David W. Thompson is a co-founder of Orbital and has been Chairman of the Board and Chief Executive Officer of Orbital since 1982. From 1982 until October 1999, he also served as our President. Prior to founding Orbital, Mr. Thompson was employed by Hughes Electronics Corporation as special assistant to the President of its Missile Systems Group and by NASA at the Marshall Space Flight Center as a project manager and engineer, and also worked on the Space Shuttle s autopilot design at the Charles Stark Draper Laboratory. Mr. Thompson is a Fellow of the American Institute of Aeronautics and Astronautics, the American Astronautical Society and the Royal Aeronautical Society, and is a member of the U.S. National Academy of Engineering. James R. Thompson (who is not related to David W. Thompson), has been Vice Chairman, President and Chief Operating Officer since April 2002, and was President and Chief Operating Officer since October 1999. He has been a director of the Company since 1992. From 1993 until October 1999, Mr. Thompson served as Executive Vice President and General Manager, Launch Systems Group. Mr. Thompson was Executive Vice President and Chief Technical Officer of Orbital from 1991 to 1993. He was Deputy Administrator of NASA from 1989 to 1991. Mr. Thompson was named Orbital's Vice Chairman in April 2002 and its President and Chief Operating Officer in October 1999. He previously served as Executive Vice President and General Manager of the company's Launch Systems Group and as Chief Technical Officer. Prior to joining Orbital in 1991, Mr. Thompson served two years each as NASA's deputy administrator in Washington, D.C. and for three years as head of its Marshall Space Flight Center in Huntsville, Alabama. Before becoming Marshall's director in 1986, he served three years as deputy director for technical operations at Princeton University's Plasma Physics Laboratory. From March to June 1986, he served as the vice chairman of the NASA task force inquiring into the cause of the Space Shuttle Challenger accident. Previously, Mr. Thompson spent 20 years with NASA at Marshall in various positions, including associate director for engineering in the Science and Engineering Directorate and manager of the Space Shuttle Main Engine Project in the Shuttle Projects Office. He began his professional career in 1960 as a development engineer with Pratt and Whitney Aircraft in West Palm Beach, Florida. He served as a lieutenant in the U.S. Navy from 1958 to 1960, and was stationed at Green Cove Springs, Florida, as an administrative officer in the Atlantic Fleet. Mr. Thompson is the recipient of many prestigious space industry awards, including the National Space Club's Wernher von Braun Space Flight Award, the American Society of Mechanical Engineers' Holley Medal, and NASA's Distinguished Public Service Medal and Distinguished Service Medals. He is a Fellow of the American Institute of Aeronautics and Astronautics and the American Astronautical Society. Mr. Thompson received a bachelor's degree in aeronautical engineering from the Georgia Institute of Technology and a master's degree in mechanical engineering from the University of Florida.

Mr. Pierce has served as Vice Chairman and Chief Financial Officer of Orbital Sciences Corporation, a developer and manufacturer of small rockets and space systems, since April 2002 and as a member of its board of directors since August 2000. Mr. Bell joined Orbital in September 2001 as Senior Vice President and Chief Information Officer. In this role he is responsible for the company’s enterprise-class computing platforms and applications, voice and data networks, and information security. Prior to joining Orbital, Mr. Bell was a Principal and the CIO of James Martin & Co., a software development and integration consultancy with offices in Europe, Asia and the US. While with JM & Co., Mr. Bell started and grew consulting practices in the US and Europe and was instrumental in developing the company’s expertise at using the Internet and its off-shore software application center to reduce development margins and speed implementation. His earlier experience includes consulting for Touche Ross (now Deloitte and Touche) and service in the US Army. Ms. Bender is Vice President of Human Resources and is responsible for all employee programs and initiatives in the areas of organizational development, recruiting, training/staff development, employee relations, compensation and benefits. Prior to her current position she served as Senior Director of Human Resources for the company. She originally joined Orbital in February, 1998 as the Senior Manager of Human Resources, providing Human Resources services to the company's business units and corporate headquarters. Ms. Bender has over twenty years experience in the Human Resources field in a variety of industries, including hospitality, real estate, emergency response, information technology, and aerospace. Mr. Judd is Senior Vice President of Technical Operations and is responsible for the engineering, manufacturing, quality control, procurement and technical services required to support Orbital's design, development and production of its products and services. Mr. Judd joined Orbital in 1991 as a Mechanical Engineer and worked on the early development of Orbital’s Commercial GEO Satellite business area. Mr. Bitterman is Senior Vice President of Government Relations. He is the senior company official responsible for monitoring and addressing White House, federal agency, and legislative actions/policies related to military, civil and commercial space matters, as well as missile defense and tactical weapons programs. Mr. Bitterman came to Orbital from the U.S. Department of Defense, where he served for four years as the Special Assistant for Intelligence, Special Operations, and Counter-Drug Policy to the Assistant Secretary of Defense (Legislative Affairs). Prior to joining the Pentagon, Mr. Bitterman spent two years as a foreign military sales specialist with TRW, Inc. In 1996 Mr. Bitterman was appointed by the Secretary of Commerce and the United States Trade Representative to the International Trade Advisory Committee and continues to serve those officials. He was also appointed by Transportation Secretaries Slater and Mineta as an industry representative to the Commercial Space Transportation Advisory Committee (COMSTAC) serving from 2000-2004. Mr. Hamel serves as Senior Vice President of Corporate Strategy and Development and is responsible for leading Orbital's strategic initiatives in current space and missile markets and adjacent areas, assessing new technology and product development plans, and supporting company growth. Prior to joining Orbital, Mr. Hamel was Commander of the Air Force Space Command's Space and Missile Systems Center (SMC) and Air Force Program Executive Officer (PEO) for Space, where he managed research, development, acquisition and sustainment of the country's primary portfolio of military space and missile programs, with an annual budget in excess of $10 billion. Mr. Hamel's Air Force career included a broad array of national security space development, operations and policy responsibilities. He served as Commander of the 14th Air Force "Flying Tigers", where he commanded all Air Force space and launch operations supporting Department of Defense commands and agencies, as well as civil and commercial space sectors. Earlier, he served in senior staff positions at Headquarters U.S. Air Force and Air Force Space Command, where he led work defining user and program requirements, operations plans and policies, organization and management for military space forces and capabilities. He also was Military Advisor to the Vice President on defense, arms control, non-proliferation, critical infrastructure, space and technology policies and issues. Mr. Hamel holds a B.S. degree in Aeronautical Engineering from the U.S. Air Force Academy and a M.A. degree in Business Administration from California State University. Susan Herlick was named Senior Vice President, General Counsel and Corporate Secretary in January 2006. Previously, Ms. Herlick served as Vice President and Deputy General Counsel from 2003 to 2005 and as Vice President and Assistant General Counsel from 1995 to 2002. Mr. Jones is Vice President of Corporate Strategy and Business Development and is responsible for leading the company’s long-range planning, business development and strategic acquisitions efforts to expand the company’s business into new adjacent markets. Most recently, Mr. Jones served as Senior Director of Business Development for the Boeing Company’s Integrated Defense Systems business. Dr. Elias currently serves as Executive Vice President and General Manager for Advanced Programs at Orbital. Earlier, he served as Orbital's Chief Technical Officer from 1996 to 1997 and as Corporate Senior Vice President from 1992 to 1996. In 1989, Dr. Elias was named as Orbital's first Vice President for Engineering. From 1987 to 1991, he led the technical team that designed and built the Pegasus air-launched booster, flying as launch vehicle operator on the carrier aircraft for the rocket's first and fourth flights. He also led the design teams of Orbital's APEX and SeaStar satellites and the X-34 hypersonic research vehicle. Dr. Elias came to Orbital from the Massachusetts Institute of Technology, where he held various teaching and research positions, including the Boeing Chair in the Department of Aeronautics and Astronautics. During the 1970's, he worked on the design of the Space Shuttle Orbiter avionics system at Draper Laboratory, where he originated the guidance strategy currently used for Shuttle landings. Dr. Elias holds B.S., M.S., E.A.A. and Ph.D. degrees from the Massachusetts Institute of Technology. He is a Member of the National Academy of Engineering and a Fellow of the American Institute of Aeronautics and Astronautics, the American Astronautical Society and the International Academy of Astronautics. His awards include the 1991 AIAA Engineer of the Year, AIAA Aircraft Design Award and AAS Brouwer Award. He is also a co-recipient of the National Medal of Technology and the National Air and Space Museum Trophy. Dr. Elias has authored several publications and patents, holds FAA Airline Transport Pilot and Flight Instructor certificates and is a licensed radio amateur.

Mr. Larkin was named Executive Vice President and General Manager of Orbital’s Space Systems Group in February 2008. Mr. Larkin joined Orbital Sciences Corporation in 1994 and has held various financial and management positions including Vice President of Finance of the Space Systems Group. He was promoted to Senior Vice President and Deputy General Manager of the Space Systems Group in October 2005. Prior to joining Orbital, Mr. Larkin spent 14 years at Fairchild Space and Defense Corporation, where he held the positions of Comptroller and Director of Finance. Mr. Larkin holds a B.S. degree in Accounting from West Virginia University and an MBA from Pennsylvania State University.

Mr. Grabe is Executive Vice President and General Manager of Orbital's Launch Systems Group. He was promoted to his current position in October 1999 following five years of senior-level management, technical and marketing roles in the launch systems area. Mr. Grabe was also Orbital's representative and chairman of the Commercial Space Transportation Advisory Committee, which advises the Secretary of Transportation on commercial space issues. Prior to joining Orbital, Mr. Grabe was a NASA astronaut for 15 years, during which time he flew four Space Shuttle missions. From 1983 to 1985, he served as deputy manager, operations integration, for the Space Shuttle Program Office. In 1985, he piloted the Space Shuttle on the Department of Defense's Mission 51-J. In 1986, he served as NASA Headquarters liaison to the Challenger Commission. Following that assignment, in 1989, Mr. Grabe piloted Space Shuttle Mission STS-30, which launched the Magellan scientific probe to Venus. From 1989 to 1991, he was the lead astronaut for development of the International Space Station. Mr. Grabe was next assigned to command a 1992 international Spacelab mission (STS-42) that performed micro-gravity experiments in life sciences and material sciences. Mr. Grabe commanded his fourth Shuttle flight (STS-57) in a 1993 mission to retrieve the EURECA satellite. Mr. Grabe also served in the U.S. Air Force, attaining the rank of Colonel. During his military career, Col. Grabe served as a test pilot at Edwards Air Force Base on the F-111 and A-7. He also served as an exchange test pilot with the Royal Air Force at RAF Boscombe Down, UK. During this tour, he was the chief test pilot for the Royal Navy Sea Harrier program. His career also included service as a fighter pilot at Cannon AFB, New Mexico, and at Bien Hoa AB, Republic of Vietnam. During his career he accumulated more than 7,000 hours of flight time in high performance aircraft and flew 200 combat missions. He conducted postgraduate studies as a Fulbright Scholar in aerodynamics at the Technische Hochschule, Darmstadt, Germany.

Mr. Thompson joined Orbital in September 1999 and serves as Senior Vice President and Corporate Controller. In this role, Mr. Thompson is the company’s Chief Accounting Officer and is responsible for overseeing the company’s accounting and financial reporting functions. Prior to joining Orbital, Mr. Thompson held various accounting and financial management positions at COMSAT Corporation, a leading provider of telecommunications services that was acquired by Lockheed Martin Corporation in 2000. Previously, he was an audit manager at Arthur Andersen & Co. Mr. Thompson holds a B.S. degree in Accounting from Brigham Young University and is a Certified Public Accountant.
