General. We provide software based computer enabled detection, or CED, products and solutions that use advanced signal processing software algorithms to detect and monitor objects in a designated field of view. Our technology analyzes the signal from a sophisticated sensor and passes the information along to management systems, controllers or directly to users. Our core products, the Autoscope ® Video Vehicle Detection System and the RTMS ® Radar Detection System, operate using our proprietary software in conjunction with video cameras or radar and commonly available electronic components. Each of these systems is used by traffic managers primarily to improve the flow of vehicle traffic and to enhance safety at intersections, main thoroughfares, freeways and tunnels. Autoscope systems are sold to distributors and end users of traffic management products in North America, the Caribbean and Latin America by Econolite Control Products, Inc., or Econolite, our exclusive licensee in these regions. We sell RTMS systems to distributors and end users in North America. We also sell both Autoscope and RTMS systems to distributors and end users in Europe and Asia through our European and Hong Kong subsidiaries, respectively. End users of our products throughout the world are generally funded by government agencies responsible for traffic management or traffic law enforcement.

Kenneth R. Aubrey , age 60, was appointed as President in January 2007 and as Chief Executive Officer in May 2007. He was elected to the board of directors at our annual meeting of shareholders held in May 2007. From 1995 to 2006, Mr. Aubrey held various positions with Siemens AG, most recently as a business unit president of Siemens ITS Division, Industrial Solutions & Services Group. He concurrently managed Strategic Projects for the ITS Division. Prior to this, Mr. Aubrey served as a vice president of Strategic Projects for Siemens Information and Communication Networks Group.

Dr. Michalopoulos has been a Director since 1984. Dr. Michalopoulos, our founder, was Chairman of the Board of ISS from our inception in 1984 through 1999, and served as Chief Scientific Advisor from 1995 through 2000. Since 1977, Dr. Michalopoulos has been a professor in the Department of Civil Engineering at the University of Minnesota. Dr. Michalopoulos has more than 35 years of research, teaching, and consulting experience in traffic engineering operations and control. He has taught at several universities, consulted with many firms in the United States and abroad and has worked as a traffic engineer. Dr. Panda has been responsible for corporate strategic alliances and various key programs since joining ISS in 1995. Prior to that, he held several management positions at Honeywell/Alliant Techsystems including the head of research at the Research and Technology Center. Dr. Panda is the Chair of ITS America's State Chapters Council and was President of the Minnesota Chapter in 2003-04 when it received the Outstanding Chapter of the Year Award. He also serves on the Board of Directors of Guidestar, Minnesota's public-private partnership for ITS. He is a member of the Freeway Operations Committee of Transportation Research Board and has served on several other committees, boards, and panels. He has had numerous ITS related publications and presentations at various national and international forums. Dr. Panda earned a PhD in Electrical Engineering from Purdue University.

Mr. Anderson joined the Company in 1991 and has contributed to the company in a variety of positions. Most recently, he has assumed responsibility for Marketing in addition to the Technical Services department, which he has operated since 1999. Prior to that, he was Technical Director, in charge of Engineering from 1997 to 1999. In prior years he has served variously as Principal Systems Engineer, Project Manager, Product Support Manager, and started the Technical Services department in 1995. Prior to joining the Company, he was Principal Systems Engineer with Honeywell/Alliant Techsystems from 1982 to 1991. Mr. Anderson earned degrees in Physics (MS and BA) and Math (BA) and is a Member of the IEEE. He has co-authored and presented a number of papers on video detection and incident detection over the last decade. From 1999 to 2004 he served as one of six NEMA appointees to the Joint Committee on the NTCIP (National Transportation for ITS Communications Protocol).

Mr. Heywood has been Managing Director for ISS Europe since the beginning of 2002. He had previously been working as a consultant to ISS, to develop a strategy for building an ISS presence in the EU. Mr. Heywood was previously employed as Operations Director from 1994 to 2001 by Peek Traffic Systems based in Tallahassee, Florida. Mr. Heywood was a senior Director for Peek Traffic in the U.K. from 1991 to 1994. He has been instrumental in the successful market development of several other U.K. technology companies at Director level, including Smiths Industries, Plessey Aerospace and M.L. Lifeguard. Mr. Heywood, a Fellow of the Institute of Electrical Engineers, has sat on many I.E.E. committees, including the membership committee and the Standing Committee 'A'. He is a certified Lead Quality Assessor for ISO 9000 and has served as an adjunct professor of Reading University.

Mr. Manor was appointed Managing Director of ISS Image Sensing Systems Canada Ltd. upon ISS’ purchase of selected assets from EIS Electronic Integrated Systems, Inc. (EIS) in December 2007. Mr. Manor is the founder of EIS and served as its president from 1990 to 2007. Mr. Manor has over 30 years of experience in the design, manufacturing and installation of sophisticated radar, microwaves and other sensors, including eight years at ELTA, the electronic development subsidiary of Israel Aircraft Industries.

Mr. Partyka joined ISS in 1995 and currently leads our hardware engineering team. Mr. Murdakes is the Chairman of Image Sensing Systems (ISS), having retired as CEO this past June. He was the President and CEO of ISS from 2002 to January 2007. He has been on the ISS Board of Directors since March 1994 and was elected Chairman in 2002. Mr. Murdakes spent twenty-five years with CDC of Minneapolis in various senior management positions. Upon retirement from CDC in June 1987, he was appointed President and CEO of Clyde Digital, a software company located in Orem, Utah. Following Clyde Digital's merger with Raxco, of Rockville, Maryland, he served as Senior Vice President of International. From 1993 through 1996, Mr. Murdakes served as President and CEO of LSC, a Minneapolis systems integrator for network storage servers. In 1997, he was made Chairman of LSC.

Mr. Eleftheriou has been a director since April 2002. Since July 2001, Mr. Eleftheriou has served as President and Chief Executive Officer of Creative Publishing international, a Minneapolis-based publisher of how-to books, and a premier publisher of nature, photographer, and wildlife books for children and adults. Prior to joining Creative Publishing international, Mr. Eleftheriou worked for more than 30 years in the information technology industry. From 1968 to 1997, he held various positions in engineering, software, product development, sales, marketing, and general and administrative management at Control Data Corporation and Control Data Systems, Inc., a provider of computing and systems integration services that was spun off from Control Data Corporation in 1992. Mr. Eleftheriou served as Vice President, Systems Integration Services at Control Data Systems from 1997 to 1998, and as President, Systems Integration arm of British Telecommunications plc, from 1998 to November 2000. From November 2000 to July 2001, Mr. Eleftheriou provided executive consulting services to providers of web-based media. Mr. Billow was appointed Managing Director of our wholly-owned subsidiary Flow Traffic Ltd. in June 2002 and became Vice President for Asian International Business of ISS in February 2002. Mr. Billow founded Flow Traffic in 1998 and served as its General Manager from its inception through June 2002. Between 1996 and 1998, Mr. Billow was the General Manager of Peek Ltd., the Asia-Pacific arm of Peek's traffic business in East Asia. During this time he managed Peek's Chinese joint venture business and various traffic projects funded by the World Bank and Asian Development Bank.
