President, GTSI Financial Services, Inc. Jack Helmly is President of GTSI Financial Services, Inc., a wholly-owned subsidiary of GTSI Corp. GTSI Financial Services offers innovative financial solutions that address the budget constraints of its government and industry customers. Mr. Helmly joined GTSI in 2002 as Director of GTSI's Financial Services Division. He has led the division to remarkable growth during his tenure. With a substantial demand for financial solutions, GTSI created the wholly-owned subsidiary in 2004. Mr. Helmly has more than two decades of experience in the public and private financial solutions arena. Prior to GTSI, he held positions with GMAC Commercial Finance and Comdisco Telecom in which he developed equipment lease portfolios in the commercial markets. Earlier, he founded Taproot Capital where he worked with commercial resellers and government contractors to develop leasing and re-marketing programs. Mr. Helmly was also a founding member of a dedicated government finance unit for AT&T Capital (Newcourt Finance), worked in Ernst & Young's management assistance practice, and worked as a federal systems integrator where he captured and managed technology contracts. Mr. Helmly began his career at IBM Corporation, where he held various sales and marketing positions. Mr. Helmly holds a BS degree in Computer Science from the Virginia Polytechnic Institute.

Denise Harrison, Vice President of Applications and Information Resources and Chief Information Officer, is responsible for implementing and managing the applications that support the GTSI enterprise. She reports directly to Scott Friedlander, GTSI's President and Chief Operations Officer. An 20-year veteran of GTSI, Ms. Harrison has held a number of positions of ascending responsibility with the company in several areas - Finance, Contracts, Bids and Proposals and eBusiness - before joining the Information Technology organization in 2003. During her tenure at GTSI, Ms. Harrison, managed the team that rebuilt the GTSI.com applications to support GTSI's growth in eBusiness and eProcurement, supported key IDIQ proposal efforts, managed the corporate budget systems and processes, and managed GTSI bank relationships for the line of credit. For a four-year period, Ms. Harrison left GTSI to work for Siemens Computers Systems (formerly Pyramid Technology, a manufacturer of mini-computer technology) where she was Field Sales Administration Manager supervising staff in Dallas, Atlanta and Mclean. She also worked for Unisys Global Services as Operations Project Manager responsible for analysis and support of the global service contracts in the federal government including those at SSA, FBI and IRS. She returned to GTSI in 2000 to take significant management responsibility for the Company's growing eBusiness initiatives. Active in her community, Ms. Harrison is the past treasurer of her home owner's association, volunteer leader in her church's AWANA program and a volunteer for her daughter's Girl Scout Troop. Ms. Harrison holds a BS in Economics from George Mason University and has her certification in Project Management (PMP).

Joseph D. Ragan III is Senior Vice President and Chief Financial Officer. In this capacity he is responsible for all accounting functions, credit and collections, payroll, and other activities in the finance organization. Robert E. (Bob) Mitchell is GTSI's Senior Vice President of Operations and Chief Information Officer. In this capacity, he is responsible for managing the majority of the company's supply chain capabilities as well as the internal Information Technology (IT) department. His supply chain responsibilities include order management, configuration, warranty, customer service, purchasing, and distribution. His IT responsibilities include application/ERP systems development, networking, telecommunications, desktop support, database management, server administration, and Internet connectivity. Through this role, he is responsible for championing GTSI's vision of making operations and information technology a competitive advantage. Mr. Mitchell has nearly two decades of experience in technology related firms including leadership roles in software & hardware product development, strategic/business planning, operations, finance, and marketing. Prior to GTSI, Mr. Mitchell founded his own consulting firm performing strategic/competitive assessments, product planning, and business planning. Before founding his own company, Mr. Mitchell held several executive positions including Chief Operating Officer and Chief Financial Officer and subsequently Vice President of Operations and Marketing of a venture capital backed software startup in Austin, Texas. Prior to this, he was at Works, a procurement-oriented software company that was later acquired by Bank of America, where he led corporate program management and strategic/business analysis. Additionally, he spent over 11 years with National Instruments Corporation where he helped to grow the company from approximately 100 people and $13M in revenues to more than 1600 people and $300M in revenues. He holds a Masters in Business Administration and a Bachelors in Computer Science from the University of Texas at Austin, both with honors. Mr. Weber brings over 15 years of experience building and leading professional services organizations, addressing the changing needs of customers in both the private and public sectors. Prior to joining GTSI, he was Vice President, Client Solutions for CNT Corporation in Washington, D.C., and participated in transitioning the company through its acquisition by McDATA, a data infrastructure solutions provider headquartered in Broomfield, Colorado. At CNT/McData, he led an international, unified consulting and sales operation, forging them into a systematic "go-to-market" team. Prior to CNT/McData, Mr. Weber served in several leadership positions at International Network Services and AT&T, where he built and led sales and services organizations in the enterprise infrastructure arena. Mr. Weber holds a Bachelor of Science from Washington University in St. Louis, Missouri and is a graduate of The Executive Program at the University of Virginia Darden School of Business. Todd Leto is Senior Vice President of Sales and Marketing and is responsible for all groups that contribute to a positive end-to-end customer experience. In addition to sales and marketing, he leads GTSI's customer supply chain which includes customer service, order fulfillment, purchasing and the distribution center. He reports directly to Scott Friedlander, GTSI's President and Chief Operating Officer. Prior to his current position, Mr. Leto was Senior Vice President of GTSI's global sales organization where he managed a sales and supporting technical organization of about 280 professionals strategically positioned around the world. With the addition of marketing and the supply chain functions, Mr. Leto's organization is comprised of about half of all GTSI's employees. He began his tenure at GTSI in 2002, joining the Company as Vice President of the Integrator Solutions Group (ISG), which he created that same year and grew rapidly. As the head of ISG, a sales division focused on growing the Company's integrator business and expanding sales of GTSI's managed service offerings, ISG grew to represent 20% of GTSI's overall business. Mr. Leto has nearly two decades of public sector sales experience. Before GTSI, he was Director of Sales, State, Local and higher education, for Peregrine Systems where he managed a nationwide sales organization. Prior to Peregrine, he was the director of worldwide, public sector sales for Access360 which was acquired by IBM. Additionally, he spent seven years at Oracle Corporation in positions of ascending responsibility culminating with Regional Sales Manager where he was responsible for one-third of Oracle's federal practice. Mr. Leto holds a BS from the University of Maryland, College Park and has completed the post graduate executive program at the Darden Business School of the University of Virginia.

Amy Stuart is Vice President of Delivery Services where she leads a team of directors, managers, and engineers responsible for scoping and design of GTSI's services solutions. Prior to GTSI, Ms. Stuart spent eight years with GTE where she grew her career from an individual contributor to a Sr. Manager working in the areas of financial reporting, regulatory/government affairs, sales, help desk and operations. Before GTE, Ms. Stuart spent five years at International Network Services (INS)/Lucent, starting as a Network Systems Engineer and rising to a Managing Principal responsible for scoping and delivering of network services for Silicon Valley clients. She has also held Sr. Manager and Director positions at both Avaya and All Covered where she focused on VoIP and professional services delivery. Ms. Stuart holds a Bachelor of Science in Information Systems from the University of San Francisco and a Bachelor of Applied Science in Electronics Engineering Technology from ITT Technical Institute.

Mr. Collins has over twenty years of experience in the Federal information technology business. His previous position included Senior Director of DoD Sales with GTSI. Christopher T. Kiernan is Vice President, Sales focusing on the Civilian agencies. He reports to Tom Kennedy, Vice President and General Manager. Mohamed Elrefai is Vice President of GTSI's Enterprise Solutions Group (ESG) and Marketing which is responsible for working with customers and partners, as well as across the company to develop and support GTSI Infrastructure Solutions and Capabilities. Mr. Elrefai has overall responsibility for pre-sales engineering, solutions and capabilities development, partner management and corporate marketing. He began his career at Anixter, Inc and held a number of positions of ascending responsibility in Engineering, Sales and Management culminating as Vice President, Federal Network Integration. From Anixter, he joined Learning Tree International and served as Vice President of Corporate Sales. Mr. Elrefai holds an MS in Information Systems from American University and a BS in Electrical Engineering from Virginia Polytechnic Institute and State University in Blacksburg.
Paul Liberty is Vice President for Corporate Affairs and Investor Relations with responsibility for corporate communications, legislative affairs, identifying merger and acquisition candidates, public affairs, and investor relations. He reports directly to Jim Leto, GTSI's Chief Executive Officer.
Mr. Liberty brings 21 years of experience to GTSI in leadership roles developing and executing on wide ranging communication plans and strategy for customers, employees, investors, and partners.
Prior to joining GTSI, he was a Vice President for McGuireWoods Capital Group a mergers and acquisitions, capital raising, and financial advisory firm established to serve small to middle market companies. Mr. Liberty previously served as Vice President for Investor Relations, Government Relations, and Public Relations for Metrocall a publicly traded wireless telecommunications company. He was part of a senior management team which acquired eight companies in five years, and participated in raising two series of high yield and preferred equity.
Before joining Metrocall, Mr. Liberty served in The White House under President George H.W. Bush and at the U.S. Department of Housing and Urban Development under Secretary Jack Kemp. In addition to his federal experience, Mr. Liberty also has managed policy and legislative functions for a large business association and for an elected member of the Fairfax County Board of Supervisors.
Mr. Liberty has been active in a number of business, civic, and charitable organizations including: The American Heart Association, Celebrate Fairfax, Small Business Resource Partnership, The Fairfax County Library Foundation, The Northern Virginia Technology Council, The International Children’s Festival, Leadership Fairfax, Fairfax County Chamber of Commerce, and Catholic Charities. He has also been appointed by state and local elected officials to task forces and study committees.

Prior to joining GTSI, Mr. Deloney was Senior Vice President and General Manager for Defense Services at NCI Information Systems, Inc., an IT services company. In this role, Deloney spearheaded several organizational growth initiatives and served as a key member of the company's executive team. He established and built the organization's Homeland Security practice and led a business unit of 400 employees.
Prior to NCI, Deloney held key senior management roles at Computer Sciences Corporation and COMSTAT Corporation. Additionally, he spent 21 years in the United States Air Force, where he attained the rank of Colonel and directed the worldwide information technology services for the executive branch, including The Office of the President of the United States, senior White House staff, and other senior government officials.
Deloney holds a MS in public administration from Central Michigan University and a BS in mathematics from the University of Alabama.

Scott Spencer is Vice President Program Management where he focuses on the continued expansion, maturation, and profitability of GTSI's Government Programs business. Reporting to Bill Weber, Sr. Vice President of Programs and Services, Mr. Spencer was tapped to lead the newly-created program management division in early 2007. Under Mr. Spencer's leadership, GTSI is combining industry-leading Commercial Off-the-Shelf (COTS) technology with world-class service delivery and innovative business practices to programmatically help its government customers improve the acquisition, deployment, operation, and utilization of their IT infrastructure. His team has captured and developed a substantial portfolio of federal, state and local government programs that deliver enterprise solutions, managed services, and GTSI's technology lifecycle management methodology to its customers. A 24-year industry veteran, Mr. Spencer has been with GTSI for seven years in positions of growing responsibility, beginning with his initial position to develop practice areas in enterprise applications, system management, and cyber security. His prior work experience includes technical leadership, business development and management responsibilities at Harris Corporation, Booz Allen Hamilton, MCI, and MicroStrategy. Mr. Spencer holds an MSEE from George Washington University and a BSEE from Duke University.

Robin Gardner has served on City Council for the past 8 years, serving as Mayor since July 2006. In this capacity, she has helped direct the city in its efforts to stay fiscally independent and to remain the strong community that it is known to be. Over the past 8 years, Ms. Gardner has been an active participant in regional organizations such as the Council of Governments. She has worked to improve communication within the City and to make the processes of the City more transparent. Ms. Gardner has particular interests in information technology, diversity, and affordable housing. Since she was elected in 2000, the City has increased its commercial space, greatly improved its commercial corridors, built a new middle school, and held (or lowered) the tax rate. A vision statement has been put in place as has a strategic plan. Open space has been added to the City. By working as a team, the City Council has managed to improve our fiscal situation and bond rating and continues to work towards the goal of making sure the schools stay strong, the community remains inclusive, and that the City works towards fiscal independence and prosperity. Robin Gardner is currently a Strategic Account Manager at GTSI. Her focus is on civilian agencies, namely HHS, Education, and State. Previously, she served as Vice President of Business Development with Apogen Technologies, and before that she worked as an Account Manager with Northrop Grumman (through acquisition of TRW), focusing on the Department of Health and Human Services, the Department of Agriculture, and the Department of State. She joined TRW through their acquisition of BDM International Inc., a dominant company in information systems technology and technology services. Ms. Gardner is active in a number of Information Technology organizations, most specifically the Industry Advisory Council. She is a graduate of the Partners class of 2003, was Vice Chair for the Voyagers class of 2005, and was industry chair for the Management of Change Conference 2007. This year, she is Chair of the Partners Class of 2008. She received a bachelor's degree in politics from Ithaca College and a master's degree in international affairs from The George Washington University. She held internships with former U.S. Congresswoman Marge Roukema and former U.S. Senator Bill Bradley. She has lived in the City for more than 10 years with her husband Michael and twins Emma and David.

Lieutenant General Joseph "Keith" Kellogg (USA Ret.) was elected to the Board of Directors in April, 2004. He currently serves as Executive Vice President of Research and Technology Systems for CACI International Inc.
Gen. Kellogg most recently was SVP of Homeland Security Solutions for Oracle Corporation, having joined the company after a decorated 32-year career in the U.S. Army. He also had taken leave of absence from Oracle to serve the U.S. government as COO of the Coalition Provisional Authority (CPA) in Baghdad, Iraq from November 2003 through March 2004.
As a member of the CPA Gen. Kellogg served on the staff of Administrator L. Paul Bremer. He played a key role in the effort to rebuild Iraq and bridge the link between security and critical infrastructure. As a result of his service the Secretary of Defense awarded Kellogg the Department of Defense Medal for Distinguished Public Service, the highest defense award that civilians may receive.
With Oracle Kellogg headed a company-wide homeland security business unit tasked with addressing the nation's homeland defense challenges by creating solutions from federal to state and local organizations covering law enforcement and critical infrastructure protection.
His military career included serving as commander of the 82nd Airborne Division, the largest military parachute force in the world, and, in his last assignment, working for the Joint Chiefs of Staff as Director of Command, Control, Communications and Computers (C4) for all U.S. forces. His awards include the Distinguished Service Medal, the Silver Star and several Bronze Stars.

Barry Reisig is a seasoned corporate executive who was a Partner with Arthur Anderson in the mid-Atlantic region for 22 years. In December 1984, Mr. Hewitt founded Federal Sources, Inc. (FSI) as a market research and consulting firm focused on IT in federal and state government. The firm provides clients with market research, trend analysis, tracking of major government programs, opportunity identification, and training to assist clients with market expansion. In 1998, Mr. Hewitt sold FSI to Primedia Information, Inc. Prior to FSI, Mr. Hewitt was a Senior Vice President of Kentron, which was acquired by PRC. Before that, he held senior level positions at CSC, including President of the INFONET Government Systems Division and Vice President of Program Development of the Systems Group. Prior to that, Mr. Hewitt was with Boeing Computer Services for six years, where he started and subsequently managed its Federal government marketing operations. Mr. Hewitt received his Bachelor of Science in Aeronautical Engineering from North Carolina State University and his Masters of Business Administration from Long Island University. Mr. Hewitt served on Virginia's First Commission on Information Technology appointed by former Virginia Governor James S. Gilmore.
