Mr. Barry Scanlon is President at James Lee Witt Associates (JLWA) and counsels clients on public safety and emergency management issues. Prior to joining JLWA, Mr. Scanlon was appointed by President Clinton as the business liaison and corporate outreach official for the Federal Emergency Management Agency's (FEMA) "Project Impact" initiative. Mr. Scanlon secured more than 5,000 corporate partners for "Project Impact" campaign, developed brand marketing relationships or joint ventures with FORTUNE 500 companies such as Home Depot, Fannie Mae, Visa, Solutia, State Farm, and BellSouth, and leveraged over $50 million through corporate partners to promote "Project Impact's" message through public education, press conferences, and business summits. He created, developed, and produced materials used within the United States and internationally to promote public/private partnerships. In addition, Mr. Scanlon created and incorporated a national Project Impact Foundation, a 501(c) 3 non-profit organization designed to reduce the effects of natural disasters and expand corporate influence and participation in disaster prevention initiatives. Prior to his appointment as Director of Corporate Affairs, Scanlon served as Special Assistant to James L. Witt. He created, developed, and implemented "Project Impact: Building Disaster Resistant Communities," a $100 million joint public/private sector initiative to prevent damage caused to America's communities by natural disasters. Mr. Scanlon selected and managed national and regional staff responsible for the growth of "Project Impact." He signed and produced marketing materials and used same to launch successful campaign in seven pilot communities and developed recruitment strategy that resulted in growth of "Project Impact" programs to over 200 communities. Mr. Scanlon led "Project Impact" to facilitate a greater cooperation between the federal government and its corporate and civic partners and lessened the economic, policy, and political effects brought on by natural disasters. Mr. Scanlon started at FEMA with the Office of Congressional and Legislative Affairs, where he represented the Administration in the wake of natural disasters, and advised and traveled with FEMA Director Witt, as well as Senators, Members of Congress, and state and local officials. He assisted officials with media relations, constituent services, strategy, and all areas of Response and Recovery Operations, and provided strategic advice on crisis communications to the Director. Mr. Scanlon represented the Director both within the Administration and on Capitol Hill on all matters relating to the Natural Disaster Protection Act and legislation dealing with the funding and impact of natural disasters. His efforts produced outstanding relations with Members of Congress and resulted in increased appropriations. Mr. Scanlon's congressional experience includes serving as Congressional Advisor for Chairman Joseph P. Kennedy II, Committee on Banking, Finance, and Urban Affairs, Subcommittee on Consumer Credit and Insurance. In this capacity he advised the Chairman on issues including flood insurance, all areas of disaster insurance and emergency management, consumer and fair lending laws, credit cards, community reinvestment, and insurance. He drafted and negotiated through the Banking Committee, House, and Senate conference the National Flood Insurance Reform Act of 1994, which was signed into law by President Clinton. Mr. Scanlon represented Chairman Kennedy before interests such as emergency management, insurance, banking, and credit industries, as well as various community and grassroots organizations. In addition, Mr. Scanlon has held positions in Democratic politics including the Clinton/Gore 1996 Presidential Campaign, the Robb for Senate Committee, re-election efforts for U.S. Representative Joseph Kennedy and other Get-Out-The-Vote efforts. He graduated from George Washington University, Washington, D.C., with a Bachelor of Arts in Political Science.

Franklin B. Pinder became Chief Executive Officer of the Hyperion Risk Division of GlobalOptions in January of 2006 A has served as President of Hyperion Risk since August of 2005. Prior to that time Mr. Pinder was President of The Intel Group, Inc., a provider of surveillance and investigative services to large corporations, insurance carriers, third-party administrators and self-insured entities throughout the United States. Mr. Pinder holds a bachelor’s degree in Criminal Justice from the University of Central Florida and is a graduate of the Central Florida Criminal Justice Institute. Prior to entering the private sector, Mr. Pinder served the Office of the State Attorney, Ninth Judicial Circuit, in Orlando, Florida.

As Senior Vice President for Crisis and Consequence Management, Mr. Mark Merritt brings first-hand disaster recovery and operational expertise to emergency planning and on-site disaster response and recovery projects for state and local governments, as well as private sector entities. In addition, Mr. Merritt has developed and delivered training programs for local emergency responders for numerous government officials in Guam, Myrtle Beach, Key West, Miami and Tampa. As project manager for James Lee Witt Associates’ (JLWA) efforts in Houston after Tropical Storm Allison and in Guam after Typhoon Chat’an, Mr. Merritt has provided expert evaluation and estimation of damages, prepared and submitted financial and related project work sheets, managed recovery operations, monitored recovery and response budgets, and has developed scopes of work to repair or replace damaged facilities and coordinate donations. Mr. Merritt was requested by the United Nations to review and critique the Socialist Republic of Viet Nam’s National Mitigation Strategy. He reviewed the mitigation documents and presented the written and oral analysis and recommendations to the People’s Party at a ministerial level conference hosted by the Ministry of Agriculture and Resource Development. Mr. Merritt traveled to the Philippines in February of 2003, where he and James Lee Witt met with Philippines’ government representatives and corporate executives. Mr. Merritt advised the assembly on the implementation of nationwide public/private partnership initiatives and the necessity of disaster mitigation activities. Prior to joining JLWA, Mr. Merritt served in positions of increasing responsibility at the U.S. Federal Emergency Management Agency (FEMA), from logistical and operational support to disaster recovery oversight and financial reconciliation. During the 1994 Northridge Earthquake in California, he coordinated disaster response efforts among state, federal agencies and local law enforcement. In response to the Oklahoma City bombing, he served as Multi-Agency Chief and coordinated efforts among local emergency response organizations, fire departments, police departments, and first responders. As the team leader for FEMA’s Eastern Territorial Closeout Team, and later as the Team Leader for the Chief Financial Officer’s Field Support, Mr. Merritt provided technical assistance to all ten FEMA regions in the areas of programmatic and financial reconciliation of disasters. Jeff has been a successful high-tech entrepreneur and executive for the past 20 years. His work focuses on promising small and medium size companies. He helps them through early stage development and the transitions required for high growth and returns. Jeff co-founded two U.S.-based technology companies. From 1987 to 2000 he co-founded and then grew Dataware Technologies Inc., a software and services company. He served as Director, President and Chief Operating Officer. Mr. Burris is the Chief Operating Officer of James Lee Witt Associates and the former Chief Operating Officer (COO) of the Federal Emergency Management Agency (FEMA). His responsibilities at FEMA included the day to day operations of the agency's eight thousand full time and contract employees and a seven billion dollar budget as well as serving as a senior advisor to the Secretary of the Department of Homeland Security for emergency response, recovery, and preparedness. Prior to assuming the duties of COO, Mr. Burris served as the Regional Director of FEMA's Region IV where his responsibilities included disaster response and recovery oversight and preparedness for the Southeastern United States. Previous to this Mr. Burris served as the Chief Operating Officer of the United States Fire Administration and Acting U.S. Fire Administrator and was instrumental in establishment of the Assistance to Firefighters Grant Program. This grant program currently distributes over one billion dollars annually to local fire departments for the purpose of preparing the nation's fire service to respond to events of all types. Operationally, Mr. Burris has served in a senior level capacity in a multitude of national incidents including the World Trade Towers 9/11, the Columbia Shuttle recover mission, the hurricanes of 2004, and Hurricane Katrina. In 2006, Mr. Burris received the Department of Homeland Security's Silver Medal for service to America from Secretary Chertoff and was awarded the Presidential Rank Award of Distinguished Executive by President Bush and recognized as s leading Senior Executive in the government. Before entering federal service, Mr. Burris retired from the City of Marietta Fire Department after twenty-three years of service and attaining the position of Chief of the Department. During his tenure as Fire Chief, he held numerous national fire service leadership positions including the President of the Southeastern Association of Fire Chiefs and Treasure of the International Association of Fire Chiefs and is a Fellow in the Institution of Fire Engineers. Mr. Burris has a Bachelor of Science in Fire Protection Engineering from the University of Cincinnati and a MPA from Kennesaw State University from which he was awarded the Outstanding Alumni Award in 1999.

Rusty Aaronson joined forces with Confidential Business Resources on October 1, 2003, as a Vice President. Prior to his arrival at CBR, Mr. Aaronson spent 13 years with Inphoto Surveillance/Kroll Inc., a worldwide specialist in Risk Consulting and Intelligence. In his early years at Inphoto, Mr. Aaronson worked as a field investigator concentrating on high exposure files. After receiving multiple Investigator of the Year honors, he consulted on claims domestically in 42 states and internationally in 20 foreign countries. Throughout his tenure at Inphoto, Mr. Aaronson was promoted to a quality control officer, field operations manager, and sales manager, and finished his career with the company as the senior vice president, responsible for domestic operations and international investigations. Mr. Aaronson has lectured throughout the country on such topics as surveillance, legal concerns in the realm of claims investigations, and effective claims investigations management. He has also been featured in several books written by industry experts on surveillance and risk management. A native of Sweden, Per-Olof has an extensive background in global business. He served as Senior Vice President of NCR's Financial Solutions Group, one of the world's leading suppliers to the retail financial services industry, where he had overall worldwide responsibility for annual sales of $3 billion in a total of more than 100 countries.
