Mr. Lacker began his term August 1, 2004. He is a native of Lexington, Ky and was born in 1955. He received a bachelor of arts degree in economics in 1977 from Franklin and Marshall College. Following graduation he joined Wharton Econometrics in Philadelphia, Pa., and went on to earn a Ph.D. in economics in 1984 from the University of Wisconsin. Mr. Lacker was an Assistant Professor of economics at the Krannert School of Management, Purdue University, from 1984 to 1989, prior to joining the Bank in 1989 as an Economist in the banking area of the Research Department. He was named Research Officer in 1994, Vice President in 1996, and Senior Vice President and Director of Research in May 1999. Mr. Lacker is the author of numerous articles in professional journals on monetary, financial, and payment economics, and has presented his work at several universities and central banks. In 1992-3 he taught at The College of William and Mary, and in 1997 he was a visiting scholar at the Swiss National Bank. Mr. Lacker is a member of the Executive Advisory Council for The E. Claiborne Robins School of Business, University of Richmond, the Executive Committee of Venture Richmond, and serves as director for the board of the Richmond Jewish Foundation. He is also a member of the Junior Achievement of Central Virginia Advisory Board and director of the World Affairs Council of Greater Richmond. He and his wife, Lisa Halberstadt, have two sons, Benjamin and Daniel.

Matt Martin is a senior vice president at the Federal Reserve Bank of Richmond and Charlotte Regional Executive. He is responsible for branch leadership and regional outreach in the Carolinas. Martin joined the Charlotte Branch as a regional economist in 2006. His responsibilities included analyzing regional economic conditions, as well as developing relationships with and educating the region's diverse constituents on the work of the Federal Reserve and the Richmond Fed. Prior to joining the Federal Reserve, Martin covered national and regional economic issues at Moody's Economy.com. His other professional experience includes time spent as an analyst at the Congressional Budget Office and as a faculty member at Kent State University, where he taught macroeconomics, money and banking, and economic history.
Carl Neely is the President of Carl Neely Unlimited, a consulting and training company specializing in personal and organizational development. As a professional speaker and high-performance consultant, he addresses audiences nationwide to help individuals and companies to become unstoppable in their quest for success. Using natural analogies to explain spiritual truths, Carl delivers motivational speeches that uncover alternative ways of viewing reality. Carl holds a B.A. in Economics from the University of North Carolina at Charlotte and an MBA from Barrington University. Carl is also a Community Affairs Representative with the Federal Reserve Bank of Richmond, Charlotte Branch, where he travels across the country gathering information and facilitating meetings geared toward promoting partnerships for community and economic development.

Andy Sasser serves as vice-chairman of the James Monroe Scholarship award. A resident of Richmond, he is employed by the Federal Reserve Bank of Richmond. Andy graduated from The College of William and Mary with a B.A. degree in Economics and a minor in Mathematics. Dwight Neese joined Provident Community Bank September 5, 1995 as its president, chief executive officer, and board member. He has thirty-four years experience in the financial services industry in South Carolina.
Mr. Neese began his financial career in 1973 when he joined First Federal of South Carolina, in Greenville, SC as a management trainee. He later served as a Loan Officer, a Branch Manager, Vice President and Regional Manager of the Greenville region. In 1986 he was elected Division President and the following year Senior Vice President.
In 1992, Mr. Neese joined Home Federal Savings Bank of South Carolina in Rock Hill, SC as Executive Vice President and Chief Operating Officer. He served as chairman of the Bank’s Executive Loan Committee and Board Loan Committee. He also served on the ALCO and Senior Management Committees. Mr. Neese attended the board meetings.
Mr. Neese received a B.A. from the University of South Carolina in 1972 and graduated from the Graduate School of Retail Bank Management at the University of Virginia in 1989. Also, in 1991 Mr. Neese graduated from the Commercial Lending School at East Carolina University in Greenville, NC. Mr. Neese completed the Dale Carnegie Leadership Training for Managers course in 2000 and graduated from Leadership South Carolina in 2001. Mr. Neese participated in the inaugural Forum for Corporate Conscience in Charlotte, North Carolina in 2003.
Mr. Neese is currently serving on the board of directors of the Federal Reserve Bank of Richmond and is also serving as Chairman of the board of directors of the South Carolina Bankers Association. He is Vice President of the Catawba Regional Development Corporation and President of the Catawba Regional Finance Corporation. Mr. Neese serves on the board of directors of the Southern Region of the Boy Scouts of America and is President of Area 5 (South Carolina and parts of North Carolina and Georgia). He is a Rotarian and a member of Westminster Presbyterian Church in Rock Hill.
Mr. Neese previously served as president of Keystone and the Union County YMCA, and the United Way of Union County. He previously served as chairman of the Young Management Division and served on the boards of the Community Financial Institutions of South Carolina, the South Carolina Literacy Association and the National Society to Prevent Blindness. Mr. Neese also served as chairman of the board of deacons, treasurer and elder of First Presbyterian Church in Greenville, SC.
Hunter Hollar is the Chairman and Chief Executive Officer of Sandy Spring Bancorp, Inc. and its subsidiary Sandy Spring Bank. He has served on the Board of Directors since his hire in 1990 and is presently the only inside director.
Mr. Hollar joined Sandy Spring Bank as President and Chief Operating Officer in December 1990 and assumed the position of Chief Executive Officer in 1994. Under his leadership, Sandy Spring has grown from $500 million in assets to $3.2 billion, from 10 branch offices to 42, and from a single commercial bank to a financial services organization incorporating subsidiaries for insurance, equipment leasing, and asset management.
Mr. Hollar's banking career spans over 30 years with an emphasis in commercial lending and general management. Prior to joining Sandy Spring he was Senior Credit Officer for Dominion Bank of Richmond in Virginia. He holds a BA in Economics from the University of Virginia and a MBA from James Madison University. Mr. Hollar is a past Chairman of the Maryland Bankers Association and is currently serving a three year term as a Director of the Federal Reserve Bank of Richmond.

James T. Brady , age 68, a director since May 1999, has been the Managing Director—Mid-Atlantic of Ballantrae International, Ltd. (a management consulting firm) since January 2000, and is the former secretary of the Maryland Department of Business & Economic Development, where he served from 1995 to 1998. He was also a managing partner of Arthur Andersen LLP from 1985 to 1995. Mr. Brady is a director of McCormick & Company, Inc., T. Rowe Price Group, Inc. and NexCen Brands, Inc. Mr. Brady was a director of Constellation Enterprises, Inc. from March 1998 to May 1999.
Mr. Lewis, served as the Executive Vice President and Chief Financial Officer of Landmark Communications, Inc. from 2000 to 2006. Prior to 2000, he held several other senior positions with Landmark Communications since 1981. He serves as Chairman of the Audit Committee for the Federal Reserve Bank of Richmond. He also serves on the boards of other nonpublic companies and not-for-profit entities.
Mr. Lewis became a director of Dollar Tree in July 2007. He also serves on the Board of Markel Coporation.

William R. Roberts was named Regional State President -- Verizon MD/DC in December 2007. He oversees all of the company's telephone operations in Maryland and the District of Columbia. Mr. Roberts began his career with The Chesapeake & Potomac Telephone Company of Maryland, now Verizon Maryland, in 1980 as a business office manager. He has held positions of increasing responsibility in operations, human resources, marketing, public affairs, and government relations. Mr. Roberts serves as a board member of the Baltimore Development Corporation; Federal Reserve Bank of Richmond; Greater Baltimore Committee; Kennedy Krieger Institute; Medstar Health; and the National Aquarium in Baltimore. He also is on the board of trustees for Villa Julie College, and Morgan State University Board of Regents. Born and raised in Talbot County on Maryland's Eastern Shore, Mr. Roberts graduated from Morgan State University and attended graduate school at Howard University and Eastern Michigan University. Mr. Roberts also has two honorary doctorate degrees - a Doctorate of Human Letters from the University of Maryland Eastern Shore and a Doctorate of Public Service from the University of Maryland University College. Mr. Roberts is a member of the Beta Gamma Sigma Honor Society and has completed executive and leadership development programs at the University of Richmond (Va.)-Robins School of Business; the Institute for Public Service in Washington, D.C.; and at the Center for Creative Leadership in Greensboro, N.C.
