Mr. Keenan is President and Chairman of the Board of Directors of High Performance Technologies, Inc. (HPTi). As President, Mr. Keenan has overall strategic and operational responsibility for HPTi's initiatives in developing extreme systems technologies. As one of the original founders of HPTi, he has helped to develop and grow HPTi into a dynamic combination of creative design and disciplined execution. Mr. Keenan is adept at new business development and program planning for entrepreneurial organizations and is an acknowledged expert in program capture and competitive strategy development. With over 23 years of technical and managerial experience in the design, development and integration of leading edge systems for the federal marketplace, Mr. Keenan is consistently sought to participate in industry studies of large mission critical software intensive systems. He is also pursued for his insights into acquisition streamlining. Mr. Keenan graduated with a B.S. in Business Administration from the Ohio State University and has earned his M.B.A. in MIS/Finance from Southern Illinois University at Edwardsville.
Joanne O'Rourke Isham is currently the Chief Operating Officer of High Performance Technology, Inc. based in Reston, VA. Prior to this position Ms Isham was Vice President/Deputy General Manager of Network Systems (NS), BAE Systems. She is directly responsible for identifying strategic opportunities for new mission focus and is also chartered with increasing Intelligence Community, Department of Defense, and Department of Homeland Security awareness within the NS organization. Before joining BAE Systems Ms. Isham was a career officer at the Central Intelligence Agency (CIA). She retired from the CIA in 2006 as a member of the Senior Intelligence Service. From September 2001 until her retirement she served as Deputy Director of the National Geospatial-Intelligence Agency. Immediately prior to her appointment as Deputy Director of NGA, Ms. Isham served as the Deputy Director for Science and Technology at the CIA. In this position, she was the principal executive overseeing the CIA's scientific and technical program with particular responsibility for clandestine technical activities and Agency-wide research and development. Ms. Isham has been awarded the National Intelligence Distinguished Service Medal, the National Intelligence Medal of Achievement, the CIA's Distinguished Career Intelligence Medal, the CIA's Distinguished Intelligence Medal and the Director's Award. She has also received the Defense Distinguished Civilian Service Award, the NGA Distinguished Intelligence Medal and the DIA Director's Award.

As a HPTi Vice President and CFO, Mr. Milligan is responsible for leading HPTi's corporate finance and administrative functions. Mr. Milligan has over 24 years of experience in finance positions, of which more than 12 were as a CFO. Among his accomplishments, he successfully managed the sale of a $150 million annual revenue information technology services company. He also managed that company's growth from $27 million to $150 million, developed the pricing strategy and effectively negotiated a $200 million network services contract. Additionally, he created an on-line project financial reporting system. Mr. Milligan successfully led a campaign to raise $13 million for a commercial software start-up company and managed over $10 million in cash investments. Mr. Milligan earned his B.S. in Accounting at Frostburg State University and his M.B.A. at George Washington University.

Mr. Williams is the Vice President of HPTi's Homeland Security Practice. Mr. Williams' group applies cost-effective, leading-edge technologies to the challenges of intelligence analysis and investigative management, secure information sharing and critical infrastructure protection. The group is comprised of Healthcare Systems, LEA Systems, and Homeland Security. Mr. Williams has more than 30 years of experience in the planning and execution of law enforcement operations such as investigations, detention and removals, intelligence, national security and border operations. As former Executive Associate Commissioner of Field Operations for the Department of Homeland Security (DHS), he was responsible for all aspects of the agency's field operations, including the management of a 30,000 person workforce. In this role, Mr. Williams implemented a state of the art intelligence gathering and analysis system and institutionalized the National Security Unit within the INS to carry out specialized investigations into terrorist linked activities worldwide. Among his professional memberships, Mr. Williams has been a member of the International Association of Police Chiefs for 15 years. He is a graduate of Western New Mexico State University.
