William C. Lucia , 51, has served as our President and Chief Operating Officer since May 1, 2005, and became our Chief Executive Officer effective March 1, 2009. Since joining us in 1996, Mr. Lucia has held several positions with us including: President, Health Management Systems, Inc. subsidiary, 2002 to present; President, Payor Services Division, 2001 to 2002 and Vice President and General Manager, Payor Services Division, 2000 to 2001. Prior to joining us, Mr. Lucia served in various executive positions including Senior Vice President, Operations and Chief Information Officer for Celtic Life Insurance Company and Senior Vice President, Insurance Operations for North American Company for Life and Health Insurance. Mr. Lucia is a Fellow, Life Management Institute (LOMA).
Mr. Joy serves as HMS\'s senior information technology executive, with expertise in healthcare information systems, including claims adjudication systems, healthcare data management, software design, business development, and resource management. Mr. Joy has more than 20 years of experience in the healthcare information systems arena. He started at HMS in 1985 as a Programmer/Analyst in our Managed Care Systems Division (also known as HSA Managed Care Systems). Mr. Joy also served as Managing Director/Senior Project Management Consultant at The Prevision Group, LLC, a healthcare IT consulting organization he helped found. Dick Lang serves as Chief Compliance Officer of Health Management Systems and Reimbursement Services Group, wholly owned subsidiaries of HMS Holdings Corp. (NASDAQ: HMSY). Mr. Lang has responsibility for operating and monitoring the Company's Corporate Compliance Program. Specifically, Mr. Lang oversees employee training, policy development, and compliance reporting and tracking procedures for HMS and RSG. Mr. Lang joined the Company more than 25 years ago and currently supervises all final compliance resolutions, regularly reporting to the Audit and Compliance Committees of the Board of Directors on the status of all compliance-related issues. As part of his responsibilities, Mr. Lang also serves as the Company's Chief Privacy Officer, and oversees the Company's compliance with regulations mandated in the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Prior to joining the Company, Mr. Lang worked at Touche Ross and Company, where he conducted, managed, and supervised auditing assignments for public and private companies as well as government entities. Mr. Lang received his M.B.A. from the University of Pennsylvania and his A.B. in Mathematics from Cornell University.
Kent Smith is the co-director for the Dental Organization for Sleep Apnea. Having built a very successful and well-known dental practice (21st Century Dental), Dr. Smith has mentored many dentists for the last 10 years in building their dream. His efforts have led to profiles in the Wall Street Journal, The Early Show with Bryant Gumbel, local television and many dental and non-dental publications. Frequently published, he is often asked to speak on topics such as web site development, snoring/sleep apnea and inter-office communication. He is also the creator and babysitter for www.FindCE.com as well as www.Find-Speaker.com. An active member of the American Academy of Dental Practice Administration, he is also the Executive Vice President for Health Management Systems, a dental consulting firm. Married to Diana for 23 years, they have 4 beautiful daughters, and enjoy scuba diving as a family. His other passion is Dallas Mavericks basketball.
Ms. Dragonetti oversees all areas of the managed care services function of HMS including the development and application of systems that support revenue recovery. She also leads business development efforts and ensures that service delivery fulfills exacting requirements for quality. Ms. Dragonetti applies her more than 17 years of experience within the HMS family of companies in order to meet the evolving needs of clients. In her most recent role as Senior Vice President of HMS's sister company, Reimbursement Services Group Inc., Ms. Dragonetti supervised the development and delivery of services that enabled clients to achieve accurate reimbursement through data control, analytic expertise, and program understanding. Ms. Dragonetti's background includes healthcare strategic planning and operational process improvement. She has been recognized as an expert speaker on Medicare reimbursement issues and has addressed audiences at healthcare trade association meetings across the U.S.
Ms. Price oversees HMS\'s government services engagements. Previously, she served as Vice President of Program Management and as a Senior Program Director at HMS. She has decades of experience in project management, Medicaid programs, and revenue enhancement. Before joining HMS, Ms. Price was Director of Third Party Liability for Anthem, Inc./Acordia Healthcare Solutions. Responsible for managing and directing all of Acordia\'s third party liability contract business, she gained experience with various revenue recovery systems and program operations projects. Ms. Glenn oversees HMS\'s government client engagements, primarily in the southern region of the US. Additionally, she is the senior executive overseeing HMS\'s two federal CMS recovery audit contracts in Florida and New York. She has nearly 20 years of experience directly managing 20 third-party liability recovery projects for Medicaid agencies and health maintenance organizations. Prior to joining HMS, Ms. Glenn was a Senior Manager in Public Consulting Group\'s Benefit Solutions Practice Area for nine years, where she applied a wide range of project expertise including insurance identification, verification, and recovery; medical support enforcement; credit balance audits; HIPP (Health Insurance Premium Payment); casualty recovery; and estate recovery. Mr. Curtin oversees HMS's government client engagements, including services we provide to the US Department of Veterans Affairs as well as those related to the medical support enforcement needs of our clients. Mr. Curtin's experience includes responsibility for all phases of third-party identification and recovery, including for casualty and estate recovery. Prior to joining HMS, Mr. Curtin was a Manager at Public Consulting Group for nine years. During his tenure at PCG, he oversaw the design, development, and implementation of the company's online application for identifying health insurance and tracking all aspects of the retroactive recovery process.

Mr. Anderson directs HMS's Eligibility Services function. In this capacity he is responsible for the acquisition, verification and reporting of commercial eligibility. This information is used in HMS's recovery and disallowance processes, as well directly by our clients, to enhance cost avoidance savings. Mr. Anderson serves as HMS's subject matter expert in pharmacy product management. He has more than 22 years of experience in pharmacy information technology and operations. While Vice President of Operations at First Data Bank, Mr. Anderson led the development of a number of new products, including those involving pharmacy rebates, formulary design, and Average Wholesale Prices (AWP). Mr. Anderson also held executive positions at Medical Economics Data, National Prescription Administrators (PBM), and The Pharmacy Fund. Mr. Hutcheson is an attorney with nine years of broad-based project management and legal experience, including experience with Medicaid programs, subrogation recovery, child and medical support programs, systems design and integration, Web site development, commercial files, wage and earning files, and data processing and manipulation. As Vice President of Case Management Services, Mr. Hutcheson oversees HMS operations in Tallahassee, Columbus and Sacramento as well as specific case management functions in our Raleigh and Des Moines offices. In addition, he manages the development and maintenance agenda of our case management system and has financial responsibility for the growth of our casualty and estates products. Mr. Hutcheson previously managed revenue recovery projects in Ohio, Iowa and the District of Columbia. He remains HMS's resident expert for establishing and ensuring the ongoing success of new tort/casualty projects.
Mr. Reinold has been with HMS for more than 11 years, and has 22 years of project management experience. As Vice President of Client Services, his responsibilities include management of HMS's strategic partner relationships and the identification and development of products that will best meet current and prospective client needs. He also leads business development efforts within the medical support enforcement arena and new contract implementation efforts. Mr. Reinold previously served as Senior Program Director for HMS's Medicaid revenue enhancement projects in Connecticut, Maine, Massachusetts, and Michigan. He has experience in virtually every aspect of revenue enhancement operations for Medicaid and state healthcare programs including TPL identification and recovery, revenue maximization, overpayment recovery, provider audits, and cost savings initiatives.
Mr. Lee has successfully led HMS's Medicaid third party liability project implementations in New Jersey, Ohio, and Delaware. He has 15 years of revenue enhancement and project management experience, including 11 years of TPL project management at HMS. Mr. Lee also has extensive experience with virtually every aspect of revenue recovery operations in Medicare, commercial insurance, Blue Cross/Blue Shield, TRICARE, and other third party resources. In addition, he has a detailed understanding of and ability to coordinate revenue recovery and cost avoidance efforts that support other medical assistance programs, such as state-sponsored pharmacy assistance plans, CHIP, General Assistance, and indigent care programs.

Ms. Pirozzi serves as Program Director for HMS's third party liability recovery project in North Carolina. Her expertise includes timely management of project deliverables, maintaining compliance with state and federal agency regulations, and ensuring client satisfaction. Ms. Pirozzi brings a range of experience to her work at HMS, including the implementation and management of business initiatives that best meet clients' fiscal and programmatic needs. She applies a comprehensive understanding of healthcare payment and delivery systems to the Program Director role. Ms. Pirozzi has assisted states in realizing total revenues of more than $50 million.
Ms. Caldwell is a specialist at both maximizing federal revenue for state government clients and decreasing their Medicaid expenditures. She participates in the management of HMS's outsourced Medicaid revenue enhancement project in Florida. She oversees the quality of all contract deliverables as well as the service contributions of subcontractors. Additionally, Ms. Caldwell manages HMS's third party liability recovery project in Arkansas. In this capacity, she facilitates the efficient implementation of specific recovery projects that best meet the client's fiscal and programmatic needs. Prior to joining HMS, Ms. Caldwell managed large-scale revenue recovery projects for Public Consulting Group, Inc. While at PCG, she led a project team that generated $60 million on behalf of North Carolina over a three-year period. Ms. Caldwell earned her MBA with a specialization in management information systems from the State University of New York at Albany in 2001.
Ms. Rosen works to facilitate the efficient implementation of specific recovery projects that will best meet clients' fiscal and programmatic needs. She has extensive project management experience within the healthcare industry, having served as Network Ancillary Manager for Empire BlueCross BlueShield, and as Project Manager for UnitedHealthcare. At Empire, Ms. Rosen managed the success of her unit's contracting initiatives including the fulfillment of exacting compliance requirements. Her insight into the business and operations of insurance providers enables her to develop innovative cost containment solutions for HMS's managed care clients. Ms. Rosen earned a Masters of Public Administration degree from New York University, Robert F. Wagner School of Public Administration in 1997.

Ms. Hartstein oversees the development and implementation of cost savings solutions for HMS's managed care clients. She has more than 20 years of experience with the development and operation of third party liability operations, which includes serving as HMS's Director of TPL Operations from 1987 through 1993. Before returning to HMS, Ms. Hartstein was Senior Manager for Public Consulting Group, Inc., where she managed the cost containment service delivery to the company's Medicaid/Medicare MCO clients. In this role she identified and determined the process for the profitable implementation and operation of cost containment services including COB, cost containment, overpayment identification and recovery and others. Additionally, Ms. Hartstein established the Research & Development division in order to better identify and develop new and expanded service lines.
Ms. Thomas Jeffries, who is an attorney, has managed HMS's estate recovery program in Colorado since 1998. Under her leadership, estate recoveries doubled between State Fiscal Years 1998-1999 and 2000-2001. Beginning in 2001, Ms. Thomas Jeffries' responsibilities expanded to include project management for additional revenue enhancement projects in Colorado (Medicaid TPL, casualty/tort recovery, and provider credit balance recovery) for which she coordinates all aspects of contract performance, data submission, reporting and management liaison, and general customer service. Ms. Thomas Jeffries is also HMS's resident technical expert for establishing and ensuring the ongoing success of new estate recovery projects. At the time she joined HMS, Ms. Thomas Jeffries had more than ten years of legal experience in Colorado within private practice, Arapahoe County District Court, and United States District Court in Denver. She is a member of the Colorado and Denver Bar associations.
