W. Russell Ramsey has served as a Director of Friedman, Billings, Ramsey Group, Inc. (FBR) since 1989 when he co-founded the company with Emanuel J. Friedman and Eric F. Billings. Mr. Ramsey resigned as President and Co-Chief Executive Officer of FBR on December 31, 2001. Mr. Ramsey is Chairman and CEO of Ramsey Asset Management LLC, an asset management firm specializing in alternative investment strategies including public equities, high yield and convertible bonds, high-growth private companies and other absolute return strategies. magazine called him the "first financier to focus on the then nascent Internet economy" in the area. In 1997, the Northern Virginia Technology Council (NVTC) presented Mr. Ramsey with their annual "Financier of the Year" award for his contributions to the economic development of the Greater Washington region's technology community. Mr. Ramsey is a member of the board of Directors of Quanta Capital Holdings Ltd. and JER Investors Trust. Mr. Ramsey is Vice Chairman of the George Washington University Board of Trustees and a member of the Council of Advisors of the National Geographic Society. Mr. Ramsey is a native Washingtonian, attended George Washington University on a baseball scholarship, and was recently named a member of the All-Century Baseball Team and elected to George Washington University's Athletic Hall of Fame. He is involved with many charitable causes including Big Brothers/Big Sisters, the Boys and Girls Clubs, Venture Philanthropy Partners, Make-A-Wish Foundation, School Night, Fight for Children, and other efforts supporting the community and children in need. He and his wife Norma have endowed a number of scholarships and educational programs through their charitable foundation.

William J. Latzko, Ph.D. is a management consultant who helps his clients to achieve quality in their products and services. He has over 50 years of technical and manage ment experience in man u fac turing and service industries. Dr. Latzko is currently president of Latzko Associates, a Quality Consulting Organization. He has served as Director of Quality Control for Mundet Cork Corporation, Director of Management Science and Quality Control for CBS, Columbia Record Club, and Vice President for Quality Control for the Irving Trust Com pany. Formerly he was Plant Manager for the Joseph Dixon Crucible Company and for Alpha Metals. He is a widely recognized lecturer for the American Society for Quality (ASQ), George Washington University as well as many other technical and professional societies throughout the United States and abroad. He also is an Adjunct Professor of Management Systems at Fordham University?s Graduate School of Business where he teaches various courses such as Mathematics, Quality, and Operations Management. Fellow of the American Society for Quality (000197050) as well as a Certified Quality Engineer (# 03364), Dr. Latzko is the Past Chairman of the Quality Management Division of the ASQ. He was also the first chair of the ASQ Deming Medal Committee. He has served as chairman and treasurer of the Metropolitan Section (0300) of ASQ. He is also a member of the American Statistical Association. He received the ASQ Ellis R. Ott Award for joining quality technology and management and the W. Edwards Deming Medal. He is the author of Qual ty and Productivity for Bankers and Financial Managers and izeni Jakosri (Managing Quality in Czech) has written over 40 articles on quality control. He is co author of MICR Quality Control Handbook and a contributor to Dr. Deming?s books, Quality, Productivity and Competitive Position and Out of the Crises. His latest book, with David Saunders is called Four Days with Dr. Deming: A Strategy for Modern Methods of Management. He is a graduate of Fordham (BS), Rutgers (MBA), Rutgers/ABA Stonier Graduate School of Banking (DB), and KWU (Ph.D.), and also studied at New York University, where he took all of Dr. Deming?s courses. He is a member of Beta Gamma Sigma (Business) and Delta Pi Sigma (Statistics).

Jonathan P. Deason, Ph.D., P.E., is a Senior Advisor to Dawson & Associates. As Director of the Office of Environmental Policy and Compliance at the Department of the Interior (1989-1994), Dr. Deason oversaw the environmental compliance programs of the Fish and Wildlife Service, Bureau of Land Management, Minerals Management Service, Office of Surface Mining Reclamation and Enforcement, and six other bureaus. He also served in five other senior executive and management positions during a 28 year federal career. After leaving the federal government in 1994, Dr. Deason served for two years as Vice President for Environmental and Educational Affairs at the American Road and Transportation Builders Association (ARTBA) in Washington, D.C. ARTBA is a federation of 4,000 transportation planning and design, construction, and materials and services companies, universities and public agencies. At ARTBA, Dr. Deason worked extensively with federal agency and congressional personnel on environmental compliance issues. Since 1996, he has been Professor and Director of the Environmental and Energy Management Program at the George Washington University. He also has served a 30 year career as a reserve Army Corps of Engineers officer, the last six years of which he held the position of Chief of Staff (Reserve) at the Corps. Dr. Deason holds a Ph.D. degree in environmental systems engineering from the University of Virginia, an MS degree in environmental engineering from the Johns Hopkins University, an MBA degree from Golden Gate University and a BS degree from the U.S. Military Academy. He is the recipient of the Founder's Medal of the National Society of Professional Engineers for being honored as the 1992 Federal Engineer of the Year. He also received a 1993 Meritorious Executive Award from the President of the United States, the 1993 Engineering Achievement Award of the Virginia Engineering Foundation, and the 1984 Arthur S. Fleming Award. He has served on the national boards of directors of the American Water Resources Association and the Renewable Natural Resources Foundation, and is a past President of the American Society of Civil Engineers, National Capital Section. He is a licensed professional engineer and has authored more than 60 publications.

ANITA L. AUERBACH, PH.D., Director, was formerly Chief of Psychological Services at the Northern Virginia Training Center. She is a Diplomate of the International Academy of Behavioral Medicine and the American Board of Medical Psychotherapists. Dr. Auerbach has served as an instructor at several area universities and is presently Assistant Clinical Professor of Psychology at George Washington University. She has been a consultant to various community agencies, mental health clinics, hospitals, courts, school systems, group medical practices, corporations, and area sports teams. She has lectured extensively, appeared on national television, and has assisted the media in the development of television programs and articles on mental health topics. Dr. Auerbach is a member of the American Psychological Association, the Virginia Psychological Association, the Virginia Academy of Clinical Psychologists (where she serves on the Executive Council), the Association for the Advancement of Applied Sports Psychology, and the American Society of Clinical Hypnosis, and is also part of the Red Cross Disaster Response Network.
Having spent the first 15 years of her career as a nurse, Langford joined the administrative team of the Johns Hopkins Geriatrics Center in 1989. She currently oversees all programs of the Geriatrics Center and PACE (Program of All Inclusive Care for the Elderly) program. In addition, she works to develop new housing and community outreach programs and services for our community. Langford is also an adjunct faculty member of George Washington University.

Brian Gray is a professional Firefighter with the District of Columbia Fire Department and has been an active member of the fire service since 1993. He serves his community as a Captain with the Hyattsville Volunteer Fire Department (HVFD) where he has received several commendations for his service. The most notable being named Firefighter of The Year and the HVFD Presidents award for his achievement and dedication to the department. He is currently on the department's training committee and serves as an instructor for all major drills for department members. Brian has worked for the Congressional Fire Services Caucus (CFSI) on Capitol Hill, a non profit non-partisan caucus that works to educate congress on the fire service. CFSI Acts as a source for accurate and objective information on fire service issues. He has also served as Content Editor for Firehouse.com, a nationally renowned website that provides comprehensive news, training and information to fire service members. Brian has a Bachelor of Science degree in Fire Science and a minor in Criminology from the University of Maryland University College. He also received an Associate in Applied Science degree from Onondaga Community College specializing in Fire Science. In addition he has also received Nationally Accredited Fire Service Instructor Certification and teaches in several capacities regarding the emergency services. Along with this professional certification, he has worked as a support instructor for the Maryland Fire and Rescue Services and also on the Logistical Support Staff. He also serves as an instructor for George Washington University in their Community Emergency Response Team (CERT) program.

Carolyn A. Brown, PhD is an Assistant Professor of Educational Leadership and Policy at George Washington University. Dr. Brown consults on institutional management and finance, and on curriculum development for elementary, secondary and tertiary education in the U.S. and abroad. She has been a teacher educator for California State University and the University of California, Los Angeles where she received her PhD in Education. For ten years, he was Associate Professor of Clinical Psychology at the George Washington University and Director of the Center Clinic, the university's community mental health training clinic. Dr. Parks also serves on the Certification Committee of the American Psychoanalytic Association and is a member of the Executive Council of the Association for Child Psychoanalysis.

Rick Ducey Rick Ducey is executive vice president of strategic consulting for BIA Financial Network. Rick assists clients with their business planning and sales models, strategic research and market assessment, designing and implementing IT strategies. Rick also serves as president of SpectraRep, BIAfn's wireless multicast data delivery division. He is a frequent speaker on digital technology innovations, new media directions and innovative business models including digital ecosystem collaboration strategies. Prior to joining BIAfn in 2000, Rick was a top executive at the National Association of Broadcasters. He was Senior Vice President of NAB's Research and Information Group. In this position, he was in charge of the association's new technology assessment, audience and policy research, strategic planning, information systems, including all Internet operations and he also developed publications and seminars. Before joining NAB in 1983, Rick was a faculty member in the Department of Telecommunication at Michigan State University where he taught and did research in the areas of emerging telecommunication technologies and strategic market research. He also served on the graduate management faculties of George Mason University and George Washington University in telecommunications management and the University of Maryland, where he taught strategic market management and research methodologies. He published a number of research articles and papers in these areas and serves on editorial boards of leading scholarly journals in the communications field. He worked at radio stations WSOQ-AM/WEZG-FM and Upstate Cablevision in North Syracuse, NY.
Christopher H Sterling is an associate dean at George Washington University in Washington, DC. He holds a PhD in communications from the University of Wisconsin, taught at Temple University in Philadelphia in the Seventies, and served nearly two years in a senior post at the Federal Communications Commission. His academic field (commercial aviation is a hobby) is telecommunications and electronic media policy, a subject on which he has published more than a dozen books and many research articles. He authored (with a good deal of help) Commercial Air Transport Books (Paladwr Press, 1996) and collects books on all aspects of commercial aviation. Forensic examiner Christopher Morales was an International Police Technical Advisor for the U.S. Department of Justice International Criminal Investigative Training Assistance Program (ICITAP) and a Special Agent and examiner of questioned documents for the U.S Secret Service. He has planned, developed, and equipped complete forensic laboratories in Latin America and Caribbean ad is a court qualified forensic science expert. In addition, he is a Faculty Advisor and Adjunct Faculty Member of the Forensic Science Department at George Washington University. He holds a Dual Masters Degrees in Forensic Science and Security Management, GWU. Mr. Morales currently owns Morales Forensic Investigation, a private forensic services and investigative company. The company provides services in all areas of questioned documents, including handwriting and hand printing examination, typewriting, stamp impressions, photocopies, writing instruments, ink, paper, detection of erasures, alterations, erased and obliterated text and paper. The company also conducts fingerprint examinations, crime scene work, and other forensic science disciplines. Mr. Morales is a member of the American Academy of Forensic Sciences, the International Association for Identification and the International Homicide Investigators Association.

Cynthia was affiliated with a Washington DC law firm for eight years where she was primarily responsible for advising clients regarding securities offerings, reporting requirements and other issues under the federal securities laws and state "Blue Sky" laws. She has been involved in numerous public and private securities offerings, and has advised clients in connection with a wide variety of corporate transactions including mergers and acquisitions, exchange and rights offerings and reorganizations. In addition, she has advised clients in regard to a variety of securities matters including short swing profit rules, Exchange Act reporting requirements and general disclosure issues as well as various corporate governance issues. Through her work in the securities area, she has come to represent a number of emerging internet-based operating companies. Cynthia's work in that area includes all aspects of business formation, operations, joint ventures and regulatory compliance. She has also advised clients in connection with the establishment and operation of private and public venture funds, including small business investment companies (SBICs) and business development companies (BDCs). Cynthia is currently an Adjunct Professor at George Washington University teaching a course in Takeovers and Tender Offers. Cynthia has also been responsible for the presentation of several securities seminars. Cynthia is currently a Managing Editor of M&A Lawyer.
