Mr. Fellheimer has been Chairman and Chief Executive Officer of the Pennsylvania Business Bank since he founded the state-chartered commercial bank in September 1998. He has also been a Partner with the Philadelphia law firm of Fellheimer & Eichen since January 2006. From 1991 to 1998, Mr. Fellheimer was a Partner in the Philadelphia law firm of Fellheimer Eichen Braverman & Kaskey. During 1991, he was a Partner with the Philadelphia law firm of Spector Gadon & Rosen, P.C. From 1985 to 1990, Mr. Fellheimer was Chairman and Chief Executive Officer of Equimark Corp., a New York Stock Exchange-listed bank holding company. He currently serves as Vice President and member of the Board of Trustees of the Pennsylvania Ballet and as a member of the President's Advisory Board at Temple University. Mr. Fellheimer earned his A.B. in liberal arts and his J.D. from Temple University. He is a member of the New Jersey and Pennsylvania bars.

Irvin E. Richter is Founder, Chairman and CEO of Hill International, a worldwide construction consulting firm specializing in project management and construction claims consulting. Founded by Mr. Richter in 1976, Hill evolved into a leader in the construction consulting industry pioneering services such as Construction Claims, The Project Neutral®, an alternative to construction litigation and Project Management Oversight, which became an industry staple for project monitoring. Today, Hill is ranked among the top 10 project management firms in the nation by Engineering News-Record. Hill has managed the construction of noted projects such as the U.S. Supreme Court Building modernization, the Comcast Center in Philadelphia, the World Trade Center Site Downtown Restoration Program and the creation of Palm Islands, man-made, palm tree-shaped islands in the Persian Gulf. Mr. Richter was also the Chairman and CEO of Hill's former subsidiary, Gibbs & Hill, Inc., an international power and transportation engineering firm and served as Chairman of its Taiwanese joint venture company, Gibsin Engineers, Ltd. Mr. Richter is a member of the World Presidents' Organization (WPO) and the Construction Industry Round Table (CIRT). He is a current or past member of the Board of Trustees of Rutgers University, the Board of Directors of the Construction Management Association of America (CMAA), the Board of Governors of Temple University Hospital and the Board of Directors of the ACE Mentor Program. He was honored as a Distinguished Alumnus from both Wesleyan University and Rutgers University School of Law, Camden. In 2002, Mr. Richter was made a Fellow by the CMAA for his contributions to the construction management industry. At that time, he was one of only 17 Fellows in the history of the organization. Mr. Richter holds a B.A. from Wesleyan University and a J.D. from Rutgers University School of Law at Camden and is a member of the New Jersey and Pennsylvania bars.

Frederic Z. Samelian, PMP is President of Hill's Construction Claims Group. Mr. Samelian has more than 24 years of experience in construction management consulting, project management, business planning, marketing, and corporate management. He has directed or participated in numerous consulting engagements for both the public and private sectors in the United States and abroad. He is experienced as a speaker and lecturer, and was an Instructor in the Project Management Certification program, for the University of California, Irvine. Before joining Hill, Mr. Samelian co-founded CONEX International, a claims consulting firm with clients in California and Nevada. Most recently, he was the expert on a large value dispute concerning the design management of a light rail program in Los Angeles and was also responsible for drafting the environmental claim on a major pipeline project in Southern California. Mr. Samelian served in various capacities with Hill International, Inc. As President and Chief Operating Officer, Mr. Samelian was responsible for managing all day-to-day operations of the corporation. He was also a founding member of the Board of Directors of Gerens Hill, Madrid, Spain, an affiliated company performing project management services in Europe and Latin America. He also served as Senior Vice President of International Claims Operations, headquartered in Hill's London, UK offices. Mr. Samelian also served as President of Hill's Western Region responsible for the firm's overall operations in the western United States and internationally. He was instrumental in Hill's initial entry into the project and construction management fields and helped forge the project management oversight concept for the Federal Transit Administration. Based in Hill's Newport Beach, California office, he provided management and oversight to Hill staff based in Los Angeles, San Francisco, Las Vegas, and San Diego, as well as all international offices. Samelian earned a B.A. in International Affairs from George Washington University, and a M.B.A. from Southern Illinois University.

HANS A. VAN WINKLE has been President of our Project Management Group (Americas) since November 2006. Prior to joining Hill, Mr. Van Winkle was Director of the Construction Industry Institute, a non-profit consortium that is part of the University of Texas at Austin’s College of Engineering from August 2003 to October 2006. Before that, he spent more than 30 years in various positions with the U.S. Army Corps of Engineers, eventually rising to the rank of Major General and serving as Deputy Chief of the Corps from 2001 to 2003. Mr. Van Winkle earned his B.S. in engineering from the U.S. Military Academy at West Point, and his M.P.P. in public policy from the University of California at Berkeley. He is a registered professional engineer in Virginia, and he is a member of the National Academy of Construction.

Raouf S. Ghali is President of Hill's international project management operations. Mr. Ghali has over 22 years of experience in project cost control, financial analysis, planning and scheduling, procurement and contract administration, claims analysis, accounting and procurement. He has worked on commercial buildings, office buildings, defense facilities, food processing facilities, and theme parks, including development of EuroDisney in Paris, France. Mr. Ghali has extensive knowledge of starting up projects and successfully managing all field construction and project matters. He is also fluent in five languages and has worked throughout the United States, Europe, Far East and the Middle East. Mr. Ghali heads the international construction management organization with over 500 staff members in more than 12 countries supporting public and private clients on large mixed use developments, healthcare, specialized buildings, infrastructure rehabilitation, transportation and environmental projects. As the Project Executive for Palm Island, a multi billion dollar real estate development in Dubai, Mr. Ghali has been directing the sizable team throughout the project from its capital dredging program to the development of the Island. With over 30 ongoing assignments Mr. Ghali provides expertise for public private partnerships, build operate and transfer (BOT) schemes, feasibility studies and due diligence. His experience with projects funded bu the European Union, European Bank for Reconstruction and Development (EBRD), World Bank and European Investment Bank provides a seamless process between the Beneficiary and Funding Institution during the implementation of the assignment. Mr. Ghali has a B.S. degree in Business Administration/Economics and an M.S. in Business Organizational Management from the University of LaVerne.

Catherine H. Emma is Senior Vice President and Chief Administrative Officer of Hill International. Ms. Emma is responsible for all global administrative and human resource functions. She has been with the firm for over 25 years actively planning and managing employee relations for hundreds of employees throughout the world. Ms. Emma has been instrumental in the development of several programs that directly benefit Hill employees and their families, including a flexible benefits program, salary and wage administration, employee relations, recruiting program and upgraded HRIS system. She oversees the company's property and casualty insurance program, as well as its safety programs and OSHA adherence. Ms. Emma also has implemented equal opportunity legislation and procedures to prevent wrongful discharge and employment discrimination, and led the development of formalized corporate policies and procedures. She has spearheaded the creation of in-house seminars and other training programs to educate employees on topics ranging from sexual harassment to health maintenance, improving productivity, and enhancing communication. Ms. Emma is certified by the Society for Human Resource Management as a Professional in Human Resources (PHR) and holds professional memberships from Tri-State Human Resources, Society for Human Resource Management and the BNA Human Resources Personnel Policies Forum.

John Fanelli III is Senior Vice President and Chief Financial Officer of Hill International. Mr. Fanelli oversees all of the firm's financial functions and is responsible for accounting, taxes, Sarbanes Oxley compliance, cash management, and internal and external financial reporting and analysis. He has nearly 30 years of experience in accounting, auditing and finance, primarily for publicly-traded companies. Prior to joining Hill, Mr. Fanelli was Vice President and Chief Accounting Officer from 2003 to 2006 with CDI Corp. (NYSE:CDI), a Philadelphia-based professional services and outsourcing firm with expertise in engineering, technical services and information technology. Before that, he worked for 18 years for Hunt Corporation, then a New York Stock Exchange-traded manufacturer and marketer of office products. At Hunt, he served as Vice President and Chief Accounting Officer, from 1995 to 2003, and before that as Director of Budgeting, Financial Analysis and Control, from 1985 to 1995. Before that, Fanelli spent eight years in various accounting and auditing positions with PricewaterhouseCoopers (previously Coopers & Lybrand). Mr. Fanelli also served as an independent Financial Consultant, providing financial consulting services to businesses. Mr. Fanelli earned his B.S. in accounting from LaSalle University. Mr. Fanelli is a member of the Pennsylvania Institute of Certified Public Accountants and is a certified public accountant in Pennsylvania.

Michael J. Petrisko is Senior Vice President and Chief Information Officer of Hill International. Mr. Petrisko is based out the company's headquarters in Marlton, New Jersey. Mr. Petrisko has more than 20 years of information technology experience, primarily in the engineering and construction industry. Prior to joining Hill, he was Director of Global IT Operations for AECOM Technology Corp., a global architecture, engineering and construction management firm with more than 30,000 employees. Before that, Petrisko was Vice President and Chief Information Officer for AECOM subsidiary DMJM Harris, Inc. Before that, he was Director of Technical Services for Foster Wheeler Corp., an engineering and construction services firm. Petrisko studied management information sciences at Thomas Edison State College and he is a member of the New Jersey Society of Information Management.

Ronald F. Emma is the Senior Vice President and Chief Accounting Officer of Hill International. In this capacity, Mr. Emma's primary responsibilities include the management of internal financial control and planning. With his experience in construction cost analysis and auditing, Mr. Emma also participates as a consultant for Hill International, Inc. His consulting includes defending against a $13 million claim on the construction of a wastewater treatment plant. Mr. Emma also provided auditing and claims analysis and testified against a claim on the construction of a major metropolitan transit system. Prior to joining Hill, Mr. Emma was the Assistant Controller of General Energy Resources Inc., a holding company for seven mechanical contracting companies specializing in power piping. In this capacity, he was involved in the management of all financial areas, including financial planning, cash control and current operating results. In addition, Mr. Emma was a Staff Accountant for Deloitte Haskins & Sells, Certified Public Accountants. Mr. Emma has a B.S. in accounting from St. Joseph's University. He is a Certified Public Accountant, certified by the State of New Jersey. Mr. Emma also is a member of the American Institute of Certified Public Accountants and the New Jersey State Society of Certified Public Accountants.

Thomas J. Spearing III is President of Hill's Project Management Group (Americas). Mr. Spearing has over 25 years of operational and business development experience in engineering and construction management. Before his current position, he was Hill's Senior Vice President and Chief Strategy Officer. Prior to joining Hill, he worked for more than ten years with STV Group, Inc., an engineering and construction management firm, most recently as Principal in charge of their Western Region. Before that, Spearing was their Senior Vice President and Chief Strategic Growth Officer. Before joining that firm, he was a Vice President of business development with Hill. Spearing earned his B.B.A. in computer and information science from Temple University, a B.S. in construction management and a B.S. in civil engineering from Spring Garden College, and a M.S. in management from Rosemont College. He is a member of the American Public Transportation Association, the Women's Transportation Seminar, New Jersey Business & Industry Association, the Southern New Jersey Development Council, and the New Jersey Alliance for Action, among others.

Alann M. Ramirez is Senior Vice President with Hill International. Mr. Ramirez is responsible for performing contractual and technical analysis of engineering and construction disputes. His experience includes the evaluation, preparation, and defense of construction claims. He is an expert in claim strategy, contract administration and construction business practices. He has developed claim strategy, assisted in settlement negotiations, performed schedule and delay analyses, and examined issues such as: differing site conditions, constructive acceleration, design errors and omissions, third party interferences, suspensions, change order impacts, terminations and wrongful terminations, productivity analyses, and numerous other issues. He has resolved construction disputes for projects such as: high-rise buildings, office buildings, wastewater treatment plants, airport runways, railways, rail car manufacturing, power and cogeneration plants, shipyards, hazardous waste remediation, pharmaceutical, petrochemical, and other commercial and industrial facilities. Mr. Ramirez is a Construction Mediator and has been involved in a variety of Alternative Dispute Resolution programs including mediation, arbitration, and settlement negotiations, as well as acting as a fact-finding independent neutral. Mr. Ramirez has successfully managed several significant Project Neutral assignments, each with disputes ranging from $15 to $24 million, and with one smaller project having a $2 million dispute, which resulted in early negotiated settlements in all cases. Mr. Ramirez recently managed, and testified, on various analyses and issues representing the owner of two 3-unit, 1100 MW combined cycle power plants. Mr. Ramirez is an attorney and Professional Engineer. He received a B.S., with honors, in Marine Engineering from the United States Merchant Marine Academy and a J.D. from the Delaware Law School of Widener University. Mr. Ramirez is also a member of the American Society of Mechanical Engineers, Construction Specifications Institute and the Association of General Contractors of California.

D. Clarke Pile is Senior Vice President and New York Regional Manager of Hill International. Mr. Pile is New York's Regional Manager responsible for all operations of Hill's New York office. Mr. Pile, a Professional Engineer, has over 30 years of experience in construction and program management and has successfully met stringent time lines and has streamlined operations to maximize profitability. Mr. Pile is a specialist in simultaneous project completions with construction budgets in excess of $500 million. He also possesses excellent administrative skills to implement policies and procedures, manage senior level personnel, and manage internal financial controls. Prior to joining Hill, Mr. Pile was a Senior Vice President where he managed corporate marketing and business development for a national construction firm and also served as a New York Regional Manager for a national construction management firm. He has had total accountability for operations, profit and loss and marketing for an office of 200 employees, having $25 million in net annual professional fees. He provided senior guidance on policy making, implemented marketing strategies, project staffing, and quality assurance. He negotiated contracts for major projects and subconsultant agreements, implemented policies and procedures, and resolved complex issues. Mr. Pile is a member of the New York Building Congress. Mr. Pile earned his B.S. in Construction Management from California Polytechnic State University at San Luis Obispo, and he is a Registered Professional Engineer in the State of California.

James W. Palmer is Senior Vice President and Director of Hill's Transportation Group. Mr. Palmer's broad-based experience in rail transportation translates into nationally recognized, award-winning projects. He possesses a unique ability to develop solutions and transform difficult situations using strong analytical skills and control systems. Mr. Palmer's background includes the integration of design, construction, maintenance and operations, as well as aggressive and efficient team building. His work with state transportation and planning departments, as well as top-level positions with major transportation corporations, exemplify his commitment to efficiency and results-oriented performance. Mr. Palmer earned his B.Sc. in civil enineering from Queens University in Kingston, Ontario and he is a registered professional engineer in New Jersey and Maryland.

John W. Herzog, is in charge of Hill's Chicago office. He has more than 20 years of experience in construction management, project management, program management, general contracting, real estate development and structural engineering. Prior to joining Hill, he was Senior Vice President and Chicago Regional Manager for AMEC Construction Management, Inc. Before that, Herzog was Senior Vice President of Construction Management for Kennedy-Wilson Properties, Inc. Mr. Herzog is a licensed Professional Engineer in the State of Wisconsin and a licensed Structural Engineer in the State of Illinois. Herzog is a member of the Chicago Building Congress, the Structural Engineers Association of Illinois and the Council on Tall Buildings and Urban Habitat.

Keith A. Pickavance was the founder and Chairman of Pickavance Consulting, aquired by Hill International in January 2006. Mr. Pickavance is an experienced architect and expert witness, who has offered advice and testimony on a wide range of construction projects, including petrochemical, process, power, infrastructure, pharmaceutical and oil and gas projects. He is the author of Delay and Disruption in Construction Contracts, now in its 3rd edition and recognized internationally as the definitive work on the subject. In 1993 he was invited to develop the London office of a large American practice specialising in litigation support and damages analysis. His particular experience in the UK was then augmented by the experience of working with those familiar with the American construction industry and their knowledge of the use of critical path methods of retrospective delay analysis. Mr. Pickavance Earned a Diploma in Architecture (Brighton, a Bachelor of Laws (with honours)(London),and a Diploma in International Commercial Arbitration (CIArb). 1997 Dip.I.C.Arb.

Maurice R. Masucci, P.E. is Senior Vice President in charge of Hill's construction claims operations in the company's Marlton, New Jersey office. Mr. Masucci has over 33 years of progressively responsible experience in civil, geotechnical, and environmental engineering, specialty consulting services, engineering and design services, building design, renovation and modification services, construction, project and engineering management and forensic and claims consulting services. Mr. Masucci has performed in various capacities from principal-in-charge, overall program manager, project engineer, responsible task manager; responsible engineer-of-record, consultant or technical specialist; and construction/field liaison engineer. As a construction claims consultant, Mr. Masucci participates in a broad range of dispute resolution consulting services, claims preparation and analysis, and claims defense, and has testified as an expert witness. Mr. Masucci has managed building renovation and repair projects for government and industrial clients, building alteration and new facilities for the wireless industry, and the engineering, design and construction of commercial/industrial and residential buildings, including the entire architectural, structural electrical, i/c and mechanical aspects of the projects. Mr. Masucci earned his B.S. in Civil Engineering from the University of Massachusetts and his M.S. in Civil Engineering from the Massachusetts Institute of Technology. He is a licensed professional engineer in New Jersey, Pennsylvania, Delaware, Florida and Alaska.

Richard W. Lamb is Senior Vice President with Hill International. Mr. Lamb specializes in construction management, claims preparation and analysis, and a broad range of associated construction consulting services. Mr. Lamb has over 45 years of experience and has worked in engineering and contracts administration for several large companies and as an executive in construction businesses. He was contracts manager for a major aerospace contractor at Cape Kennedy during the Manned Space Flight Programs. Mr. Lamb was also project manager on hydroelectric projects, hospitals, office buildings, industrial complexes and other major construction projects. Mr. Lamb's experience in construction consulting includes being president of two construction consulting firms and a construction analyst for a national law firm specializing in construction litigation. He has been involved with claims for delay and disruption, change, differing site conditions, and other construction-related problems. He has been responsible for claims preparation and analysis, project scheduling and administration, assisting counsel in trial preparation, litigation and expert witness testimony. As a construction consultant, Mr. Lamb is an expert witness to nationally recognized law firms specializing in construction litigation, and is listed an expert in the American Bar Association's Register of Expert Witnesses in the Construction Industry. He has qualified and testified as an expert in CPM scheduling, delay and disruption analyses, direct costs and delay damages on 42 occasions on a wide variety of projects including airport/aviation, highway, road and bridge, industrial, process and assembly plants, combined cycle power plants, wastewater treatment plants, commercial and government office buildings, hospitals, resort/hotels, military installations, institutional and correctional facilities, residential, underground pipeline and fiber optic, educational and entertainment/stadium projects. Mr. Lamb is a past-member of the Panel of Arbitrators of the American Arbitration Association. He has lectured in the field of construction scheduling, project cost control and construction management. He has contributed to several articles dealing with related construction topics, and is co-author of The Mechanical Contractor's Handbook of Claims Avoidance and Management, 1985. Mr. Lamb earned an A.S. in Electronics Technology from Humphreys College.

Stuart S. Richter is Senior Vice President of Hill International. Mr. Richter is responsible for Hill International's construction management, program management, and project consulting services in New Jersey/Southeastern US/Caribbean. He currently operates out of both Hill's NJ headquarters as well as Hill's new Miami, FL office located at: 601 Brickell Key Drive Suite 600, Miami, FL 33131. Mr. Richter has extensive experience in the planning, design and construction of major buildings, mixed land use hospitality, transportation, education, health and heavy civil construction projects. Mr. Richter's 33 years of experience in operations management, marketing and management consulting enables him to provide clients with expert counsel on operational process, marketing, sales, management, human resources, productivity, technology, communications and training issues. Mr. Richter has personally directed numerous audits, benchmarking studies and project delivery team assessments. He is highly adept at evaluating management development and enrichment programs and the strengths and capabilities of employees, to ensure that clients are effectively using their personnel to achieve maximum personal and corporate potential. Mr. Richter has led numerous task force teams assisting his clients in providing greater marketing and organizational effectiveness and efficiency enabling them to achieve greater bottom line results. Mr. Richter's clients include New York City School Construction Authority (SCA), New Jersey School Development Authority, the Metropolitan Transit Authority of New York, PSEG, Philadelphia International Airport, and the Port Authority of New York and New Jersey, among many others. In addition, Mr. Richter lectures extensively throughout the country on marketing, management evaluation, assessment and business development programs. He has published articles on similar subjects in Management Review, Presentation Advisor, and numerous other publications. Mr. Richter is a member of the faculty of Rutgers University, where he teaches in the School of Business for undergraduate and graduate students. He has received the University's "Distinguished Professor Award" for his work at the Camden campus. Mr. Richter is a board member of Woodcrest Country Club in Cherry Hill, NJ and of the Southern New Jersey Development Council. Mr. Richter has a B.A. in History from Montclair State University, and an M.B.A. in Business Administration from Rutgers University.

William H. Dengler is Senior Vice President and General Counsel of Hill International reporting to the Chairman and CEO on a broad range of legal and business issues. His responsibilities include contract review and negotiation, litigation management, mergers and acquisitions, insurance and risk management regulatory compliance and corporate administration. Prior to joining Hill, Mr. Dengler was Assistant Counsel to former New Jersey Governor Christine Todd Whitman and former Acting Governor Donald DiFrancesco . Mr. Dengler was responsible for advising the governor on policy and legal issues affecting state transportation, environmental, gaming and other authorities, commissions and public corporations. Mr. Dengler also reviewed operating and capital budgets and provided direction regarding personnel decisions of the state authorities and public corporations, including labor relations and collective bargaining issues related to various public employee unions. As Associate Attorney at Pennington & Thompson, P.C., Mr. Dengler handled complex, multi-party civil litigation matters, with an emphasis on the defense of professional liability claims against engineers, architects and other design professionals and defense of product liability claims. Mr. Dengler earned a B.A. in Political Science from Western Maryland College and a J.D. from Rutgers University School of Law at Camden. He is licensed to practice law in New Jersey, as well as before the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court.

William Kennedy is Senior Vice President with Hill's Construction Claims Group. Kennedy, the head of Hill's Dubai Claims office, has over 37 years of experience in the building and civil engineering industries, the last 25 years of which have predominantly been in the Middle East and Far East. He earned his M.S. in project management at the National University of Singapore, his LL.B. in law at Leeds Metropolitan University and his Diploma in arbitration at the College of Estate Management. Kennedy is a registered Fellow of the Royal Institute of Chartered Surveyors and a registered Fellow of the Chartered Institute of Arbitrators.

Craig W. Johnson is Senior Vice President with Hill International. Mr. Johnson has over 27 years of national experience in project development, operations, owners' representative, and marketing of construction and construction management services for companies serving the hospitality, commercial, and healthcare industries. Mr. Johnson has proven capabilities in all phases of real estate development, including pre-construction, construction, development, FF&E procurement, financing, acquisition, partnership arrangements, and joint ventures. He has demonstrated capabilities in all phases of corporate management, including sales and marketing, project development, executive project management, project acquisitions and dispositions, and strategic alliances. Mr. Johnson has had management responsibility for strategic planning, policy development, financial reporting, contract negotiations with solid leadership, communication, and problem solving skills and abilities. As Vice President at Hill International, Mr. Johnson assists with the financing of major projects in the healthcare and hospitality/resort/casino marketplace. He also serves as Project Executive for major healthcare, resort, casino or mixed-use projects. Mr. Johnson earned his B.S. in Business Administration from Marquette University and his M.B.A. in Finance from the Wharton School of Business, University of Pennsylvania.

Gregg D. Metzinger is Vice President of Global Recruiting & Staff Augmentation with Hill International. Mr. Metzinger is a Human Resources generalist with over 25 years of diversified experience in the construction engineering, aerospace, food processing, automotive and hospitality industries. His expertise covers staff planning and search, benefits administration, safety management, employee relations, organizational design, compensation planning, succession planning, training and development, WC and UI case management, affirmative action, client-focused generalist support and functional management. As a former Director of Human Resources and Recruiting for Hill International at the Marlton, New Jersey headquarters, Mr. Metzinger was responsible for providing recruiting expertise to all of Hill's offices both domestic as well as international. In addition to recruiting, he also managed the organization's employment, training and development, and safety, Affirmative Action, benefit administration, and employee relations functions. Mr. Metzinger also works with the Project Management Group to provide management consulting services to Hill's clients on Human Resources issues. Prior to joining Hill, Mr. Metzinger served as Director of Personnel for The Adam's Mark Hotel & Resorts in Philadelphia, Pennsylvania. Mr. Metzinger earned a B.S. in Personnel and Labor Relations and an M.B.A. in personnel management from La Salle University.

John Bradley was promoted from Vice President to Senior Vice President with Hill's Construction Claims Group. Bradley, the head of Hill's Abu Dhabi Claims office, has 35 years of experience in building and civil engineering projects, ranging from the planning function at both junior and senior levels, leading to senior Project Management on multi-million dollar projects. He earned a certification for construction technicians at Wakefield Technical and Art College and a certification in building at Leeds College of Building.

John P. Paolin is responsible for Hill's global marketing and communications including advertising, public relations, promotions, cooperative initiatives, database systems and Internet marketing. He oversees the development, implementation and management of the firm's CRM system which provides state-of-the-art international business intelligence relating to projects, professionals and clients. He works with industry partners and associations to develop strategic marketing initiatives that help educate owners, contractors and designers through seminars, white papers and other interactive mediums. Prior to joining Hill International, Mr. Paolin was a Regional Manager of a publicly traded Internet business solutions organization, managing a staff of 30 Internet engineers and over 400 clients. Prior to that Mr. Paolin founded, owned and operated Realshare Inc., a marketing and communications firm, for over 10 years. Realshare specialized in database management, direct marketing and marketing research. With a strong focus in the construction market, Realshare provided marketing services to the largest home builders in the country including Pulte Homes, Ryland Homes, Centex Homes, Toll Brothers and Kaufman and Broad to name a few. Realshare was the first firm to provide the housing industry with weekly homebuyer market share statistics and was one of the first firms to design and implement an electronic CRM database management system for the home building industry. Realshare was acquired by IBS Interactive in 1999. Mr. Paolin earned a B.S. in Marketing from St. Joseph's University and is an MBA candidate at Rutgers University, Camden.

Abdo E. Kardous is Senior Vice President and Managing Director of Middle East Operations with Hill International. He has over 25 years of experience in project management, design/engineering, interdisciplinary coordination, contract administration, quantity surveying in both design and construction phases, estimating and contract administration for commericial and residential facilities, mixed use facilities, renovation and rehabilitation projects, office buildings, hotels, highways, educational and laboratory facilities. He is responsible for managing some of Hill's premier projects such as Hamad Medical City, The City of Arabia and La Ville Contemporaire. Mr. Kardous is a member of both the American Society of Civil Engineers and the Institute of Transportaion Engineers. Mr. Kardous earned his B.S., Magna Cum Laude, in Civil Engineering from the University of Maryland and his M.S. in Civil Engineering from the University of California, Berkeley. Mr. Kardous was awarded Hill International's Project Manager of the Year award in 2001.

Renny Borhan is Senior Vice President and Managing Director in charge of Hill's Construction Claims operations throughout Europe, Africa and the Middle East. Mr. Borhan has over 20 years of project management, oversight and control experience in the planning, design and construction of infrastructure projects, entertainment facilities, real estate developments, transportation systems, utility systems, energy plants, highly integrated systems, specialized facilities and management. He has worked in both the public and private sectors and is familiar with a broad spectrum of projects, including infrastructure and utility systems, power generation and distribution, onshore and offshore oil and gas facilities, resort and theme park developments, hospitals, airports and production facilities, as well as commercial and residential developments. Mr. Borhan's expertise has been developed through the management of all aspects of project controls, including project/program management, project financing, economic modeling, purchasing and contracting, design, construction management, field supervision, project close-out and dispute settlement. His project experience includes a number of large United States and international projects, including the Southern California Disneyland Resort; EuroDisneyland in Paris, France; the Petronas Twin Towers, Kuala Lumpur; the Hrasdan 300MW Power Station, Armenia; and extensive infrastructure development projects in eastern Europe. Mr. Borhan is fluent in six languages, including English, Russian, French, Armenian, Greek and Farsi. Mr. Borhan holds two MBAs in Global Management from Columbia University and London Business School and a BS in Industrial Engineering from the University of California, Berkeley.

Rodney L. Martin, MRICS, PFIArb, is Senior Vice President and Managing Director (Asia/Pacific), which includes Hill's operations throughout Southeast Asia and Australia. He was previously a Group Regional Director with Knowles. Mr. Martin, who joined Knowles in 1995, is a chartered quantity surveyor with over 20 years experience in the construction industry. He has a broad range of experience in claims preparation, contractual advice, dispute resolution and dispute avoidance on projects worldwide. In 1997 upon relocating to Asia he was appointed Executive Director of James R Knowles (Malaysia) Sdn Bhd with responsibility for the Malaysia Office of James R Knowles. In June 2001 he took on responsibilities for the James R Knowles (Singapore) Pte Ltd and was responsible for the Malaysia, Singapore and Brunei offices of James R Knowles as well as assisting on a regional basis with activities in Thailand, Taiwan, India, Australia and other countries in Asia. Mr. Martin is an Assessor for the Royal Institution of Chartered Surveyors Assessment of Professional Competence and was previously an External Examiner of Quantity Surveying at Kingston University, United Kingdom. He has also previously been a registered Quantity Surveyor with the Board of Surveyors, Malaysia. He is also an accredited mediator with Kuala Lumpur Regional Centre for Arbitration, and an experienced lecturer. Mr. Martin is a specialist in construction contracts and dispute resolution including tailoring standard form construction contracts to clients' requirements; legal research and opinion writing on construction law and preparation of extension of time and loss and expense claims. He has also undertaken project audit and review services on several power plant projects in Malaysia. Mr. Martin earned his B.Sc. in quantity surveying and an LL.B. (Honors) in law from Westminster University, as well as M.Sc. in construction law and arbitration from King's College, London.

Lisa M. Stanley, Vice President of the Proposals and Graphics Group, has over fifteen years of diversified experience including desktop publishing, graphic art, web design and office management. In her position, Ms. Stanley oversees the overall management of the proposal operations for the entire organization. During her last 5 years at Hill, Ms. Stanley has been instrumental in the advancement of Hill’s marketing and proposals material and assists in the development and implementation of new collateral material and procedures to support business development activities. Prior to joining Hill, Ms. Stanley worked as a desktop publisher for a newspaper in Florida. Prior to that, she successfully managed a high paced, multiple physician practice, with responsibilities including personnel management, marketing and the development and maintenance of new office systems. Ms. Stanley donates her time to several community ventures and non-profit organizations. She earned a B.Sc. in Accounting from the University of the West Indies and completed an accredited course in Construction and Project Management at New York University. She is a notary for the state of New Jersey.

Robert C. Hixon is Senior Vice President and Director of the Federal Buildings Group with Hill International. Mr. Hixon is responsible for managing Hill's Washington, DC regional project management operations as well as coordinating all of Hill's project management efforts for U.S. federal government facilities worldwide. Prior to joining Hill, Mr. Hixon was responsible to the Commissioner of the GSA Public Buildings Service for the successful completion of a program of over $1.5 billion of construction per year and implemented the criteria, standards and procedures for Construction Excellence that are in use by all GSA regions today. During his tenure at GSA, he served on the Construction Industry Institute Board of Advisors, the Construction Users Roundtable, and he was Co-Chair of the Federal Facilities Council Committee on Acquisition and Project Management. Mr. Hixon's skills led him to the Office of the Architect of the Capitol to lead the project team on the Capital Visitor's Center project. Hixon earned his B.S. in Civil Engineering from the Virginia Military Institute and his M.A. in Public Administration from Pepperdine University. He is a registered professional engineer in Virginia as well as a certified construction manager. Hixon is a former ex officio member of the Board of Directors of the Construction Management Association of America (CMAA), and has been recognized by the CMAA as both a Fellow and as their 2003 Person of the Year.

Mr. Ajdler has been a Managing Director at Crescendo Partners since December 2005, a Senor Vice President from December 2004 to December 2005 and an investment analyst before that, since September 2003. From January 2000 to July 2001, he worked as a management consultant at Mercer Management Consulting, a leading international strategy consulting firm, before completing his M.B.A. at Harvard Business School in June 2003. He also worked as an investment analyst at Tilson Capital, a New York-based hedge fund, as an investment banker at Deutsche Bank, an international financial service provider, and as a management consultant at the Boston consulting Group. Mr. Ajdler received a B.S. in engineering from the Free University of Brussels, Belgium, an S.M. in Aeronautics from the Massachusetts Institute of Technology and an M.B.A. from the Harvard Business

David L. Richter is President and Chief Operating Officer of Hill International. He has management responsibility for all of Hill's business operations, as well as oversight of the company's administration, human resources, information technology, marketing and legal departments. Prior to his current position, Mr. Richter was President of Hill's Project Management Group from 2001 to 2004. Prior to that, he was Hill's Senior Vice President and General Counsel from 1999 to 2001, and Vice President and General Counsel from 1995 to 1999. Mr. Richter has also been a member of Hill's Board of Directors since 1998. Prior to joining Hill, he was an attorney with the New York City law firm of Weil, Gotshal & Manges, LLP. Mr. Richter is a member of the Young Presidents' Organization, a member of the Board of Trustees of the Southern New Jersey Development Council, and a past member of the Board of Directors of the Construction Management Association of America. Mr. Richter has been named to "40 Under 40" lists of distinguished young professionals by Business News New Jersey magazine (2002), the Philadelphia Business Journal (2005), and Building Design & Construction magazine (2006). In 2003, he was selected as a prestigious David Rockefeller Fellow by the Partnership for New York City. In 2007, Mr. Richter received the Global Excellence Award from the Society of Indo-American Engineers and Architects of New York. Mr. Richter earned his B.S. in Management, his B.S.E. in Civil Engineering, and his J.D. from the University of Pennsylvania. During law school, he was senior editor of the University of Pennsylvania Journal of International Business Law. Richter has been admitted to practice law by the bars of New York, New Jersey, the U.S. District Court for the District of New Jersey and the U.S. Supreme Court.

Mr. Rosenfeld has been the President and Chief Executive Officer of Crescendo Partners, L.P., a New York based investment firm, since its formation in November 1998. Prior to forming Crescendo Partners, he held the position of Managing Director at CIBC Oppenheimer and its predecessor company Oppenheimer & Co., Inc for fourteen years. He was Chairman of the Board of Spar Aerospace Limited from 1999 through 2001. Mr. Rosenfeld is chairman of the board and chairman of the strategic planning committee of CPI Aerostructures Inc., an American Stock Exchange-listed company engaged in the contract production of structural aircraft parts principally for the United States Air Force and other branches of the U.S. armed forces. He is a director of Sierra Systems Group Inc., a Toronto Stock Exchange-listed information technology, management consulting and systems integration firm. Mr. Rosenfeld is also a director of Emergis Inc., a Toronto Stock Exchange-listed electronic commerce company. He recently served as a director of the Geac Computer Corporation Limited, a Toronto Stock Exchange and Nasdaq listed enterprise software company until it was acquired by Golden Gate Capital in 2006. Mr. Rosenfeld served as a director and head of the special committee of Pivotal Corporation, a Vancouver based customer relations management software company. Until its sale in 2004 to Kronos Incorporated, he was also a director of AD OPT Technologies, Inc., a company based in Montreal that provides advanced workforce planning, scheduling and management solutions. Mr. Rosenfeld was also chairman, president and CEO of Arpeggio Acquisition Corporation, the blank check company that merged with Hill International. Mr. Rosenfeld is a regular guest lecturer at Columbia Business School and he is a faculty member at the Directors College. He has served on numerous panels at Queen's University Business Law School Symposia, McGill Law School, the World Presidents' Organization , the Canadian Corporate Counsel Association Conference and the Canadian Foundation for Investor Education. He has also been a regular guest host on CNBC. Mr. Rosenfeld received an MBA from Harvard University and an AB degree in economics from Brown University.
