David Matthews has over twenty-two years of experience in mortgage, financial services and banking technology and operations. Currently, he is a Senior Vice President of the Federal Home Loan Bank of Chicago. While he joined the Bank in 2004 to direct the Mortgage Partnership Finance program, he was appointed the Chief Information Officer of the Bank in late 2004. He manages a staff of over 75 IT professionals that support the Bank’s IT infrastructure and applications architecture. At the FHLBC, he worked aggressively to improve efficiency, reduce staff, re-architect the infrastructure and develop a compliance and risk framework for the Bank’s technology platform.
Prior to his tenure at the Home Loan Bank, 2003, Mr. Matthews was President and Chief Operating Officer of RBC Mortgage Company, one of the nation’s leading residential mortgage companies. His accomplishments including re-engineering the Company’s back office processes, deploying a new loan origination system and establishing a risk management framework compatible with the parent holding company’s standards, all while presiding over the largest growth in mortgage originations ever experienced by the Bank.
In the past, he served as president and chief operating officer of Ultraprise, an e-commerce technology company that developed one of the first internet-enabled secondary market exchanges.
Mr. Matthews spent 13 years as a senior vice president and CIO at Chase Manhattan Mortgage and its predecessor companies, Chemical Residential Mortgage and Margaretten Mortgage. He was responsible for over 500 IT professionals and a budget exceeding $150 million. Mr. Matthews managed the IT Department through a period of unprecedented growth, accelerated by several mergers and acquisitions. He consolidated numerous disparate technology platforms, shuttered several data centers and implemented a “best of breed” application architecture.
Mr. Matthews also worked for the international management consulting firm Booz, Allen and Hamilton in the Information Technology practice for ten years at the onset of his career. He conducted numerous technology planning projects for Fortune 500 companies and government entities and managed numerous large financial information systems implementation projects.
He has a bachelor’s degree in history from Beloit College and a J.D. degree from the University of Pittsburgh Law School. He is a frequent speaker at mortgage industry, banking and technology conferences.
