Board of Directors
Bob Holster has been a director since June 2005 and was elected Chairman of the Board on April 4, 2006. He re-joined HMS Holdings Corp. (NASDAQ: HMSY) in April of 2001 as President and Chief Operating Officer, and was appointed Chief Executive Officer effective May 1, 2005. From 1993 through 1998, Mr. Holster served as President and Chief Executive Officer of HHL Financial Services, Inc., at the time one of the nation's largest healthcare accounts receivable management companies. From 1998 to 2000, Mr. Holster served as Trustee of the HHL Trust. Previously, Mr. Holster served as the Company's Executive Vice President from 1982 through 1993 and as one of our directors from 1989 through 1996.
Prior to 1982, Mr. Holster served in a number of executive positions including Chief Financial Officer of Macmillan, Inc. and Controller of Pfizer Laboratories, a division of Pfizer, Inc. Mr. Holster is currently a director of Hi-Tech Pharmacal, Inc. and Varsity Group Inc.
William C. Lucia , 51, has served as our President and Chief Operating Officer since May 1, 2005, and became our Chief Executive Officer effective March 1, 2009. Since joining us in 1996, Mr. Lucia has held several positions with us including: President, Health Management Systems, Inc. subsidiary, 2002 to present; President, Payor Services Division, 2001 to 2002 and Vice President and General Manager, Payor Services Division, 2000 to 2001. Prior to joining us, Mr. Lucia served in various executive positions including Senior Vice President, Operations and Chief Information Officer for Celtic Life Insurance Company and Senior Vice President, Insurance Operations for North American Company for Life and Health Insurance. Mr. Lucia is a Fellow, Life Management Institute (LOMA).
Alexandra Holt serves as Chief Compliance Officer for HMS. In this capacity, she directs the corporate Compliance Program for all HMS operating entities, ensuring adherence to state and federal regulations with regard to privacy, security, and transaction processing. In addition, Ms. Holt is responsible for policy development and implementation, compliance training and communications, auditing, and issue reporting and resolution. Reporting to the Audit and Compliance Committees of the Board of Directors, Ms. Holt also serves as HMS’s Chief Privacy Officer, chairing the internal HMS Corporate Compliance and Security Committees.
Ms. Holt joined the company 25 years ago. She has comprehensive knowledge of federal and state regulatory requirements, MMIS systems, HMS’s proprietary processing applications, HIPAA regulations, and both technical and financial audit control systems. She has served in multiple operational and staff executive roles during her tenure with the Company, most recently directing our corporate Quality Assurance function.
Prior to joining HMS, Ms. Holt was Assistant Director of Admissions for Wells College. She received her BA from Oberlin College, and her MA from Cornell University.

Dick Lang serves as Chief Compliance Officer of Health Management Systems and Reimbursement Services Group, wholly owned subsidiaries of HMS Holdings Corp. (NASDAQ: HMSY). Mr. Lang has responsibility for operating and monitoring the Company's Corporate Compliance Program. Specifically, Mr. Lang oversees employee training, policy development, and compliance reporting and tracking procedures for HMS and RSG. Mr. Lang joined the Company more than 25 years ago and currently supervises all final compliance resolutions, regularly reporting to the Audit and Compliance Committees of the Board of Directors on the status of all compliance-related issues. As part of his responsibilities, Mr. Lang also serves as the Company's Chief Privacy Officer, and oversees the Company's compliance with regulations mandated in the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Prior to joining the Company, Mr. Lang worked at Touche Ross and Company, where he conducted, managed, and supervised auditing assignments for public and private companies as well as government entities. Mr. Lang received his M.B.A. from the University of Pennsylvania and his A.B. in Mathematics from Cornell University.
Walter Hosp is Senior Vice President and Chief Financial Officer for HMS. His responsibilities include financial reporting, budgeting and planning, financial operations, treasury and serves as a principal spokesperson to security analysts and investors.
xxxxPrior to joining the Company, Mr. Hosp had 15 years of experience in senior financial executive positions for large publicly-traded healthcare and insurance companies, most recently as Vice President & Treasurer of Medco Health Solutions, Inc. At Medco, Hosp built and managed all treasury activities related to the spin-off of Medco from Merck & Co. Prior to working at Medco, Hosp served as Chief Financial Officer of Ciba Specialty Chemicals Corporation, and as President of their Business Support Center. His background also includes extensive experience in corporate financings, investor relations, development, and M&A, with involvement in transactions totaling over $20 billion. Mr. Hosp serves on the Board of Directors of the United Way of Westchester and Putnam counties in New York and Bostwick Laboratories, Inc. He holds a BS and MBA in Finance from New York University.

Human Resources
As Vice President of Human Resources for HMS, David Schmid is responsible for setting the overall strategic human resources and people development direction for the Company and its operating subsidiaries.
Mr. Schmid has over 15 years of broad experience within senior human resource executive positions for publicly traded companies in the service and production industries. Most recently, he served as a global Director of HR Operations at Perot Systems. At Perot, he led an organization responsible for all aspects of associate relations, M&A transition management, and HR operations for the $2.0 billion IT and business process services company, with more than 20,000 associates worldwide. His broad experience includes IT outsourcing, international services, and overseeing existing and start-up operations of service centers to support Perot's healthcare provider back offices.
After serving as a Surface Warfare Officer in the US Navy for eight years, he managed plant operations for Caradon, Inc., before moving into the corporate HR arena. He subsequently held field and corporate human resources positions at Office Depot and Fleming Companies before joining Perot.

Galen D. Powers , 72, has served as a director since 1992. Mr. Powers is the retired Senior Founder of Powers, Pyles, Sutter & Verville P.C., a Washington, D.C. law firm specializing in healthcare and hospital law, which he founded in 1983. Mr. Powers was the first chief counsel of the federal Health Care Financing Administration (now Centers for Medicare and Medicaid Services) and has served as a director and the President of the American Health Lawyers Association. Mr. Powers is currently a director of MedCath, Inc., which owns and operates acute care hospitals that specialize in cardiovascular disease.

Richard Stowe has served as a director since 1989. He is a private investor and Senior Advisor to Capital Counsel LLC, an asset management firm. From 1979 until 1998, Mr. Stowe was a general partner of WCAS. Prior to 1979, he was a Vice President in the venture capital and corporate finance groups of New Court Securities Corporation (now Rothschild, Inc.). Mr. Stowe is also a director of MedQuist, Inc., a provider of medical record transcription services.
