Dr. Weis, a clinical psychologist, has been with the Horizon Corporations for more than 20 years. Over the years he has served in several posts, and is currently executive administrator of quality improvement. In this position, Dr. Weis has oversight of Horizon's Continuous Quality Improvement Department, and is responsible for all quality assurance and continuous quality improvement activities, including clinical auditing, clinical policy and procedure development, introduction and training of staff in best and "evidence-based" clinical practices, program evaluation, and staff technical and clinical training. He is also responsible for regulatory body licensing, government and other contract clinical performance reporting, and grant and contract preparation. Dr. Weis also serves as Horizon's chief compliance officer and privacy officer and is responsible for ensuring staff members receive training in these areas and that regulatory compliance and privacy violations are fully investigated and reported. In addition, through his training and private practice of psychology for nearly 30 years, Dr. Weis' areas of expertise include psychopathology and psychotherapy for individuals, couples and families. Dr. Weis received his bachelor's degree in psychology from the City College of New York. He received his master's degree in psychology and his Ph.D. in Clinical Psychology from the University of Rochester. He is a New York State-licensed psychologist. Dr. Weis is a member of the American Psychological Association; the Psychological Association of Western New York and the NYS Psychological Association.

Barry is a co-founder of Horizon and serves on our board of directors. He has over 20 years of entrepreneurial experience launching successful companies across multiple industries including biotechnology, internet, consumer products, and publishing. Barry has been a founding member of four startups that have generated more than $2Billion in cumulative sales, in addition to three M&A?s, an IPO, and over $100Million in venture financing. Prior to Horizon, he helped to launch Threshold Pharmaceuticals (NASDAQ:THLD) in 2001, a biotech company that went public in 2004. Barry was an original member of the team that spun-off Toysrus.com in 1998 and built it from startup into a leading e-commerce site with over $400Million in annual sales. He helped co-found OddzOn Products in 1988, a sporting goods company that produced nearly $1Billion in cumulative sales (sold to Hasbro in 1998), and was a senior advisor to Palladium Interactive, a software publishing venture eventually sold to The Learning Company. Barry received his BA in Business from the University of Colorado, Boulder.

Samir Naji founded Horizon in 1988 and was Chief Executive Officer from start-up to February 2001, at which time he was appointed Executive Chairman. He took on the joint role of Chairman and Chief Executive Officer from September 2002 to May 2005 at which point he reverted to Executive Chairman. He has led the group's identification of attractive markets, establishment of the group's businesses in those markets and has also been the key figure in the development of the group's management team. He holds a Bachelor of Science Degree from University College Cork.

Stephen Coakley founded Horizon in July of 1994 and serves as a Principal. As a significant stock-holder, he also serves on the Board of Directors. Mr. Coakley is integrally involved in business development, as well as strategic and operational planning. Over the past decade, Mr. Coakley has developed specialized expertise in FHA's single-family loan programs including the high-volume operations of the HUD Home Ownership Centers. He is also intimately familiar with many of HUD's systems including CHUMS. Mr. Coakley has extensive experience in loan fraud detection and has helped Horizon build a staff of experts and the systems necessary to assist HUD in improving its internal loan quality control. Before starting Horizon, Mr. Coakley served as a Project Manager for a Maryland-based real estate consulting firm for five years. During that time he launched the firm s single-family operations, which became highly successful during his tenure. He managed various engagements including two sites of HUD's Pre-foreclosure Sale Demonstration Program, Asset Management and Disposition for the Resolution Trust Company (RTC), Post-Endorsement Mortgage Credit Technical Reviews for fifteen HUD Field Offices and Insurance Endorsement Processing Services for two Field Offices. Earlier in his career, Mr. Coakley was Director of Operations for a single-family real estate asset management company. This company, a spin-off of a national residential brokerage firm, was one of the first companies in the U.S. that managed and disposed of 1-4 family REO on a large scale basis. The firm's customers included some of the nation's largest mortgage lenders, services and investors. Mr. Coakley played an integral role in using emerging database technology to manage large real estate portfolios. He played a key role in doubling that firm's portfolio and profitability. Mr. Coakley attended Virginia Tech and George Mason University majoring in English with a writing emphasis. His continuing education includes numerous mortgage banking courses through his membership in Mortgage Bankers Association of America, as well real estate coursework for his real estate license. He is a graduate of Leadership Loudoun Class of 2003. Mr. Coakley also serves on the Board of Directors for Loudoun Volunteer Caregivers, A Faith in Action Program. Mr. Coakley is married with three children.

Arlene Solomon has extensive experience in psychiatric and vocational rehabilitation. She has worked with adults with psychiatric disabilities, developmental disabilities, and physical disabilities in a variety of mental health and vocational settings. In addition, she was an instructor at the Medical College of PA in the Division of Behavioral Healthcare Education for several years teaching mental health professionals throughout the state of Pennsylvania. Ms. Solomon has a master's degree in rehabilitation counseling, is a Certified Psychiatric Rehabilitation Professional (CPRP), and a Certified Rehabilitation Counselor (CRC). She has served on the board of directors of the Pennsylvania Association of Psychosocial Rehabilitation Services (PAPSRS) for the past 10 years and co-chairs the annual conference. She is a frequent presenter at conferences on a variety of topics on psychiatric rehabilitation and co-authored a brief report entitled "Computer Experience and Training Interests of Psychosocial Rehabilitation Program Participants" published in the Psychiatric Rehabilitation Journal in the spring of 2003 and co-authored the chapter on Foundation Skills in the recently published Psychiatric Rehabilitation Skills in Practice: A CPRP Preparation and Skills Workbook published by USPRA. Currently, she is Director of Employment Services at Horizon and is Coordinator for Technical Assistance and Training for the University of Pennsylvania Collaborative on Community Integration. Her most recent endeavor is the development of supported education programs for individuals with a psychiatric disability who need support while attending a post secondary degree or certificate program leading to a career in their chosen field along with a youth program to assist individuals to enter post-secondary school program. Ms. Solomon was honored with the 2006 PAPSRS Distinguished Career Award.

Larry Wilson started his radio career in 1982. Over the years, he has served as an air personality in a handful of midwestern and western markets before arriving in Bend in 2002. Since then, Larry has come to wear many hats at Horizon Broadcasting Group. Not only is he part of the Afternoon Show for THE PEAK 104.1, he is also heard on Continuous Classic Rock LAZER 96-5 during middays and he serves as the ever-busy Operations Manager for all five Horizon Broadcasting Group radio stations. So if he ever sounds stressed, now you know why! Along with his busy career, Larry is a true family man. He and his wife Keri have two boys, Bobby & Devin, who keep them on their toes. As far as hobbies, Larry enjoys spending time outdoors playing sports. According to the man himself, he is a darn good baseball player - and he doesn't mean softball.

Christy W. Bell is the Senior Vice President, Healthcare Management and President and Chief Operating Officer of Horizon Healthcare, Horizon's HMO. He is responsible for contracting, fiscal performance, and relationships with hospitals, physicians, and providers in the Horizon network. He oversees quality, utilization management and pharmacy expenditures for all product lines. In sum, Mr. Bell is accountable for the medical loss ratios of all Horizon product lines. Mr. Bell is a seasoned executive with over 30 years industry experience. He has served as the Executive Director of Humana Medical Plan, Inc., of South Florida, a 400,000 member plan. Prior to Humana, Mr. Bell spent 18 years at the Fallon Community Health Plan in Worcester, Massachusetts, where he had responsibility for the overall management of the 175,000 member HMO. Fallon Community Health Plan is consistently recognized as one of the top HMO's in the country. Mr. Bell helped create the country's first Medicare Risk contract in 1980 and helped Horizon launch the first Medicare PPO demonstration plan in 2003. Mr. Bell has published numerous articles on marketing, Medicare, HMO's and managed care. He has been an adjunct faculty member at both Anna Maria College and University of Massachusetts Medical School of Nursing. He has served on multiple community and industry Boards, including American Association of Health Plans (AAHP) where he led its Medicare subcommittee. He served on the Boards and Executive Committees of both Fairlawn and St. Vincent hospitals. He chaired the Managed Care Professional and Technical Advisory Committee for the Joint Commission on Accreditation of Healthcare Organizations (JCAHO). Mr. Bell has a Bachelor of Arts degree from Hobart College. He served as a Deputy Missile Combat Crew Commander in the US Air Force during the Vietnam conflict.

Dan has direct responsibility over the underwriting and portfolio management for the company. Dan is a voting member of Horizon's senior credit committee and the senior management committee. Dan has more than 10 years of financial services and lending experience, including spending the past 5 years in the venture lending industry. Prior to joining Horizon, Dan was a Vice President in GE Capital's Life Science Finance Group, where he was primarily responsible for the underwriting and portfolio management of debt and equity investments to venture capital-backed life science companies. Prior to that, Dan was a Credit Manager at GATX Ventures, concentrating on the high tech and software industries. He was also a member of GATX's international credit committee. Dan's previous experience includes tenures in consumer finance at Citigroup and private placement investment banking at Advest, Inc. and Ironwood Capital. Dan earned a Bachelor of Science degree from Cornell University and a Master of Business Administration from Clark University, and is a Chartered Financial Analyst.

George G. Reuter has served as Executive Vice President and our Chief Operating Officer since December 2004. From July 2003 to December 2004, Mr. Reuter served as Senior Vice President and Group Executive, Projects and Proposals. From November 2000 to July 2003, Mr. Reuter held the positions of Vice President Sales and Marketing and Vice President North America. Prior to joining Horizon, he held various positions with J. Ray McDermott, S. A. with experience in the North Sea, Middle East, Southeast Asia, West Africa and the U.S. Gulf of Mexico.

Hannah has a science background with a Marine Fisheries MSc. During her university research she was able to combine her interest in travel with the development of specialist marine fisheries in Scotland and southern Europe. Having ridden all her life she enjoys hacking out and jumping and used to do natural horsemanship with her Arab gelding who she sold earlier this year due to pregnancy. Since joining In The Saddle in 2003 Hannah has ridden at Los Alamos and the Sierra Nevada mountains in Spain; Horizon, Ants Lodges, Wait A Little and Songimvelo in South Africa; Desert Homestead and Okapuka in Namibia; plus all the Montana and Arizona ranches. She has explored a number of our extension itineraries including Yellowstone, the Grand Canyon and Western Cape routes. Hannah has enjoyed all the rides she visited, but her special favourites have to be the Sierra Nevada mountains in Spain and the Montana ranches. 'While I love all the safari rides too there is something about the remote beauty of the Montana mountains that takes your breath away. There are seemingly never ending trails to explore on excellent horses and riding western style, herding cattle and roping is really great fun' says Hannah.

Justin joined Horizon in 2006 as a Customer Service and Support Specialist. Justin works closely with all our new and existing clients, helping them fully utilize and leverage the complete power of the Horizon system. Justin is also actively involved in system testing, research, new feature/training development and customer management initiatives. Justin is a recent graduate from St. Lawrence College, with a Computer Programmer Analyst Diploma. Justin's IT and technical support background has been founded by his prior positions with the Department of National Defense as a Student Web Developer and Staples, where he was employed as a Computer Technician. Justin has also completed a co-op work term at InterKingston - A web design and marketing company. Justin loves to travel, is a huge fan of the outdoors and also an avid Audio/Visual hobbyist.

Kanga joined Horizon in 2006 as Customer Service and Support Specialist. Kanga's primary role is to assist new and existing users. He also participates in system testing, product and marketplace research, and customer marketing programs. Kanga is a graduate of Centennial College, with diplomas in Computer Systems Technology and Networking Technologist. Previously, Kanga worked in the IT Department at the Honda Motor Company of Canada where he worked on two very successful projects. He also completed a co-op work term with Embanet - an online learning company which gave him valuable experience in training, orientation and customer support. Kanga is a huge fan of basketball, hockey, soccer and spends most of his weekend playing or watching sports with friends.

Lucia joined Horizon in January of 2005 and is responsible for internal administration and assisting in-house counsel with all aspects of legal transactions, including direct contact with Horizon's customers and their counsel to ensure timely and efficient transaction closings. Prior to joining Horizon, Lucia worked as a legal and administrative assistant at a business law firm. Lucia previously worked with the current Horizon team at GATX Ventures for three years. Lucia has over 30 years of experience in legal and administrative functions, including as legal assistant in several regional and Connecticut-based law firms.

Michelle has been with Horizon since high school in Colorado and came out to California with us in 1988 overseeing the contract administration, accounting, billing and payables, insurance requirements, bonding procurement, prevailing wage, payroll and human resource issues. Steve Shoemaker was founder and CEO of Horizon Golf, LLC, a golf course water feature and specialty contractor organized in 1993. In addition to his time at Horizon, Steve has worked in management positions with geosynthetic and engineering firms since the early 1980's.

Carol Schuck Scheiber is an independent writer and editor. She serves as editor of HORIZON, journal of the National Religious Vocation Conference, and "Focus on Vocation Ministry," its monthly online newsletter. She also is content editor for VISION: The Annual Vocation Discernment Guide. A 1982 graduate of Michigan State University, she started out in magazine publishing. In the 1980s she was an editor for Salt, a Catholic social justice magazine published by Claretian Publications in Chicago, and a staff writer for Loyola University publications. Pursuing her interest in social change and world cultures, she spent two years as a field worker for the Archdiocese of Ciudad Bolivar, Venezuela. Carol is the NRVC liaison to the NCNWR board.

Mary has been a tenant, and member, of Horizon since 1998. She became a member of the Management Committee following her election at the Annual General Meeting in September. Mary lives in our Kilsyth estate.
