Jeffrey A. Joerres is Chairman and Chief Executive Officer of Manpower Inc. Having joined Manpower in 1993, Jeff served as Vice President of Marketing, and later, as Senior Vice President of European Operations and Global Account Management. It was in 1999 that he was promoted to President and CEO, and in 2001 that he was named Chairman of the Board.
Jeff has led a transformation of Manpower's business strategy, adding new business lines that have expanded the company's ability to assist clients and candidates in navigating the changing world of work. Jeff is a true thought leader within his industry, and a pioneer in emerging markets. His role at Manpower has seen him advising domestic and foreign government officials about how to transform their labor markets to compete in the global economy.
Under Jeff's tenure, Manpower has experienced rapid growth, opening more than 1,000 local offices, and expanding the footprint of the organization to over 4,200 offices across 82 countries and territories. His achievements for the company have seen Manpower share value more than triple, and the company has climbed the ranks of the Fortune 500 American companies list, moving from 183 to 119 in 2009. It has been Manpower's steady financial performance and strict adherence to governance guidelines that contributed to it being named as one of the "Best Managed Companies in America" for the fifth time in 2007 by Forbes magazine. In 2009, Fortune magazine named Manpower as one of the most admired companies in the staffing industry for the seventh year in a row. Also in 2009, Joerres was named to Institutional Investor magazine's annual list of the best CEOs in America for the sixth time, ranking #1 in the Business & Professional Services category.
Jeff is known as a strong proponent of job training and workforce development initiatives. Outside of the company, he serves on the board of trustees for the Committee for Economic Development (CED) and is co-chair of the CEO Diversity Committee of the Greater Milwaukee Committee. He also served as co-chair of the 2005 NAACP National Convention held in Milwaukee.
Prior to joining Manpower, Jeff held the position of Vice President of Sales and Marketing for ARI Network Services, a publicly held, high-tech electronic data interchange company. He has also held several management positions within IBM.
Jeff has a bachelor's degree from Marquette University's College of Business Administration, from which he graduated in 1983. In addition to the Manpower Inc. board, Jeff is a member of the board of directors of Artisan Funds and Johnson Controls.
Mike Van Handel is Executive Vice President and Chief Financial Officer at Manpower, a position he has held since 2002, although his tenure as Chief Financial Officer stretches back to 1998. He is responsible for Manpower's worldwide finance and accounting functions, including corporate finance, treasury, financial reporting, accounting controls and income taxes. He also manages investor relations.
Mike has a reputation as a pioneer in his field. He has focused his time as Chief Financial Officer on developing innovative strategies for successfully raising the profile of Manpower in the investor community, enhancing investor confidence and improving the credibility of the company with clearly articulated strategies and associated financial goals.
In order to achieve these objectives, Mike instigated several new initiatives focused on improving the financial performance of the company and increasing shareholder value. He introduced standardized metrics to measure and drive operating unit performance. These metrics included measures of profitability, efficiency and return on invested capital.
Another novel process implemented by Mike, is a framework for assessing and analyzing customer profitability. He has also successfully modified the capital structure of the company to reduce the overall cost of capital and the cost of debt financing.
Mike has been responsible for introducing a modified EVA program to properly align management's goals and objectives with the interest of shareholders. This included the implementation of balanced scorecards to drive results.
Mike's exceptional achievements have been recognized by Institutional Investor which has awarded him the prestigious America's Best CFO for Business and Professional Services award every year since 2005.
Mike graduated magna cum laude with a Bachelor's of Science degree in Accounting from Marquette University in Milwaukee, Wisconsin. He also holds an MBA in Banking and Finance from the University of Wisconsin.
Mike is a member of the AICPA (American Institute of Certified Public Accountants), WICPA (Wisconsin Institute of Certified Public Accountants), Children's Hospital President's Council, Financial Executives International and National Investor Relations Institute.
Mike is a member of the Board of Directors for the Milwaukee Youth Symphony Orchestra. In addition, Mike is on the Board of Harris Financial Corporation, their Audit Committee and Risk Oversight Committee and the Dean's Advisory Council of Marquette University.

Barbara J. Beck is President of Manpower's EMEA operations, a position she has held since January 2006. The EMEA region is the largest business unit within Manpower, generating over $8 billion in revenues (39% of total corporate revenues) with 11,000 employees across 30 countries.
Barbara holds full profit and loss responsibility for Europe (excluding France), the Middle East and Africa. Under her expert leadership, EMEA revenues have increased by 50%, and she has achieved an increase in profits of 150%. This is particularly notable in view of the current marketplace challenge – staying ahead of Europe's escalating shortage of workers. To achieve this growth, Barbara took a collaborative approach to business, working with organizations across the public and private sectors, including European academics and government leaders, to address these workforce issues. Prior to her appointment as President of Manpower EMEA, Barbara spent three years as Executive Vice President of U.S and Canada. From 2002 to 2005, she held responsibility for operating over 1,100 field offices employing over half a million employees. In this post, Barbara achieved a 140% growth in profits for the region.
Barbara champions the role of women in business. She believes that the culture often instilled by women leaders can have a profound impact on organizations growth. In recognition of this, Pink Magazine awarded her as one of the "Top 15 Women in Business" for Innovations that "turn ideas into earnings". She was also recently recognized at the European Business Awards 2008, at which she was awarded the Ruban d'Honneur "Business Leader of the Year". Barbara also recently bcame an advisory board member of the Cherie Blair Foundation and was recognized by the Lieutenant Governor of Wisconsin as helping to advance the status of women in the public and private sectors in the State. As a recognized expert on the impact of employment trends on global economies, Barbara features regularly as a speaker at numerous economic forums, including the Annual Meeting of the World Economic Forum in Davos. She is included on the World Economic Forum's Women Leaders Programme, which is dedicated to advancing women globally, and is a member of the Harvard Kennedy School of Government's Women's Leadership Board.
Barbara has a Bachelor of Science degree with honors from the University of Colorado, Boulder and has completed executive leadership programs at INSEAD, Fontainebleau, France; the University of Chicago and the Yale School of Management.

David Arkless is Manpower Inc.'s President of Global Corporate and Government Affairs, a position he attained in December 2008 after being promoted from Senior Vice President of Global Corporate Affairs. David joined Manpower on June 19, 1992.
David is a world-renowned expert on labor market trends and has widespread experience of helping countries to develop their labor market strategies. He is responsible for Governmental and International Affairs and as such has been called to advise the Governments of Egypt, China, Vietnam, the UAE, the Crown-Prince of Serbia and the City of Shanghai, in addition to being an Advisory Board Member for the US Department of State and CIETT, the the international confederation of private employment agencies.
David also manages Manpower's strategic relationships with high-profile organizations such as the World Economic Forum where he is a founding member and Co-Chair of the WEF's Global Agenda Council on the Skills Gap. He also supports partnerships with the Centre for European Policy Studies and the European Policy Centre.
David has been a highly influential campaigner in the fight to end human trafficking and give refugees real hope for the future. He has also been at the forefront of Manpower's involvement in ninemillion.org, a UN initiative to provide education to the nine million young refugees all over the world as well as our campaign to end human trafficking; Manpower Inc. was the first company to sign the Athens Ethical Principles, which declare a "zero tolerance" policy for working with any entity, which benefits in any way, from human trafficking.
David serves as an advisory board member of both the International Organization for Migration and the United Nations High Commission for Refugees. He has also been named Special Envoy of the End Human Trafficking Now! movement. David was also appointed as a core advisor on the Private Sector Panel of UN.GIFT, the recently launched UNODC global initiative to fight Human Trafficking.
David is a regular speaker at high profile events including the World Economic Forum Annual Meeting in Davos, the OECD, the United Nations, European Parliament, UK Parliament and House of Lords Select Committees, US Congressional and senate committees and at various internationally renowned business schools. He also provides regular expert appearances in national and global media such as the BBC, CNBC and CNN.
David received his Bachelor's degree from the University of Durham, UK and has completed Executive programs at INSEAD, IMD and the San Jose College of Business.

Dominique Turcq, 49, is Senior Vice President, Strategic Planning and Business Development of Manpower. Turcq previously was a partner at McKinsey & Company, where he concentrated on international business issues in the firm's offices in France, Belgium (European Union office) and India. He also served as a core member of its Global New Economy Practice, focused on the management implications of the emerging information- and Internet-driven economy. Since 1998, he also served as partner in charge of the Manpower account in France, where he helped the company restructure both its office network and back-office organization for greater effectiveness.
Turcq has more than 25 years of global business experience. Before joining McKinsey & Company in 1987, he owned a Paris-based consulting firm serving several major French and Japanese companies, as well as the French Minister of Foreign Industry and Trade and the Minister of Foreign Affairs. At the same time, he served as a professor of international marketing and strategy at two of France's leading business schools, L'Ecole des Hautes Etudes Commerciales (HEC) and the European Institute for Business Administration (INSEAD). Before that, he served in various marketing management roles for Sony Corporation.
Turcq was educated in France at the HEC; in Japan, at Osaka and Kobe Universities; and at Paris University where he earned a Ph.D. in Management and Social Sciences. He has published several books and articles (in French, English and Japanese) on international management, human resources management and emerging markets.

Tammy Johns is Senior Vice President of Global Workforce Strategy for Manpower Inc. In this role, which she has held since 2006, Tammy has responsibility for anticipating the changing dynamics of labor markets and creating innovative services and solutions that will attract, develop and engage talent and help our clients win in the marketplace.
Tammy is Manpower's resident expert on the "Net Generation" and virtual worlds. As such, Tammy leads the company's strategy to continue to define the evolving World of Virtual Work. Her goal is to explore and understand what's next, and continue to further define work practices, helping clients and candidates navigate the World of Virtual Work.
The changing role of technology in business is a real passion for Tammy and she strongly believes that firms need to find a way to transform their legacy knowledge and apply it to new technology if they are to deal with rapidly-changing globalization, technology and demographics.
This passion and the belief that a presence in virtual worlds should be a key element in the way we engage with the Net Generation and workforce of the future, led Tammy to head up the development and execution of Manpower's innovative presence in Second Life. Manpower Island, launched in July 2007, was developed as a place where job seekers, employers and entrepreneurs can come together in an interactive forum to learn about and explore the World of Virtual Work.
Tammy is also the President of the Employment and Staffing Services Association of Canada. She holds an MBA from The Richard Ivey Business School and a Canadian Certified Human Resource Professional designation.

Jean-Pierre Lemonnier, is Managing Director of Manpower France. Lemonnier has served as Executive Vice President and Chief Operating Officer of Manpower France since 2000, where he has been responsible for overseeing a network of 950 branch offices. He joined the company in 1998 as Human Resources Director and a member of Manpower France's Executive Committee. He also served as Administrator of the French Staffing Employer Trade Union (SETT) from 1998 to 2001.
Lemonnier is a graduate of the Institute of Political Studies of Paris where he earned a Master's Degree. Before joining Manpower, he was General Manager of an ELIOR subsidiary (airport catering company).
