Dan Finkelstein has over 31 years of experience with the Los Angeles County Sheriff's Department. The last seven years have been exclusively in the field of transit policing. Dan currently serves as Chief of Transit Police for the Los Angeles County Metropolitan Transportation Authority (MTA) as well as the Metrolink Commuter rail system. In this role, Dan commands the second largest transit policing force in the nation. The Los Angeles County MTA has 1.5 million boardings daily, runs four rail lines and deploys over 2500 buses during peak periods. The Metrolink system has over 300 miles of track that run through six southern California counties. An additional responsibility is policing the Los Angeles (city) Department of Transportation DASH bus lines. Dan was the architect of the Los Angeles County Sheriff's Department taking over the entire policing contract for the MTA. This responsibility covers approximately 600 employees and a total budget of approximately $65 million annually. In today's "post 9/11" world transit policing covers everything from transients to terrorists. The staff under Dan's command represents transit policing interests in the Los Angeles County Joint Regional Information Center (JRIC), a fusion center for information sharing relative to homeland security. Additionally, staff assigned to the transit services bureaus have made huge strides in the field of graffiti and vandalism prosecution. These staff members have not only saved the MTA over $500,000 in 2006, but have been asked to teach and speak on graffiti enforcement to several other transit agencies in the United States and abroad. A recent MTA customer service survey result stated that 89% of passengers on MTA buses and trains feel safe while riding the system. Public transportation systems, while sometimes the target of terrorists, also have a mutual aid role in emergency and disaster management. Integration of buses and rail lines into the disaster plans is critical and transit management clearly has a role in any incident command system. Dan has served as the incident commander for events where transit has been instrumental in the movement of displaced persons, as well as managing contingency plans when transit routes are affected by events such as unrelated police activities, major protests/demonstrations, earthquakes and wildfires. Dan holds a Master's Degree in Health Sciences, with a concentration in Emergency and Disaster Management from Tourou University and a Bachelor's degree in Criminal Justice from California State University Long Beach.
