Mr. El-Hibri has served as chief executive officer and as chairman of our board of directors since June 2004 and as president since March 2006. Mr. El-Hibri served as chief executive officer and chairman of the board of directors of BioPort Corporation from May 1998 until June 2004, when, as a result of our corporate reorganization, BioPort became a wholly owned subsidiary of Emergent. We subsequently renamed BioPort as Emergent BioDefense Operations Lansing Inc. Mr. El-Hibri served as chairman of Digicel Holdings, Ltd., a privately held telecommunications firm, from August 2000 to October 2006. He served as president of Digicel from August 2000 to February 2005. Mr. El-Hibri has served as chairman of East West Resources Corporation, a venture capital and financial consulting firm, since June 1990. He served as president of East West Resources from September 1990 to January 2004. Mr. El-Hibri is a member of the board of trustees of American University and a member of the board of directors of the International Biomedical Research Alliance, an academic joint venture among the NIH, Oxford University and Cambridge University. He also serves as chairman and treasurer of El-Hibri Charitable Foundation. Mr. El-Hibri received a master’s degree in public and private management from Yale University and a B.A. in economics from Stanford University.

Mr. Elsey has served as chief financial officer since March 2006, senior vice president finance and administration since May 2007, and treasurer since June 2005. Mr. Elsey previously served as vice president finance June 2005 to May 2007. Prior to joining the company, Mr. Elsey served as the director of finance and administration at IGEN International, Inc., a biotechnology company, and its successor BioVeris Corporation, from April 2000 to June 2005. Prior to joining IGEN, Mr. Elsey served as director of finance at Applera, a genomics and sequencing company, and in several finance positions at International Business Machines, Inc. Mr. Elsey received an M.B.A. in finance and a B.A. in economics from Michigan State University. Mr. Elsey is a certified management accountant.

Mr. Abdun-Nabi has served as a board member since May 2009, president since March 2007, and chief operating officer since May 2007. Mr. Abdun-Nabi served as senior vice president corporate affairs and general counsel from December 2004 to April 2007, secretary from December 2004 to January 2008, and vice president and general counsel from May 2004 to December 2004. Prior to joining the company, Mr. Abdun-Nabi served as general counsel for IGEN International, Inc., a biotechnology company, and its successor BioVeris Corporation, from September 1999 to May 2004, and as senior vice president, legal affairs, general counsel and secretary of North American Vaccine, Inc. Mr. Abdun-Nabi received an L.L.M. in taxation from Georgetown University Law Center, a J.D. from the University of San Diego School of Law and a B.A. in political science from the University of Massachusetts, Amherst.

Mr. Gibellini has served as senior vice president corporate affairs since January 2008. Mr. Gibellini was senior vice president corporate development from March 2007 to January 2008, vice president corporate development from January 2006 to April 2007, and vice president business development from January 2004 to January 2006. From June 1998 to January 2004, Mr. Gibellini held a number of positions including director of business development, finance and IS section, director of financial and information services section and controller at Emergent BioDefense Operations Lansing, formerly BioPort Corporation. Before joining BioPort, Mr. Gibellini held various positions with Accuma SPA (Italy), Goldman Sachs oHG (Germany) and Goldman Sachs International (England). Mr. Gibellini received an MBA from the Thunderbird-American Graduate School of International Management and a B.A. in Business Administration from Marymount University.

Mr. Shofe has served as senior vice president public affairs since January 2008. Mr. Shofe served as vice president public affairs from May 2007 to January 2008, and vice president government affairs from 2005 to 2007. Prior to joining the company, Mr. Shofe served as director, federal government affairs for Eli Lilly from 2002 to 2005. Prior to joining Eli Lilly, Mr. Shofe served as chief of staff for Congressman Gil Gutknecht from 2001 to 2002, head of corporate and regulatory affairs, Middle East and North Africa for BAT Industries from 1996 to 2001, traffic control materials division manager for 3M TCM in 1996, and vice president, state government affairs for The Tobacco Institute from 1992 to 1996. Mr. Shofe held various positions related to the election and administration of former Minnesota Governor Arne Carlson from 1990 to 1992, and served as campaign director for the Minnesota Republican Senate Caucus and Republican Party from 1987 to 1990. Mr. Shofe received an LL.M Master of Laws from the University of Leicester School of Law, United Kingdom and a B.A. in International Relations from University of Minnesota-Morris.

Jill has worked in biopharmaceutical development for 20 years, for Emergent Biosolutions (as Vice President, R&D), Microscience Ltd (as R&D Director), Celltech-Medeva (in a number of roles) and Evans Vaccines (where she completed a PhD, part-time, in vaccine research). During this time she has developed an in-depth knowledge of vaccine development and held positions of responsibility in each of the functional areas of R&D, including manufacturing and testing, pre-clinical development, regulatory affairs and clinical development. She has extensive project management experience of Phase I, II and III, including management of a vaccine through the centralised European approval system. Jill now works for Immune Targeting Systems, on a consultancy basis, with responsibility for chemistry, manufacturing and controls (CMC).

Jerome M. Hauer Chief Executive Officer, The Hauer Group Mr. Hauer, age 55, has served as a member of our board of directors since June 2004. Mr. Hauer is recognized as one of the nation’s leading experts on bioterrorism and emergency preparedness, with over 20 years of experience in emergency management. Mr. Hauer currently serves as Chief Executive Officer of The Hauer Group LLC, a consulting firm. Previously, Mr. Hauer served as Senior Vice President, Fleishman-Hillard Government Relations from January 2005 to March 2006. He previously served as Executive Director of the Response to Emergencies and Disasters Institute (READI) and Associate Professor, School of Public Health at The George Washington University from November 2003 to October 2004. During the events of September 11, 2001 and the nation’s anthrax crisis that followed, Mr. Hauer served as Senior Advisor to the Secretary of Health and Human Services (HHS) for National Security and Emergency Management from June 2001 to November 2003. In June 2002, HHS Secretary Tommy G. Thompson named Mr. Hauer as Acting Assistant Secretary for the Office of Public Health Emergency Preparedness. In this role, Mr. Hauer was responsible for coordinating the country’s medical and public health preparedness and response to emergencies, including acts of biological, chemical and nuclear terrorism. Prior to serving at HHS, Mr. Hauer worked with Mayor Rudolph W. Giuliani as the first Director of the Mayor’s Office of Emergency Management for New York City, charged with coordinating the city’s emergency response plans from February 1996 to March 2000. Mr. Hauer is a member of the Johns Hopkins School of Public Health’s Health Advisory Board and has served on the National Academy of Sciences Institute of Medicine’s Committee to Evaluate R&D Needs for Improved Civilian Medical Response to Chemical or Biological Terrorism Incidents. Mr. Hauer is the recipient of numerous honors, including the Outstanding Alumni of the Year from the Johns Hopkins School of Public Health, the Indiana Commendation Medal for Exceptional Meritorious Service, the Legion of Hoosier Heroes Award and the Distinguished Alumni Award from NYU. He also is a member of the New York City Police Department’s Honor Legion, and is an honorary Assistant Chief in the New York City Fire Department. Mr. Hauer graduated from New York University with a B.A. degree in psychology and history and from the Johns Hopkins School of Public Health with a Master’s degree.

Louis Sullivan served as U.S. Secretary of Health and Human Services from 1989 to 1993. Prior to and following his service as HHS Secretary, he was President of Morehouse School of Medicine, which he now serves as President Emeritus. He is co-chair of The Presidential Advisory Council on HIV/AIDS. A graduate of Morehouse College, he earned his medical degree from Boston University, and is certified in internal medicine and hematology. The recipient of 45 honorary degrees, he served on the faculties of the medical schools at Harvard, Seton Hall, and Boston universities before arriving at Morehouse in 1975. He was also the founding president of the Association of Minority Health Professions Schools.

Dr. Sue Bailey has served as a director since June 2007. Dr. Bailey served as a news analyst for NBC Universal, a media and entertainment company, from 2001 to 2006. Prior to that, Dr. Bailey served as Administrator, National Highway Traffic Safety Administration from 2000 to 2001, as Assistant Secretary of Defense (Health Affairs) from 1998 to 2000, and as Deputy Assistant Secretary of Defense (Clinical Services) from 1994 to 1995. Dr. Bailey has served as a faculty member at Georgetown Medical School. Dr. Bailey is a former U.S. Navy officer, having achieved the rank of Lt. Commander, U.S. Navy Reserve prior to her appointment as Assistant Secretary of Defense. Dr. Bailey serves on the board of advisors of the Institute of Human Virology, an institute of the University of Maryland School of Medicine working to develop diagnostics and therapeutics for viral and immune disorders; the scientific advisory board of Halozyme Therapeutics Inc., a biopharmaceutical company; the board of directors of the Brady Center to Prevent Gun Violence; and the board of directors of Sign Language Associates, Inc., an interpreting service provider. Dr. Bailey received her D.O. from Philadelphia College of Osteopathic Medicine and a B.S. from the University of Maryland. Dr. Bailey completed her internship and residency at George Washington University and completed a medical post-graduate fellowship at Johns Hopkins University.
