establishing Q.C. standards and procedures. Professor Shoutian is a 30 year friend of one of the Founding Partners, also an Industrial Project Management executive, and is a real asset to IMSS and our Clients.

Thomas F. Brady, Executive Vice President, Constellation Energy, has responsibility for corporate strategy. He assumed the corporate strategy position in 1999. In 2006, he was named Chairman of Baltimore Gas and Electric Company, and from 2002-2006, he was responsible for Constellation's retail lines of business, Constellation NewEnergy. Prior to his current position at Constellation Energy, Mr. Brady held various executive positions at Baltimore Gas and Electric, including Vice President and Chief Accounting Officer.
Active in business, civic and community affairs, Mr. Brady serves as a trustee/director of Corporate Office Properties Trust (NYSE:OFC), Maryland Chamber of Commerce, Downtown Partnership of Baltimore, Inc. and Stevenson University. Mr. Brady also serves as President of the Constellation Energy Foundation. In the past, he has served as Chairman of the Maryland Public Broadcasting Commission/Maryland Public Television (2003-2007) and a Committee Chairman for the USGA 2002 Senior Open.
Mr. Brady earned a Bachelor of Science degree from the University of Baltimore and holds a Master of Business Administration degree from Loyola College in Baltimore. He also has completed the advanced executive program at Pennsylvania State University. Mr. Brady is a Certified Public Accountant and in 1988-1989 he was chairman of the American Gas Association Accounting Advisory Council, a select group of nationally recognized financial experts that provided guidance in developing accounting guidelines for regulated energy enterprises. He was also selected as member of the 1988 U.S. Delegation for the Future Leaders Exchange Program to Europe. The delegation provided economic intelligence to the United States Information Agency regarding the proposed European Economic Community.
Mr. Brady served in the Air National Guard/USAF between 1970 and 1976.
