Dominick initially joined Unisys in 2001 from KPMG Consulting Inc. (now Bearing Point), where he was senior vice president and managing director of the firm's $500 million financial services solutions practice, which he helped develop. Prior to this, he served as a managing director for J.D. Terry Mansfield is director of Net-Centric Operations for Unisys Federal Systems, where he is responsible for directing Unisys program activities such as the DoD Net-Centric Data Strategy Implementation effort at U.S. Joint Forces Command in Norfolk, Va. This pioneering project supports USJFCOM-led Community of Interest pilot efforts such as Time Sensitive Targeting and Blue Force Tracking to make warfighters' data visible, accessible and understandable, and is being done in partnership with the Military Services, other Combatant Commands and agencies such as the Defense Information Systems Agency (DISA). Terry has more than 25 years of success planning and directing activities to provide innovative information technology, telecommunications and customer service solutions to include directing the conversion of telephone switch systems from analog to digital in 1992 at all U.S. Army facilities in Japan; providing guidance and leadership in planning and implementing real-world and training exercise information capabilities to successfully support five major U.S.-Japan bilateral military training events held during 1992 and 1993; and directing two successful information technology demonstrations during the 1996 Joint Warrior Interoperability Demonstration (JWID) that led to groundbreaking progress in the areas of enterprise-wide network management and Asynchronous Transfer Mode (ATM) switching technology use in support of a deployed Joint Task Force (JTF). Terry was recognized by DISA for leading the 1997 Outstanding Technical Project of the Year, which resulted in an enterprise-wide automated network management system that provided crucially needed capabilities for the Department of Defense, and saved the government $60 million over an alternate solution. He received formal recognition by the Department of Defense on six separate occasions for exceptionally meritorious service and performance. Terry is a recognized subject matter expert within the Department of Defense on the Global Information Grid (GIG) and net-centricity. He is the principal author of an overarching, far-reaching Department of Defense document published in 2001, which describes a set of globally interconnected, end-to-end information capabilities comprising a Global Information Grid (GIG). This document (lauded by a top DoD official as "one of the best documents of its kind that I have seen in 27+ years of commissioned service" and as "a great roadmap for the future") guides all future information technology investment across the Department of Defense and the Intelligence Community--an investment currently valued in excess of $200 billion. He is also the author of a Multinational Information Sharing (MNIS) International Cooperation white paper, commissioned by the DISA MNIS Joint Program Office and published in May 2006.

Previously, Andrew was director of Product Development at Butterfly.net, a leading provider of highly scalable grid computing architectures for the online video game market. Charles Kneip is director of the Unisys Global Public Sector motor vehicle solutions practice, based in Sioux Falls, S.D. In this position, Charles has responsibility for directing the staff of motor vehicle domain consultants and providing both motor vehicle consulting and management for the motor vehicle marketing efforts. Prior to joining Unisys, Charles was the associate director of vehicle services for the Nebraska Department of Motor Vehicles. In this position, he was responsible for evaluating the technology needs of agencies and analyzing new processes for benefits. Charles also worked with the states of South Dakota and North Dakota to implement a statewide library information system that provided electronic access to information. In addition, he provided domain consulting for reengineering the North Dakota Motor Vehicle Division, with the resulting system being the Vehicle Registration and Title System (VRTS). Charles also provided consulting for the implementation of the new Indiana BMV STARS application. Dhimant Desai is a solutions director for the registry and positive identification (RAPIDS) program of Global Public Sector. He is responsible for the design, architecture, development, customization and integration of digitized drivers licenses, large scale national ID, digitized passports, biometrics, automated fingerprint identification systems (AFIS), voter registration and electronic voting solutions. Dhimant brings to Unisys more than 20 years experience in the information technology industry in a variety of technical and management positions, and is based in Plymouth, Mich. Before that position, he was an imaging consultant responsible for systems architecture, design guidelines, hardware and software configurations, requirements analysis, business process re-engineering and transformation of customer requirements to detail design for Unisys InfoImage Folder RFPs. Dhimant helped provide domain knowledge expertise to Unisys Public Sector groups and subsidiaries worldwide for pre-sales efforts in registry, identification and election practice. His responsibilities here included customer presentations, subsidiary training, influencing customer specifications, RFI and RFP consultancy, RFI and RFP responses, vendor selections, configurations, and sizing and proposal costing. He managed numerous imaging and large-scale identification projects for development and integration, including project and mobilization planning, customer liaison, requirements study, costing and pricing, implementation, system integration, testing, training and project coordination.
