Chuck Bennett, senior project manager, has directed and contributed to more than 250 environmental studies for industrial, educational and public works projects and more than 500 technical studies in air quality, wind effects, shadow effects, health and safety, and electromagnetic hazard. He has more than 30 years of CEQA experience and has prepared NEPA documents for the U.S. Postal Service, U.S. Army, U.S. Army Corps of Engineers and Federal Communications Commission.

Robert F. Bernstock was named president of the Mailing and Shipping Services division in June 2008. He is responsible for all product management, product development, retail and commercial products and services and commercial sales. The division that he leads produces more than $70 billion in annual revenue, and has integrated roles in pricing, operational support, service enhancements, partnerships, and investment activities all critical to the success of postal products. Bernstock has successfully led multi-billion dollar corporations through periods of substantial growth by developing innovative new products and services and relaunching and expanding existing product lines for distribution on a global scale. After earning an MBA from Harvard Business School he began his career with Kraft Foods, Inc, and held positions of increasing responsibility over an eight year period. He then joined Campbell Soup Company, and, over a 13-year timeframe, held leadership positions including president of both the International and United States divisions and executive vice president, the second-highest position in the company. An innovative marketer and brand builder, Bernstock has held positions of leadership in some of the nation's most recognizable companies. As Chairman, CEO, COO, President or General Manager, he has directed multi-national businesses including Campbell's, Vlasic Foods International, Atlas Commerce, Inc., the Dial Corporation, Scott's Miracle-Gro, and Securesheet Technologies. Bernstock has served as director on twelve public and private company boards, including Nutri-System Inc., The Pantry, Inc., City Barbeque, Inc., First Brands, VFI Inc., and VerticalNet. He has served as director and executive committee member of the U.S. Council on Competitiveness and the National Food Processors Association, both located in Washington DC, and the Columbus (OH) Chamber of Commerce. Ross Philo was named Executive Vice President and Chief Information Officer (CIO) in February 2008 and reports to the Postmaster General. He is responsible for defining and developing business solutions that will enable the USPS to achieve its strategic goals, delivering cost savings through improved processes and helping to drive additional revenue through IT innovation. He is also responsible for daily operations of one of the largest technology networks in the world, supporting postal employees nationwide who use the extensive range of applications needed to run the Postal Service on a day-to-day basis, including employee payroll and millions of payments to suppliers. Philo is also responsible for operating the world's largest intranet which connects the Postal Service's processing and distribution centers, bulk mail centers, priority mail processing centers, air mail facilities, and post offices across the country with area offices and national headquarters in Washington, DC Philo came to the U.S. Postal Service from a career in the energy industry. Most recently he was director of global energy solutions at Cisco Systems where he helped define strategic solutions to transform energy and utility company operations through more efficient business processes, better informed decision making, improved security and safety, and enhanced regulatory compliance. Immediately prior to that, he served as president and chief executive officer of Visean Inc, a global startup providing remote data communication services for the oil and gas industry. As senior vice president and CIO at Halliburton, he helped align the IT organization to support critical business initiatives, led a complete transformation of IT offerings within the energy services group, and integrated IT into a single business-focused organization. Before joining Halliburton, Philo held a series of management and IT leadership roles with Schlumberger. His career began in 1975, and he has lived and worked in approximately 30 countries. In Schlumberger, he held positions including field manager, district manager, member of the organization's CIO team, senior roles in the organization's e-commerce initiatives and global IT joint ventures, and director of IT operations for the company's oilfield services group. Philo graduated with a First Class degree in engineering from Imperial College of Science and Technology, London, England.
Charles Bravo was named Senior Vice President, Intelligent Mail and Address Quality in January 2003. In this role, Bravo, a 30-year postal veteran, reports directly to the Postmaster General and is responsible for leading a new organization in intelligent mail planning and standards, intelligent mail implementation and address management. With the ultimate goal of enhancing value of the mail through innovative technology, Bravo is also responsible for setting new standards for coding, reading and mailer participation regarding the information placed on all types of mail, including envelopes, packages, trays, sacks and pallets and customer forms. Bravo's responsibilities involve close coordination with postal operations, engineering, marketing, finance and information technology. He also represents the Postal Service externally. In 2005, Bravo was elected Chairman of the Standards Board of the Universal Postal Union (UPU), a specialized agency of the United Nations. With more than 190 member countries, the UPU is responsible for fostering the sustainable development of quality universal, efficient accessible postal services in order to facilitate communication among the people of the world. Earlier, Bravo was Chief Technology Officer, responsible for the overall technology leadership and direction to increase the quality and value of postal services. Additionally, he also was Vice President, Information Platform. In this role, Bravo was responsible for the comprehensive information platform designed to enable the Postal Service to reduce costs through better management of resources while offering value-added services to our customers. In 1998, he was named Manager, Technology Acquisition Management, responsible for the acquisition and deployment of more than $1 billion in new technology annually with major investments in automation, flats, vehicles, robotics and advanced material handling systems. In 1992, he was appointed Manager, Environment Management Policy and implemented a strategy of leadership and compliance. In July 1994, Bravo was named Federal Environmental Engineer of the Year by the Conference of Federal Environmental Engineers. He also has assumed a leadership role on international postal issues by chairing two symposiums for the UPU and represented the UPU at the 18th Session of the Governing Council of United Nations Environment Program. In May 1997, Bravo received the Postal Service's Postmaster General Award and the White House Lifetime Achievement Award for his leadership on environmental initiatives. Bravo was a Sloan Fellow and earned a Master of Science degree in management upon completion of the Stanford Sloan Program in 1992. Other formal education includes a Bachelor of Science degree in engineering from the State University of New York at Stony Brook in 1971 and a Master of Science degree in electrical engineering from Brooklyn Polytechnic Institute in 1976. Prior to joining the Postal Service, Bravo was an engineer for the Corps of Engineers for three years.

Linda Kingsley was named senior vice president of Strategy and Transition in January 2007, after serving as vice president of Strategic Planning since 2003. From July until October 2009, Kingsley is serving as acting vice president, Area Operations, Northeast Area. In this role, Kingsley is the senior postal official in an area that encompasses Connecticut, Rhode Island, Massachusetts, New Hampshire, Vermont, Maine, Albany and Western New York. She is responsible for all postal operations including mail processing and distribution, customer service and administrative operations and reports to the deputy postmaster general and chief operating officer. As senior vice president, Strategy and Transition, Kingsley is responsible for coordinating the development of plans and analyses that contribute to establishing the Postal Service's strategic direction. Her duties include developing and managing the implementation of the Strategic Transformation Plan published in September 2005 as well as the new postal regulations signed into law in December 2006. Kingsley has worked closely with our customers on many operational issues. Kingsley has extensive knowledge of the rate-setting process and has testified in three rate cases, both as a member of the Postal Service's Rates organization and as an Operations expert. As manager of Operational Requirements, she worked with mailers for several years to improve mail preparation. She also has served in the Headquarters Office of Processing Policies and Programs, where she participated in the nationwide implementation of delivery point sequencing. Kingsley's other field assignments included operations support specialist in the Western Area, acting manager of In-Plant Support in Reno, Nevada, and acting plant manager in Linthicum, Maryland. In 1985, Kingsley began her postal career as an industrial engineer trainee in the former Central Region and became an industrial engineer for the North Suburban, Illinois, Division the following year. She has a Bachelor of Science degree in industrial engineering from the University of Wisconsin Madison and a Master of Business Administration degree from the University of Maryland.

Sam Pulcrano was named Vice President, Sustainability in May 2008. He reports to the Senior Vice President, Operations. Pulcrano is responsible for unifying the Postal Service's sustainability efforts across every function and location. Earlier, Pulcrano was director of Safety and Environmental Performance at USPS Headquarters. He began his career as a mail handler in Poughkeepsie, NY, in 1975. He also has held key positions in Human Resources and Labor Relations at the district and area levels. Pulcrano's innovative and participative efforts with Postal Service unions and the Occupational Safety and Health Administration achieved a 50% reduction in employee injuries nationwide. Under his leadership, the Postal Service has become an industry leader in OSHA's Voluntary Protection Programs. Pulcrano has also been instrumental in the Postal Service's "green" environmental efforts, which have brought national recognition from the Environmental Protection Agency's Performance Track. These environmental programs have continued to produce results, building a record that has been recognized by more than three dozen White House Closing the Circle Awards recognizing environmental initiatives in the past 12 years.
Kearney received the Postmaster General's Award for Executive Achievement in 1996 and 1999. Under his leadership, the Postal Service was honored six times with Treasury & Risk magazine's prestigious Alexander Hamilton Award including the 1996 Gold Award for Overall Excellence. Kearney was named an Industry Influencer as a member of Folio magazine's Folio: 40 in April 2005. Kearney earned the Chartered Financial Analyst (CFA) designation. He holds an MBA in finance and investments from George Washington University, and a BA in economics with First Class Honours from McGill University. He attended the University of Michigan's Public Finance Institute and Corporate Financial Management programs and completed the Harvard Business School's Advanced Management Program. Kearney is a member of the Board of Trustees of St. Anselm's Abbey School in Washington, DC.

Steven J. Forte was named Senior Vice President for Operations in June 2009 and reports to the Deputy Postmaster General and Chief Operating Officer. He is responsible for the Postal Service's engineering, facilities, network operations management, and delivery and post office operations. Previously, Forte held the position of vice president, Area Operations, for the New York Metro Area. The area included the five boroughs of New York City, Long Island, Westchester and several other counties in the lower Hudson Valley, New York, most of New Jersey, as well as Puerto Rico and the Virgin Islands. In that position, he was responsible for all postal operations, including mail processing and distribution, logistics, sales and marketing, customer service and administrative support. Forte was also manager of operations support for New York Metro. He has extensive experience in delivery, customer services and mail processing. He is a former manager of station and branch operations, manager of technical sales and service, and superintendent of branch operations. He has managed postal facilities in Queens and Westchester, as well as in-plant support for the area. Forte began his postal career in 1977 in Hempstead, New York, where he was a mail handler, clerk and letter carrier. He is a graduate of Hofstra University, where he earned a Master of Business Administration degree and also has completed an executive program in leadership and strategic impact at Dartmouth College.
Thomas Day was named senior vice president of Intelligent Mail and Address Quality in June 2007. With the ultimate goal of enhancing the value of mail through innovative technology, he leads the Postal Service's organization responsible for Intelligent Mail planning and standards, Intelligent Mail implementation, and address management. Day reports to Patrick R. Donahoe, deputy postmaster general and chief operating officer. Working closely with Engineering, Operations, Marketing, Finance, Information Technology, and the mailing industry, Day's group sets customer standards for barcoding, addressing, and other information that mailers place on mail, including envelopes, packages, trays, sacks, and pallets. Prior to serving in this role, Day was senior vice president of Government Relations, a position that also included oversight of the offices of Public Affairs and Communications, the Consumer Advocate, and Emergency Preparedness. From 2001 to 2005, Day was vice president of Engineering. In this capacity, he oversaw development of all engineering efforts involving automation and operations, building and equipment maintenance, and the Postal Service's award-winning environmental program. During his 24-year Postal Service career, Day developed a solid operations background from various assignments in delivery, distribution, and logistics, including service as district manager of the Southeast New England District from 1996 to 2000. He is a third-generation employee who entered the Postal Service as a management associate in the Northeast Region in 1984 following five years' service as an officer in the U.S. Army. Day is a graduate of the U.S. Military Academy at West Point, where he earned a bachelor of science degree in engineering in 1978. He represented the Postal Service as a Sloan Fellow at Stanford University's Graduate School of Business, where he earned a master of science degree in management in 1996.

Douglas Tulino was named Vice President, Labor Relations in June 2005. He is responsible for directing the design, implementation and evaluation of national policies, procedures, programs and standards governing labor management relations, including contract negotiation/collective bargaining, grievance and arbitration administration and consultation with management associations. In 2006-2007, Tulino managed the collective bargaining process which took place concurrently with all four of the Postal Service's major unions. He served as the Postal Service's chief negotiator, with overall responsibility for contract negotiations, contract implementation and the dispute resolution process, including interest arbitration. From July 1999, Tulino served as manager, labor relations policies and programs. In that role, he reported to the vice president, labor relations and was responsible for developing and managing all national level labor management policies and programs, contract administration and national negotiations. Tulino started his Postal Service career as a management associate in 1980 in Chicago and progressively rose through the ranks of the labor relations function. Tulino possesses a strong background in labor relations and human resources with more than 28 years of Postal Service experience. For 19 of those years, he obtained experience in positions in human resources, operations and labor relations at every level of the field organizational structure. During the past six years he has managed the tasks of revising the Postal Service's grievance/arbitration, contract interpretation and intervention processes with the organization's national unions. Tulino holds a Bachelor of Science degree in business administration and industrial relations from Kent State University in Ohio. He was recognized with the vice president awards in 2001, 2002, 2003 and 2004 and the Board of Governors award in 2007.
Ellis Burgoyne was named Vice President, Area Operations Southwest Area in September 2006, after acting in the position since May. In this role, he is the senior postal official in an area that encompasses the five-state region of Arkansas, Oklahoma, Louisiana, New Mexico and Texas. He is responsible for all postal operations including mail processing and distribution, customer service and administrative operations. Burgoyne reports to the Deputy Postmaster General and Chief Operating Officer. He previously served as vice president, Delivery and Retail and was responsible for retail, delivery and vehicle operations involving the nation's more than 37,000 Post Offices, stations and branches, including retail service equipment and retail access channels. Earlier, Burgoyne served as Colorado/Wyoming district manager, starting in 2003. Under his leadership, the Colorado/Wyoming performance cluster attained a National Performance Assessment (NPA) score of 11.28, the nation's highest. NPA is the Postal Service's pay for performance system that rates achievements in key areas including service, safety, budget and revenue. The highest attainable NPA rating is 15. As Colorado/Wyoming district manager, and before that, as Richmond district manager, Burgoyne helped guide both districts to new levels of performance and customer satisfaction. His achievements earned him the Chief Operating Officer's Award in 2004 and Vice President's Awards in 2002, 2003 and 2004. Burgoyne joined the Postal Service in 1978 as a letter carrier in Inglewood, CA. He also served as Oakland, CA, Postmaster, mail sectional center finance director, and customer services manager in Southern California. His other assignments included senior financial analyst in the former Southern Region and finance manager for the former Mid-Atlantic Area. Burgoyne graduated from California State University, Los Angeles, where he studied liberal arts and public administration. He has completed executive programs at Emory University and Northwestern University schools of business.

Reblin was appointed vice president of Expedited Shipping for the U.S. Postal Service in March 2008. He reports to the president of Shipping and Mailing Services. Reblin oversees Express Mail and Priority Mail products and services, and is developing programs that will maximize their profitability and value. A 15-year postal veteran, Reblin was most recently manager of Intelligent Mail Planning and Standards, where he led the Postal Service's efforts to upgrade its technical infrastructure and develop the Intelligent Mail Barcode, which has enabled the Postal Service to identify and track every piece of U.S. Mail. He has also served in other key management positions in Engineering, where he helped set the strategic direction of the letter and flats automation programs. Jerry Lane was named vice president of Area Operations for the Capital Metro Area in September 2006. Reporting to the deputy postmaster general and chief operating officer, Lane is responsible for 54,600 career employees in Maryland, Virginia, North Carolina, South Carolina and the District of Columbia. Employees of the Capital Metro Area deliver more than 9.9 billion pieces of mail annually to more than 10.7 million addresses. Lane oversees an annual budget of $5.1 billion. Appointed manager of Capital Metro Operations in 2002, Lane earlier served as the Capital District manager in Washington, D.C., where his leadership contributed to outstanding service performance despite many challenges resulting from the anthrax attacks of 2001. He has held a wide variety of positions in the Postal Service and began his postal career in New York City, where he served as supervisor of mails, general supervisor, tour superintendent and manager of distribution operations. He also served as plant manager of the Queens Processing and Distribution Center. Lane came to the Capital Metro Area as manager of the Baltimore Processing and Distribution Center in 1998. He was later promoted to Baltimore District manager and in March 2000 was named Capital District manager in Washington, D.C. Lane holds a Bachelor of Arts degree from John Jay College. He is an accomplished musician and has played the drums for many years.

Jo Ann Feindt was named Vice President, Area Operations for the Great Lakes Area in October 2003. In this role, Feindt is the senior postal official in an area that encompasses most of Illinois, Indiana, Michigan, Wisconsin and Missouri, and is responsible for all postal operations including mail processing and distribution, delivery, retail and administrative operations. Feindt reports to the Deputy Postmaster General and Chief Operating Officer. Earlier, Feindt served as district manager, customer service and sales for the South Florida district. A 29-year postal veteran, Feindt began her career with the Postal Service in 1979 as a distribution clerk in Fort Lauderdale, Florida. Since then, she has served in a wide range of positions, including supervisor, delivery and collections; manager, quality control; manager, operations services; and manager in-plant support. Feindt has also served as manager of the South Florida processing and distribution center and senior plant manager, South Florida district Feindt has studied business administration at Broward Community College in Florida and Barry University.

In this dual position, Welch is responsible for operations in nearly 33,000 Post Offices, stations and branches across the nation and for improving service and reducing costs in the Postal Service's delivery network, which continues to expand by 1.2 million new delivery points each year. Welch is also responsible for automation initiatives designed to improve mail delivery efficiency. Prior to this position, Welch served as the District Manager of the Dallas and Fort Worth Districts. She led her team to improve efficiency and reduce costs while achieving record service levels. As the Dallas District Manager, Welch was responsible for 352 Post Offices, stations and branches, serving over 5.8 million customers in a 32,600 square-mile geographic area throughout North Central and Eastern Texas. Annual revenues for Dallas District exceeded $1.6 billion, with annual operating expenses of approximately $918 million, with an employee complement exceeding 15,000 employees. Welch joined the Postal Service in May of 1973 as a Postal Assistant. She has held a variety of positions in her postal career, including director of human resources, manager of distribution operations, postmaster in Plano, TX, and manager of delivery program support at the Southwest Area Office. Welch attended Arizona State University where she majored in Business Management. Linda, and her son Cody, reside in Murphy, Texas.

Marie Therese Dominguez was named Vice President of Government Relations and Public Policy in June 2007. In this role, Dominguez reports to the Postmaster General and is responsible for all aspects of government relations for the Postal Service. She brings to the Postal Service 20 years of expertise in the fields of government relations and organizational development in both the federal and the private sectors. These organizations have benefited from her strength as an attorney, political strategist, campaign innovator, management consultant, and workforce development leader in the transportation and environment arenas. During her eight years of working with the Clinton administration, Dominguez brought to the White House her skills in political planning and human capital. As Special Assistant to President Clinton for Personnel, Dominguez contributed to the placement of executives into 2,300 leadership positions within the federal government. Dominguez has served as Deputy Chief of Staff and Counsel at the Federal Aviation Administration and Deputy Assistant Secretary of the Army for Civil Works (Corps of Engineers). She also was a partner at FieldWorks, LLC, a grassroots and political consulting firm based in Washington where she worked for and advised government, non-profit organizations and private sector corporations on developing and executing successful political management and legislative strategies. Dominguez is a graduate of Smith College and holds a Juris Doctorate from Villanova Law School.

Megan Brennan was named vice president of Area Operations for the Eastern Area in December 2006. Brennan is the senior postal official in an area that encompasses Pennsylvania, Ohio, West Virginia, Delaware, Kentucky, Southern New Jersey and parts of Virginia and Indiana. Reporting to the deputy postmaster general and chief operating officer, she is responsible for postal operations including processing and distribution, customer service and administrative operations. In this position, Brennan oversees 10 Postal Service districts that operate more than 5,300 Post Offices. The Eastern Area delivers mail daily to more than 38 million customers, has a budget of $7 billion and employs 91,000 people. If it were privately owned, the area would be listed among the Fortune 500 companies. A 21-year veteran of the Postal Service, Brennan served as vice president of Area Operations for the Northeast Area from May 2005 until being named to her current position. Prior to that, she was manager of Operations Support for the Northeast Area beginning in 2003. In this capacity, she was responsible for coordinating and integrating processing and distribution, transportation and delivery operations throughout the Northeast Area. After joining the Postal Service in 1986 as a letter carrier in Lancaster, Pa., Brennan began her management career as a delivery and collection supervisor. She has in-depth experience in both line management and support positions, having worked at the district, area and headquarters levels. She served as district manager, Springfield, Mass., and plant manager for the Lehigh Valley, Pa., and Reading, Pa., processing and distribution facilities. Brennan also has held the headquarters position of manager of Field Support and Integration, where she worked directly for former Chief Operating Officer and Executive Vice President Clarence Lewis. Brennan is a graduate of Immaculata College in Pennsylvania. She is a Sloan Fellow and holds a master's of business administration degree from the Massachusetts Institute of Technology.

Pranab Shah began his role as Vice President and Managing Director, Global Business in February 2009. He is responsible for managing the Postal Service's worldwide trade with a focus on international business management, international financial and commercial analysis, global network strategy and technology, and international relations. He also manages international operations, including the Postal Service's five International Service Centers. In his previous position as Executive Director of Global Business Strategy and Technology, Shah developed new strategies and solutions for the Postal Service's international products. Prior to joining Global Business, Shah served as the Manager of Network Operations Development in early 2001. He led a team that redefined the postal network and contributed to such critical programs as Evolutionary Network Development Surface Visibility, TOPS (Transportation, Optimization, Planning, and Scheduling) and FAST (Facility Access and Shipment Tracking). Shah was a senior executive in the private sector before joining the Postal Service, bringing with him ten years of international management consulting experience in the areas of business strategy, supply chain management, and emerging technologies across a wide array of industries including retail, manufacturing, high-tech, and health care. Shah holds a Bachelor of Science degree in industrial and systems engineering from the Maharaja Sayajiro University, India, and a master's in business administration from the University of Wales, United Kingdom. Shah resides in Maryland with his wife and two sons.

Pritha Mehra was named vice president of Business Mail Entry and Payment Technologies in June 2008. In this role, she is responsible for an end-to-end visibility strategy and for a seamless process for mail acceptance, payment and delivery using standardized Intelligent Mail Barcodes, continuous mail tracking and mail quality feedback in real time. Reporting to the senior vice president of Intelligent Mail and Address Quality, Mehra oversees Business Mail Acceptance, Business Mailer Support, Mailer Enterprise Integration, Postage Technology Management and Intelligent Mail solutions. Mehra served as manager of Marketing Technology and Channel Management, where she led significant changes in business mail acceptance processes, with particular focus on introducing technology with programs such as PostalOne! and Intelligent Mail. During her postal career, Mehra has held positions in Product Development, Strategic Marketing, Customer Relations, Engineering and Research, and is the recipient of several awards, including awards for superior achievement and the Postmaster General Award. She holds a BS in Computer Science from the University of Maryland and an MBA from Georgetown University.
Stephen J. Masse was named Vice President, Finance and Planning in May 2009, reporting to the Executive Vice President and Chief Financial Officer. He is responsible for all forward-looking financial information, from budgets to the five-year plan, as well as the development of an 18-month financial plan that is adjusted on a dynamic basis. His other responsibilities include all revenue and expense budgeting and forecasting and financial analysis and program review, including capital and program evaluation. Masse is a senior financial executive and certified public accountant with 25 years experience in providing financial management and leadership services to successful business operations. Most recently he served as Vice President, Finance and Operations, at BAE Systems Regional Aircraft, Inc. His responsibilities included business strategy, organizational efficiency, and new business opportunities, as well as business planning, financial reporting, budgeting, and large transaction negotiation and analysis. Masse's career at BAE Systems spans more than 19 years. He served in various positions of increasing responsibility, including Controller, Vice President of Finance, and Treasurer. Masse began his career in 1983 working with Big Four Accounting Firm, KPMG. Masse graduated with distinction from the University of Virginia, receiving a Bachelor of Science degree in Commerce and has been a member of the American Institute of Certified Public Accountants since 1985. He resides in Virginia with his wife Charlene and their two children.

Previously, Black served as capital metro operations manager, responsible for all postal operations in the Baltimore, Capital, Richmond and Northern Virginia districts. Black also served as vice president, Networks Operations Management, where he was responsible for logistics, aviation mail security, international operations and Priority Mail functions. Earlier, Black served as manager and postmaster of the New York district where he was responsible for managing a workforce of 18,000 and an annual operation budget of nearly $1 billion, while serving approximately 3 million customers and 1.3 million addresses in the Boroughs of Manhattan and the Bronx. Black began his postal career in 1974 as an accounting assistant at the Bulk Mail Center in Des Moines, Iowa. He held several other positions in the Midwest and in 1986, was named controller of the St. Paul, Minnesota, division. He was appointed controller of the New York division in 1989 and was subsequently promoted to New York senior director of operations prior to becoming district manager/postmaster. Black holds a Bachelor of Business Administration degree from the University of Iowa. He also has studied at Columbia University, Duke University and the University of Virginia.

Tim Healy was named vice president of Retail Products and Services in April 2009 reporting to the President, Mailing and Shipping Services. He is responsible for the development, marketing, and merchandising of retail products and services, and for creating and maintaining an environment that enhances the retail experience. A Postal veteran of 36 years, Healy most recently served as Suncoast District Manager in Tampa, Florida. Through his strong customer service and operations background including District Manager in Albany, NY; Senior Plant Manager Long Island District, Senior Plant Manager Triboro District ; and experience in logistics, distribution, customer service operations and delivery operations, Healy brings a valuable and practical perspective to his role. Understanding the potential offered by the strong relationship between our employees and our customers, Healy helped pioneer the successful Customer Connect program as Albany District Manager. He also took part in a project to help create Address Information Systems when work was being done to create the nine-digit ZIP Code. Healy and his wife Jayne live in Palm Harbor, Florida. They have two sons. Brian is a Chiropractor in Sarasota, Florida and Dan is a senior at Clearwater Central Catholic high school.

Tom Samra was named vice president of Facilities in November 2005. Samra reports to the senior vice president of Operations and is responsible for one of the largest civilian construction programs in the U.S. He oversees all Postal Service properties, including 8,203 owned and 26,594 leased facilities containing 326 million interior square feet currently valued at more than $20 billion. In addition, he is responsible for the disposition and/or redevelopment of excess properties. Samra joins the Postal Service with 31 years of project development and facilities management both domestically and internationally. His most recent assignment was with The American Red Cross, where he served as vice president of real estate development and material management. In this capacity, he oversaw execution of the organization's $200 million strategic real estate plan, including the construction of a new headquarters building and the renovation of three historic buildings. Additionally, he managed The American Red Cross' biomedical upgrading program throughout the U.S. This program supports the collection and processing of 65 percent of the nation's blood supply and required building 22 new facilities and renovating 80 existing ones. Earlier, Samra served as United Parcel Service's regional engineering manager in London, England, where he was responsible for opening offices in Europe, Africa, and the Middle East. As project manager for the organization in Pine Brook, New Jersey, and Dallas, Samra was responsible for all aspects of development and construction of distribution facilities in three U.S. states and four Canadian provinces. Born in Lebanon, Samra came to the U.S. to pursue studies in engineering. He earned a Bachelor of Science degree in electrical engineering from the Detroit Institute of Technology in 1975.
Vince DeVito was named Vice President, Controller in April 2009. He is responsible for certifying financial filings as the Postal Service's Chief Accounting Officer. In addition, the office of Controller manages Corporate Accounting, Accounting Services, Sarbanes-Oxley (SOX) Management Controls and Integration, and the Corporate Audit Response Group. DeVito reports to the Executive Vice President and Chief Financial Officer. DeVito has 25 years of public- and private-sector financial experience. Since joining the Postal Service in 2005, he has served as Manager, Corporate Accounting, and most recently as Executive Director of the Sarbanes-Oxley implementation group. Before joining the Postal Service, DeVito had been segment controller for shared services at NiSource where he was responsible for accounting operations for the monthly closing process for 30 companies. DeVito's extensive background provides him with a valuable perspective on the role of the controller in other organizations, and through previous experience with SOX requirements, his expertise has contributed to the Postal Service's ability to quickly achieve compliance with changed financial-reporting obligations. DeVito holds a Bachelor of Science degree, with an emphasis on accounting, from Old Dominion University in Norfolk, VA, and is a Certified Public Accountant.

Walter O'Tormey was named Vice President, Engineering in June 2005. In this role, he reports to the Senior Vice President, Operations and oversees all engineering and development efforts focused on internal processes, including building and equipment maintenance programs and policies, such as those for the organization's Automated Postal Centers and Integrated Retail Terminals. William Brown was named Vice President, Area Operations for the Southeast Area in August 2000. In this role, Brown is the senior postal official in an area that encompasses Alabama, Florida, Georgia, Mississippi and Tennessee. He is responsible for all postal operations including mail processing and distribution, customer service and sales and administrative operations. Brown reports to the Deputy Postmaster General and Chief Operating Officer. Earlier, Brown served as vice president of Retail Operations, responsible for retail operations nationally, focusing on improving retail revenue growth and profitability, customer satisfaction and employee effectiveness. Retail Operations generates more than $16 billion in revenue through 40,000 retail locations and includes more than 90,000 employees. Brown, a 37-year career veteran, began his Postal Service career as a letter carrier at Fairborn, OH, in 1969. In 1975, he became a customer service representative at the Toledo, OH, Management Sectional Center and was later named supervisor of mails and delivery. In 1977 he transferred to the Columbus, OH, Post Office upon being named labor relations assistant. The following year he joined the Buckeye District Office as district administrative coordinator. In 1979, Brown was named Marysville, OH, postmaster and two years later was promoted to Springfield, OH postmaster. During the next three years, he served on several short-term assignments as acting director of employee and labor relations at the Dayton, OH, Management Sectional Center; acting director of mail processing at the Dayton and Lincoln, NE, Management Sectional Centers and acting director of customer services at the Dayton Management Sectional Center. In 1984, he was promoted to Management Sectional Center manager/postmaster at Kokomo, IN, and served there until later 1985 when he was named Management Sectional Center manager/postmaster at Indianapolis, IN. From 1988 until 1992, Brown served as the field division general manager/postmaster of the Twin Cities division which included the Eagan, MN, Bulk Mail Center and three Management Sectional Centers: Minneapolis and St. Paul, MN, and Duluth, MI. Under the 1992 Postal Service restructuring plan, Brown was appointed Midwest Area manager of customer services and sales. He remained in that position until 1994, when he was appointed area vice president for Midwest area operations. Brown is a native of Dayton, OH, and received a Bachelor of Science degree in business administration from Wright State University. He has completed the Executive Programs at the University of Virginia and Duke University.

Bill joined Oceanside Realty in 2003 as a sales associate after retiring from a 30-year career with the U.S. Postal Service's Wildwood office. No stranger to the real estate industry, Bill has had a real estate license for more than 20 years. He has owned and operated four apartment complexes and from 1998 to 2002 he owned and operated Barnacle Bill's Ice Cream Parlor in North Wildwood. Bill's primary activities at Oceanside Realty's North Wildwood office is prospecting obtaining listings and selling properties. A lifelong area resident, Bill is a graduate of St. Ann Regional School and a 1972 graduate of Wildwood Catholic High School. He's a sports buff and a true community guy. Bill has volunteered as a manager for Greater Wildwood Little League baseball and currently serves as a coach for one of the league's teams. He is a life member of the New Jersey State Firemen's Association and former volunteer and officer with the Wildwood Crest Volunteer Fire Department. He is a member of the Knights of Columbus of North Wildwood. Raised in North Wildwood, Bill now lives in Wildwood Crest with his wife of 24 years, Iona, a teacher at Wildwood High School. They have two children, William J. Laffey II, 22; and Megan I. Laffey, 19.
