Dr. Wehr is chief executive officer for Molina Healthcare of New Mexico. In this role, Dr. Wehr is responsible for all health plan operations. She previously served as the chief medical officer leading all medical management initiatives for the health plan, as well as overseeing contracting and provider services and quality activities. She also served as the Medical Director for Cimarron Health Plan's Quality Improvement Department. Board Certified in Internal Medicine, Dr. Wehr earned her Bachelor of Science in Chemistry from the University of Notre Dame and her Medical Degree from Ohio State University. Dr. Wehr also completed her residency in Internal Medicine at Vanderbilt University Hospitals in Tennessee, and was in private practice in Nashville before moving to New Mexico in 1991. She has over 21 years experience in administrative medicine. Prior to joining Health Care Horizons, Dr. Wehr served as vice president and chief medical officer at Blue Cross Blue Shield of New Mexico. She is a member of numerous associations including the American College of Physicians, American Medical Association and the Greater Albuquerque Medical Association.

Dale Christine Ahlskog, President of Molina Healthcare of Washington, is responsible for direction and oversight of strategic initiatives and operations for the Washington health plan. Prior to this, Ms. Ahlskog was the Chief Financial Officer for Molina Healthcare of Washington. She was the CFO for the former QualMed Washington Health Plan, Inc. (now Molina Healthcare of Washington). Dale was also the former Controller and Director of Operations of Micro Innovations, Inc. in Seattle, Washington. She holds an MBA from the University of Washington (Seattle).
Jesse Thomas is the President of Molina Healthcare of Michigan, Inc., and formerly was the President of Molina Healthcare of Ohio, Inc. Jesse has over 25 years of experience in the healthcare industry and has held various leadership roles in such key functions as business expansion, organizational turnarounds, strategic planning, problem solving, public policy and community advocacy. Prior to joining Molina Healthcare of Ohio, he was appointed the Chief/Administrator of the Office of Healthcare Purchasing, Illinois Department of Healthcare and Family Services, where he was responsible for leading the integration of the healthcare procurement function of four State Agencies. Also, prior to joining Molina, Jesse was the Executive Director of United Healthcare Illinois - AmeriChoice; President and CEO of HealthPlans of America, NJ, Inc; Vice President/Director Major Account Sales at Blue Cross and Blue Shield, NCA; and President of Total Health Care, Inc. to name a few. Additionally, Jesse has served as the Board President for the Illinois Association of Medicaid Health Plans in Chicago. He received his Bachelors degree in Liberal Arts & Sciences from the University of Illinois; and, Graduate Studies in Management and Accounting from Eastern Michigan University. Jesse is a former candidate for the U.S. Congress from Colorado where he ran on a platform of improving quality and access to affordable healthcare for all. He was subsequently appointed to several State Boards. Also, he was the Governor's nominee for a Presidential appointment to the U. S. Department of Health and Human Services.
Anita Mullins is Chief Financial Officer and Director of Finance for Molina Healthcare of New Mexico. Ms. Mullins manages the finance department, which includes accounting, billing, enrollment, and cost recovery operations. Ms. Mullins previously served as Controller for Health Care Horizons (five years). Prior experience includes two years as Director of Finance at Lovelace Health Plan and seven years at CIGNA Corporation in Philadelphia, PA. Ms. Mullins holds a CPA (State of Pennsylvania) and earned her Master of Business Administration (Accounting) from Temple University in Philadelphia, PA.

Lynn Allen is Chief Operating Officer for Molina Healthcare of New Mexico. Mr. Allen oversees the Provider Services Department (this includes provider contracting, provider relations, and provider configuration functions) and Customer Service Departments (this includes the member services phone unit and the health plan appeals department functions), local IT operations and the health plan physical plant. Greg Hamblin is the Chief Financial Officer for Molina Healthcare of California. He has over 22 years experience in financial management with both public and private companies in the managed healthcare industry. Greg is responsible for developing and implementing the company's financial plan. His experience includes CFO positions at UHP Healthcare and Beech Street/CAPP CARE. Dr. James Howatt is Chief Medical Officer (CMO) for Molina Healthcare, Inc. In this capacity, Dr. Howatt is responsible for oversight of the medical management functions of all of the Company's health plan subsidiaries, including utilization management, quality improvement, credentialing, pharmacy, and risk management activities. Jennifer Lee Freeman, Chief Financial Officer for Molina Healthcare of Washington, manages the Finance Department which includes accounting, enrollment, billing, capitation operations, and claims cost recovery. As a member of Molina Healthcare of Washington's senior management team, she works on long term strategic planning, financial performance review and operational issues. Formerly, she was the Director of SEC Reporting and Audit for Molina Healthcare, Inc. in Long Beach, California. Before taking her position with Molina Healthcare, Inc., she had originally joined the company as a consultant for the Sarbanes-Oxley 404 Implementation. Also, Ms. Freeman was the former Controller for Cox Communications in Orange County, California. She holds a BBA from The University of Texas at Austin and has been a CPA since 1992, licensed in Texas.
John C. Molina, JD has been employed by MHI for 25 yeas and is the Chief Financial Officer. As CFO, Mr. Molina oversees all financial functions including corporate finance, investor relations, accounting, treasury and actuarial functions. In addition, he is responsible for executing each of Molina’s expansion efforts by overseeing the company’s business development and mergers and acquisition program. During his tenure as CFO he has directed the contract proposals for the Two-Plan Model and Geographic Managed Care programs, and was responsible for the acquisitions of the Michigan, New Mexico and Washington health plans which marked Molina’s entrance into new markets.
Mr. Molina has been with Molina Healthcare since the company’s inception and has served the organization in various roles. He is also a Trustee of the Aquarium of the Pacific in Long Beach, California, member of the Board of Directors of the YMCA of Metropolitan Los Angeles, member of the Board of Directors of Long Beach Strategic Marketing, and member of the Board of Directors of the Southeast Division of the American Cancer Society’s California. Mr. Molina holds a B.A. in economics from California State University where he was elected to the Phi Beta Kappa honor society and a Juris Doctorate from the University of Southern California School of Law.

Michael Tegler, Chief Financial Officer of Molina Healthcare of Michigan, has over 15 years of financial management experience in healthcare including five years as CFO of MHM. Prior to his role at Molina Healthcare, Mr. Tegler served in various financial and administrative positions within DMC Practice Plans in Detroit, Michigan. Prior to joining Molina, she was the President and Chief Operating Officer for CAPE Health Plan, an HMO serving Medicaid beneficiaries in Southeast Michigan. CAPE Health Plan was acquired by Molina in 2006. Ms. Wanchik has over 25 years of leadership experience in health care spanning professional practice management, institutional department management, and managed care operations. She has served in several leadership roles for the Michigan Association of Health Plans. Ms. Wanchik is active in the community and currently serves on the board of St. Frances Cabrini Clinic, the oldest free clinic in the United States. Sally Richardson is the Executive Director for the Institute for Health Policy Research at West Virginia University. She has been at the Institute since its inception in 1999 and was the driving force behind the creation of the Institute. In addition to this role, she is also an associate vice president for the Robert C. Byrd Health Sciences Center of West Virginia University. She is responsible for the management and direction of all aspects of the Institute's work. She oversees the completion of all project activities and serves as principal investigator of many projects. Prior to this endeavor, Professor Richardson was with the federal Health Care Financing Administration (HCFA) from 1993 -1999. She was director of the Center for Medicaid and State Operations, responsible for all Medicaid policy and operations, the Medicare Survey and Certification Program, the Health Insurance Portability and Accountability operations, the Children's Health Insurance Program, Medigap policy, and HCFA's intergovernmental relations. In addition, she served for a year as HCFA's deputy administrator and for three years as the head of its Medicaid Bureau. During her tenure at HCFA, she represented the agency on a variety of departmental and White House working groups. In early 1993, on leave of absence from the state of West Virginia, she served as a member of the White House Task Force on Health Care Reform. Before her service with the federal government, she held several positions in West Virginia 's state government. These include director of Public Employees Insurance Agency (1989-1993), chair of the Health Care Cost Review Authority (1983-1985), deputy director of the Department of Health (1979-1983), and the assistant commissioner for the Department of Welfare (1978-1979). Professor Richardson holds an A.B. degree from Vassar College and an honorary doctor of laws degree from the University of Charleston. She is also an adjunct faculty member in West Virginia University 's School of Medicine.
