Mr. Fran O'Connor serves as Vice President of Operations. In this position, Mr. O'Connor provides leadership for ETC's operations and service offerings for ETC's current and future customers. Mr. O'Connor's more than two decades of toll experience includes managing toll and transit customer service operations for some of the nation's largest toll authorities, including many of the agencies participating in the E-ZPass toll collection system, the interoperable electronic toll collection system used on many of the toll bridges and toll roads in the eastern United States. His experience includes developing, negotiating, and implementing large-scale toll-related service contracts and managing annual budgets valued in the millions of dollars. He joined ETC in March 2006.
Mr. Bob Stewart, P.E., serves as the Director of Engineering Services for ETC Corporation. Mr. Stewart has 34 years of experience managing diverse engineering programs. Mr. Stewart is instrumental in the direction of ETC Corporation's toll system design, integration, and consulting services and has extensive experience with program management and coordinating geographically challenging contracting and subcontracting projects. Mr. Stewart is a licensed engineer in the states of Texas and Louisiana.
Ms. Cyndi Robinson is the Director of Human Resources for ETC Corporation. She is responsible for all Human Resource functions including recruiting, employee relations, benefits, and payroll administration. Ms. Robinson has more than 15 years of experience in Human Resources and Compensation management as well as a Professional in Human Resources certification. Additionally, she has 10 years of experience working with companies that have government contracts, and is well versed in the Executive Orders associated with the Office of Federal Contract Compliance Programs (OFCCP). Ms. Robinson's experience also includes more than six years in call center, maintenance operations and direct recruiting, as well as remote management of employees in 37 states.
Mr. Dan Robicheaux is a Director of Programs for ETC Corporation, responsible for the program management of major customers and in providing direction and guidance to ETC Corporation's product development and delivery. Mr. Robicheaux has vast experience in the field of information systems for the transportation industry. Specializing in electronic toll and traffic management systems, Mr. Robicheaux has experience at all levels within the electronic toll collection industry, including system design and architecture, software development and support, systems integration, and project management.
Mr. Mickey Myers serves as the Director of Plans and Controls for ETC Corporation. He was instrumental in establishing ETC Corporation's plans, controls and reporting systems incorporating Critical Path Methodologies. With more than 20 years experience in costing and schedule control analysis, including material requirements planning, contracts administration, and project accounting in the toll industry, Mr. Myers is recognized as an expert in automated project management systems. He remains active in various user forums, staying abreast of industry standards and the latest developments in Project Management and Controls.
Mr. Simon Cheng serves as Director of Program Operations for ETC Corporation. He provides the oversight and experience for determining the technical direction for meeting business goals and objectives, including directing technical resources in integration projects; leading technical teams in the development of requirement specifications and systems design; developing and managing project budgets, schedules, and milestones; and overseeing software development life cycles. He possesses in-depth knowledge and field-proven experience in enterprise-scale systems integration, specializing in project management, software design and development, and systems analysis. Mr. Cheng joined ETC Corporation in 2002 and has more than 14 years experience in information technology and software implementation for the toll system industry.
Mr. Ted Hull-Ryde currently serves as Director of Special Projects, overseeing all aspects of advancing the business development activities and directing the sales and marketing activities for ETC Corporation. Mr. Hull-Ryde is ETC Corporation's liaison, acting as the technical and business interface with domestic and international corporate-level clients. Mr. Hull-Ryde is a seasoned professional with 22 years of broad-based experience in market introduction and strategic development of Web-based and client/server software applications, including integrated Internet security solutions, financial forecasting, and portfolio management software as well as toll system solutions.
Mr. Todd Almond serves as Director of Programs for toll and other transportation-related projects, where he is responsible for the facilitation of integration activities, software development, installation, and maintenance projects. Mr. Almond is an experienced and accomplished leader with nearly 15 years of transportation industry experience spanning construction management, systems engineering, installation management, software development, and electronic toll and traffic management systems. His extensive background includes overall project management responsibility for specification, design, development, and implementation of system solutions involving radio frequency identification systems.
Mark is the Food & Beverage Manager for the ETC, serving as the primary on-site link between the conference and the hotel catering staff. He participated in this capacity through much of the 1990s, returning in 2006 after a four-year absence. On top of these duties he also attends the conference as the Travel Program Director for the Audubon Naturalist Society, an independent Audubon group active in the Washington, DC area since 1897. He is trained as a naturalist, biologist, and educator, and he guides many nature-oriented trips each year, not just for Audubon Naturalist Society but also for the New Jersey Audubon Society, Maine Audubon Society, and Elderhostel. For many years he also led trips for the Smithsonian and Massachusetts Audubon Society travel programs. He is author of the book Watching Nature: A Mid-Atlantic Natural History. Ms. Felix has over 22 years of environmental project experience. She joined ETC in 2001 where she conducts project health and safety oversight, prepares site-specific health and safety plans, traffic control plans and assists in overall project coordination and reports for Tele-vac Environmental, Inc. She also completes Phase I and Phase II environmental site assessments, site closures, extent of contamination studies and cost estimating for site remediation. Prior to ETC, Ms. Felix managed environmental projects ranging from $500 to $950,000 in size. She developed remedial techniques for specialized cleanups of proprietary chemicals, acted as site manager for the closure of many industrial sites, oversaw environmental demolition projects, prepared health and safety plans, and was on 24-hr call for response to emergency cleanups. Ms. Felix has 40-Hour OSHA HAZWOPER and Confined Space Training.
Mr. Mackowiak joined ETC as a co-op student in March 2001 and became a full-time data analyst in September 2001. He performs CAD functions and generates maps of integrated sewer flow systems for the Metropolitan Sewer District of Cincinnati's System Wide Model project office. He is confined space trained.
Ms. Leonard has 13 years of experience in public communications, with a primary focus on environmental issues. Ms. Leonard's current work includes writing, editing, designing and/or preparing annual environmental reports, newsletters, fact sheets, brochures and other environmental publications for government, industry, consultants and community-based clients.
Mr. Mullin has seven years experience designing, installing and maintaining Internet websites for clients such as the Metropolitan Sewer District of Greater Cincinnati, Environmental Quality Management, Inc., Princeton City School District, Oak Hills School District, and the International Program on Chemical Safety. His Princeton School District website recently won the National School Public Relations Association of Ohio award for Best of the Best Websites.
Mr. McRoberts joined ETC in June 2002 as a CAD Operator. He is working toward an associate of applied science degree in CET Architectural/Construction Management from Cincinnati State Technical and Community College. Mr. McRoberts has a work history in designing and renovating custom commercial offices, preparation of drawings and final design of commercial offices including construction and installation. He has also completed coursework in Auto Cad, structural steel design, HVAC design, electrical systems, building systems, mechanical systems, reinforced concrete design, strength and materials, and lighting systems design.
Ms. Chappell has more than 30 years experience in contract management, cost tracking, office administration and general accounting functions. She spent 24 years working with the IRS as a tax examiner, reviewer, national office analyst and management analyst. She also worked as a crew leader for the 2000 U.S. Census Bureau.
