Dr. Curtin, Co-Founder and Managing Director, brings to Civic Resource Group unparalleled insight into the broad Civic Sector. He has an in-depth knowledge of the workings of both the public and the private sectors, and the interplay between the two. A former attorney, government consultant, college professor and public school teacher, Dr. Curtin has been a leader in the application of Information Technology (IT) in the public sector since founding Civic Resource Group. Dr. Curtin has over fifteen years of applied experience in Information Technology (IT) in the civic sector and possesses extensive knowledge of critical issues involving government, education, non-profit organizations, regional authorities, and other agencies. He serves as Project Principal and Senior Consultant on major client engagements, focusing on design and implementation of major initiatives. He has successfully managed a wide range of innovative public sector technology solutions, and is especially skilled at leading complex projects that require partnering, coordination and consensus building among multiple agencies, committees and individuals. Dr. Curtin has worked with governments and public sector agencies at all levels to develop and implement e-government and information technology strategic plans. Among his many accomplishments he has led numerous applied e-government research programs including the ongoing United Nations Global E-Government Survey on which he serves as the principal investigator working directly with the UN to educate and promote best practices in e-government. In addition to managing Civic Resource Group, Dr. Curtin is the Director for the E-Governance Lab at The University of Southern California, and is the founder and Editor of the Journal of E-Government (Haworth Press). Dr. Curtin received a Ph.D. and a JD with honors from the University of Southern California (USC), an MA in political science from USC, and a BA from the University of California, Los Angeles (UCLA).
