Mr. Ganek has served as Chairman of the Board and Chief Executive Officer at NeuStar since December 1999. Prior to joining NeuStar, he was Senior Vice President and Managing Director of Communications Industry Services (CIS) at Lockheed Martin, an advanced technology company. CIS, which was divested from Lockheed Martin in 1999 to form NeuStar, provided clearinghouse services to the telecommunications industry. Ganek holds a bachelor's degree in economics and a master's degree in public policy and management, both from Carnegie Mellon University. A distinguished executive with rich experience in advanced IP services, voice and wireless telecommunications, Ms. Hook is responsible for leading NeuStar's operations as they continue to grow and expand worldwide. She also leads NeuStar's exploration of opportunities in IP-based communications, mobile data, and computer telephony convergence. Prior to joining NeuStar, Ms. Hook spent the majority of her career at AOL and Time Warner in a variety of executive-level posts, including president of AOL Broadband, Premium and Developer Services, AOL Anywhere, and AOL Mobile franchises, and chief operating officer of Time Warner Telecommunications. Ms. Hook has also been partner at Brera Capital Partners LLC, and managing director at Alpine Capital Group LLC. In addition, she served as legal adviser to the Chairman of the Federal Communications Commission (FCC), and was senior attorney at Viacom. In the year prior to joining NeuStar, Ms. Hook was president and chief executive officer of SunRocket, Inc., a Virginia-based voice over IP (VoIP) service provider. Ms. Hook holds a bachelor's degree from Duke University and a J.D. from the Dickinson School of Law at Pennsylvania State University.

John J. Dziak, Jr. has served as our Senior Vice President, Strategic Initiatives and Chief Strategy Officer since joining us in March 2009. Prior to joining NeuStar, Mr. Dziak served as Senior Vice President of Corporate Strategy at Sprint Nextel Corporation, a communications company, from 2007 to 2009. From 2006 to 2007, he was Senior Vice President, Services and Distribution at SkyTerra LP (formerly known as Mobile Satellite Ventures). Prior to that, from 2003 to 2006, he served as Senior Vice President, Corporate Strategy and Business Development at MCI Communications. From 1995 to 2003, he served in the Communications and High Tech market unit of Accenture LLP , named partner in 2000. Mr. Dziak is a chartered financial analyst (CFA), earning his charter in 1992.

Mark D. Foster has served as our Senior Vice President and Chief Technology Officer since November 1999. Prior to joining us, Mr. Foster was an independent consultant working full-time in a similar capacity from 1996 until November 1999 for the Communications Industry Services group of Lockheed Martin. From 1994 through 1995, Mr. Foster worked as an independent consultant to a group of communications industry companies and, in this capacity, was involved in the industry technical, policy and regulatory discussions leading to the adoption of local number portability. From 1993 to early 1994, Mr. Foster was the Managing Director of the Stratus Telecom Development Center for Stratus Computers, Inc., a specialized high-availability computer manufacturer. Prior to that, from 1987 to 1993, Mr. Foster was the Senior Vice President of Engineering and Operations of Phone Base Systems, which sold advanced intelligent telecommunications network technology and services. The technology division of Phone Base Systems was sold to Stratus Computers in 1993. From 1985 through 1986, Mr. Foster was Vice President of Engineering and Operations for Quest Communications, a provider of enhanced telecommunications services. From 1978 through 1986, Mr. Foster was an independent consultant providing systems design and engineering services in the communications industry. From 1977 through 1978, Mr. Foster was a senior systems engineer at C3, Inc., a computer software company specializing in real-time data communications systems for the United States government.

Paul S. Lalljie has served as our Senior Vice President, Interim Chief Financial Officer and Treasurer since January 2009. Prior to becoming our Senior Vice President, Interim Chief Financial Officer and Treasurer, Mr. Lalljie served as our Vice President, Financial Planning & Analysis and Treasurer from December 2006 to January 2009. From 2000 through December 2006, Mr. Lalljie served in a variety of roles in corporate finance at the Company, including accounting, financial planning and analysis, treasury and investor relations.

Douglas S. Arnold has served as our Senior Vice President, Human Resources since September 2007. Prior to becoming our Senior Vice President, Human Resources, Mr. Arnold served as Vice President, Human Resources, at World Kitchen, Inc., a manufacturer and importer of housewares, from 2003 to 2006.

John B. Spirtos has served as a Senior Vice President of NeuStar since October 2004 and is our Senior Vice President, Corporate Development. Prior to joining us, from May 2003 to September 2004, he served as Senior Vice President of Mergers and Acquisitions and Corporate Strategy at Corvis Corporation, a manufacturer of communications switching and transport equipment, and its wholly owned subsidiary, Broadwing Communications, LLC, an integrated communications service provider. From October 1998 to April 2003, he was a general partner at OCG Ventures, LLC and HRLD Ventures, LP, where he focused on investments in cable and telecommunications components manufacturers, systems integrators and service providers.

Martin K. Lowen has served as Senior Vice President since May 2005 and as our General Counsel and Secretary since September 2002. Upon joining us in June 2000, he served as Vice President of Law and Business Development. Prior to joining us, Mr. Lowen was an Assistant Vice President at TeleGlobe Communications, a provider of international telecommunications services, from January 1999 to May 2000, where he provided legal advice to senior management and directed many activities within that company’s Legal Department. Prior to January 1999, he was a director in the legal department at MCI Communications Corp. and an associate with Skadden, Arps, Slate, Meagher & Flom LLP and Hogan & Hartson LLP.

Raymond A. Saulino has served as a Senior Vice President since joining us in April 2006 and has been our Senior Vice President, Sales and Business Development, since April 2007. Prior to becoming our Senior Vice President, Sales and Business Development, Mr. Saulino served as our Senior Vice President of Business Integration. Before he joined the Company, he led several business units in the government services sector of Affiliated Computer Services Inc., a provider of business process outsourcing and information technology services, from March 2002 to April 2006. Prior to Affiliated Computer Services, Mr. Saulino was a founder and President, Chief Operating Officer of PRWT Services, Inc., a Lockheed Martin IMS Corporation business partner, where he spent 15 years after leaving Lockheed Martin Corporation in 1987.

A. Reza Jafari has served as a Senior Vice President since January 2006 and as Managing Director, International since March 2005. From August 2002 to March 2005, he served as Chairman and Chief Executive Officer of The Omega Partners, an executive advisory group providing business performance improvement, human capital and financial management advice to senior executives in the telecommunications, broadband and information technology industries. From January 1990 to July 2002, Mr. Jafari held various senior management positions at Electronic Data Systems Corporation (EDS), a global information technology services company, including as Managing Director of the Communications and Media Industry Group for Europe, Middle East and Africa (July 1996 July 1999) and, most recently, as President of EDS s Global Communications, Media and Entertainment Industry Group from July 1999 to July 2002. Mr. Jafari was a member of the Senior Leaders Operations Team of EDS. Earlier in his career, Mr. Jafari co-founded, and from April 1982 to January 1990 served as CEO of, Satellite Conference Network and Bankers-TV Network in New York City, a satellite producer delivering video-based interactive programming and industry news to the banking and healthcare industries.

Chris Celiberti works in the strategic technologies group at NeuStar, Inc., and is a telecommunications VoIP veteran focused on the OSS\BSS space. Celiberti has worked in positions including System Engineering, Product and Program Management, and Business Development for several fortune 500 companies. Additionally, he has been an active participant in several global standards groups as well as an industry speaker.

Manuel Lozano became involved with C Different when he first guided April, a visually impaired athlete at the famous Malibu Triathlon. He then went on to become more involved with C Different by serving as President for a year and, among other things, helping put together the first C Different sponsored road race (the C5k), where over 20 blind and visually impaired individuals and over 150 others completed a 5k running, jogging, or walking to benefit the visually impaired. Today, Manuel serves as LA Programs coordinator focusing on organizing three hikes a year for the Foundation. Manuel went to school at the University of California at Berkeley. He is an avid athlete currently residing in Santa Monica and works in Sales for NeuStar.

Dr. Pickar has served as a director of NeuStar since 1999. He has been a Visiting Professor of Mechanical Engineering at the California Institute of Technology ( Caltech ) since 1997 and was the J. Stanley Johnson Professor from 1999 to 2002. Prior to joining Caltech, he was Senior Vice President Engineering and Technology at AlliedSignal Corp. Dr. Pickar serves on the board of directors of Ness Technologies Corp.

Hellene Runtagh was formerly President and CEO of Berwind Group, a diverse company with global businesses in pharmaceutical services, life science automation, industrial manufacturing, real estate, and natural resources. Prior to joining Berwind in 2001, Hellene was with Universal Studios where she last served as Executive Vice President. In this role, Hellene was responsible for the Studio, Consumer Products, Interactive Games, Information Technology, Online Operations, and Universal's retail operations. Previously, Hellene spent 25 years at General Electric where she served as President and CEO of GE Information Services, and held general management roles with GE Capital and GE’s software businesses. Prior to that, she held numerous leadership positions including international operations, marketing and manufacturing for multiple high technology GE businesses. Hellene received a BA in Liberal Arts from Pennsylvania State University, where she was honored in June 2001 as a Distinguished Alumni. Hellene is also currently a Director on the boards of two other publicly traded companies - Lincoln Electric Co. and NeuStar Inc. She is a Board member of the College of Charleston Foundation and serves on the Liberal Arts Council of Pennsylvania State University.

Joel Friedman was president of Accenture's Business Process Outsourcing organization (BPO) until his retirement in August 2005. He was responsible for overseeing Accenture's portfolio of BPO businesses as well as fueling new innovation and growth in BPO. He was a member of Accenture's board of directors from 2001 to 2005 and also served on the company's Executive Committee and Global Leadership Council. Over the course of his 34-year career with Accenture, Friedman held a variety of senior leadership roles. He was a partner in Accenture's Corporate Development Organization, served as a managing general partner of the company's former venture capital business, Accenture Technology Ventures, led Accenture's banking and capital markets program, and was instrumental in founding and managing Accenture's strategy consulting practice. Friedman is currently a member of the boards of directors of NeuStar, a provider of essential clearinghouse services to the communications industry, Endeca Technologies, Inc., a provider of enterprise information access solutions, and the Advisory Board of Financial Technology Ventures. He is also a member of the board of directors of Community Gatepath, a non-profit organization dedicated to enabling persons with disabilities to live as fully integrated members of the community, and Junior Achievement of the Bay Area. He was also a member of the Dean's Advisory Council for Stanford Graduate School of Business. Friedman holds a bachelor's degree in economics from Yale University and a master's degree in business administration from Stanford Graduate School of Business.

Michael J. Rowny joined Ciena as a Director in August 2004. Mr. Rowny has been Chairman of Rowny Capital, a private equity firm, since 1999. From 1994 to 1999, and previously from 1983 to 1986, he was with MCI Communications in positions including President and CEO of MCI's International Ventures, Alliances and Correspondent group, acting CFO, Senior Vice President of Finance, and Treasurer. His extensive career in business and government included positions as chairman and CEO of the Ransohoff Company, CEO of Hermitage Holding Company, EVP and CFO of ICF Kaiser International, Vice President of the Bendix Corporation, and Deputy Staff Director of The White House. Mr. Rowny holds a bachelor of science degree from M.I.T. and a J.D. degree from Georgetown University Law Center. Mr. Rowny serves on the board of directors of Neustar, Inc.

Paul A. Lacouture has served as a director of NeuStar since 2007. Mr. Lacouture retired as Executive Vice President of Engineering and Technology for Verizon Telecom, a telecommunications services provider, in 2007. Earlier, he was president of the Verizon Network Services Group. Prior to the Bell Atlantic/GTE merger in July 2000, Mr. Lacouture was president of the Network Services group at Bell Atlantic.
