Mr. Fellheimer has been Chairman and Chief Executive Officer of the Pennsylvania Business Bank since he founded the state-chartered commercial bank in September 1998. Irvin E. Richter is Founder, Chairman and CEO of Hill International, a worldwide construction consulting firm specializing in project management and construction claims consulting. Founded by Mr. Richter in 1976, Hill evolved into a leader in the construction consulting industry pioneering services such as Construction Claims, The Project Neutral®, an alternative to construction litigation and Project Management Oversight, which became an industry staple for project monitoring. Frederic Z. Samelian, PMP is President of Hill's Construction Claims Group. Mr. Samelian has more than 24 years of experience in construction management consulting, project management, business planning, marketing, and corporate management. He has directed or participated in numerous consulting engagements for both the public and private sectors in the United States and abroad. He is experienced as a speaker and lecturer, and was an Instructor in the Project Management Certification program, for the University of California, Irvine. Before joining Hill, Mr. Samelian co-founded CONEX International, a claims consulting firm with clients in California and Nevada. Most recently, he was the expert on a large value dispute concerning the design management of a light rail program in Los Angeles and was also responsible for drafting the environmental claim on a major pipeline project in Southern California. Mr. Samelian served in various capacities with Hill International, Inc. As President and Chief Operating Officer, Mr. Samelian was responsible for managing all day-to-day operations of the corporation. He was also a founding member of the Board of Directors of Gerens Hill, Madrid, Spain, an affiliated company performing project management services in Europe and Latin America. He also served as Senior Vice President of International Claims Operations, headquartered in Hill's London, UK offices. HANS A. VAN WINKLE has been President of our Project Management Group (Americas) since November 2006. Prior to joining Hill, Mr. Van Winkle was Director of the Construction Industry Institute, a non-profit consortium that is part of the University of Texas at Austin’s College of Engineering from August 2003 to October 2006. Before that, he spent more than 30 years in various positions with the U.S. Army Corps of Engineers, eventually rising to the rank of Major General and serving as Deputy Chief of the Corps from 2001 to 2003. Mr. Van Winkle earned his B.S. in engineering from the U.S. Military Academy at West Point, and his M.P.P. in public policy from the University of California at Berkeley. Raouf S. Ghali is President of Hill's international project management operations. Mr. Ghali has over 22 years of experience in project cost control, financial analysis, planning and scheduling, procurement and contract administration, claims analysis, accounting and procurement. He has worked on commercial buildings, office buildings, defense facilities, food processing facilities, and theme parks, including development of EuroDisney in Paris, France. Mr. Ghali has extensive knowledge of starting up projects and successfully managing all field construction and project matters. He is also fluent in five languages and has worked throughout the United States, Europe, Far East and the Middle East. Mr. Ghali heads the international construction management organization with over 500 staff members in more than 12 countries supporting public and private clients on large mixed use developments, healthcare, specialized buildings, infrastructure rehabilitation, transportation and environmental projects. As the Project Executive for Palm Island, a multi billion dollar real estate development in Dubai, Mr. Ghali has been directing the sizable team throughout the project from its capital dredging program to the development of the Island. Catherine H. Emma is Senior Vice President and Chief Administrative Officer of Hill International. Ms. Emma is responsible for all global administrative and human resource functions. She has been with the firm for over 25 years actively planning and managing employee relations for hundreds of employees throughout the world. Ms. Emma has been instrumental in the development of several programs that directly benefit Hill employees and their families, including a flexible benefits program, salary and wage administration, employee relations, recruiting program and upgraded HRIS system. She oversees the company's property and casualty insurance program, as well as its safety programs and OSHA adherence. Ms. Emma also has implemented equal opportunity legislation and procedures to prevent wrongful discharge and employment discrimination, and led the development of formalized corporate policies and procedures. John Fanelli III is Senior Vice President and Chief Financial Officer of Hill International. In this capacity, Mr. Emma's primary responsibilities include the management of internal financial control and planning. His consulting includes defending against a $13 million claim on the construction of a wastewater treatment plant. Alann M. Ramirez is Senior Vice President with Hill International. Mr. Ramirez is responsible for performing contractual and technical analysis of engineering and construction disputes. His experience includes the evaluation, preparation, and defense of construction claims. He is an expert in claim strategy, contract administration and construction business practices. He has developed claim strategy, assisted in settlement negotiations, performed schedule and delay analyses, and examined issues such as: differing site conditions, constructive acceleration, design errors and omissions, third party interferences, suspensions, change order impacts, terminations and wrongful terminations, productivity analyses, and numerous other issues. He has resolved construction disputes for projects such as: high-rise buildings, office buildings, wastewater treatment plants, airport runways, railways, rail car manufacturing, power and cogeneration plants, shipyards, hazardous waste remediation, pharmaceutical, petrochemical, and other commercial and industrial facilities. Mr. Ramirez is a Construction Mediator and has been involved in a variety of Alternative Dispute Resolution programs including mediation, arbitration, and settlement negotiations, as well as acting as a fact-finding independent neutral. Mr. Ramirez has successfully managed several significant Project Neutral assignments, each with disputes ranging from $15 to $24 million, and with one smaller project having a $2 million dispute, which resulted in early negotiated settlements in all cases. Mr. Ramirez recently managed, and testified, on various analyses and issues representing the owner of two 3-unit, 1100 MW combined cycle power plants. Mr. Ramirez is an attorney and Professional Engineer. He received a B.S., with honors, in Marine Engineering from the United States Merchant Marine Academy and a J.D. from the Delaware Law School of Widener University. D. Clarke Pile is Senior Vice President and New York Regional Manager of Hill International. Mr. Pile is New York's Regional Manager responsible for all operations of Hill's New York office. He has more than 20 years of experience in construction management, project management, program management, general contracting, real estate development and structural engineering. Prior to joining Hill, he was Senior Vice President and Chicago Regional Manager for AMEC Construction Management, Inc. Before that, Herzog was Senior Vice President of Construction Management for Kennedy-Wilson Properties, Inc. Mr. Herzog is a licensed Professional Engineer in the State of Wisconsin and a licensed Structural Engineer in the State of Illinois. Keith A. Pickavance was the founder and Chairman of Pickavance Consulting, aquired by Hill International in January 2006. Mr. Pickavance is an experienced architect and expert witness, who has offered advice and testimony on a wide range of construction projects, including petrochemical, process, power, infrastructure, pharmaceutical and oil and gas projects. He is the author of Delay and Disruption in Construction Contracts, now in its 3rd edition and recognized internationally as the definitive work on the subject. In 1993 he was invited to develop the London office of a large American practice specialising in litigation support and damages analysis. Maurice R. Masucci, P.E. is Senior Vice President in charge of Hill's construction claims operations in the company's Marlton, New Jersey office. Mr. Masucci has over 33 years of progressively responsible experience in civil, geotechnical, and environmental engineering, specialty consulting services, engineering and design services, building design, renovation and modification services, construction, project and engineering management and forensic and claims consulting services. Mr. Masucci has performed in various capacities from principal-in-charge, overall program manager, project engineer, responsible task manager; responsible engineer-of-record, consultant or technical specialist; and construction/field liaison engineer. As a construction claims consultant, Mr. Masucci participates in a broad range of dispute resolution consulting services, claims preparation and analysis, and claims defense, and has testified as an expert witness. Richard W. Lamb is Senior Vice President with Hill International. Mr. Lamb specializes in construction management, claims preparation and analysis, and a broad range of associated construction consulting services. Mr. Lamb has over 45 years of experience and has worked in engineering and contracts administration for several large companies and as an executive in construction businesses. He was contracts manager for a major aerospace contractor at Cape Kennedy during the Manned Space Flight Programs. As a construction consultant, Mr. Lamb is an expert witness to nationally recognized law firms specializing in construction litigation, and is listed an expert in the American Bar Association's Register of Expert Witnesses in the Construction Industry. He has qualified and testified as an expert in CPM scheduling, delay and disruption analyses, direct costs and delay damages on 42 occasions on a wide variety of projects including airport/aviation, highway, road and bridge, industrial, process and assembly plants, combined cycle power plants, wastewater treatment plants, commercial and government office buildings, hospitals, resort/hotels, military installations, institutional and correctional facilities, residential, underground pipeline and fiber optic, educational and entertainment/stadium projects. Abdo E. Kardous is Senior Vice President and Managing Director of Middle East Operations with Hill International. Renny Borhan is Senior Vice President and Managing Director in charge of Hill's Construction Claims operations throughout Europe, Africa and the Middle East. Mr. Borhan has over 20 years of project management, oversight and control experience in the planning, design and construction of infrastructure projects, entertainment facilities, real estate developments, transportation systems, utility systems, energy plants, highly integrated systems, specialized facilities and management. He has worked in both the public and private sectors and is familiar with a broad spectrum of projects, including infrastructure and utility systems, power generation and distribution, onshore and offshore oil and gas facilities, resort and theme park developments, hospitals, airports and production facilities, as well as commercial and residential developments. Mr. Borhan's expertise has been developed through the management of all aspects of project controls, including project/program management, project financing, economic modeling, purchasing and contracting, design, construction management, field supervision, project close-out and dispute settlement. His project experience includes a number of large United States and international projects, including the Southern California Disneyland Resort; EuroDisneyland in Paris, France; the Petronas Twin Towers, Kuala Lumpur; the Hrasdan 300MW Power Station, Armenia; and extensive infrastructure development projects in eastern Europe. Mr. Borhan is fluent in six languages, including English, Russian, French, Armenian, Greek and Farsi. In 1997 upon relocating to Asia he was appointed Executive Director of James R Knowles (Malaysia) Sdn Bhd with responsibility for the Malaysia Office of James R Knowles. In June 2001 he took on responsibilities for the James R Knowles (Singapore) Pte Ltd and was responsible for the Malaysia, Singapore and Brunei offices of James R Knowles as well as assisting on a regional basis with activities in Thailand, Taiwan, India, Australia and other countries in Asia. Mr. Martin is an Assessor for the Royal Institution of Chartered Surveyors Assessment of Professional Competence and was previously an External Examiner of Quantity Surveying at Kingston University, United Kingdom. He has also previously been a registered Quantity Surveyor with the Board of Surveyors, Malaysia. He is also an accredited mediator with Kuala Lumpur Regional Centre for Arbitration, and an experienced lecturer. Mr. Martin is a specialist in construction contracts and dispute resolution including tailoring standard form construction contracts to clients' requirements; legal research and opinion writing on construction law and preparation of extension of time and loss and expense claims. Robert C. Hixon is Senior Vice President and Director of the Federal Buildings Group with Hill International. Mr. Hixon is responsible for managing Hill's Washington, DC regional project management operations as well as coordinating all of Hill's project management efforts for U.S. federal government facilities worldwide. Prior to joining Hill, Mr. Hixon was responsible to the Commissioner of the GSA Public Buildings Service for the successful completion of a program of over $1.5 billion of construction per year and implemented the criteria, standards and procedures for Construction Excellence that are in use by all GSA regions today. David L. Richter is President and Chief Operating Officer of Hill International.
