Level 3 Communications Inc.

Mr. Crowe is Chief Executive Officer of Level 3 Communications, the first international communications company to fully leverage the power of Internet technology. Having assumed the leadership of Level 3’s predecessor, a diverse group of companies and holdings in 1997, Mr. Crowe reshaped it into a single company with a core focus on communications and information services. Prior to assuming the leadership of Level 3, Mr. Crowe served as Chairman of WorldCom, following that company’s merger with MFS Communications Company in 1996. Prior to that, Mr. Crowe was CEO of MFS, a company he founded and took public in 1993. At the time of its $14.3 billion merger with WorldCom, MFS was the largest competitive local carrier in the U.S. and Europe. Mr. Crowe serves on the Board of Directors of Level 3 Communications.

Mr. Waters is President of Global Network Services and Chief Technology Officer for Level 3 with responsibility for global network architecture, engineering, and operations. His operations responsibilities also include service activation and management, planning and deployment, access management, as well as field operations across the company. Under his leadership, Level 3 has achieved numerous milestones in Internet Protocol (IP) communications, including Softswitch networking, Multi-Protocol Label Switching (MPLS), and advanced optical networking. Mr. Waters joined Level 3 in 1997. Previously, he served as an executive staff member for MCI Communications, Inc. with responsibility for network architecture, design and implementation. In that role, he was also an original member of the team responsible for InternetMCI, the company’s initial Internet service. Prior to MCI, Mr. Waters worked as Director of Engineering and Operations for SURAnet, the Southeastern University Research and Academic Network, the nation’s largest regional network, funded by the National Science Foundation.

Mr. Storey is President and Chief Operating Officer of Level 3 Communications, with responsibility for all aspects of Level 3’s sales and operations. Prior to assuming his role of President and COO in 2008, Mr. Storey served as president of Leucadia Telecommunications Group. Prior to that position, Storey spent five years with WilTel Communications and its predecessor entities and was president and chief executive officer of WilTel Communications from 2002 until its sale to Level 3 in December 2005. From 1994 until 1999 he worked at Cox Communications in various executive positions. Storey began his career in telecommunications in 1983 with Southwestern Bell Telephone, where he held various engineering and operations positions.

Mr. Patel is Chief Financial Officer of Level 3 Communications. He joined the company in 2003 and was named CFO in May of that year. Mr. Patel was formerly CFO and a co-founder of Looking Glass Networks Inc., a facilities-based provider of metropolitan telecommunication transport services. Prior to co-founding Looking Glass, Mr. Patel was treasurer of MCI WorldCom from 1997 to 2000. From 1994 to 1997, he was treasurer of MFS Communications, Inc., a competitive local exchange carrier acquired by WorldCom.

Mr. Stortz is the Executive Vice President and Chief Legal Officer for Level 3 Communications. He is responsible for Level 3's legal, regulatory and human resources functions worldwide. Prior to joining Level 3 in 1998, he served as Vice President and General Counsel for Peter Kiewit Sons', Inc. (PKS) and Kiewit Construction Group, Inc. Mr. Stortz joined PKS as an attorney in 1981. He served as director of PKS, Nebraska Methodist Hospital Foundation, RCN Corporation, C-TEC Corporation, Kiewit Diversified Group, Inc. and CCL Industries, Inc.

Ms. Grey is Senior Vice President and Corporate Treasurer for Level 3 Communications, with responsibility for the company's capital markets activity, treasury operations, investor relations, corporate real estate and risk management. Previously, Ms. Grey served as Senior Vice President of Treasury and Investor Relations. Prior to that, she served as Assistant Treasurer. Prior to joining Level 3 in 1999, Ms. Grey was Assistant Treasurer for Sprint PCS and held various finance and treasury positions at Tele-Communications, Inc.

John Lind, Vice President of Sales for Level 3 Government Markets. Mr. Lind has been with Level 3 for over 10 years, and has held senior positions in the operations and sales organizations with experience in network development, project management, implementation and sales engineering. Previously, Mr. Lind was Vice President of Sales for the voice service providers segment within the Wholesale Markets Group, where he led sales teams focused on the Voice industry. Within his tenure at Level 3, Mr. Lind has also led the sales engineering teams within the Wholesale business, including the Federal Markets team. Before joining Level 3, Mr. Lind held various management roles in Regulatory Affairs and Operations at both MFS Communications and Cable & Wireless. Mr. Lind holds an undergraduate degree from Virginia Polytechnic Institute and State University and a graduate degree from George Mason University.

Michele Vion is Group Vice President of Human Resources for Level 3. In this role, Ms. Vion oversees compensation and benefits, talent management and learning, strategic business partnering, and the HR Service Center. She has served as Senior Vice President of Human Resources for Level 3 since 2006. Prior to her employment with Level 3, Ms. Vion held a number of senior human resources and compensations positions at Sun Microsystems, Inc., Storage Technology Corporation, Electronic Data Systems and JP Morgan.

Allen Bintz, Director of Sales Engineering for Level 3's Government Markets, is responsible for pre-sales engineering activities associated with the design of government contract vehicles, work orders, and task orders awarded under Networx Enterprise, WITS3 and GSA Schedule 70 contract vehicles. Prior to joining Level 3, Mr. Bintz held a number of roles at Segovia Inc.; he was most recently the director of Voice over Internet Protocol (VoIP) services, responsible for the deployment of VoIP applications, vendor negotiations and development of customer service and operations management methodology. Mr. Bintz has more than 20 years of experience within the telecommunications industry working with such companies as Equant, Viewgate Networks and Sprint International/Global One. Mr. Bintz previously served in the United States Army Signal Corps.

David Young, Sales Director for Level 3 Government Markets, is responsible for all direct sales activities to federal agencies. Mr. Young has over 19 years experience in the telecommunications industry and has extensive experience developing business within federal markets, including DISA, DoD and the Intelligence Community. Prior to joining Level 3 in 2002, Mr. Young held a variety of positions in sales, capture, project and program management at AT&T, Lucent Technologies and Avaya.

Keith Molony is the Director of Offer Management for Level 3's Government Markets Federal Civilian and Systems Integrator segments. He has over 10 years of experience in telecommunications and high tech industries, with specific skills in service management, marketing, strategy and business development. Previously at Level 3, Mr. Molony led the Private Line service management team including supporting Level 3's NETWORX Enterprise and other federal programs, and has also had responsibility for European Transport Services. Prior to joining Level 3, he worked for US WEST (now Qwest) in the product team supporting all market groups including Government Solutions.

Tim Donelson, Senior Director, is responsible for Program and Capture Management on Defense Contracts for Level 3 Government Markets. Previously, Mr. Donelson held several positions within Level 3, responsible for the deployment of approximately 18,000 miles of long-distance and metropolitan network fiber infrastructure. Mr. Donelson has 23 years of experience in the telecommunications industry with leading global providers of large-scale networks and systems for communications, transportation and security applications providing services to government agencies, private industry, public utilities, cable operators and telecommunication companies.

Dr. Yates has been a director of the Company since March 2005. He served as president of Colorado State University from 1990 to 2003. He is credited with revitalizing the campus, boosting academic performance and achieving record levels of alumni and state support. He holds degrees in chemistry and mathematics from the University of Memphis and a doctorate in theoretical chemical physics from Indiana University. Dr. Yates serves on the board of Centennial Bank Holdings, Inc. and Startek, Inc.

Mr. Eby has served as a director since June 2005. Mr. Eby has been president of Robert E. Torray & Co. Inc. and executive vice-president of The Torray Corporation since 1997. Prior to joining The Torray Corporation in 1992, Mr. Eby co-managed assets for the clients of Robert E. Torray & Co., Inc. as well as The Torray Fund and The Torray Institutional Fund. Prior to joining Robert E. Torray & Co. Inc., Mr. Eby was an investment manager and research analyst for seven years at Thomson Advisory Group. Mr. Eby currently serves on the Board of Directors of Markel Corporation and Suburban Hospital. Mr. Eby earned his B.A. in Economics from Catholic University and received an M.B.A. from Indiana University.

Mr. Reed has been a director of the Company since March 2003. Mr. Reed was Chairman of HMG Properties, the real estate investment banking joint venture of McCarthy Group, Inc. from 2000 to 2005. Prior to that, he was Chairman of McCarthy & Co., the investment banking affiliate of McCarthy Group. Prior to joining McCarthy Group in 1997, Mr. Reed spent 32 years with Arthur Andersen, LLP. Mr. Reed is the Chairman of the Audit Committee of the Board of Directors.

Mr. Mahoney has been a director of the company since August 2007. He was most recently the president and CEO of Commonwealth Telephone Enterprises. A telecommunications industry veteran, he was also president and COO of RCN Corporation, president and COO of C-TEC Corporation, and executive vice president and general manager of C-TEC Cable Systems. Mr. Mahoney sits on the Board of Trustees of Wilkes University.

Mr. Bradbury served as vice chairman of Level 3 from 2000 to 2003 and as executive vice president and CFO from 1997 to 2000. He was a member of Level 3’s board of directors from 1997 to 2003. Prior to joining Level 3, Bradbury held senior positions with MFS Communications up to its purchase by WorldCom in 1996. He currently serves on the board of directors of Lodgnet Interactive and is the treasurer of the board of trustees of the Asolo Repertory Theatre in Sarasota, Fla.

Mr. Jaros has been a director of the Company since June 1993 and served as President of the Company from 1996 to 1997. Mr. Jaros served as Executive Vice President of the Company from 1993 to 1996 and Chief Financial Officer of the Company from 1995 to 1996. He also served as President and Chief Operating Officer of CalEnergy from 1992 to 1993. Mr. Jaros is the Chairman of the Compensation Committee of the Board of Directors.
