Bill Tagmyer joined Northwest Pipe Company in 1986 as President and CEO, and was named Chairman and CEO in January 1998. Previously he was Vice President of the Specialty Pipe Products Division of L.B. Foster Company and General Manager and President of Beall Pipe, Inc., a division of L.B. Foster. He also spent eight years with U.S. Steel and six years with the Marine & Rail Equipment Division of FMC Corporation in the areas of sales, marketing, product management and contract administration. Bill is a graduate of Santa Clara University.

Bob Mahoney began his career with Northwest Pipe in 1992 as a marketing analyst and went on to spend several years with the sales department in Southern California. He was promoted to Director of Business Planning and Development in 1996. In 1998 he was appointed Vice President of Corporate Development. Prior to joining Northwest Pipe, Bob was an Aviation Officer with the United States Army for six years. A graduate of the U.S. Military Academy at West Point in 1984, Bob received his MBA from the University of Virginia in 1992.

Stephanie Welty joined Northwest Pipe Company in November of 2007 as Sr. Vice President of Finance and CFO. Prior to joining Northwest Pipe, Ms. Welty held positions of increasing responsibility in accounting, IT and finance including Vice President of Finance and CFO at TriQuint Semiconductor, Inc. Ms. Welty holds a Bachelor of Science degree from the University of Washington and is a CPA.

Gary Stokes joined Northwest Pipe in 1987 as Vice President of Sales for our California Division. In 1988, he became the Director of Marketing for the Company. He was appointed Senior Vice President of Sales and Marketing in January, 2002 and President of the Water Transmission Group in 2008. Prior to joining Northwest Pipe, Gary was with L.B. Foster Co. for eleven years. During that time his responsibilities grew from District Manager in Portland, Tacoma and Hayward, California, to Product Manager and Regional Manager responsible for Foster's West Coast sales.

Gary R. Stone was named Vice President, Quality Assurance in June 2007. He had served as Corporate Director, Quality Assurance since joining the Company in 2001.

Greg Carrier was named Vice President, Purchasing in June 2007. He had served as Corporate Director of Materials since 2001. Prior to 2001, Mr. Carrier served in a succession of positions in purchasing and materials management since joining the Company in 1996.

Winsor J.E. Jenkins was named Vice President, Human Resources in June 2007. He had served as Corporate Director, Human Resources since March 1998 when he joined the Company.

Charles L. Koenig joined Northwest Pipe in March of 1992 in the newly-created position of Vice President of Manufacturing. In 1997, he assumed responsibility for operations of the Water Transmission Division. He was named Senior Vice President in January, 2002.

Keith R. Larson has been a director of the Company since May 2007. Mr. Larson is a Vice President of Intel Corporation and Managing Director of Intel Capital, Intel Corporation’s venture investment group. Mr. Larson was appointed Vice President in 2006 and has served as a Managing Director of Intel Capital since 2004, managing a team of investment professionals focused on identifying, making, and managing strategic investments in the manufacturing, memory, and digital health sectors. For approximately three months in 2004, Mr. Larson managed the Western Europe and Israel investment team of Intel Capital. From 1999 to 2003, Mr. Larson was a Sector Director managing teams of investment professionals investing in communications, networking, and data storage sectors. Mr. Larson also serves on the board of directors of two not-for-profit entities and one state government council.

Michael Franson is a co-founder and Managing Director of St. Charles Capital, and currently serves as its President. Mr. Franson focuses on providing clients in the technology sector with strategic financial alternatives and advisory. He has 21 years of experience leading corporate sale and acquisition transactions, recapitalizations, mergers and private placements of debt and equity for both private and public companies in a wide array of sectors throughout the United States. Mr. Franson was previously a Managing Director in the Technology Investment Banking Group of KeyBanc Capital Markets. He was also a partner at The Wallach Company and at Boettcher and Company, both regional investment banking firms located in Denver. He was a founding member of Boettcher and Company's venture capital department, raising and investing a venture capital fund focused on technology and emerging growth companies throughout the West. Mr. Franson is a member of the advisory board for The Deming Center for Entrepreneurship at the University of Colorado at Boulder. He also serves on the board of Northwest Pipe Company, a public company that manufactures steel pipe products for water transmission and industrial markets. Mr. Franson earned his MBA degree in Finance from the University of Oregon's Charles H. Lundquist College of Business and a B.S. in Marketing from California State University. He is also a Chartered Financial Analyst.
