James H. Carr is senior vice president of Research for the Fannie Mae Foundation, which is the largest foundation in the country devoted to increasing the supply of homes for those who need them the most, and a visiting professor of urban planning at Columbia University. He is responsible for the Foundation's housing finance and neighborhood strategies consulting unit, its nationally and internationally recognized Office of Housing Research, and its program evaluation activities. He is also responsible for the development of technology tools to promote effective community investment. Prior to his appointment to the Foundation, Carr served as vice president for housing research at Fannie Mae, assistant director for tax policy with the U.S. Senate Budget Committee, and research associate at the Center for Urban Policy Research at Rutgers University. He serves on research or policy advisory boards at numerous colleges and universities including Harvard University, University of California-Berkeley, and University of Pennsylvania. Carr is an Advisory Committee member of the Federal Reserve Bank of San Francisco Center for Community Development Investments and serves on the Board of Directors of the American Real Estate Society. He is a also a frequent instructor for the Neighborhood Reinvestment Training Institute and a former expert advisor to the Organization for Economic Cooperation and Development Urban Affairs Project Group in Paris, France. Carr has published and lectured extensively on housing and urban policy, housing finance, community reinvestment, personal financial services, and state and local finance. He has also written and presented on issues of technological innovation and workforce diversity. Carr is widely recognized for his leadership in developing innovative financial instruments, devising strategies to promote affordable lending, encouraging inner-city development, and promoting wealth creation for lower-income households. Carr is editor of Housing Policy Debate, which received the 1996 Award of Excellence from Washington EdPress for editorial excellence. His books include Crisis and Constraint in Municipal Finance, The New Reality of Municipal Finance, and Replicating Microfinance in the United States. Carr's speeches have been awarded top honors, including the "Best of the Best" award, the "Award of Excellence", and the "Award of Merit" by the International Association of Business Communicators. Lisa Mallory-Hodge is the senior vice president of Policy and Consulting at the Fannie Mae Foundation, the largest foundation in the country devoted to increasing the supply of homes for those who need them the most. In this capacity, she directs the fellowship and leadership development programs and works with national leaders and associations to share knowledge and promote best practices. The Foundation's Consulting group works with key external partners to conceptualize and formulate effective strategies for change. Before joining the Foundation, Mallory-Hodge served as the director of the Center for Innovation and Reform in Mayor Anthony Williams' office in Washington, D.C. She also has served as a senior partner at the Public Strategies Group and as a senior executive and presidential appointee to the National Performance Review, the U.S. Department of Health and Human Services and the U.S. Social Security Administration. Cheryl Fitzgerald is currently Managing Director of the Fannie Mae Foundation's National Initiatives team. In this capacity, she is responsible for management of the Foundation's Alliance Partnership, which is comprised of 16 national organizations that are working together to achieve systemic change that contributes to increases in the production and preservation of affordable housing across the country. Her responsibilities also include management of the Foundation's relationships with national intermediaries, other national organizations, and the Foundation's three Regional offices and regional relationships. Prior to assuming her current role, Ms. Fitzgerald was responsible for management of the Foundation's Capital for Communities initiative, which focused on identifying barriers to the free flow of capital in underserved communities across the country, and development of products and services to effectively minimize or eliminate these barriers. Ms. Fitzgerald also oversaw the Foundation's Community and Neighborhood Development Fund, a $35 million housing and community development loan fund dedicated to promoting the construction and preservation of affordable homeownership and housing opportunities. She was responsible for the overall risk exposure of the portfolio and was actively involved in the development of innovative new products to meet the needs of community development organizations. Prior to joining the Foundation, Ms Fitzgerald worked for more than ten years as a corporate and real estate banker, most recently as vice president, Real Estate Structured Debt, for Bank of America, where she provided structured finance products for large publicly held real estate corporations and real estate investment trusts. She additionally held national offices in the Urban Financial Services Coalition (f/k/a National Association of Urban Bankers), a trade association of minority financial services professionals. Ms. Fitzgerald ultimately served as president of the organization's nonprofit foundation, which provides scholarships to financially disadvantaged and educationally excelling youth. Donna Purchase is Director of Homelessness Initiatives and Volunteer Programs for the Fannie Mae Foundation. In this position, she works to raise awareness of and funds for Washington metropolitan area organizations that are working to prevent and end homelessness, with an emphasis on programs that help homeless people return to independent living. For the past 25 years, Ms. Hernandez has been involved in community development and affordable housing. From 1985 through 2003 she led the Kansas City Neighborhood Alliance, a Kansas City based community development corporation and intermediary. Under her leadership the organization grew from a staff of 7 and a budget of $350,000 offering 5 programs to a staff of 21, a budget of $1.5 Million offering more than 20 programs. The organization worked to restore healthy housing markets to inner city neighborhoods, principally by increasing the level of homeownership, reducing crime and blight and increasing community engagement. KCNA trained over 15,000 families to qualify for mortgage loans. In addition, KCNA built six rental development affordable to working families of modest means. In addition to her service at KCNA, Ms. Hernandez served 6 years on the Tenth District Federal Reserve Bank board, 3 years on the Federal Reserve?s Consumer Advisory Council, one year as Chair of CAC, 6 years on the National Equity Fund board, 4 years as Chair of the Acquisitions Committee.
