The customers of IMPA's member communities enjoy the best of both worlds with their electric service. They get low-cost, reliable power and local, hometown service - all because they are customers of a municipal electric system which is served by IMPA. IMPA was formed by a group of municipal electric utilities who were tired of the "take what you get" policy of the big, investor-owned utilities. IMPA's member systems felt that by pooling their resources they could own generation and control their own destiny. Also, when available, they could buy cost-effective power on the wholesale market that would help keep costs down for their customers. This concept is called "joint action" and it is working. In surveys done by the state utility regulatory commission, and in IMPA's own research, IMPA members consistently provide the lowest cost power available in the state on average. (Rate Statistics) By participating in the joint action process, IMPA's 50 communities gain the benefit of being a big company on the wholesale electric market. But, the benefits don't stop there. Not only do IMPA member customers benefit from the low-cost power the Agency is able to secure for their communities, but they also can count on the local, hometown service of their municipal electric utility. Jim Ginty is a Senior Managing Consultant in the Philadelphia office working in the Public Power Group. Mr. Ginty has taken an active role in working with clients on technical support for new money issuances, refundings, derivative products analyses, and innovative financing solutions. Mr. Ginty currently serves as project manager for the New York Power Authority, Indiana Municipal Power Agency, Lincoln Electric System, and the Platte River Power Authority. Mr. Ginty also provides support and technical analysis for other clients in the Public Power Group. Mr. Ginty's other experiences at PFM include work in the Environmental Group, which specializes in financing environmental facilities including, solid waste, water, and wastewater facilities. Mr. Ginty performed analyses and provided support and technical expertise for a variety of clients including Montgomery County Sewer Authority, Centre County Transfer Station, and the City of Gloucester, MA. Mr. Ginty has also worked on non-environmental projects for the Maryland Stadium Authority, City of Philadelphia, PA and Nassau County, NY, where he was responsible for development and oversight of the County's cash flow and budget models. His primary responsibilities included developing debt profiles, monthly cash flow modeling, budget models, sizing and structuring of bond issuance, and strategic options analysis. Prior to joining Public Financial Management Inc., Mr. Ginty served as a consultant in the Healthcare industry for over six years, providing both benefit and financial analyses to national and international companies. Mr. Ginty is a graduate of Loyola College where he earned a Bachelor of Business Administration in Finance.
